HCMC takes belated steps to sort out skyscraper mess
Experts say such tight restrictions should have been imposed long ago to avoid the current mess and chaos on many roads. Cars and motorbikes crowded Pho Quang Street in Tan Binh District on Tuesday morning last week, dragging themselves sluggishly towards the downtown area. The road, an entrance to the Tan Son Nhat Airport, is just two kilometers long and only eight meters wide. Yet there are 15 skyscrapers lining it, with tens of thousands of apartments, hotels and offices. The largest project on the street is an apartment complex with four blocks and 16 floors, hosting around 500 apartments. It has been open for about five years. There are other complexes with 8-10 floors and a hospital, so the street is always crowded. It gets hellish during rush hours. Pho Quang isn’t the only street plagued by quickly rising skyscrapers and infrastructures that can’t keep up with them. New southern ring road set to open to traffic in 2028

The road, almost 200km long, is expected to boost regional linkages and boost economic growth for HCM City and the provinces of Bình Dương, Đồng Nai, Long An and Bà Rịa-Vũng Tàu, as well as the Southern Key Economic Region. The project, approved more than 10 years ago, is estimated to cost around VNĐ100 trillion (US$4.4 billion). It will be 197.6km long with four lanes in the first phase. In the second phase, the road could be widened to six or eight lanes. The Thu Thiem New Urban Area on the other side of the Saigon River which faces downtown District 1, spans 930 ha and is home to around 200,000 people. It is expected to be developed into the most modern area in Southeast Asia, but several issues have hampered implementation of this plan. Many projects still remain on paper. Land plots near the Saigon River, where planned projects have yet to begin construction, have become places for people to hang out during the weekends. Last Saturday, hundreds upon hundreds of people gathered near streets like To Huu, Tran Bach Dang or R12, parking their vehicles on streets and pavements. Stalls have placed tables and chairs along the pavements, and the trash generated is dumped into the environment, with both customers and vendors not bothered about dirtying the area and making it ugly.
