Hoa Binh is a poor province, however, industry and provincial government have recently undergone effective changes. What has been done to kick start Hoa Binh's socio-economic development? We recognise that despite the fact that Hoa Binh is located near Ha Noi, it is still poor. The province has 214 communes and about 102 of them are listed as officially poor. The average income per capita for 2005 stands at VND4.5 million. The province hopes to contribute VND258 billion (US$16 million) this year to the State budget, twice as much as in 2000. Why is the battle against gender inequality urgent? There are three kinds of inequalities in society. They are inequalities of race, class and gender. But gender inequality is especially significant in a developing society. The two others cannot be as deep as gender; they centre mostly around economic conflicts. Gender inequality includes wider conflicts that involve society and family. These deeper conflicts, involving feelings, rights and responsibilities between family members, cannot be solved with arms. The announcement of the US investor First Solar to halt the construction of the solar panel factory in Cu Chi district of HCM City has raised a worry that the investor may stop investing in Vietnam or narrow the project scale. The First Solar’s investment project in the Dong Nam Industrial Zone in Cu Chi district of HCM City was once highlighted as a salient achievement of HCM City in attracting foreign direct investment (FDI). However, the investor of the project unexpected has announced the halt of the project, after 10 months of implementation. In the first 10 consecutive months of 2011, HCM City continuously was listed in the top three of the localities in Vietnam which attracted the highest volumes of FDI capital.
