Saigon reopens bars, karaoke shops, discos; Hai Phong resumes suspended activities

Bars, karaoke parlors, and discos have been allowed to reopen in Ho Chi Minh City from Friday night, while all suspended and restricted services and activities in northern Hai Phong City have been allowed to resume operations from Saturday.

Businesses and services that are allowed to resume operations must make sure strict COVID-19 prevention and control measures are applied, the Ho Chi Minh City and Hai Phong People’s Committees stressed in their separate events on Friday.

All residents are still required to wear face masks in public, wash their hands regularly, and keep a safe distance with one another.

Due to the complicated developments of the COVID-19 pandemic, Ho Chi Minh City’s chairman Nguyen Thanh Phong had previously required all beauty salons, karaoke shops, discos, pubs, bars, clubs, beer clubs, massage parlors, saunas, online game centers, wedding reception centers, cafés, theaters, cinemas, gyms, and other sports facilities to cease operations on February 9.

From March 1, non-essential services and businesses were gradually allowed to reopen, but discos, bars, and karaoke parlors in an enclosed space remained shuttered.

In Hai Phong, all religious activities were suspended from 8:00 pm February 15, then eateries, cafés and cinemas followed suit from 8:00 pm February 16.

From February 22, all activities of entertainment and travel, accommodation services, on-site dining establishments, discos, karaoke parlors, saunas, massage service, bars, and game centers were also put to a halt in the northern city.

Now that the pandemic has been contained in the two cities, the local authorities have lifted the aforementioned suspension and restriction.

In addition, Hai Phong has also closed checkpoints in localities adjacent to northern Hai Duong Province, the hotbed of transmission in Vietnam’s latest outbreak since January 27.

Vietnam’s COVID-19 tally stood at 2,571 as of Saturday morning, with 2,198 recoveries and 35 virus-related deaths, according to the Ministry of Health’s data.

Ho Chi Minh City and Hai Phong have not documented any local infections since February 11 and February 23, respectively.

Bars, discos, karaoke shops reopen in Hanoi

Bars, discos, and karaoke shops in Hanoi have been permitted to reopen as authorities continue to loosen COVID-19 prevention and control measures in the capital.

Vice-chairman of the municipal People’s Committee Chu Xuan Dung said at a meeting on Monday that local bars, discos, and karaoke parlors would be allowed to resume operations from 0:00 on Tuesday.

All customers of these venues are required to fill out health declarations and install the Bluezone contact tracing app on their smartphones.

Local authorities have been loosening COVID-19 prevention and control measures to focus on socio-economic development in the new situation, Dung stated.

However, the risk of virus spread in the capital is still high compared to other localities in the northern region.

The vice-chairman tasked competent agencies with carrying out regular inspection at non-essential businesses and services to make sure COVID-19 prevention and control regulations are strictly followed.

Bars, discos, and karaoke parlors in Hanoi were previously shut down from February 1 to contain the COVID-19 pandemic.

The capital has not detected any local infections for over a month.

In related news, authorities in the southern province of Dong Nai have also reopened bars, discos, and karaoke shops from Tuesday as the pandemic is currently under control.

These services had been shuttered in the province since February 9.

Vietnam has documented 2,575 COVID-19 cases as of Tuesday morning, with 2,234 recoveries and 35 deaths, according to the Ministry of Health.

Two die in confrontation after karaoke spree in Vietnam

Two people died in a fight between two groups of people after a karaoke stint in southern Vietnam on the weekend, according to local police.

Police officers in Binh Duong Province said on Sunday that they are working on a case where two people were killed in a confrontation on Saturday night.

The dead were identified as Thach Chien and Thach Chum Rone.

Early reports said that a man, only known as Thanh, and some friends came to Thanh Phuoc Ward, Tan Uyen Town for a karaoke spree.

Thanh was waiting for his friends in front of the karaoke parlor after the singing stint when he saw a group of men looking at him.

When his friends went out from the parlor, Thanh and one of them chased after the group to “have a word,” as he believed that they had “cursed” him.

Both sides engaged in a violent fight, causing two people from the group to die.

Thanh’s friend, identified as Quyenh, was badly injured while two others from the group also sustained injuries.

Police officers in Tan Uyen are hunting for Thanh and other escapees.

Female karaoke employees saved from forced prostitution in central Vietnam

Police in the central Vietnamese province of Quang Ngai have rescued eight women from a local karaoke shop who were forced to become sex workers.

The provincial Department of Public Security confirmed on Monday they had freed the victims being held at the Hoang Gia karaoke parlor in Nghia Thuong Commune, Tu Nghia District.

Officers initiated their investigation into the case after receiving a report from Ho Van L. in Tra Bong District, who said his daughter – Ho Thi N. – and her female friend had headed to Tu Nghia District to find a job.

The two girls landed a job at Hoang Gia but were forced to sexually serve customers.

N.’s friend managed to escape, but N. was still detained by her employer.

On April 9, police raided the karaoke parlor, which was run by 27-year-old Pham Ngoc Tien.

Another man named Pham Cong Dat was in charge of managing the shop’s female employees.

Officers found eight girls who were held in custody at the venue. Many bruises and injuries were discovered on their bodies.

According to the victims’ statements, Tien tasked Dat with supervising them and transporting them to local hotels to have sex with customers.

All money from the prostitution activities was collected by Tien.

The girls were beaten and threatened if they refused to work as prostitutes.

Preliminary information showed that Tien had been operating his illegal racket since February.

The victims have been brought to the local medical center for a health check and injury evaluation.

Tien has been arrested to facilitate police investigation.

Stores on Bui Vien Street in Saigon committed to reducing noise

Bars and beer joints on the popular Bui Vien ‘backpacker street’ in downtown Ho Chi Minh City have been committed to tackling noise violations as they were allowed to reopen after weeks of closure for COVID-19 social distancing.

Bars, karaoke parlors, and discos were the last businesses to resume operations in the southern metropolis on Friday night after non-essential services had been told to close down since February 9, as the city raced to squash its latest surge in COVID-19 cases.

On Saturday night, just one day after the reopening, a team of District 1’s Pham Ngu Lao Ward officials conducted an inspection of business activities on Bui Vien Walking Street, located in a busy neighborhood populated with bars, pubs, discos, and beer joints.

During the inspection, the officials encouraged store owners to make formal commitments to not violating noise regulations for the sake of nearby residents.

Over 30 businesses agreed to sign commitment papers presented to them by the authorities.

The documents include such commitments as “not making loud noise that causes disturbance in residential and public areas between 10:00 pm and 6:00 am.”

Specifically, noise of up to 75 decibels (dB) in loudness is allowed between 6:00 am and 6:00 pm, while acceptable loudness is capped at 70 dB and 50 dB during the respective time frames of 6:00 pm to 10:00 pm and 10:00 pm until 6:00 am the next day.

Businesses that signed the commitment can have their business license revoked with no chance of appeal if they are found to violate the terms of their commitment.

A café also had their sidewalk-encroaching store signs confiscated and an individual told off for loud public singing using a portable speaker during the officials’ patrol.

“Since stores in this area are similar, many rely on loud music to attract customers,” Nguyen Hong Linh, an employee at a beer joint on Bui Vien which has been committed to reducing its noise, told Tuoi Tre (Youth) newspaper.

“Our store owner has told employees to keep the volume down after the officials’ reminder.”

Pham Ngu Lao Ward chairman Nguyen Hoang Tam told Tuoi Tre a campaign to inspect and measure noise at businesses in the area has been ongoing since before the Lunar New Year holiday in February, with support from District 1 authorities.

Inspections similar to the one on Saturday will continue to be carried out in the coming months and violating premises will be penalized accordingly, Tam warned.

Bui Vien is turned into a pedestrian-only zone from 7:00 pm on weekend nights, where stores are allowed to operate until 2:00 am the next day.

The street is nowadays frequented mostly by locals as Vietnam has closed its borders to foreign visitors since March last year, only allowing entry to those with valid travel needs such as international experts and diplomats.
