Luong Van Toi, head of the Vietnamese Fatherland Front of Xuan Thang Commune, has been suspended for 15 days by the Standing District Party Committee pending an investigation into his "moral, lifestyle violations," Do Xuan Nam, Party secretary of Thuong Xuan District, said Monday. On June 28 Toi went to the house of a local in Xuan Thang in a drunk state, but all the adults were out leaving and only the victim, a 10th grader, at home. The video shows Toi approaching her in the yard, wrapping his hands around her shoulders. The girl tried to escape his clutches, but Toi holds on and tries to hug and kiss her. She resists his efforts and finally manages to push him away and flees into the house. The girl's family decided to report the matter to the police after seeing the security camera footage. HIGHLAND PARK, Ill. -- Police announced they had captured a suspect in a shooting on Monday that killed six people and wounded more than 36 when a man with a high-powered rifle opened fire from a rooftop at a Fourth of July parade in the Chicago suburb of Highland Park. Police confirmed they captured 22-year-old Robert E. Crimo III, who was from the area. Police can be seen surrounding a car and then Crimo exiting the vehicle with his hands raised, according to a video by the Chicago affiliate of ABC News . Three people have drowned at Tri An hydropower reservoir in the southern province of Dong Nai. The body of a teenager was found on Monday evening after he went missing while swimming at Thien Cam Beach in the central province of Ha Tinh the same morning.
