ASEAN, Russia look to further deepen strategic partnership

Hanoi (VNA) – 2021 is considered an important time for the Association of Southeast Asian Nations (ASEAN) and Russia to review their achievements in cooperation and determine related goals in the time to come, towards further deepening the strategic partnership.

The two upgraded their relationship to the strategic partnership in November 2018.

At the 19th Meeting of the ASEAN-Russia Joint Cooperation Committee (ARJCC) held online, representatives from ASEAN member nations expressed their appreciation of the positive cooperation in bilateral relations.

Cooperation programmes and plans between ASEAN and Russia have contributed to supporting ASEAN in realising its goals in community building and narrowing the development gap.

The Russia n side stressed that ASEAN is one of the top priorities in its diplomatic policy. It supports the bloc in building the ASEAN Community and in strengthening its central role in the regional structure, and actively joins ASEAN-led mechanisms, thus contributing to peace, stability, and security in the region.

The two sides also highly valued the activities of the ASEAN Centre at the Moscow State Institute of International Relations (MGIMO), which contribute to promoting scientific cooperation between universities and research centres and promoting people-to-people exchanges between citizens of Russia and ASEAN.

In the context of COVID-19, the two sides also committed to promoting joint efforts to overcome the effects of the pandemic and stabilise their economies.

ASEAN and Russia agreed to further strengthen the strategic partnership, focusing on areas of mutual interest, such as politics, security, disaster management, technology and innovation, tourism, and the prevention of infectious diseases.

Russia has also increased coordination with ASEAN member countries at major international forums, including the UN, on urgent global and regional issues, such as arms control, non-proliferation of weapons of mass destruction, terrorism prevention, international information security, and combating drug trafficking and transnational crime.

Russian authorities are assisting ASEAN’s special security and law protection agencies in personnel training and organising professional training courses to fight terrorism and extremism.

On the occasion of the 30th founding anniversary of diplomatic ties and 25 years of dialogue relations in 2021, ASEAN and Russia wish to further deepen the strategic partnership, thus helping both overcome difficulties posed by COVID-19 and recover economic development./.

Japan-Vietnam Fest to open in HCM City at weekend

The seventh Japan-Vietnam Festival will be held on April 17 and 18 at the September 23 Park in Ho Chi Minh City’s District 1.

The event will offer a wide series of cultural and sports activities introduced by artists from the both countries.


The festival will open with performances of the famous Japanese four-member girl group Elfin’, which will be broadcast from Japan at 10am on April 17 and 18.

The featured events will be two music shows featuring Japanese singer Exile Atsushi, boy bands Da Pump and Amatou Dansi.

Takayuki Nakanishi, leader of Wadaiko Syo, a group of performers of Japanese drums, or taiko, will also perform at the event.

All performances of Japanese artists will be streamed from Japan.

Meanwhile, Vietnamese singers Dong Nhi, Ong Cao Thang and Minh Hang, boy group UNI5, and girl group SG048, will provide live performances on the festival’s main stage.

The festival will offer a Bon Odori dance to honour the spirits of the ancestors, and a Yosakoi dance performed at festivals and events.

In addition, the Awa Odori Vietnam Dance Association will provide dance performances from Japan, which will be broadcast at the festival.

The event will introduce visitors a workshop on the history of ao dai (Vietnamese traditional dress) and quan ho (love duet singing) performances.

The HCM City flower artist Shimaken will give a presentation on Japanese flower arrangement.

Japanese martial arts of Kendo, Alsok and Karate will also be showcased at the event.

The World Cosplay Summit (WCS) Vietnam will organise the TOUCH Cosplay Cup HCM City to find a winner in the national contest.

The organiser will also host exchange meetings between students from HCM City and Kitami City in Hokkaido.

The festival will include stalls showcasing Japanese cuisine, healthcare products, appliances and cultural products such as manga and dolls.

Quang Nam chosen to welcome first “vaccine passport holders”

QUANG NAM – The central province of Quang Nam will soon submit a plan to the central Government to pilot the resumption of international tourism from July 2021, while continuing to review the necessary conditions to welcome international tourists with Covid-19 vaccination certificates.

Le Tri Thanh, Chairman of the People’s Committee of Quang Nam Province, this morning confirmed to the Saigon Times that yesterday, April 15, he held a meeting with the competent authorities to discuss how to welcome international vaccine passport holders after receiving the written request from the Ministry of Culture, Sports and Tourism on piloting the resumption of international tourism.

“I have worked with relevant agencies to complete the plan to register with the Government as the first locality to welcome international visitors to Vietnam for safe tourism,” he said. “Initially, we would like to welcome tourists from South Korea who will stay at the Hoiana complex and the Tui Blue Nam Hoi An Resort via Chu Lai Airport in the form of direct charter international flights.”

The guests will stay from five to 10 days and must meet all requirements, from vaccination certification and a negative PCR test to compliance with anti-prevention regulations.

The two resorts have been selected for the pilot program as they are large, luxurious and far from residential areas, according to previous surveys conducted by the Vietnam Administration for Tourism and Quang Nam’s authorities.

In addition, the Quang Nam authorities have been working with related parties to carefully prepare conditions and procedures to welcome guests at the Chu Lai airport.

According to the pilot plan to welcome international tourists via charter flights from Quang Nam province, the targeted international markets are Japan, South Korea and Taiwan based on consumption, effective anti-epidemic measures in countries and territories, bilateral agreements and acceptance of anti-epidemic results and vaccinations from both sides.

The flights are charter ones to ensure that all tourists travel to the same destination to ensure safety.

The plan would be deployed into two phases. In the first phase, expected from July 2021, the two resorts will welcome international tourists who want to stay for a long time, play golf and at the casino.

If the first phase is successfully implemented, Quang Nam Province will continue to implement the second phase, proposing other hotels such as Palm Garden, Four Seasons The Nam Hai and Vinpearl Resort & Golf Nam Hoi An also begin to welcome international guests.
