More Vietnamese willing to donate organs after death
When the Vietnam National Coordinating Center for Human Organ Transplantation was established in 2014, it received just 200 registrations, most including center officials and staff while the rest comprised medical workers. The number rose to more than 20,000 in 2017 and over 46,000 in 2021. Currently, it stands at almost 50,000. In the past, Vietnamese were not willing to share parts of their bodies as many believed one should die wholly to prepare for the afterlife, said Center Director Dong Van He at its meeting in Hanoi on Monday. However, in recent years, many "touching" stories about donations following brainstem death have inspired people to change their views about dying, he said. Donors on the list come from all walks of life and are of various ages. Many are members of one family. He said 95% of organ transplants in Vietnam have a living person as donors and just 5% get organs from a deceased person, which goes completely against the global trend. "With no certificates, I can only apply for a blue-collar job, but most factories turned me down," the 24-year-old woman said. Factories in Vietnam demanded that she work faster than in Japan for one-fifth of the salary she got there, at around VND6 million ($256) a month. Public fund disbursement slowed by local leaders’ reluctance
This is 2 percentage points lower than in the same period last year, Minister of Planning and Investment Nguyen Chi Dung told the National Assembly Standing Committee Tuesday. The problem has persisted for the last seven or eight years, but there are particular reasons for it this year, he said. The spending plan for 2021-25 was only approved in July 2021, which slowed down many projects, he said. Local leaders are reluctant to deal with land clearance, compensation and investment procedures due to the complications of the process , delaying projects, he said. The soaring prices of construction materials (20% on average) have caused many contractors to suspend work and wait to see if the government would modify their projects, he said. But he was optimistic and said spending would top 92% of the outlay this year thanks to the government’s plans to address these issues. … [Read more...] about Public fund disbursement slowed by local leaders’ reluctance

"The future is going to be made in America," Biden said, calling the measure "a once-in-a-generation investment in America itself." Biden touted investments that chip companies are making even though it remains unclear when the U.S. Commerce Department will write rules for reviewing grant awards and how long it will take to underwrite projects. Some Republicans joined Biden on the White House lawn to attend the signing of the chips bill that was years in the making in Congress. The chief executives of Micron, Intel, Lockheed Martin, HP and Advanced Micro Devices attended the signing as did governors of Pennsylvania and Illinois, the mayors of Detroit, Cleveland and Salt Lake City, and lawmakers.
