“Preparation for SEA Games 31 is still taking place normally. Of course, we hope the pandemic situation would improve, and for a policy that allows Vietnam to welcome vaccine passport holders,” Tran Duc Phan, deputy director of the Department of Physical Sports and Education, said Monday.

SEA Games 31 is scheduled to be held in Vietnam from Nov. 21 to Dec. 2 featuring 40 sports and 520 categories. The event will take place in Hanoi and 11 northern localities Quang Ninh, Bac Ninh, Hai Phong, Nam Dinh, Ha Nam, Ninh Binh, Hoa Binh, Hai Duong, Vinh Phuc, Bac Giang and Phu Tho.

Due to the Covid-19 pandemic, many preparations for the SEA Games 31 have been postponed.

“The biggest problem for organizers is time. We have very little time to prepare, so we need to work urgently to get things done on time,” Phan said.

A series of competition venues like My Dinh National Stadium, the Quang Ninh volleyball gymnasium, and the basketball arena in Hanoi’s Thanh Tri District are being renovated and repaired. In addition, the sub-committee of logistics has conducted surveys on hotels to prepare accommodation for thousands of athletes, referees and officials.

SEA Games 31 organizers expect the total budget for the event to be around VND1.7 trillion ($73.8 million). Hanoi and the host localities will also allocate funds from the local budget and other sources to upgrade, renovate and repair venues.

Organizers also expect to attract sponsors to gain funds for the event. On Monday, they signed a contract with a company to become the marketing and sponsor consultant for SEA Games 31 and Para Games 11.

Competitor Be said last month it had 100,000 motorbike and car drivers.

Singapore’s Grab, the market leader, has not released its driver figures for the two years. It had reported in May 2019 that it had 195,000 driver associates in Vietnam.

But Gojek and Grab have different interpretations of their figures. Gojek’s 200,000 drivers are “registered and active,” meaning they have recently turned on their apps, but it does not necessarily mean they have necessarily served a customer.

Grab drivers are categorized as “transacting users,” or those who have served a customer in a recent period of time.

Gojek is currently focused on three services – motorbike rides and delivery of goods and food. Grab and Be have all of these three services plus car rides.

Gojek entered Vietnam in August 2018 as GoViet. The company became Gojek Vietnam last year.

Bui Thi Hien, 33, in Nam Dinh Province, and Khong Thi Lan, 34, in Yen Bai Province are being investigated for “organizing surrogacy for commercial purposes.”

According to investigators, Hien had used social media to source couples eager for babies and young, educated women like college students wanting to act as surrogates in exchange for money.

Hien would accompany successful candidates to hospital for embryo implantation, registering them as single mothers.

Hien charged VND830-850 million ($36,000-37,000) per baby born, paying each surrogate VND250 million.

Lan was charged with caring for surrogate mothers during their pregnancy at Hien’s place in Nam Dinh.

For this job, Lan received VND10 million per woman.

When busted, Hien and Lan had been looking after nine pregnant mothers.

Vietnam legalized surrogacy in 2015 to benefit infertile couples, but only on charity basis, and couples can only seek help from family members. Commercial surrogacy is punishable by up to five years in prison.

The country’s first baby born to a surrogate mother was in 2016 in Hanoi. The mother of the girl was unable to conceive after 18 years of marriage due to congenital abnormalities.

A man from the southern Vietnamese province of Ba Ria – Vung Tau has been arrested for murdering and raping a five-year-old girl last weekend.

The provincial Department of Public Security confirmed on Monday it had apprehended and initiated legal proceedings against Pham Van Dung, 46, for killing and raping an under 16-year-old person.

The victim was P.N.Q.N., Dung’s five-year-old neighbor.

Police investigation showed that Dung went to the house of T.A., who is a neighbor, to attend the death anniversary of the latter’s family member on Saturday evening.

At around 8:00 pm that day, Dung headed home but the house was locked, so he decided to walk to his mother-in-law’s house for a relative’s birthday party.

The man noticed N. – A.’s granddaughter – walking behind him along the way and planned on raping her.

He picked up the young girl and took her to a secluded location.

As N. began to scream, Dung choked the girl to death before sexually abusing her with his hands.

A few hours later, N.’s body was found by family members at a location about 100 meters from her house.

Colonel Nguyen Van Thoi, director of the provincial public security department, stated that the case is particularly serious.

Dung does not have any criminal record or history of mental illness, Col. Thoi added.
