Five foreigners among nine new imported Covid-19 patients in Vietnam

Five foreign people and four Vietnamese nationals who recently arrived in Vietnam from abroad have tested positive for SARS-CoV-2, raising the total number of patients in the country to 2,705, the Ministry of Health reported on Monday evening.

According to the ministry’s report, five new foreign patients include three men and two women aged between 23-61 who are from India, Germany, Ukraine, Uzbekistan, and Moldova. They are now being treated at hospitals in Hanoi and Ho Chi Minh City.

Four Vietnamese patients including three women and a man aged between 21-29 who recently returned from Japan, Angola, South Korea, and Cambodia. They are now being treated at hospitals in Danang and Ho Chi Minh cities, and Bac Ninh, and Kien Giang provinces.


With these new infection cases, the number of Covid-19 patients in Vietnam has increased to 2,705, including 910 locally-transmitted cases reported since the new outbreak started in Hai Duong on January 28.

As of 6 pm on April 12, a total of 2,445 Covid-19 patients had recovered and been discharged from hospital. There have been 35 deaths, most of them being the elderly with serious underlying diseases.

At present, nearly 37,000 people who had close contact with Covid-19 patients or returned from virus-hit areas are being monitored at hospitals, quarantine facilities, and at home.

Vietnam raises awareness of Thalassemia

This year’s International Thalassemia Day, themed “Addressing Health Inequalities Across the Global Thalassemia Community”, is devoted to raising public awareness about Thalassemia and one of the major causes in the spread of the disease – cousin marriages, as well as the importance of pre-marriage and pre-pregnancy counselling and screenings to early detect the disease.

Data shows that there are about 8,000 new-borns carrying the Thalassemia gene every year, around 2,000 of which will suffer from severe symptoms.

Some 13 million Vietnamese, or 13 percent of the population, carry the gene. About 20-40 percent of the Thalassemia gene carriers are mountainous ethnic minority people, mainly due to inbreeding.

According to the General Office for Population and Family Planning, despite many efforts, treatment can only help improve patients’ quality of life and does not completely cure the disease.

A report shows that since 2001, up to 20 percent of children born with Thalassemia died at the age of 6-7 and most people with severe symptoms cannot find a spouse.

Thalassemia is an inherited blood disorder caused when the body doesn’t make enough haemoglobin – an important part of red blood cells. The disorder results in excessive destruction of red blood cells, which leads to anaemia.

People with severe symptoms may suffer from bone problems and liver and heart failure, and the condition can be fatal.

A child can inherit Thalassemia if one or both of his or her parents carry the mutant gene. The risk is higher if both parents have it.

Most married Vietnamese couples do not have any tests or consultancy on inherited disorders. People who carry such genes show no abnormal signs so do not undergo examinations or screening before giving birth.

Huge investment in medicine and regular blood transfusions make Thalassemia a costly disease, placing a financial burden on families and society as a whole.

It is estimated that 2 trillion VND (85.1 million USD) and 500,000 blood units are needed each year to treat Thalassemia patients in Vietnam. The average treatment cost for a severe case from birth to the age of 30 is about 3 billion VND (130,000 USD).

HCM City’s job market shows signs of recovery

The HCM City Human Resources Forecast and Labour Market Information (Falmi) Centre said the demand for human resources across sectors went up 13.14 percent year-on-year.

The highest demand for labour was seen in services with 70.38 percent of total vacant jobs, followed by industry (29.51 percent) and agriculture (0.11 percent). Notably, such sectors as processing and manufacturing, retail and wholesale, motor vehicle maintenance and repair, construction, education and training, and information and communications were the most desperate for workforce.

The centre said the demand for trained labourers made up 85.72 percent, including 22.19 percent of university graduates or holders of higher education degrees, mostly in finance-banking, IT, architecture, electricity, marketing, management and health care.

Meanwhile, the need for untrained workers accounted for 14.28 percent of the total demand, mainly in chemicals, garment-textile, business-trade, printing, tourism, and lodging and catering services.

Falmi said despite the impact of the COVID-19 pandemic, many socio-economic indicators have shown good growth on a yearly basis. Therefore, many enterprises have drawn up recruitment plans to realise their new business strategies.

Da Nang to develop an international finance center

Director of the city’s Investment Promotion Agency (IPA), Huynh Thi Lien Phuong said the MoU, which was signed late last month, aimed to build a trading center, casino, high-end entertainment and luxury apartments in the coastal area.

She said the project would be built on an area of 84,000.sq.m on the beach-front on Vo Nguyen Giap and Vo Van Kiet streets in the Son Tra peninsula.

Phuong said Da Nang authorities would auction land-use rights for the finance-trade-casino complex in the future.

She said the city was drawing up a detailed plan for the first international duty-free zone and smart urban area for investors.

Last year, five key investors – the Import-Export Pan Pacific Group (IPPG), T&T Group, New Techco Company from Vietnam, and Sakae Holding and another company from Singapore – registered for a land-use rights auction for a USD 2 billion finance-trade-casino complex in the central city.

Jonathan Hanh Nguyen, who is chairman of IPPG Group, urged the city to build an international standard duty-free zone and recreational area for tourists.

The city’s Department of Natural Resources and Environment said four plots on two coastal facade Vo Van Kiet and Vo Nguyen Giap streets were reserved for finance-trade-casino complex development.

Two years ago, IPPG failed to negotiate with Trung Nam Group to make the Golden Hills area the first duty-free zone and factory outlet center in central Vietnam.

Last month the first downtown free-duty shop, VV Mall was launched at the beach-front Crowne Plaza Da Nang resort in Ngu Hanh Son district.

The Universal Alloy Corporation (UAC) from the US has launched the first aerospace parts project, while LG Electronics began construction of its R&D center in the city.

Da Nang, which is situated at the end of the East-West Economic Corridor, linking Laos, Thailand, Myanmar and Vietnam, is planned as a global destination of tourism, finance, logistics and hi-tech investment.

Quang Ninh Province awakens

From mainly relying on coal mining, Quang Ninh rose to become a rich province through the development of tourism and services. But the Covid-19 pandemic has helped Quang Ninh “wake up” and realize its “Asin’s heel”.

Nearly 10 years ago, Mr. Nguyen Xuan Ky, the incumbent Party Secretary of Quang Ninh, was the Chief of the Quang Ninh Provincial Party Committee’s Office, who directly assisted the then Party Secretary of Quang Ninh, Mr. Pham Minh Chinh.

When Mr. Chinh, who is now the Prime Minister, raised the policy to transform the growth model from “brown to green”, Mr. Ky was also the one who delivered the first invitations to experts and officials to come to Quang Ninh to help the province find a new development path for the area, which was called the kingdom of “black gold” (coal) in Vietnam.

“When we gave letters of invitations to the local former Party leaders, who grew up from the coal industry, they asked us ‘are you okay, why do you have to do this?’. For many generations, Quang Ninh developed based on coal mining and it is still the key industry,” Ky recalled.

In response to the concerns, Quang Ninh’s Party Chief at that time replied: “Yes, you are right. But if it is just that, Quang Ninh cannot develop.”

That is the story that paved the way for the development of tourism and services of Quang Ninh, which was set in the 2000s and has been implemented strongly since 2010.

In August 2011, Mr. Pham Minh Chinh was appointed as Secretary of Quang Ninh Provincial Party Committee. On May 24, 2013, he signed a resolution of the Provincial Party Committee on tourism development in the period 2013-2020, with a vision to 2030. This resolution emphasized renovating the growth model, restructuring the local economy, and changing the province’s mode of development from “brown to green” (from coal mining to tourism development).

However, changing from “brown” to “green” did not mean stopping coal mining to make Quang Ninh “cleaner”. Instead, the coal industry would be oriented to be cleaner, greener, and cause less conflict with other economic sectors.

It was not a task that was accomplished overnight. For example, Quang Ninh’s Cam Pha city covers a total area of 300,000 hectares, but one third of the land area in the city belongs to the coal mining industry. According to Ky, Cam Pha could not develop that way. “Coal mining area must be reduced. Coal mining on the ground must be minimized,” Ky said.

In Quang Ninh, coal was no longer transported by car or ferry. The provincial government developed a roadmap to gradually reduce open-pit coal mining and increase pit mining. In places where open-cast exploitation was still used, measures to prevent dust pollution and restore the environment had to be applied.

A senior official who visited Quang Ninh 10 years ago still remembers three things: In the rainy season in February, he went to Cua Ong – the land of coal mining – and had to wear plastic boots; otherwise his feet would have been wet; he could not see the green color of leaves as everything was covered by the coal dust; and he could not see anyone in a white shirt on the street.

Ten year later, he returned to Quang Ninh, and realized that everything had changed. Most of Quang Ninh’s roads were cleaner, the trees green, and people were no longer afraid of wearing white shirts. However, for the transition from “brown to green” to be really thorough, more time is needed.

“Awakened” one more time

Over the past 10 years, Quang Ninh has persisted in strongly innovating the growth model, restructuring the economy, changing the development mode from “brown” to “green” based on the three pillars: nature, people, and culture. However, when the Covid-19 pandemic broke out, Quang Ninh was startled, and had to engage in self-examination.

Quang Ninh suddenly realized that over the past 5 years it was too passionate about developing tourism. At the same time, its neighbor – Hai Phong – had developed robustly, attracting tens of billions of US dollars in foreign investment, compared to only a few hundred million dollars in Quang Ninh.

Quang Ninh officials began to reconsider the strategic directions on developing the manufacturing and processing industry planned by Mr. Pham Minh Chinh when he was still the province’s Party Secretary. He had emphasized that in 2012 and the following years the province would call for investment in the development of a number of industries and industrial products in the fields of information technology, electronics, mechanical engineering, and biology…

It was also the period when Quang Ninh welcomed many big FDI projects, with the $300 million Texhong yarn factory project as an example. This project was granted an investment certificate only 24 hours after the investor had completed the relevant procedures.

“Mr. Pham Minh Chinh clearly pointed out the issues related to the development of processing and manufacturing industry in Quang Ninh,” Ky said. “In the past 5 years, Quang Ninh has not added any significant growth engine from the manufacturing and processing industry.”

That is understandable. When the transport infrastructure was developed fully, Quang Ninh’s tourism industry boomed. Along with this, local officials could be assured that the provincial economy could be firmly based on the tourism and service sector.

“The Covid-19 pandemic screwed our neck down and Quang Ninh fell,” Ky said. “It forced us to think of something else to make Quang Ninh more stable in front of hardship.”

The “something else” for Quang Ninh is the manufacturing and processing industry, which is considered the “heart” of industry. “If there was $10-20 billion of foreign investment capital in the manufacturing and processing industry, when the Covid-19 pandemic occurred, these factories were still there, the growth would have been maintained, even though FDI does not add much added value in Vietnam,” Ky said.

Therefore, Quang Ninh had to determine to “walk with both feet”: developing services besides agriculture and fisheries, especially on the processing and manufacturing industries.

It is not a coincidence the first resolution issued in November 2020 by the Provincial Party Committee of the new term was Resolution 01/NQ-TU on the rapid and sustainable development of the manufacturing industry in the period 2020-2025, with a vision to 2030.

But learning from the lessons of coal mining, Ky said that Quang Ninh does not want to attract projects that pollute the environment, or affect security and order, but those that use land efficiently, use high technology, and create great added value and high budget revenue. If Quang Ninh lured foreign investment at all costs, it would have to pay a high price.

Central Vietnam prepares for busy upcoming holiday

Travel agencies in the Central region are creating new tourism products in preparation for the upcoming holidays on April 30 and May 1.

The tourism industry expects to see significant growth during this peak season, especially if COVID-19 is effectively under control.

During the first days of April, the human resources department at Danang Golden Bay Hotel in Da Nang has been calling former staff and recruiting new interns to host future guests.

Business director of the hotel, Mai Thi Kim Oanh, told Tuổi Trẻ (Youth) newspaper that the hotel has received over 100 bookings for the upcoming holiday and the number of bookings continues to increase.

Even though hotel guests have a tendency to book only a few days in advance, the current growth rate is a positive sign for the industry and Oanh expects to have 60 to 80 per cent of rooms booked this holiday.

Deputy General Director of the Vietnam Tourism Joint Stock Company (Vitours) Le Tan Thanh Tung said the tourism market in the Central region will be very robust this summer. Anti-pandemic activities have seen much progress and vaccines have become more widely available.

As locals’ travel demand is significant, especially because they are not able to travel abroad, travel agencies in the Central region need to take advantage of their five-star facilities and the favourable weather to promote tourism in the summer.

“That being said, lack of quality human resources has caused stress. Many staff have been laid off due to the pandemic. It is crucial to retrain the team before the holiday to ensure service quality,” Tung said.

He added that the company has also invested in some key tours and prepared accommodation and transport packages for solo travelers and people traveling in groups.

Attractive tourism products

Truong Thi Ngoc Cam, director of the Hoi An Centre for Culture and Sports – Radio and Television, said that warm-up activities at Hoi An Old Town have gone well.

In the upcoming days, Hoi An will focus on “quintessential products” for visitors to the Old Town, organise more art performances, and make use of the central space to launch new tourism products.

Quang Nam Province’s Tourism Association and the provincial People’s Committee are planning to host charter tourists. A group of tourists, both Vietnamese living overseas and international travelers, will be transferred to Chu Lai Airport and quarantined at designated areas.

Meanwhile, the Hoi An creative start-up fund, together with many travel agencies, is working on the An Bang Beach festival to promote local seafood in early summer.

General Secretary of the Tourism Association of Quang Nam Province Nguyen Son Thuy said that travel firms in the locality have started cleaning up their facilities and are preparing to welcome guests.

“We hope to receive many visitors in July. If the pandemic is under control, the tourism industry in the Central region will be blooming again,” he added.
