Ho Chi Minh City to resume many services from March 1

The decision was announced on February 25 after the city went 14 days without a single community transmission case of COVID-19.

The reopening of several services aims to achieve the dual goal of facilitating effective pandemic prevention while maintaining socio-economic development in the city.

However, under the decision, non-essential services including bars, dance clubs, pubs, beer clubs, karaoke parlours, gyms and pool table services will remain closed until further notice.

City authorities have also allowed the organisation of religious events which gather less than 50 people at a time and participants fully observe regulations on COVID-19 prevention and control.

Many offers to sell coastal hotels in Da Nang have appeared on real estate forums these days. Most of them are located in districts Son Tra and Ngu Hanh Son.

On just one real estate website on February 22 many ads were listed.

A 4-star hotel on Vo Nguyen Giap street, 600 square meters, with 19 stories, 125 rooms and 2 conference rooms is offered at VND440 billion.

Hotels on the major streets of Ha Bong, Tran Bach Dang, Ho Nghinh, Vo Nguyen Giap and Ho Xuan Huong are offered at tens or hundreds of billions of dong.

Hoang Lam, the owner of a hotel on Tran Bach Dang street, said accommodation service providers have been hit hard by Covid-19.

“We have been struggling to survive by cutting costs. However, as capital is getting exhausted, hotel owners have to liquidate assets to pay bank debts,” he said.

“Selling hotels is unavoidable as there is no source of revenue, and the operation cost is high,” he said.

Do Van Hien from Dana Hotel, a broker, said a lot of hotels in Da Nang have been put up for sale since the second Covid-19 outbreak.

“The hotels for sale are 2-4-star. The prices have fallen by 20 percent and buyers are mostly from northern provinces,” Hien said.

According to Hien, 3-star hotels are priced at VND20-100 billion, while 4-star hotels are at least VND280 billion. The value of hotels depends on the locations, area, quality, numbers of rooms and brands.

The transactions of 4-5-star hotels, which have strong brands, are confidential. Hotel owners only work with prestigious brokers, and buyers have to prove their financial capability.

Hien said no one wanted to sell hotels in 2016-2019 because they could make a high profit from the business. But since 2020, guests are coming in dribs and drabs, and operation costs and loan interest rates are high.

Cao Tri Dung, chair of the Da Nang Tourism Association, admitted that tourism services have become nearly frozen and many hotels have been put up on sale.

“The pandemic resurgence before Tet blocked sources of guests. Ninety percent of clients cancelled or postponed plans to come to Da Nang,” he said.

He said this is common in a market economy, and that it is time to restructure the accommodation segment.

According to Da Nang People’s Committee, the total number of guests staying at accommodation facilities in the city in January 2021 was 251,094, a 65.6 percent decrease compared with the same period last year.

HCMC sends enlistment invitation to nearly 4,000 young people this year

The figures were informed at the meeting of the Ho Chi Minh City Military Services Council under the witness of Major General Nguyen Van Nam, Member of the Standing Board of the Ho Chi Minh City Party Committee, Standing Deputy Chairman of the Ho Chi Minh City Military Services Council on February 25.

In order to ensure strict implementation of the Covid-19 pandemic prevention and control measures, most of enlistees will be taken samples for SARS-CoV-2 testing before the enlistee handover ceremonies on March 3.

Major General Nguyen Van Nam praised activities and practical programs of the party committees and authorities at all levels for recruitment such as granting saving books and gifts to recruited soldiers, supporting enlistees’ families with difficult circumstances with the total funds of nearly VND6 million (US$260) a person.

Amidst the current complicated Covid-19 pandemic situation, the enlistee reception and handover ceremonies in localities are recommended to take place quickly with athe maximum time of 20 minutes as well as minimize their relatives in seeing off ceremonies, emphasized Mr. Nam.

One of the most frequently congested areas is the Nguyen Van Linh overpass – National Route 1A, the intersection linking HCMC and cross-region highways which receive insane traffic each day.

As a result, some narrow sections of these streets have become degraded faster, making the traffic jams and air pollution more severe.
IDICO, a prominent urban development company, in the past proposed a BOT project to get funds for upgrading the National Highway running through An Suong – An Lac, involving expanding the road to accommodate four car lanes and two mix-traffic lanes. The project was worth VND1,880 billion at the time (about US$81.5 million, but never came to fruition due to administrative complications.
Besides the aforementioned locations, many other sections along major highways cannot meet the increasing traffic volume such as sections on national routes 1A and 50, Dinh Duc Thien Street and others, which are also hotspots of traffic collision.
According to leaders of Binh Chanh District, the locality will focus on external traffic and upgrade main roads, parallel roads, and bypasses to relieve congestion.
From now to 2025, the district proposes to invest in upgrading and expanding 30 road projects and building 31 new ones with a total length of some 86km.
On a municipal level, HCMC Department of Transportation is constructing a project for the period of 2020 – 2030 to develop all 4 gateway areas of the city, as well as upgrading the roads connecting Nguyen Van Linh Street to Ho Chi Minh City – Trung Luong highway.
The city also determines to solve traffic problems before approving more apartment complex projects in these areas.

In addition, theme park, golf course, luxury resorts, townhouses, villas, apartments, commercial services, offices, hotels will be built in 771.05- hectare subdivision A with the maximum population of 65,113 people.

Meanwhile, subdivision B will have residential areas, tourism resorts, service facilities, urban green tree spaces and key technical infrastructure area on 586.88 hectares with a capacity of accommodating around 71,300 people.

Spreading over nearly 450 hectares, subdivision D will become a center for commercial, luxury resort, modern urban area with many townhouses and villas.

Can Gio sea reclamation tourist urban area project covering 2,870 hectares is invested by Can Gio Tourist Urban Joint Stock Company (CTC). After coming into operation, the urban area is expected to serve more than 228,000 residents and welcome nearly 9 million visitors per year.

The project was officially begun construction in 2007, and until now, the investor has completed the first phase with an area of 908 hectares and the second phase is being implemented with a total area of over 1,577 hectares.

The project has a total investment capital of VND217,054 billion (US$9.4 million) after expansion adjustment from 600 hectares to 2,870 hectares.
