Novartis honored as pioneer in digital transformation in healthcare

Novartis is the sole pharmaceutical firm among a total of 34 units that were honored for their efforts and outstanding contributions to the Digital Transformation of the Healthcare Sector in 2020, at the National Digital Transformation Congress.

Over the years, Novartis has always been a leader in the implementation of digital transformation and technology application in the health sector. This has been creating a premise in supporting and implementing digital activities such as building an electronic medical record system, deploying digital transformation in the fields of online public services, medical publicity, remote examination and treatment, etc.

Novartis’ significant achievements in Digital Transformation

In 2020, Novartis became the first to apply the Doctuiqy platform in organizing activities connecting healthcare professionals to update scientific knowledge. The company has also cooperated with healthcare organizations and Hello Bac Si to increase public health awareness in Vietnam through digital platforms, partnered with Samsung SDS to apply Brightics RA artificial intelligence technology in routine screening of eye diseases. Furthermore, to improve the quality of its programs and activities, Novartis has invested in technical infrastructure and constructed its own Studio room to conduct online conferences, seminars, etc.

Notably, Novartis has partnered and sponsored for healthcare organizations to successfully implement the program named “Tam Diem” – a forum providing the latest scientific information for cardiologists. The weekly online seminars series have help update specialized knowledge as well as create an academic environment for the specialist to discuss and share their experiences.

 The units honored for their efforts and outstanding contributions to the Digital Transformation of the Health Sector in 2020.

Following the successes, in late 2020, Novartis launched MedHub – a Novartis Vietnam’s website for healthcare professionals (HCP), a responsive online medical information hub where HCPs are able to gain access to content anywhere that is tailored to their interesting area in Novartis from any device.  The launch of this new platform is a critical step in Novartis’ digital journey to enhance its customer experiences where MedHub powers omni-channel engagement.

Novartis’ Digital Transformation journey in Vietnam

With the long-term strategic vision, Novartis has been early aware of the significance of digital transformation in healthcare. At the 11th Asia-Pacific Future Trend Forum which was jointly organized by the Vietnam Medical Association and Novartis in 2018 with the theme: “Building a pathway for the health sector: Use resources and operate efficiently for optimal results in countries with rapidly aging population in Asia,” Novartis highlighted the importance of applying digital in building smart heath systems, use of resources, operate system efficiently to solve major health challenges and bring long-term impacts to the universal healthcare system.

Since then, Novartis has been shaping its direction, continuously been looking for proper solutions and quickly and efficiently implement digital tools to meet the market dynamics. Among those, Novartis’ collaboration with the Ministry of Health through the primary healthcare activities within the framework of the grassroots health system capability-building program created a premise to support the deployment and update of universal electronic health records and the implementation of health examination management at commune health stations in implementing provinces. 

Novartis also advocates realizing the commitment in digital transformation through investing and building a team of digital experts. This activity of Novartis is highly appreciated in expressing their vision and considered to meet the need of technology application in the health sector. Besides, it also aligned with the government and the Ministry of Health’s strategy in digitalizing and transforming the healthcare industry Vietnam.

In early 2020, Novartis Vietnam Ltd. became the first multinational pharmaceutical company to successfully transform into a foreign-invested enterprise and fully operationalize its import activities. Vietnam strives to become stable and prosperous digital country

The Hanoitimes – The Ministry of Information and Communications has placed on consultation a governmental draft decision on the development of information technology, electronics – telecommunications industries in Vietnam.

Striving to turn Vietnam into a stable and prosperous digital country is the goal of a prime ministerial draft decision that is intended to approve the Program on the development of information technology and electronics – telecommunications industries to 2025, with a vision to 2030, towards the Fourth Industrial Revolution ( Industry 4.0) .

The goal of the program for 2025 is to make Vietnam’s information technology (IT), electronics – telecommunications (ET) industries one of the large economic sectors that will achieve fast and sustainable growth. The industries will be based on new achievements of the Industry 4.0 that motivate the implementation of strategic breakthroughs and modernize the country, strongly develop the digital economy, transform the digital socio-economic activities, and make Vietnam a stable and prosperous digital country.

The program sets the target of achieving the annual turnover growth in the IT and ET industries twice the growth of national GDP.

Under the program, Vietnam will have around 50,000 IT and ET companies, of which 10 large companies will play a leading role and are internationally competitive with revenues of at least US$1 billion. The program also aims to have 10 provinces/cities generating an average IT and ET turnover of more than US$1 billion each.

To attain those goals, the draft defines the main tasks such as building infrastructure and developing key IT products; investing in technical infrastructure and technology incubators to support startups.

Another task is to build Vietnam into a safe destination for foreign-invested enterprises in the field of digital technology; support market expansion through the implementation of the national digital transformation program, smart city program, e-government development program, among others.

The draft also emphasized on improving the quality of human resources and promoting the connection between businesses and training schools.

Other measures include working out and submit to the National Assembly the Law on Digital Technology governing activities of digital technology, IT, and ET in the Industry 4.0; digital technology industrial park; digital technology innovation center; digital technology products, protection of intellectual property in the digital environment; healthy competition between domestic and foreign companies that do business on the digital platform.

The draft also mentioned the completion of the legal framework to build an ecosystem of digital centers of specialized fields.

Vietnam’s digital economic outlook has been seeded on a fertile and potential land with a high rate of Internet usage and a developing technological infrastructure.

According to the Vietnam Internet Network Information Center, the number of domain names has reached 500,000; the “.vn” topped the national domain names registered in Southeast Asia, and was among the top 10 in Asia. – Pacific.

The Asia-Pacific IP address management organization, APNIC, said that Vietnam’s IPv6 application rate is about 40%, ranking 2nd in ASEAN, 8th globally, with more than 21 million Internet users.

Vietnam’s digital economic growth rate was the second fastest in Southeast Asia (38% in 2019, behind only Indonesia); the value of e-commerce transactions increased 81% per year in the period 2015-2019, according to Google, Temasek and Bain & Company.

Vietnam has actively approached opportunities from digital economy, built and completed legal corridors, and successfully deployed many applications of technology such as e-commerce floors, online travel, ride-hailing apps or e-wallets linked to domestic banks. .

The Covid-19 pandemic has affected many economic activities that are based on traditional platforms, forcing agencies and enterprises to be bolder in research and application of digital platforms in management activities, production – business, powerful application of e-forms such as online delivery, electronic payment, online teaching…

The government and businesses have generally adapted well to new economic models and activities; application of digital economy, and building of e-government, which developed robustly in recent years.

Before the Covid-19 epidemic, about 40 ministries and provinces were connected to the national data sharing and integration platform, official sources said. This figure is now about 70. About 50% of ministries, central agencies and localities have built their own platforms for data integration and sharing, higher than the rate of 27% in 2019.

Challenges for digital transformation

The shortage of high-quality human resources, especially human resources meeting the new requirements and skills in the context of the industrial revolution 4.0, is a problem for Vietnam.

According to the World Bank, the quality of human resources in Vietnam is 3.79/10 points, ranking 11th out of 12 countries surveyed in Asia. Meanwhile, South Korea was 6.91 points; India 5.76 points; Malaysia 5.59 points.

According to the report on “human capital” of the World Economic Forum in 2017, Vietnam’s ranking of skilled workers was in the low average group, at the bottom for intermediate skilled workers (128th/130), and 99th out of 130 countries for skilled workers at a high level.

The 2019 Global Competitiveness Index also showed limitations of businesses in terms of science, technology and innovation indicators. For example, technology cooperation and development between business and university ranked 67th/141; and the number of patent applications ranked 91st/141.

According to the General Statistics Office, in 2018, up to 76% of equipment, machinery and technology lines that Vietnamese businesses used were manufactured in the 1960s-1970s; 75% of the equipment were fully depreciated; and 50% of the equipment were refurbished.

The rate of modern machinery and equipment used in Vietnamese enterprises was only 10%, 38% was average and 52% obsolete and very out of date. The rate of using high technology was only 20%, while the criterion for industrialization and modernization is over 60% of new technology (It is 31% in Thailand, 51% in Malaysia and 73% in Singapore).

According to the Central Institute for Economic Management, investment in research and development (R&D) in Vietnamese enterprises is still low, only about 0.4% of GDP compared with 2.2% in Australia and Singapore, 2.1% in China and 1.3% in Malaysia.

The number of patents granted in Vietnam is the lowest compared to the number of patent applications. Self-reported innovation appears to be well below the normal level for Vietnam’s level of development, particularly in terms of product innovation.

Obviously, these shortcomings affect the development of the digital economy, although the opportunities are huge. To make a breakthrough, Vietnam has no choice but to accelerate science and technology, innovation and digital transformation.

Both the State and enterprises must proactively seize and take advantage of the opportunities of the 4th industrial revolution to develop the digital economy and digital society because this is a decisive factor to improve productivity, quality and competitiveness of the country.

SMEs to be assisted in digital transformation by 2025

The Hanoitimes – The Ministry of Planning and Investment (MPI) and USAID/Vietnam are collaborating to support the Vietnamese enterprises in the process of digital transformation.

About 100,000 small-medium enterprises (SMEs) will be supported to use a digital transformation readiness evaluation tool and other digital solutions, according to the latest program launched by the Ministry of Planning and Investment (MPI) and USAID Vietnam.

Revolutionary technology development is changing people’s lives. Traditional business models are gradually being transformed by new technologies that bring higher efficiency. Enterprises’ competitive advantage is shifting based on new technology and innovation.

Speaking at the launching ceremony for the “Supporting enterprises’ digital transformation from 2021 to 2025” program on December 3, Minister of Planning and Investment Nguyen Chi Dung said that digital transformation becomes an indispensable trend for enterprises to quickly recover from the Covid-19 pandemic, improve their competitiveness and make breakthroughs in the fourth Industrial Revolution.

The MPI will continue collaborating with the USAID LinkSME project to implement the program by 2025, in which, 100% of enterprises will be aware of digital transformation, at least 100 manufacturing and processing enterprises will successfully adopt digital transformation and then their experiences will be replicated on a larger scale.

Besides, a network of at least 100 experts and agencies will also be established to provide digital consultancy and services for the enterprises.

Ms. Ann Marie Yastishock, USAID/Vietnam Mission Director said that the program will help address digital transformation gap in three phases including pre-digital transformation, determining how digital tools to be used, and creating systems to fully upgrade productivity. “I hope this program would help SMEs understand the importance of digital transformation towards sustainability,” she added.

What do you think about the importance of digital transformation for Vietnamese small-medium enterprises (SMEs), particularly in the context of Covid-19 prevention?

The Covid-19 pandemic has changed everything in the globe and has really changed the way business is done now making everything virtual like electronic. It is important for Vietnam to be competitive to make sure the SMEs are quick with the digital platform as well as digital opportunity to response to the customer.

How has the USAID/Vietnam assisted Vietnamese SMEs in effective digital transformation?

We are working very closely with Vietnamese government, particularly the Ministry of Planning and Investment as the outstanding partner for us in Vietnam. We are moving into the process of the implementation of the Prime Minister’s decision about digital transformation [Decision No. 749 on the National Digital Transformation Program by 2025 with Orientations toward 2030].

We have worked out SMEs program to help the ministry put together plan and now looking at implementation of that plan. So for the pilot program jointly held by the Ministry of Planning and Investment and USAID LinkSME, we will have 100 SMEs that will be helped with increasing digital transformation. They will have more capacity to meet the demand of customers and really participate in the global economy.

Vietnam to train 1,000 digital transformation specialists by 2025

The Hanoitimes – A Ministry of Information and Communications project highlights a number of important tasks such as training in digital technologies, digital economy and digital society.

The Ministry of Information and Communications (MIC) has set the target that Vietnam will have 1,000 digital transformation experts nationwide by 2025, Kinh te & Do thi reported.

The proposal is part of the MIC’s project “Raising awareness, training skills and developing human resources for national digital transformation until 2025, with the orientation to 2030.”

Accordingly, 15,000 staff in state agencies will be trained in short-term courses on digital transformation by 2030; 100% of provinces and cities will build digital transformation networks to commune level; 10,000 high-quality engineers and bachelors will be trained on digital technology, digital economy and digital society, among others.

The project also highlights a number of important tasks such as training in digital technologies, digital economy and digital society.

Specifically, Vietnam will open new majors and increase the quotas for training engineers, bachelor’s degree holders on:

– Digital technology including artificial intelligence, cloud computing, internet of things, new generation network technology, automation, smart robot, data science, among others.

– Digital technology application techniques with the focus on renovating programs, increasing modules and credits on digital skills, using information technology and applying digital technology.

– Digital economy including digital management, digital business, digital transactions, digital finance, digital banking, online services, digital data analysis, among others. Besides, it is necessary to focus on renovating programs, adding modules and credits on digital skills, using information technology and applying digital business.

– Digital society: digital social management, digital media, renovating programs, increasing modules and credits on digital skills, using information technology and applying digital society.

To ensure the objectives and tasks, the project contemplates three groups of solutions:

– The first is aimed at perfecting mechanisms and policies to attract human resources for digital transformation and technology.

– The second will focus on supporting training activities, developing digital transformation human resources, including solutions to enhancing capacity, research and technology in the field of digital transformation.

– The third deals with financial mechanisms and funding for the project, which delineates the responsibilities of the state and local agencies, organizations and enterprises in allocating funds for implementing the project.

Vietnam aims to become a developed country with high income by 2045. What role will the science and technology sector play in turning this into reality?

All the industrial revolutions so far in history came from innovations and new technology inventions. For a long time, Vietnam stayed backward and poor because it could not take full advantage of the revolutions.

At the end of the third industrial revolution, while countries like India created a Green Revolution in biology, Vietnam still lacked rice. When Khoan 10 (household contracting) mechanism was applied, which allowed farmers to freely cultivate on their fields, Vietnam stopped the rice shortage period and became one of the world’s biggest rice exporters.

In the telecommunications sector, Vietnam grasped the technology trend in 1980s and took a daring move to skip analog technology and go straight to digital technology. This led to strong development in Vietnam’s telecommunications, with Vietnam among the countries that soon began applying digital technology.

However, it would be not enough if Vietnam only relied on technology and still maintained the natural monopoly. GPO made a daring decision on opening the telecom market to many different economic sectors despite controversy and certain obstacles.

So, you may see that science and technology is a foundation and important key to development. However, whether to effectively use the key will depend on institutions and people.

Which bottlenecks does Vietnam need to remove to develop the digital economy on the basis of science and technology, innovation, and the improvement of productivity, quality, efficiency and economic competitiveness?

Previously, we carried out renovation, market opening and global integration on the basis of natural resources and cheap labor force. However, these are the factors which now set limitations for us and force us to enter a new development stage with new technologies, especially digital technology.

The world is shifting to a 4.0 industrial revolution with the strong presence of digital technology and Vietnam has no other choice to become involved in the revolution. This, by nature, is a digital transformation process. This is a great opportunity for Vietnam to change rapidly and implement the aspiration of becoming a developed country by 2045.

To successfully be digitized, Vietnam needs to rely on three pillars. First, technology. Second, institutional mechanism. And third, human resources.

In terms of technology, Vietnam is behind other countries in heavy industries, mechanical engineering and material industry. However, the 4.0 revolution is intellectual technology which isn’t based on existing infrastructure.

The world is shifting to a 4.0 industrial revolution with the strong presence of digital technology and Vietnam has no other choice to become involved in the revolution. This, by nature, is a digital transformation process. This is a great opportunity for Vietnam to change rapidly and implement the aspiration of becoming a developed country by 2045.

We can see the strong development of many Vietnamese technology firms in recent years. Now we have nearly 50,000 digital technology firms and we expect to have 100,000 in the time to come. These will be the pioneering force in Vietnam’s digital transformation.

The second pillar – institutions – is the biggest problem that needs to be solved, or it will hinder the application of technology and innovation. The ‘institution’ here means legal framework.

It is necessary to convert the legal framework for a traditional physical environment to a framework for an internet environment.

Nowadays we talk about the role of data in digital transformation, but there exists the problem that data is not connected and shared. We still don’t have laws on data collection, storage and sharing, data protection and use, but we only have decrees to cover the issues.

Previously, Vietnam developed science and technology with reliance on the state. But now, the main subjects of developing science and technology are enterprises. Therefore, the policies need to be changed accordingly. Policy must be issued quickly to satisfy the requirements of development.

Regarding the third pillar, Vietnamese people have capability in digital transformation. Vietnam has a population of nearly 100 million, the 15th most populous country. It is a big market and a condition for robust development. Whether the digital transformation succeeds will depend on the leaders.

Do you believe that Vietnam will successfully grab this opportunity?

I do, but there are many challenges.

Our country has gone through a thorny path in history and many wars, so it has the desire to walk abreast with other nations in the world.

The country’s leaders believe that digital transformation will be the opportunity to realize the aspiration. Following a series of important decisions including the Politburo’s Resolution 52 about the 4.0 revolution, the Prime Minister has released a strategy on digital transformation.

Meanwhile, technology firms have captured the digital transformation trend and prepared their human resources. Moreover, Vietnam has a strong telecom infrastructure system and high number of smartphone users.

What would you say about the capability of Vietnam’s IT firms?

We have some economic groups which have reached out to the world market, such as Viettel, Vingroup and FPT. Other smaller businesses are also ‘going to the open sea’.

I believe that more and more Vietnam’s enterprises will join global value chains. Obviously, the country’s opportunity and mission is being put on technology firms’ shoulders.
