Hanoi (VNS/VNA) – Vietnam needs about 128.3 billion USD of investment capital to develop its electricity industry in 2021-2030, according to draft electricity planning released by the Ministry of Industry and Trade (MoIT).

On February 9, the MoIT issued a draft national electricity development planning project for 2021-2030, with a vision to 2045 or the power master plan VIII and asked other ministries and agencies to contribute their ideas.

With forecasts that Vietnam’s GDP growth will reach an average of 6.6 percent per year in 2031-2045 and 5.7 percent per year in 2031-2045, the MoIT forecast the supply of commercial electricity to reach 491 billion kWh by 2030, and 877 billion kWh by 2045.

The draft expected by 2030, the total installed capacity of electricity sources in the country would reach 137.2 GW including 27 percent from coal-fired thermal power, 21 percent from gas thermal power, 18 percent from hydroelectricity, 29 percent from wind power, solar and renewable energy and 4 percent from the imported sources and 1 percent from other types of energy from storage devices.

The MoIT’s draft said by 2045, the total installed capacity will reach nearly 276.7 GW including 18 percent from coal-fired thermal power, 24 percent from gas thermal power, 9 percent from hydroelectricity, 44 percent from wind power, solar and renewable energy and 2 percent from the imported sources and 3 percent from other types of energy from storage devices.

The power master plan VIII encourages the development of renewable energy and discourages hydroelectricity. Renewables made up 13 percent of power in 2020 and are aimed to make up 30 percent by 2030 and 44 percent by 2045.

Regarding the power grid development programme, the plan proposes to continue building the 500kV power transmission system to transmit electricity from major power source centres in the Central Highlands, south-central, north-central and central regions to the large load centres in Ho Chi Minh City and the Red River Delta. It also asked to strengthen the interconnected transmission grid to support the transmission of power capacity.

In the draft, they also research the application of smart grid and the 4.0 technology in power transmission to calculate and propose in the master plan.

The MoIT calculated total investment capital for electricity development in 2021-2030 of about 128.3 billion USD including 95.4 billion USD for electricity and 32.9 billion USD for the grid.

For the next 15 years, the ministry calculated the need at about 192.3 billion USD including 140.2 billion USD for electricity and 52.1 billion USD for the grid.

Combining the two periods, Vietnam needs 320.6 billion USD to develop its national power system./.

Moderate, sustainable local airport development required: Experts

March 2, 2021 by sggpnews.org.vn

If each proposal was to be approved, there would be one airport every 100km across several Northern and Central regions in Vietnam, while the resources for traffic infrastructure are still scarce, experts pointed out.
Additionally, according to the Civil Aviation Authority of Vietnam (CAAV), only one-third of the 23 airports nationwide have been operating at full capacity and making profits, while the rest cost the national budget billions of Dong each year even before Covid-19 hit.
One reason for the slow traffic at airports is the lack of connecting routes between airports and neighboring cities and economic centers. Most localities have only focused on building airports to attract short-term investment without planning for efficient inter-connected infrastructure.
Although early planning is necessary to avoid future lack of land, it must be based on the overall national transport network and not just to have at least one airport in each locality since the requirement of each region differs.
For example, most developed countries have a high number of airports, but most are small-scaled and mainly reserved for private aircrafts, while most of the airports proposed for the National Master Plan are medium-sized and up. As a bargaining chip, they are also labeled “airports for both commercial and military purposes”.
Experts suggested the Ministry of Transport and CAAV carefully consider the proposals before executing the National Master Plan in a feasible and sustainable manner.

Government chief: Da Nang must aim to become special Vietnamese city

March 1, 2021 by vov.vn

Prime Minister Nguyen Xuan Phuc made these remarks whilst chairing a meeting on the adjustment of the city’s master planning to 2030 with a vision towards 2045.

Upon appreciating the quality of the central city’s master plan adjustment project, PM Phuc noted that in the near future, Da Nang is destined to become a special Vietnamese city, joining the likes of Hanoi and Ho Chi Minh City. Therefore, the planning, adjustment, and implementation of the master planning must be fully oriented towards local people, serving national development interests, while not allowing corruption or group interests to occur.

The master plan for the city towards 2030, with a vision ahead to 2045, was first adopted back in 2013. After seven years of implementing the project, Da Nang city has seen fast development. However, as a means of implementing the Politburo’s Resolution No. 43 dated January 24, 2019, on the construction and development of Da Nang to 2030, with a vision to 2045, and to meet relevant development needs, the PM has agreed to allow the city to adjust the master plan project.

Upon addressing the meeting, the municipal leader said that Da Nang has hired a professional company from Singapore to advise the project on adjusting the master plan towards developing the central city into a modern, green, and eco-friendly place in response to the request from the Politburo’s Resolution 43. The city has also organised an array of seminars and meetings to collect opinions of specialised agencies, individuals, and businesses.

Ministry of Construction representatives, along with those from other relevant ministries and agencies in charge of the project appraisal, said that to adjust general planning, the central city has calculated socio-economic statistics, and provided a thorough assessment of natural conditions. This is in addition to looking at the environment and development orientation in an effort to enable Da Nang to become a centre for tourism and services, along with the regional marine-based economy.

The cabinet leader outlined that the adjusted master plan deals with the limitations of the original 2013 scheme, while paying close attention to green development alongside orientations for space planning and modern infrastructure, contributing to creating an economic hub in the nation’s central regions.

The Government leader also asked the city to deal with the local wastewater problem without causing pollution to the marine environment, a very important factor in protecting nature in Da Nang. Along with this, greater attention should be paid to tackling the issue of climate change, along with clarifying the relationship of Da Nang with localities such as Quang Nam, Thua Thien Hue, and Quang Binh. This should be done whilst clarifying the position of national defence and security, thereby striving to achieve the concept of making Da Nang both a vibrant and safe city.

In relation to the city’s development in the long term, the PM has stated that Da Nang must focus on developing many fields, rather than just services. Indeed, the city should adopt a policy to attract technology and industry projects to minimise environmental damage and ensure sustainable development, while also avoiding negative growth in case of fluctuations.

Along with general planning and detailed plans which will be deployed by the city in the near future, PM Phuc has stated the need to combat group interests when implementing and adjusting planning, especially with regard to detailed plans. He also underlined the need to stamp out corruption, and other negative phenomena when focusing on master planning adjustment and the implementation of detailed planning.

The Government leader has therefore assigned the municipal Party Committee, the People’s Council, and the municipal administration to develop a public and transparent management mechanism to monitor master planning. The Ministry of Construction and other agencies will periodically supervise the implementation of the master plan, while other ministries and agencies must create favourable conditions for Da Nang to develop infrastructure, including seaports and airports, PM Phuc emphasized.

Hanoi – The central city of Da Nang is set to be part of the global supply chain network and a gateway on the East-West Economic Corridor by 2030, a meeting in Hanoi on March 1 heard.

Discussing adjustments to the city’s master planning by 2030 with a vision towards 2045, the meeting was presided over by Prime Minister Nguyen Xuan Phuc.

By 2030, the city is also expected to become a destination for global lifestyles, a centre of tourism and services, and a maritime economic hub in Vietnam and the region at large. In the long term, it eyes becoming a special urban area and an international city.

Its population is predicted to stand at about 1.79 million by 2030 and its urban area is to cover 31,836 ha, or more than 32 percent of the local land area.

The municipal People’s Committee signed a contract with a joint venture between Sakae Corporate Advisory Ltd. and Surbana Jurong (Singapore) on the project adjusting the master planning.

During the process of building the project, the municipal People’s Committee organised three international workshops and collected feedback from local residents, businesses, departments, and agencies.

In an assessment, the Ministry of Construction said the project identified the position and role of Da Nang as a core urban area of the Hue-Da Nang-Chu Lai-Ky Ha-Dung Quat (Van Tuong)-Quy Nhon urban area chain, forming the Da Nang urban region, encompassing Chan May (Lang Co), Da Nang, Dien Ban, Hoi An, and Nam Hoi An.

In his remarks, PM Phuc lauded Da Nang’s coordination with ministries and agencies as well as its response to opinions from local residents and socio-economic organisations in the planning work.

Da Nang should develop beyond its current status as a first-tier urban area, he said, becoming a special city.

Given that it boasts one of the most beautiful beaches in the region, he urged the city to pay more attention to waste water treatment and climate change issues and suggested it seek new development drivers apart from tourism.

Corruption and other misdeeds in planning adjustment and implementation must be prevented, he reminded all in attendance, noting that planning and realisation must be in tandem.

Roast pork belly, a must-try dish from Đường Lâm ancient village

March 1, 2021 by vietnamnews.vn

Nguyễn Thanh Hà

Hà Nội is home to many famous specialities but few are as mouthwatering as thịt quay đòn (roast port belly) in the ancient village of Đường Lâm, about 44km from the city centre.

It is said that King Ngô Quyền (939-944), whose native village is in Đường Lâm, after defeating the Southern Han invaders from China ordered chefs to make roast pork belly to give a feast to his troops.

The dish was so tasty and delicious that troops said they couldn’t get enough, according to legend.

The dish has been the village’s claim to fame since then, said Nguyễn Đăng Thạo, head of Đường Lâm Ancient Village’s management board.

Nguyễn Thị Hương, a famous roaster in the village, said she has to order fresh pork belly from prestigious butchers. “It is to ensure that the roasted pork is crispy but fragrant.”

The pork belly should be carefully soaked with hung lìu (flavouring powder with five ingredients including cinnamon, anise and sweet basil), pepper, fresh onion, fish sauce and salt, said Hương, adding that the most important ingredient is the guava leaves.

The young guava leaves are ground to cover the inside and outside of the pork belly while half-young guava leaves are used to wrap the meat before it is roasted.

She said the guava leaves should be grown naturally without being sprayed with pesticides to ensure the roast pork has a natural fragrance.

The raw meat should be soaked for at least two hours before roasting.

“Apart from guava leaves, we have to use a bamboo tube which is about two metres long to roast the meat. It needs between five and six hours to roast it over charcoal,” said Hương, noting that while roasting, the chef has to use a bamboo spit to make holes on the pork skin until it becomes brown and crispy.

The dish is more delicious when dipped in fermented soybean locally made in Đường Lâm or lime with salt, said Hương, adding that apart from locals and visitors to the village, many customers in Hà Nội and provinces such as Hải Dương, Hải Phòng and Quảng Ninh have ordered her dish.

The dish is a must-have for big parties such as Tết (Lunar New Year) or wedding parties.

“I sold several hundred kilogrammes of such dish a day at the recent Tết holiday,” Hương said, adding that she and her husband are teaching their descendants about the trade.

“The technique of making pork belly roast is rather difficult, it requires a cook to have the mind to invest his/her self in the job,” she said.

Phạm Tuấn Hải, a former judge of Việt Nam’s Master Chef TV programme, said he has never missed a chance to enjoy the dish when visiting Đường Lâm.

“I will never forget the roast pork belly for its savoury, soft, crispy taste and particularly the special fragrance of guava leaves.

“This year, I plan to learn the roasting technique to apply it to my restaurant chains across the country to serve locals and foreign guests,” said Hải. VNS

HÀ NỘI — Đà Nẵng plans to become a tourism and sea-based economic hub of Việt Nam by 2030 following its adjusted master plan with a vision to 2045.

Under the plan, the central city is projected to become a part of the global supply chain network and a gateway to the East-West Economic Corridor, leaders of Đà Nẵng reported at a meeting with Prime Minister Nguyễn Xuân Phúc in Hà Nội on Monday.

The city also hopes to become a special urban area in its long-term vision of becoming an international city. Its population by 2030 is expected to reach 1.79 million and the urban construction area will be about 31,800ha, accounting for more than 32 per cent of its mainland area.

PM Phúc applauded Đà Nẵng authorities’ efforts to work closely with ministries, agencies and to collect public opinions into making the master plan.

The city should aim to become a special city of Việt Nam to bring Đà Nẵng to a higher level in terms of both quality and development scale, the PM said.

The Government leader approved the plan to develop Đà Nẵng into a spearhead tourism city, a sea-based economic centre of Việt Nam, a gateway to the East-West Economic Corridor and a worth-living and safe city.

Regarding waste treatment, PM Phúc said this was an important issue for Đà Nẵng – a city with one of the most beautiful beaches in the region. The city should also have measures to deal with climate change.

He also asked for measures to prevent corruption in adjusting and implementing the master plan and have a proper supervision mechanism. — VNS
