A festival featuring delicacies from across Vietnam began on Sunday night in Da Nang as part of its summer tourism season activities, attracting a large number of locals and tourists. The event, devoted to Da Nang cuisine and beer space, is the highlight of the coastal city's summer festival activities. A person went missing, three others were injured, and a lot of damage was recorded after a heavy rain swamped the northern Vietnamese province of Dien Bien on Sunday morning, the Vietnam News Agency reported, citing the provincial committee for natural disaster prevention and control. Rain started pouring down on Dien Bien at 6:00 am on Sunday and triggered a flood in Phi Linh Village, Nam Po District. The flood swept through a hydroelectric tunneling site, where four workers were working, causing one to go missing and injuring the other three. Rescuers arrived at the scene and gave first aid to the three injured workers shortly after, before transporting them to the nearby Muong Cha District medical center for further treatment. The rescuers then began searching for the missing victim, who was believed to be stuck in the tunnel of the hydroelectric construction site. Police in Da Lat, a popular tourist city in Vietnam’s Central Highlands, confirmed on Sunday that they had busted a pickpocket gang that stole from dozens of tourists. The gang includes six members who all hail from southern Dong Nai Province, the Department of Public Security in Da Lat City, Lam Dong Province stated. Officers previously launched an investigation into the case after receiving multiple reports from the victims, who said they lost their phones and wallets while visiting the city. Police then reviewed CCTV footage and went undercover as tourists at famous and crowded destinations to look for suspicious signs. At a Monday ceremony on this year's amnesty, Nguyen Van Long, Deputy Minister of Public Security, said criminals that "violated economic management orders and misused their positions" must "complete their civil responsibilities" before they could be considered for amnesty on National Day (Sep. 2) this year. This is the second year in a row that Phuc would grant amnesty, and also the second where those accused of corruption must have compensated for their crimes before they could be considered for amnesty. Vietnam has had six amnesty occasions from 2009 to 2016, with around 90,000 prisoners released early. Those eligible for this year's amnesty on National Day are those serving timed sentences, those who've had life sentences reduced to time sentences, and those who've had their prison sentences suspended.
