Thailand is taking measures to secure major ports and airports, the government spokesman said Monday, as it moves to crack down on anti-government protests. "In the next few hours several security measures will be taken to secure all major ports, airports and major infrastructure for your own safety," Thai government spokesman Panitan Wattanayagorn said. "This is very normal, routine procedure during the emergency," he said in a live television address that went out on all channels. Thailand's embattled government on Sunday declared a state of emergency in and around Bangkok in the face of thousands of demonstrators calling for Prime Minister Abhisit Vejjajiva to quit. Thai Prime Minister Abhisit Vejjajiva said the government plans to spend 2 trillion baht (US$56.6 billion) on mainly infrastructure projects in the next three to four years to boost investment and create jobs. The money would be spent on water resources, transportation, logistics, tourism, education and public health, the premier said in Bangkok Wednesday. Vejjajivaâ€™s two-month-old government has pledged to boost spending to support an economy forecast to grow in 2009 at the slowest pace in 11 years as exports and local demand weaken. Industrial & Commercial Bank of China Ltd., the world's biggest bank by market value, is in talks with the Thai government to buy a controlling stake in ACL Bank Pcl, Finance Minister Korn Chatikavanij said. ICBC is seeking government approval to own more than a 49 percent stake in ACL, Korn told reporters Thursday in Samui island, Surat Thani Province, 685 kilometers south of Bangkok. The finance ministry owns a 30.6 percent stake in ACL Bank and is the lender's biggest shareholder, according to the bank's website. ICBC is adding emerging-market holdings as the state-owned company continues an overseas expansion begun in 2006 with the purchase of 90 percent of PT Bank Halim Indonesia. It agreed to buy 79.9 percent of Macau's third -biggest bank in August and bought a fifth of South Africa's Standard Bank Group Ltd. in October, the largest overseas acquisition by a Chinese lender. Thailand's government has cancelled the sale of 300,000 tonnes of rice to Indonesia agreed under the previous administration that left office last month, although Indonesia's state procurement body said on Tuesday it had not been informed. "The price does not match the price the government will guarantee farmers, so that deal won't happen, and we expect Indonesia will understand," he added.
