Hanoi reopens restaurants, coffee shops as coronavirus outbreak subsides

Authorities in Hanoi have allowed local restaurants and cafés to reopen as the latest wave of COVID-19 infections had subsided, but strict prevention and control measures will have to be taken at these venues.

Vice-chairman of the municipal People’s Committee Chu Xuan Dung announced at a meeting on Monday that all eateries and coffee shops with indoor services would be permitted to resume operations from 0:00 on Tuesday.

Partitions must be installed or a minimum distance of one meter must be kept between each person.

Other COVID-19 prevention and control measures will also have to be taken seriously.

The municipal administration also encouraged these venues to focus on takeaway services as the safest option.

Discos, bars, karaoke parlors, online game centers, and roadside eateries and cafés will remain shuttered until further notice, according to vice-chairman Dung.

Due to the complicated development of the COVID-19 pandemic, Hanoi authorities previously shut down all karaoke shops, bars, and discos from February 1.

Eateries and coffee shops were closed from February 16.

According to Tran Thi Nha Ha, director of the Hanoi Department of Health, the city has not documented any local infections since February 16.

The pandemic situation in the capital has been put under control, Ha continued, adding that all 51,000 samples of people arriving from northern Hai Duong Province, the country’s current epicenter, have tested negative for the novel coronavirus.

The risk of virus spread in the community is still high as all students and learners would resume their normal classes from Tuesday, she stated.

All residents are advised to strictly comply with the five rules of COVID-19 prevention and control, namely wearing face masks, disinfecting, keeping safe distance, avoiding large gatherings, and filling out health declaration forms.

Vietnam has logged 2,472 COVID-19 cases as of Tuesday morning, with 1,892 recoveries and 35 deaths, according to the Ministry of Health.

A total of 868 community-based infections have been recorded in 13 provinces and cities since January 27.

Among them, 35 were detected in Hanoi, while the majority of the cases were documented in Hai Duong.

Hanoi reopened restaurants and coffee shops serving customers indoors from today, March 2.

Under the municipal people’s committee’s decision, despite being reopened, restaurants and coffee shops have to strictly conform to Covid-19 prevention regulations. They have to ensure the distance of one metre between customers while still using shields. Establishments are encouraged to promote takeaway services.

Meanwhile, outdoor tea stalls, coffee shops and eateries will remain closed along with non-essential services such as nightclubs, bars and karaoke parlours. Municipal authorities asked local departments of education and training to ensure safety for the returning students. It was also important to define the list of students who have returned to Hanoi from Covid-19-hit areas. The city has considered the reopening of religious ceremonies. According to Hoang Duc Hanh, deputy head of the Hanoi Department of Health, since February 16, Hanoi has seen no new Covid-19 locally-infections. The lockdown has been removed for all of 18 areas related to Covid-19 infection.

Man swims out of coronavirus-hit Vietnamese province using foam float

A Vietnamese man has been caught clinging onto a foam float to swim from the COVID-19 epicenter of Hai Duong Province to Hai Phong City in northern Vietnam, instead of traveling through control points.

The Committee for COVID-19 Prevention and Control in Hai Phong on Monday said that the case was discovered by police in Dai Ban Commune, An Duong District and a task force of Van Tien Village during a patrol session on Sunday.

Accordingly, Truong Van Luan, a 43-year-old man dwelling in Minh Hoa Ward in Kinh Mon Town, Hai Duong, swam with the support of a foam float on the Lach Tray River to enter Van Tien Village in Dai Ban Commune.

When he reached the riverside in Van Tien Village, he was immediately caught and taken to the local medical center for health declaration.

After checking Luan’s personal information and health status, police in Dai Ban Commune booked the case and escorted him to the bordering area between Hai Phong and Hai Duong to return him to the latter province.

Hai Duong is currently Vietnam’s COVID-19 epicenter with 676 cases having been documented since January 27.

People traveling to and from Hai Duong are requested to make entrance via control points for medical declaration.

Vietnam had gone nearly two months logging zero domestic cases before it detected the first one on January 27 and confirmed it one day later, according to the health ministry’s data.

A total of 868 community-based cases have been confirmed in 13 provinces and cities since then, making it the most serious wave to have struck Vietnam after the first-ever COVID-19 patient was announced in the country on January 23, 2020.

Hai Phong has registered four COVID-19 patients in this new wave.

Vietnamese man pursues career of making Nguyen Dynasty costumes

A man from the southern Vietnamese province of Dong Nai has been following his passion of making Nguyen Dynasty (1802 – 1945) royal costumes and accessories.

Tran Quang Minh Tan, a sociology graduate, started researching the Nguyen Dynasty royal garments in 2013, seven years before he decided to switch his career to this path in 2020.

He moved from Bien Hoa City in Dong Nai to Hue City — Vietnam’s former imperial capital — for the convenience of his new endeavor.

Tan said what made him come to this decision was the comeback of antique costumes, jewelry, and accessories amongst the Vietnamese youth.

“I find that our ancestors’ clothes are very delicate and elegant,” said Tan.

“I hope the costume revival will become more popular.”

The items Tan is making are mainly jewelry, including earrings, metal pendants, orders of merit, permit card pendants, and accessories for ‘ao dai ngu than’ (‘five-piece ao dai’).

Each product requires meticulous precision from the maker all the way from the process of researching documents and ancient artifacts to finding materials to resemble the original.

According to Tan, despite young Vietnamese people’s interest in ancient costumes, they are still often confused between Vietnamese and Chinese antique garments due to cultural encounters between the two countries.

In the future, Tan wishes to open a showroom to expand his career.

He plans to cooperate with his seniors, who share the same love for Nguyen Dynasty fashion, to continue researching and making products with high esthetic value to catch the trend of longing for ancient clothing among young Vietnamese people.

Vietnamese man jailed for helping S.Korean illegally enter Cambodia

A Vietnamese man has been sentenced to one year in prison for organizing a South Korean man’s illegal entry into Cambodia from Long An Province, located in Vietnam’s Mekong Delta region.

The People’s Court of Long An Province on Monday handed down the sentence on Nguyen Van Luy, a 33-year-old man dwelling in An Thanh Commune in Ben Cau District, situated in southern Tay Ninh Province.

According to the indictment, Luy worked as a ‘xe om’ (motorbike taxi) driver at the Moc Bai border gate in Tay Ninh, where he got to know a South Korean man named Kim.

On August 6, 2020, Kim texted Luy to ask the Vietnamese man to help his South Korean brother cross the border into Cambodia.

After accepting the job for US$1,000, Luy asked an unknown person, who worked as a motorbike taxi driver in the area of Tho Mo Market in My Quy Tay Commune in Long An’s Duc Hue District, to transport the South Korean man to Cambodia for a wage of VND10 million ($434).

On August 7, 2020, Luy booked a car to pick up the South Korean man at a hotel on Hau Giang Street in Tan Binh District, Ho Chi Minh City and take him to Tho Mo Market.

From Tho Mo Market, Luy brought the South Korean man to the border area in Hamlet 1 in My Quy Tay Commune at 8:30 pm on the same day and was arrested by My Quy Tay Border Station’s patrol team.
