For the fishermen in Nhan Trach, the first fishing trip after Tet Holiday is meaningful and signifies their luck for the new year. Most fishing boats in Nhan Trach are small so they often have a quick trips overnight and return in the early morning. The beach was busy with all the boats and activity.

Pham Nguyen said his crew were able to bring back 700kg of anchovies. “We’re all really happy to have such a good trip after Tet. We’ll be able to earn about VND20m (USD866). We just hope for good weather and bountiful trips,” he said.

Anchovies used to make fish sauce

Another fisherman, Pham Tan, said they caught nearly a tonne of anchovies. As they reached the shore, they could see the traders already waiting along the beaches. Anchovies and baby shrimp can be sold for VND30,000 (USD1.30) or VND20,000 per kilo respectively. Both of them can be used to make fish sauce and shrimp paste.

According to the fishermen, if they have a bountiful trip with baby shrimp they will have good herring scad and cutlass fish trawls too.

Nguyen Van Nghi, chairman of Nhan Trach Commune People’s Committee said they have over 100 fishing boats. They are mostly nearshore fishing boats so they only work seasonally. Bountiful anchovies trips also mean local fish sauce manufacturing facilities will have good materials and an optimistic outlook.

Fishermen in Phu Yen enjoy big catches after Tet

Fishermen in the southern central province of Phu Yen are enjoying big catches of shrimp and fish after Tet Holiday.

These days, many fishing boats in Song Cau Town arrived at local wharves with bountiful catches, particularly acete shrimp, providing local fishermen with a daily income of VND4-8 million (USD173.91-347.82).

The buckets of fresh acetes are brought ashore from boats to sell to traders.

According to fishermen, the acetes shrimp often appear in Phu Yen in the first lunar month. Local people leave home from 5-6 am and they can catch 5-700 kilos in the morning.

Le Van Du’s boat caught nearly 500 kilos in a morning. At present, a kilo of acetes is sold for VND8,000, so with 500 kilos of acetes, Du’s family can earn VND5 million per day.

The favourable weather and calm sea is the major cause of the successful catches this year.

If the weather is fine, people in Phu Yen can catch acetes until the end of the first lunar month.

Pham Hoai Lam who works at Dan Phuoc fishing port, said that around 50-60 boats docked the port every day. Each boat transports 800-900 kilos of acetes which are then quickly bought by traders.

At this time of the year, many fishermen in Phu Yen also enjoyed the good catches of large head hair tail belt fish.


Phan Van Oanh, a local resident, said that his boat with six people on board caught three tonnes of belt fish in three days, earning them VND60 million.

Delivery hero catches toddler falling from high-rise apartment building in Hanoi

A delivery man magically caught a three-year-old girl falling from the 12th floor of an apartment building in Thanh Xuan District, Hanoi late on Sunday afternoon.

The incident occurred at the apartment building at 60B Nguyen Huy Tuong Street in Thanh Xuan District at around 5:30 pm on Sunday, Major Nguyen Minh Thang, deputy head of the police division in Thanh Xuan Trung Ward, confirmed later in the evening.

Three-year-old N.P.H. climbed over her flat’s balcony on the 12th floor of block 12A and hung there for a few seconds, according to a resident’s recorded video.

Residents at the apartment building screamed for help when they noticed the toddler’s situation.

At that time, Nguyen Ngoc Manh, a 31-year-old delivery man dwelling in Dong Anh District who was waiting for a customer at the location, heard the residents’ cry and came to H.’s rescue.

“I looked around and looked up, then I saw a baby climbing the railing on the upper floor,” Manh recounted.

“Seeing that, I immediately opened the car door and tried to climb onto the metal roof [right on the ground floor of block 12A] to catch her in case she falls.

“After I just climbed onto the roof of about two meters high, I saw the baby falling.

“At that time, I slipped, but tried to extend my hands forward to reach out.

“Luckily, the baby fell into my arms. Both the baby and I fell down and slammed into the metal roof.”

According to Manh, blood was flowing out of the toddler’s mouth after the fall.

He immediately brought her to the ground before some residents rushed the toddler to hospital for emergency treatment.

The toddler has broken arms and legs, but her health has been temporarily stable, according to Major Thang.

For Manh, he suffered a sprain after the incident.

“My daughter is around her age,” Manh said.

“Even though I had a sprain, it felt like I was able to do something meaningful.”

Residents help catch armed bank robbers in southern Vietnamese province

Two young men were arrested by local people during their escape after a failed attempt to rob a bank with a gun in Vietnam.

The armed robbery took place at the Agribank – Ha Tien branch at 37 Lam Son Street in Dong Ho Ward in Ha Tien City, Kien Giang Province, police in the city said on Tuesday afternoon.

At around 4:30 pm that day, two young men wearing face masks, helmets, and a backpack walked into the branch and threatened bankers with a gun, demanding they give them money.

As the banking employees shouted for help and ran out of the branch, a bank guard also joined their cry and pulled out a rubber gun and fired it three times in the air.

Seeing that the bank guard had a gun, the two young men escaped on their motorbike toward nearby Nguyen Than Hien Street, where local people managed to catch them and confiscate their weapon.

Police in Ha Tien City immediately arrived at the scene after being informed of the case.

Police officers arrested the two robbers, as well as collected evidence, extracted footage from CCTV cameras, and took testimonies from witnesses at the scene.

Right at the scene, the two young men declared their names as Trinh Dinh Phu and Trinh Dinh Hao, both dwelling in Thuan Yen Commune in Ha Tien City.

Currently, the case is being further investigated for clarification.

This is the first time authorities in Ha Tien City have recorded a heist with a gun.

Set a former thief to catch new thieves: a cybercrime story

Earlier this month, Ngo Minh Hieu published a long article on his personal page, sharing information about a cyber-safety software that took him “three nights to complete.”

Hieu doing such good, useful work is the stuff of Hollywood or Bollywood scripts about redemption of erstwhile criminals and/or convicts.

As a teen and a youth, from 2007 until 2013, Hieu stole personal data, including names, birth dates, social security numbers, and bank account information from online marketplaces, according to the U.S. Department of Justice. He sold the information for nearly $2 million, the department said.

On his release, Hieu said he regretted his action and hoped that he would land a cybersecurity job to make amends.

His hope has been realized. He returned to Vietnam in August and works currently for Vietnam’s National Cybersecurity Center (NCSC).

Hieu’s new initiative, “Chong Lua Dao” (Fighting scam), can be installed on Chrome, Coc Coc, Brave and Kiwi browsers. It will rate the safety level of websites and social media accounts. For instance, if a page is flagged as a phishing or otherwise unsuitable site, the software add-on will block the computer from accessing it. The software had more than 3,500 downloads a day after it was launched.

For real?

The anti-phishing article on Hieu’s personal account has received tens of thousands of comments and interactions, mostly of encouragement. But there were some who expressed doubts about an information security tool built by someone who used to be a hacker.

“I know that people won’t stop talking about at my past,” said Hieu. However, he has moved on and does not care about his history, Hieu said, he is focused on creating benefits for the community at large.

The idea of creating a software to protect users from phishing sites crossed his mind when he was serving his sentence in the U.S. and deployed after he returned to Vietnam.

He said that he has learned his lessons from past mistakes and now considers them “assets” that help him build a project against phishing.

“I understand the nature of the matter since I once was a hacker going around deceiving people and spreading malicious codes. So I want to contribute my understanding to help the community.”

In the anti-phishing development team, Hieu is responsible for evaluating the safety of a website. His previous experience helps him tell at just a glance if a site is a scam or not.

The anti-phishing tool is built on the idea of MyWOT – a tool that evaluates the reputation of websites with more than 6 million users around the world, sharing a similar working mechanism. The add-on evaluates the security of a website based on technical analysis, such as IP, URL length and SSL certificate, combined with user ratings, which are combined to create an overall rating on a 1 to 5 scale for each site.

However, the development team must review each report to avoid errors in their judgment, since there are safe websites getting bad reviews from competitors or malicious websites that get good reviews from people “with bad intentions.”

Thanks to Hieu’s experience as well as the contribution of two other security experts, the tool has added 1,000 websites to the “blacklist” after reviewing 1,400 reports from users just one day after its launch. Once it is blacklisted, a website will be “locked,” preventing users from accessing it. The browser displays warnings when certain users want to access such phishing websites.

‘Bamboo curtain’

The “Chong Lua Dao” add-on has been launched in the context of increasing instances of fraud in Vietnam’s internet environment.

Hieu said a phishing website is one that mimics a reputable page in order to attract traffic and takes advantage of the users’ personal information, spreads malicious codes or carries out direct scams for money.

With the rapid rise in internet and mobile users in Vietnam, cybercriminals are also using increasingly sophisticated tricks. For example, a hacker buys a domain name that is similar to that of an airline in order to impersonate it. For this, a professional interface is built and money spent on pushing the website up in the Google search results.

Recently, cybercriminals invested hundreds of millions of dong in equipment to fake a mobile broadcasting station and use the “brand message” to urge people to click on fraudulent websites.

“Cybercriminals in Vietnam are investing more and more money on upgrading their scamming tactics,” Hieu said.

The former hacker said new internet users with little knowledge about information technology are most likely to become victims of these scams.

“Even my parents regularly visit such websites,” Hieu said, adding that this motivates him and his team further in completing their projects.

“In the past, bamboo forests helped protect rural people from enemy attacks and natural disasters, now I want to build an anti-phishing barrier to protect everyone from internet fraud.”

The logo of the new software add-on has the image of a bamboo cluster forming a fence, protecting the “green” sides on the internet. Hieu’s nine member team want to see the small green bamboo icon on as many users’ browsers as possible.

Hieu admitted that the project was not perfect because, as a non-profit initiative, it faces human resource limitations. The team is advocating the application of artificial intelligence for faster and more accurate identification, incorporating the open source code of a tool specialized in phishing websites detection to give the best results for the Vietnamese market.

The larger the number of users, the more fake websites will be reported and the more accurate the tool becomes, thus reducing the amount of people needed to moderate internet traffic.

The Chong Lua Dao project plans to develop more applications on smartphones, adding the ability to prevent malicious YouTube and Facebook pages.

Hieu said he also plans to organize small competitions on using the tool in order to help users access security knowledge in newer ways.

He added: “This project is for the community and also develops through the community.”

Bus catches fire at HCMC’s An Suong tunnel

At around 6:30 a.m. on February 24, a driver, 35, who was driving the bus No. 51B-206.78 noticed some smoke coming out of the front part of the bus when entering the An Suong underpass. He stopped the bus immediately and asked the passengers to get off the vehicle. The fire quickly spread and the whole bus caught on fire.
