E-stamp labeling on tobacco and alcohol products to be mandatory from next year

The Ministry of Finance has recently issued Circular 23/2021/TT-BTC on printing, issuance, management, and usage of e-stamps labeling on tobacco and alcohol products.

Accordingly, e-stamp means having signs recognizable to the naked eye and containing e-information and e-data activatable and searchable on e-portals of the General Department of Taxation and General Department of Customs.

Especially, tobacco and alcohol products must be labeled with e-stamps from July 1, 2022.

Each home-made or imported cigarette pack or liquor bottle must be affixed with an e-stamp.

For cigarette packs and liquor bottles covered with cellophane films, e-stamps would be affixed to products before the outer cellophane layers are sealed. E-stamps would be affixed in such a way that once the cigarette packs or liquor bottles are opened, they would be torn and could not be reused.

Cigarette and liquor producers and importers would be allowed to conduct the e-stamping of their products by themselves but be held responsible therefor.

According to Decree 67/2013/ND-CP, dated June 27, 2013 detailing some articles and implementation measures of the Law on Prevention of Tobacco Harm on tobacco business, all cigarette packs must have one stamp so that when it is opened, the stamp is torn. Similar rules are issued for alcohol products in the Decree 105 issued in 2017. Customers can easily search for product information such as the tax code, name of manufacturer, importer, date of import, type of product on the websites of the General Department of Customs.

For imported tobacco products, firms must stamp the products at their factories before releasing the products to the market. Importers of alcohol products must take responsibility for the stamping process and released products.

Vietnam’s beverage industry is strengthened rapidly, accompanied by a boost in economic growth, advantageous demographics, rising tourism and higher income middle-class. With the growth rate of 6% annually, the sector is one the driving industry of Vietnam’s economy, has the highest production value and the 2nd highest total revenue.

Vietnam is also one of the highest beverage consuming market. Compared to 2010, Vietnam’s alcohol consumption increased by nearly 95%, ranks first in the world, and doubles the second-ranking country- India, and 16 times more than the United States.

Vietnam is one of the most significant tobacco markets in the region, and has shown consistent growth in sales in recent history. Domestic production has been growing, but more stringent restrictions and anti-tobacco sentiment will inhibit the market in the future.

Statistics showed that 22.5% of Vietnamese adults (age 15+) currently smoke tobacco products (men 45.3%; women 1.1%). Overall consumption estimated to be 107 billion pieces in 2019.

Local e-commerce market to be valued at US$52 billion by 2025

The figures were released on April 20 by the Vietnam E-Commerce Association (VECOM) at the Vietnam Online Business Forum (VOBF) 2021 taking place in Hanoi.

The 2016 to 2019 period witnessed strong development of the local e-commerce market, obtaining an annual growth rate of approximately 30%, according to a report compiled by Google, Temasek, and Bain&Company. In spite of the low starting point of just over US$4 billion in market value in 2015, the size of the Vietnamese e-commerce market had grown to US$11.5 billion by 2019 and US$15 billion last year.

Nguyen Binh Minh, member of the VECOM’s Executive Board, said the majority of e-commerce activities in the country take place in the two largest cities, Hanoi and Ho Chi Minh City.

Most notably, the domestic e-commerce scene enjoyed robust growth following the emergence of coronavirus outbreaks, he said.

Trinh Khac Toan, representative of Amazon Global Selling Vietnam, noted that the scale of e-commerce retailing (B2C) is continuing to post strong growth. Indeed, the growth of retail sales on global e-commerce platforms has risen by 22% over the past five years, and the figure is expected to reach over 20% this year.

In reality, an increasing number of domestic enterprises are selling goods through Amazon. Local firms are largely focusing on building brands within the global market, such as Ecoba rice and Trung Nguyen Legend Coffee.

The main advantage is to connect to distributors and gain access to 300 million consumers from around the world, Toan stressed.

A quick survey conducted by the VECOM in May, 2020, reveals that Vietnamese businesses are more dynamic and show more interest in online business.

The survey also unveils that a growing number of consumers hope to receive products ordered online in order to save time whilst having plenty of choice for favourite products.

According to the VECOM, the digital marketing services have enjoyed strong growth over the years, with their revenue rising from just US$26 million in 2010 to US$820 million in 2020, and predicted to reach US$1 billion this year.

HCMC FC parts ways with three Brazilians

According to HCMC officials, Brazilian forwards Joao Paolo, Junior Barrios and Dário da Silva left the club Wednesday.

During the transfer window before V. League 2021, HCMC spent big for the Brazilian trio. However, after 10 league games, none lived up to expectations, scoring only two goals. This put a cold stop to HCMC ambitions who were aiming for the V. League title when the season started. But now the club are at 12th with only 10 goals scored and 16 conceded.

HCMC have used over 20 foreign players in their squad since 2018, in which only one player could last over one season.

The club are planning to add another Brazilian player to the squad after letting the trio go. Cassio Scheid, a 27-year-old that can play as a center-back or defensive midfielder, is one of the club’s main targets. Scheid is valued at €425,000 ($512,435) on football site Transfermarkt.

HCMC have been spending big in the last three V. League seasons. Last year, they bought Costa Rican striker duo Ariel Rodriguez and Jose Ortiz, but the two were in poor form and left the club when the last season ended.

In the next V. League round, HCMC will meet title defenders Viettel FC at home.

Hanoi (VNA) – An oil painting on canvas entitled Portrait de Mademoiselle Phuong (Portrait of Mademoiselle Phuong) by late painter Mai Trung Thu has sold at an auction for the highest price paid for Vietnamese art .

Offered in the auction Beyond Legends: Modern Art Evening Sale of Sotheby’s Hong Kong, the painting was sold for a record price of 3.1 million USD on April 18.

With a guide price of 500,000 USD, the price of the painting eventually reached 2.573 million USD. After taxes and fees were added, the price totalled 3.1 million USD.

This is more than double the previous highest valued auction sale which the painting Khoa Than (Nude) by Le Pho, which sold for 1.4 million USD.

Portrait of Mademoiselle Phuong was painted by Mai Trung Thu (1906-1980) in 1930, when he was an art teacher at Lycée Français de Hue (a French High School in Hue).

As one of the first artists who graduated from the first course of the Fine Arts College of Indochina, or Ecole des Beaux-Art de l’Indochine, in Hanoi he was classified as one of the four most renowned Vietnamese artists based in France, together with Le Pho, Vu Cao Dam and Le Luu.

His reputation was closely associated with silk paintings on the subjects of women, children and everyday life, showcasing typical Asian culture in the early 20th century. This painting, beautifully rendered in the oil medium, is exceptionally rare as the artist devoted himself to painting on silk for most of his career.

According to Sotheby’s description, “a monumental, yet remarkably tender and intimate, Mai Trung Thu’s Portrait of Mademoiselle Phuong stands as the most significant and largest painting by the artist to be offered at auction… Poignantly, the beguiling portrait also captures Mai Thu’s deep admiration of its sitter, a noble lady rumoured to be the artist’s love interest”.

The painting was first exhibited at the Fine Arts College of Indochina in 1930, before travelling to Paris to attend the prestigious 1931 Paris Colonial Exhibition, announcing the painter’s entrance into the European art world.

“Mai Thu’s Portrait de Mademoiselle Phuong is one of the most significant and recognisable masterpieces in Vietnamese art history, often likened to Le Pho’s L’age heaureux (The Happy Age). Capturing the lyrical and romantic qualities typical of the early oil paintings of the École’s students, both works were well-received at the 1931 Exposition,” wrote Sotheby’s on its website.

Portrait of Mademoiselle Phuong was also featured in the iconic film The Scent of the Green Papaya, a Vietnamese-language film directed by Tran Anh Hung in France in 1993./.
