Vietnam to prepare for solar power boom

The proportion of solar and wind power projects in the entire national electricity system is expected to increase, requiring thorough preparation because of the instability of these power sources, experts have said.

The draft of the eighth national power development plan shows majir changes in power source development from now to 2030 compared with the seventh plan.

Under the draft, Vietnam will develop wind and solar power on a large scale, with the capacity of wind power increasing by three times and solar power by two times compared with the adjusted seventh plan.

Vietnam will only continue the projects under construction or under investment promotion, to be operational in the 2021-2025 period.

The coal-fired thermopower proportion will decrease gradually from 34 percent in 2020 to 27 percent by 2030.

The Ministry of Investment and Trade wants to strongly develop gas-fired power with capacity increasing from 7GW in 2020 to 13.5GW by 2025 and 28-33GW by 2030 and the proportion of gas-fired power increasing from 15 percent in 2020 to 21-23 percent by 2030.

The wind power capacity would rise from 600MW in 2020 to 11,000-12,000MW by 2025 and 18,000-19,000MW by 2030. Wind power would account for 11 percent of total installation capacity by 2025 and 13 percent by 2030.

As for solar power, the capacity would increase from 17,000MW in 2020-2025 to 19,000-20,000MW by 2030. The proportion of solar power would be 17 percent of total installation capacity by 2025 and 14 percent by 2030.

Wind and solar power would also be strongly developed in 2031-2045, accounting for 42 percent by 2045.

However, because of the high uncertainty, the strong development of these power sources will have a major impact on the national electricity system.

The ministry believes that as the electricity generation capacity of the sources of power can change rapidly, wind power will cause considerable fluctuations to the electricity system when the wind changes or stops.

If other sources of power cannot replace wind power at that time, or existing power sources cannot be adjusted quickly to offset the capacity decrease, the electricity system will fall into imbalance in terms of supply sources and additional charges will occur. In the worst scenario, this may cause electricity outageon a large scale.

Warning of the problem, the ministry said it is necessary to develop other backup power sources which will be mobilized when wind and solar power sources fail. The capacity of the sources to be used needs to be nearly equal to the total capacity of wind and solar power sources which provide electricity to the national grid.

The ministry said it wants to encourage the development of rooftop solar power systems rather than large-scale solar power farms with the capacity of tens or hundreds of MW.

Grand opening of 10MWp Song Binh rooftop solar farm in Binh Thuan

With work officially started from early November 2020, the solar farm is run by Edge VN with consultation in financial investment and management from Edge Plus Singapore.

The plant is based in Song Binh commune, Bac Binh district in the central province of Binh Thuan, the area with the highest solar power potential in the country based on average sunshine hours and stable heat radiation, according to Vietnam Energy journal under Vietnam Energy Association.

The solar farm employs cutting-edge technologies, including Sun Power solar panels from the United States and solar optimisers from Woss Corporation. The solar optimisers are integrated with AI technology and Edge Computing to maximise power production.

Song Binh rooftop solar farm is proud to be an IoT-enabled solar farm leading the Vietnamese renewable energy industry.

Present at Song Binh solar farm’s recent grand opening ceremony, Do Van Loc, deputy chairman of the national high-tech programme, praised Woss Corporation for using benchmark-setting technologies in this rooftop solar farm project and hoped to see more of this from other solar farms.

Building and developing rooftop solar farms like Song Binh not only pushes up the country’s economic development but also contributes to raising the efficiency of the fight against climate change by promoting clean energy.

The introduction of Song Binh Rooftop Solar Farm aims to match the rising demand for clean energy in Vietnam.

According to state power authority Electricity of Vietnam, the total installed capacity of rooftop solar power projects connected to the national grid is estimated at 9,296MWp currently, accounting for 25 per cent of total installed power sources.

Building and developing rooftop solar farms like Song Binh not only pushes up the country’s economic development but also contributes to raising the efficiency of the fight against climate change by promoting clean energy.

At the grand opening, Edge Vietnam signed a co-operation agreement with Woss Corporation to provide smart battery systems to safely and efficiently store solar power, providing its clients with consistent electrical supply when sunlight is limited or unavailable.

In addition, Edge VN and Edge Plus Singapore are looking for opportunities to develop more smart solar power plants in Vietnam in the near future.

High school students invent 4-in-1 ATM run with solar power

Two female students from Tran Quoc Tuan High School have upgraded a so-called rice ATM into a 4-in-1 ‘Covid-19 prevention ATM which can disinfect hands and distribute instant noodle, rice and face masks.

A multiuse ATM has been at the entrance door to the school for the last two months.

Every day, students queue up in front of the machine to get their hands disinfected and receive face masks before entering the school. They can also receive instant noodles and rice if they want.

The ATM was invented by Vo Le Xuan Thuy and Ho Nguyen Minh Thu, 12th graders at the school.

Thuy said in early 2019, she and former students of the school made an ATM distributing rice to needy people. The machine was created within a short time, so it was not perfect and it could not operate well.

Thuy, together with Minh Thu, a classmate, decided to improve the rice ATM and turn it into a multiuse machine The idea of the two female students then got strong support from teachers.

The machine was completed after 2.5 months. At that moment, Covid-19 broke out once again in some northern provinces and cities. They decided to put the ATM at the school’s entrance door to help prevent coronavirus spread.

“We are happy that the machine has been running properly, with no trouble, though hundreds of students disinfect their hands and receive necessities every day,” Thuy said.

According to Minh Thu, the machine is small, created with aluminum and steel frame. It has an automatic conveyor that provides face masks, noodles and rice; a hand sanitizer spray equipment; a tray that contains essentials; and sensor and machine control circuit.

When students gets near the machine, the sensor will recognize them. Within one second, antiseptics, instant noodles, rice and face masks will be automatically pushed out from the machine.

To make the machine, besides the existing ATM equipment, the students had to buy electronic devices and were commissioned to make the frame. They spent time reading documents to make the ATM and used a piece of code under the instruction of teacher Nguyen Thi Mai.

According to Thu, the machine costs VND6-7 million. It runs with solar power, equipped with an LED lamp and camera.

“We decided to use a LED lamp so that it can operate in the evening. We installed a solar panel for the ATM in case the electricity is cut,” she said.

The parts can be assembled and disassembled easily.

Vietnam tax revenue down 1.4% in two-month period

The Hanoitimes – The fact that nearly 19,800 enterprises temporarily suspended operation in the first two months of 2021, up 60.5% year-on-year, has also contributed to a decline in tax revenue.

Vietnam’s tax revenue in the first two months of 2021 is estimated at VND246.4 trillion (US$10.7 billion), representing a decline of 1.4% year-on-year.

Upon breaking down, revenue from crude oil dropped by 53.3% year-on-year to VND4.9 trillion (US$212.63 million), equivalent to 21.1% of the yearly estimate, while domestic revenue reached VND241.55 trillion (US$10.47 billion), or 22.1% of the estimate.

“The figure remained a positive note taking into consideration a week-long Tet holiday in February causing production paralysis and a Covid-19 outbreak in a number of provinces/cities,” Director of the General Department of Taxation Cao Anh Tuan revealed the figure at a meeting on March 3, noting trade, transportation and tourism have all been impacted as a result.

According to Tuan, the fact that nearly 19,800 enterprises temporarily suspended operation in the first two months of 2021, up 60.5% year-on-year, has also contributed to a decline in tax revenue.

Among measures to mitigate negative impacts on the state budget, tax authorities have been focusing on recovering tax arrears, reaching VND5.11 trillion (US$221.7 million) as of February 28, or 17% of the target.

“Total tax arrears as of February 28 declined by 10.4% year-on-year,” Tuan added.

Tuan expected the serious Covid-19 situation globally would continue to impact the local economy and subsequently tax revenue in 2021.

“The taxation department aims to realize government’s supporting program in an effective and timely manner to support the business community affected by the pandemic, so that they could recover from a difficult period and return to operation,” Tuan stressed.

Tuan requested tax departments at various levels to step up efforts in recovering tax arrears and reduce the rate of unpaid tax accordingly, while tightening supervision over online businesses to ensure greater efficiency in tax collection.

Despite the severe Covid-19 crisis, Vietnam’s tax revenue last year reached VND1,278 trillion (US$55.37 billion), 2% higher than the yearly estimate or an increase of VND24.34 trillion (US$1.05 billion).

HCMC – The benchmark VN-Index of the Hochiminh Stock Exchange closed in negative territory today, March 4, as order placing activities were slowed down due to a system error which has recently occurred on the bourse, especially in the afternoon.

With the number of decliners nearly quadrupling that of advancers at 362 to 95, the main index lost 18.43 points, or 1.55% against the previous session at 1,168.52.

Turnover on the HCMC market improved over 6% in volume and 10% in value over the session earlier at more than 670 million shares and some VND16.8 trillion. Block deals contributed around VND1.5 trillion to the total value.

In the VN30 basket, financial stocks deeply declined, with financial service provider TCH, brokerage SSI, lenders TPB, STB, TCB, MBB plunging 3-4.2%.

Besides this, insurer BVH, consumer goods producer MSN, tech firm FPT, lender BID, retailer VRE dropped 2.1-2.8%, while lender VCB, housing developer VHM, steelmaker HPG and some others fell slightly.

Steelmaker HPG led the HCMC market by liquidity with nearly 28 million shares changing hands. Lenders STB, MBB, TCB reported the respective matching volume of 23.5 million, 23.1 million, 16.1 million shares.

Meanwhile, a host of speculative stocks made gains, including FLC, PVD, PVT, SCR, GEX, and DCM. Of them, property group FLC saw over 23.6 million shares transacted. Also, TLH, TGG, and DQC were among outstanding winners as they hit their upper limits.

In contrast to the southern bourse, trading on the northern bourse was upbeat. The HNX-Index added 1.67 points, or 0.66% versus Wednesday at 255.77. Notably, oil and gas stock PVS soared a whopping 8.4% and was the most actively traded stock on the Hanoi market, with over 27 million shares traded.

“Magic eyes” – great help for traffic police officers

The central city of Da Nang is one of the first cities to place traffic cameras on main street arteries. Up to 143 cameras have been installed in 47 locations. The installation of cameras has raised people’s awareness, and encouraged them to follow traffic lights and control their speed. It has also reduced the presence of police officers at major traffic points.

According to the Da Nang Traffic Police Department, from 2016 to 2020, these “magic eyes” helped to find and report 48,118 traffic violations, of which 38,004 cases were issued total fines of 55 billion dong and 7,590 driving licenses were withdrawn.

Mr. Nguyen Van Phuong, a resident on Vo Chi Cong street, said that when there was no surveillance camera, many drivers did not follow traffic lights. After cameras were installed, people were more aware of compliance, causing fewer accidents.

Interviewed by VietNamNet on February 23, Lieutenant Colonel Thai Anh Tuan, Head of Propaganda and Inspection of Traffic Accidents and Violations (Da Nang Traffic Police Department), said the surveillance cameras detect violations such as speeding, using wrong lanes and running red lights, and monitor traffic vehicle flows.

“Annually, the cameras detect about 10,000 violations. Many people used to cross at yellow lights. Currently, the people are more responsive, hence reduction in accidents. Drivers are well aware of surveillance cameras,” said Tuan.

Lieutenant Colonel Doan Ngoc Minh Tuan, Deputy Head of Da Nang Traffic Police Department, said that “magic eyes” have been placed at important traffic points, monitor traffic for 24/24 and record violations correctly and clearly. Cameras are also useful for detecting and tackling crime.

According to Tuan, surveillance cameras have eased on-site pressure for police officers. “They used to be present all the time at key traffic points to monitor traffic. Since the installation of cameras, they instead patrol to inspect and improve their efficiency,” said Tuan.

He further revealed that cameras have been placed on such street arteries as Vo Nguyen Giap and Nguyen Tat Thanh. His department and the transportation department plan to ask Da Nang People’s Committee to invest and install more surveillance cameras on other roads for social security.
