Hanoi (VNA) – Scientists from the World Weather Attribution (WWA) group have agreed to conduct a detailed study of the extreme rainfall in Vietnam, largely the result of tropical storms, according to the International Federation of Red Cross and Red Crescent Societies (IFRC).

Reports say extreme rainfall has now disrupted the lives of some 1.5 million people in the Southeast Asian country.

The work was getting underway this week with “weather event definition” – the precise setting of the parameters in space and time of the rainfall episode being studied and the data associated with it.

The scientists’ conclusions on the extent to which climate change has had a hand in the latest extreme weather phenomena hitting Vietnam are expected to be released in about a month.

Earlier studies of extreme rainfall by the WWA group included, last year, Tropical Storm Imelda in Texas, extreme seasonal rainfall in Japan and the Indian state of Kerala in 2018, and floods in Bangladesh in 2017.

The IFRC said that the Hieu, Bo, Gianh and Kien Giang rivers all “reached historically high levels, and in some locations floodwater exceeded the previous historical highs recorded in 1979 or 1999”.

Since October, back-to-back storms and floods with widespread and intensive impacts have occurred in the central region of Vietnam, leading to particularly serious consequences.

Typhoon Molave was the most recent storm to make landfall in central Vietnam last week, the ninth to enter the East Sea this year, and it was followed weeks of torrential rain and landslides.

The consecutive storms and floods that are recorded for the first time in many years have caused huge losses of lives and property and severely affected the life and economic activities of millions of residents in central localities.

As many as 235 people have been killed or gone missing, including 80 deaths as a result of Typhoon Molave, while more than 201,000 houses have collapsed or been damaged or had their roofs blown away, including over 177,000 houses during Molave.

Downpours and floods have also triggered the slide of over 1.8 million cub.m. of land, including 744,000 cu.m. as a result of Molave, blocking a number of arterial roads and hampering search and relief efforts.

Economic losses are estimated at around 17 trillion VND (735.3 million USD), including more than 10 trillion VND lost due to Molave, not to mention a large number of destroyed infrastructure facilities.

The IFRC quoted President of the Vietnam Red Cross Society Nguyen Thi Xuan Thu as saying that: “We are heartbroken by more tragic loss of life as this typhoon has brought further misery and hardship to hundreds of thousands of people.”

“Red Cross relief teams are working non-stop to rescue people and provide critical relief as hundreds of thousands of lives have been turned upside down, with so many homes and livelihoods devastated in this massive storm,” she added.

Nguyen Hung Ha, the IFRC’s Bangkok-based Programme Coordinator, said: “This massive storm is another crippling blow to millions of people already struggling to cope with some of the most dangerous floods on record in central Vietnam.”

It’s estimated now that at least 150,000 people are at immediate risk of food shortages, with thousands of hectares of crops destroyed and more than 2 million cattle and poultry swept away.

“The people of Vietnam are tough, but this is among the worst destruction ever seen in many areas,” Nguyen Thi Xuan Thu went on.

She noted: “The relentless storms and flooding are taking a devastating human toll, further destroying livelihoods and isolating millions of people.”

The IFRC has launched an emergency appeal for nearly 4 million CHF for relief and recovery for 160,000 Vietnamese people, on top of the Disaster Relief Emergency Fund’s grant of 500,000 CHF to support local emergency efforts./.

Localities urged to brace for super typhoon Surigae

According to the National Centre for Hydro-Meteorological Forecasting, the super typhoon is operating in eastern waters of the Philippine with wind force gusting up to above category 17.

Surigae is the strongest typhoon on record for the month of April, surpassing Typhoon Maysak in 2015, among several others which had maximum sustained winds of 278 kph.

On the morning of April 18, the typhoon was situated at about 400 kilometers east of the central coast of the Philippines and is forecast to move along the Philippine coast in a northwest and north northwest direction.

This is a strong and very dangerous typhoon. In case of direction change, it will directly affect the East Sea, where many fishing boats are operating.

Coastal localities were asked to inform all offshore fishing vessels about the typhoon’s development to find safe anchorage.

To be ready for emergencies, the Central Steering Committee for Natural Disaster Prevention and Control asked  the local steering committees for disaster prevention and search and rescue from Quang Ninh to Ca Mau to keep a close watch on the typhoon’s developments.

Vietnam braces for Super Typhoon Surigae

The Central Steering Committee for Natural Disaster Prevention and Control has asked all localities to make necessary preparations for the potential effect of Super Typhoon Surigae as it is lurking near the East Vietnam Sea.

Surigae was 420 kilometers east of the central Philippines as of 7:00 am on Sunday, packing winds at 200-220km per hour, according to the National Center for Hydro-metrological Forecasting.

In the next 24 hours, the super typhoon is forecast to travel northwest at five to ten kilometers per hour.

By 7:00 am on Monday, Surigae will have been 300 kilometers east of the central Philippines.

By 7:00 am on Tuesday, it will have been 300 kilometers southeast of Luzon Island, with wind speed slightly decreasing to between 185 and 200km per hour.

The typhoon is extremely powerful and dangerous, the Central Steering Committee for Natural Disaster Prevention and Control warned, adding that it may change course and directly affect the East Vietnam Sea, where many fishing boats are operating.

The committee asked authorities in the coastal localities from northern Quang Ninh Province to southern Ca Mau Province to closely monitor the development of Surigae.

Corresponding measures must be taken to ensure safety for local residents and production activities.

Rescue units and vehicles must be ready to promptly deal with any situation.

Super typhoon Surigae is forecast to move north-northwest at speeds of between between 5 km and 10km per hour before eventually weakening into a tropical depression from April 20,

according to predictions made by the National Centre for Hydro-meteorological Forecasting.

Forecasters stated that at 7:00 p.m. on April 19, the super typhoon was located at 14.1 degrees north latitude and 126.3 degrees east longitude. This is approximately 270km east of the central coast of the Philippines, with the strongest winds near its centre reaching between 200km and 220km per hour.

Moving forward, between 7:00 a.m. on April 22 and 7:00 a.m. on April 24, the weather pattern is anticipated to travel north before changing its direction to north-east at speeds of between 15km and 20km per hour.

Due to the movement of the super typhoon, local fishermen and crew members have been advised to regularly monitor weather forecasts and stay updated on the developments of the typhoon and tropical depression whilst seeking out safe shelter.

Super Typhoon Surigae not likely to enter East Vietnam Sea

The latest developments of Super Typhoon Surigae showed that it will not likely head to the East Vietnam Sea, but its circulation will still result in downpours in southern Vietnamese provinces.

Surigae was 270 kilometers east of the central Philippines as of 7:00 am on Monday, with average wind speed at 200-220km per hour, according to the National Center for Hydro-meteorological Forecasting.

The typhoon is expected to travel northwest in the next 24 to 72 hours and will have been 200 kilometers northeast of Luzon Island by 7:00 am on Thursday.

Wind speed will decrease to 150-165km per hour.

In the next 72 to 120 hours, Surigae will travel north before changing its direction to northeast, heading toward the Pacific Ocean.

Although the typhoon is situated far from Vietnam, its circulation is powerful enough to affect the weather pattern in southern localities, said Le Dinh Quyet, an official from the southern hydro-meteorological station.

As a result, rains accompanied by strong gusts and thunderstorms may occur in the region at any time of the day, Quyet elaborated.

However, UV readings in Ho Chi Minh City and other southern localities will remain at very high levels over the next three days.

The highest UV level will be recorded between from 10:00 am to 1:00 pm every day.

HCMC – The Central Steering Committee for Natural Disaster Prevention and Control has asked coastal localities from Quang Ninh to Ca Mau to prepare for super typhoon Surigae in case it changes its direction to enter the East Sea.

Surigae is considered as an extremely strong, dangerous and complicated typhoon, the local media reported.

Therefore, the steering committee for natural disaster prevention and control of localities must keep a close watch on the developments of the typhoon and prepare rescue resources and equipment in case of incidents. Localities were also assigned to inform owners of fishing boats operating in the sea about the typhoon so they can proactively prevent any potential impact, ensure safety and work out appropriate production plans.

According to the National Center for Hydro-Meteorological Forecasting, at 7 a.m. on April 19, Surigae centered some 270km east of the Philippines. The typhoon had the strongest wind at level 17 with a wind speed of 200-220 kilometers per hour in the waters of the Philippines.

In the next 24 to 48 hours, the typhoon may move north-northwest at 10 kilometers per hour.
