Hanoi (VNA) – The Ministry of Natural Resources and Environment hosted an online conference on March 4 discussing the building of a national marine space plan and a master plan on the exploitation and sustainable use of coastal resources in 2021-2030 and vision to 2045.

According to General Director of the Vietnam Administration of Seas and Islands (VASI) Ta Dinh Thi, the multidisciplinary plans are being developed under an integrated and ecosystem-based approach, serving the orientation and establishment of plans for using marine space and resolving inadequacies in marine use, thereby balancing economic development, national defence and security, and marine ecosystem protection.

The master plan s are prepared on the basis of integrating national master plans relating to the sea, with adjustments made to address conflicting and overlapping issues in the maritime space. They cover coastal areas, islands, archipelagos, territorial waters, and airspace under Vietnam’s sovereignty, sovereign rights, and jurisdiction.

The national marine space plan aims to ensure the efficient exploitation and sustainable use of marine resources and islands on the basis of a harmonious combination of socio-economic development and environmental protection, defence and security, and foreign affairs and international cooperation in coastal areas, islands, archipelagos, territorial waters, and airspace under Vietnam’s sovereignty, sovereign rights, and jurisdiction.

Meanwhile, the master plan on the exploitation and sustainable use of coastal resources in 2021-2030 with a vision to 2045 covers coastal waters to an outer boundary of about 6 nautical miles from the coast and the coastal areas of communes, wards, and towns in 28 coastal provinces and centrally-run cities. However, to ensure the integrity of important ecosystems and habitats, and to pay due attention to strong interaction between the mainland and seas, the reach of the coastal space in some areas may be extended further towards both the mainland and the sea.

This plan aims at the overall goal of managing, exploiting, and efficiently using natural resources , serving sustainable socio-economic development, climate change adaptation, and the safeguarding of national defence and security along the coast.

Addressing the conference, Deputy Minister of Natural Resources and Environment Le Minh Ngan spoke highly of VASI’s efforts in preparing these master plans.

The plans cover a number of new issues to be mentioned for the first time, he stressed, and so require the coordination of relevant ministries, sectors, and localities.

He also emphasised the importance of selecting consultation units and consulting ministries, sectors, localities, and experts and scientists on these plans./.

Ozo Park: A green space amidst dense forest

Quang Binh Province experiences the dry season from April to August, which is an ideal time to explore the Phong Nha – Ke Bang National Park and Ozo Treetop Park in particular.

Covering a total area of nearly five hectares around imposing lime mountains, Ozo Park is the first park in Vietnam to be located inside a primitive forest. Visitors to the park can not only breathe in pure natural atmosphere but also participate in various adventurous games.

They can walk on wooden bridges suspended among the trees, with the total length of the walkways being nearly 1km. The jade Ozo stream flows under the bridges like a soft silk strip, where many water activities take place, such as kayaking, stand up paddleboarding (SUP), and rowing.

Thrill seekers to the park will be treated with the zip lines and tightrope walks. They can also bicycle into the dense forest or take a trip to explore the magnificent beauty of stalactites inside the 2.5km-long Ozo Cave.

After a long day with full activities, visitors can enjoy relaxing and a tingling ‘fish massage’ therapy on the edge of the water.

Affirming “Vietnamese cultural identity”

Meanwhile, many activities aiming to introduce ao dai ngu than have received the attention of the majority of the public. Before that, in 2017, an Ao Dai Ngu Than Development Support Centre officially came into being, becoming a go-to address for those who love the traditional costume.

The centre’s founders wish to organise many useful and practical promotional activities to help the public understand and appreciate the value of national costumes, thereby promoting the movement of wearing the traditional ao dai ngu than during holidays, such as at Tet (Lunar New Year) Festival, and also at festivals; improving the applicability of traditional costumes in contemporary life bit by bit.

Specifically, in 2020, the Ministry of Culture, Sports and Tourism selected seven traditional festivals of ethnic minorities for restoration and preservation, including traditional festivals of the Lao ethnic minority people in Dien Bien province, the La Chi ethnic group (Quang Binh district, Ha Giang province), the Nung ethnic group (Hoang Su Phi district, Ha Giang province), the Thai ethnic group (Yen Bai province); Binh Phuoc province; the Si La ethnic group (Lai Chau province), and the Gia Rai ethnic group (Kon Tum province).

Recently, an activity that many people are interested in is the ” Hoa Sac Viet ” project of the S-River Agency group to restore Hang Trong folk paintings and in particular those with motifs, typical colours in this line of paintings. In order to welcome the Lunar New Year 2021, the group created a set of red envelopes with the theme “Opening the New Year” inspired by a Hang Trong painting on Tet, a combination of traditional elements and modern design warmly welcomed by the public.

It is worth noting that many activities promoting and preserving traditional cultural values have been carried out by individuals, associations, and groups in recent times, with a desire to spread quintessential national values in the community, especially to young people. Thus, for the preservation and promotion of the precious traditional cultural values of the nation, together with the participation of the authorities, the response and participation of the people is always essential, showing that true values will always have a worthy place in life.

Currently, Vietnam is increasingly integrating with the world, and its cultural exchanges are increasingly developing. Brussels (VNA) – The Embassy of Vietnam in Belgium held a get-together with overseas Vietnamese on March 4 to celebrate the Lunar Year of the Buffalo .

At the event, Ambassador to Belgium Vu Anh Quang extended his greetings to the local Vietnamese community, and voiced his encouragement to the community after a year full of hardships caused by COVID-19 , while expressing his gratitude for their activities in support of the homeland.

Quang, who is also head of the Vietnamese mission to the EU, also informed the participants on future activities, along with the results of the fight against COVID-19 in Vietnam, the country’s socio-economic development and success of the 13th National Party Congress which took place before Tet (Lunar New Year) festival.

Despite difficulties, the association of Vietnamese people in Belgium raised 6,000 EUR (7,170 USD) for flood victims in Vietnam’s central region last year, which helped farmers at a cooperative to resume production and stabilise their lives, according to a member of the organisation./.

Japan supercomputer shows doubling masks offers little help preventing viral spread

Japanese supercomputer simulations showed that wearing two masks gave limited benefit in blocking viral spread compared with one properly fitted mask.

The findings in part contradict recent recommendations from the U.S. Centers of Disease Control and Prevention (CDC) that two masks were better than one at reducing a person’s exposure to the coronavirus.

Researchers used the Fugaku supercomputer to model the flow of virus particles from people wearing different types and combinations of masks, according to a study released on Thursday by research giant Riken and Kobe University.

Using a single surgical-type mask, made of non-woven material, had 85% effectiveness in blocking particles when worn tightly around the nose and face. Adding a polyurethane mask on top boosted the effectiveness to just 89%.

Wearing two non-woven masks isn’t useful because air resistance builds up and causes leakage around the edges.

“The performance of double masking simply does not add up,” wrote the researchers, led by Makoto Tsubokura.

In general, professional grade N95 masks were the best in protecting against infection, followed by non-woven masks, cloth masks, and finally polyurethane types, the study showed.

The Riken research team previously used the Fugaku supercomputer to model how humidity can affect viral contagion and the infection risks in trains, work spaces, and other environments.

As the COVID-19 epidemic has worn on, scientific consensus has grown that the virus is spread through the air and masks are effective in controlling contagion.
