According to Pham Dang Khoa, deputy director of Vietinbank’s Card Centre, the biggest problem for banks when it comes to replacing magnetic strip cards is the cost. Banks have to pay for the new cards and invest in devices that accept them, such as ATMs and POS machines. Meanwhile, most customers are not willing to pay to switch. With more than eight million existing customers using magnetic strip cards, Khoa estimated his bank will have to spend a large sum as the cost of producing a chip card is roughly eight to ten times higher than magnetic strip cards. To encourage customers to use chip cards, Khoa said VietinBank would help customers replace their old cards due to the advantages of the new ones. The move would free up warehouse space and avoid waste, participants heard. Deputy Minister Nguyen Duy Ngoc said police across the country stored nearly 137,000 unclaimed vehicles, including 722 cars, between 2013 and September 2019. Under the Government’s Decree No.143/2018/ND-CP, which took effect from December 1, 2018, employees who are foreign citizens working in Vietnam with either a work permit, practice certificate, or practice licence granted by Vietnamese authorities and under unfixed-term labour contracts or contracts with a term of full one year and above will be covered by compulsory social insurance. Similar to Vietnamese employees, the social insurance scheme for foreigners will cover sickness, maternity, occupational diseases and accidents, retirement, and survivor benefits. The fact that leaders and officers of the HCM City Education and Training Department receive remuneration for compiling textbooks has caused a stir among the public. In a document from the Ministry of Education and Trianing (MOET) to the local press, the ministry affirmed that in order to ensure fairness, publicity and transparency in choosing textbooks, the ministry has drafted a circular (which has been published on its website for public opinions) which stipulates that those who compile and inspect textbooks will not be allowed to become members of councils which have the right to choose textbooks for use.
