A survey on Viet Kieu (overseas Vietnamese) investment at a conference on establishing the Overseas Vietnamese Businesses' Association revealed that most wish to invest in real estate. Secretary General of the Overseas Vietnamese Businesses' Association Pham Thieu Hoa stated that the main Viet Kieu investment areas in the next few years will still be real estate, tourism and technology transfer. The VietKieuVillage project in Hai Phong, underwritten by Viet Kieu investors in the UK, received a license on January 10, 2010. The project for an international hospital with 300 beds was also licensed on the same day. According to Hoang Van Ke, Deputy Chairman of Hai Phong People's Committee, Hai Phong has 20 Viet Kieu projects. The Ministry of Construction is hoping a proposed regulation will spur property purchases by members of the overseas Vietnamese community. Minister of Construction, Nguyen Hong Quan, recently submitted a proposal to the Prime Minister to amend existing regulations governing Viet Kieu land purchases. According to the proposal, Viet Kieu who will be eligible to buy property include Viet Kieu who have invested under the Law on Investment, are married to Vietnamese, have made contributions to the country and those that have university certificates and are working in Vietnam. Viet Kieu who have visas of six months or have visa exemptions will be permitted to buy one house or apartment under the proposal. The proposal was sent to the government in order to be considered for next section in the National Assembly in November this year. More than 2.7 million people with Vietnamese roots are living in nearly 90 countries and territories around the world. Hundreds reportedly returned to visit relatives or do business each year. However, Viet Kieu still anticipate visa exemptions, as the Vietnamese government has already granted them to tourists from Japan and Korea. Visa exemption for ASEAN member states, including Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, and Thailand will also be applicable by the end of this year, as reported by Vietnam News Agency recently.
