Hau Giang Province launches automated public services call centre

Viettel Hau Giang Director Nguyen Truong Giang said this is the first province in Vietnam to employ artificial intelligence in order to provide such a service.

The automated call centre will provide people and enterprises with necessary information such as the required papers, processing agencies, processing times and fees, before they proceed with public services, helping save cost and time.

Giang said the call centre is completely automated, operates around the clock and can handle 6,000 calls at one time.

Speaking at the launch ceremony on April 8, Hau Giang Chairman Dong Van Thanh said the establishment of the automated call centre reflects the province’s determination to create breakthroughs in administrative reform and a favourable environment to attract investment.

The public service centre and automated call centre are expected to help Hau Giang Province provide public services in the shortest time possible and in a more professional manner.

Google offers support for Vietnam business community

US-tech giant Google looks to build long-term cooperation with Vietnam.

Google, with its experience, is willing to support the development of Vietnamese enterprises and looks to build long-term cooperation with Vietnam, according to Scott Beaumont, president of Google in Asia Pacific.

Enterprises with high level of digitalization would grow twice as fast as others, and Google wants to help local firms master online business skills, said Scott in an online meeting with Minister – Chairman of the Government Office Mai Tien Dung on July 22.

Scott said Vietnam has been successful in mitigating negative impacts of the Covid-19 pandemic, and this shows the world how to efficiently tackle the health crisis.

According to Scott, during the outbreak, Google had supported the Ministry of Health in providing official information and instructions to the people and businesses via YouTube.

Based on this experience, Scott said Google could cooperate with the Government Office in developing the national public service portal.

The successful implementation of the portal has been one of Vietnam’s achievements in the post-Covid-19 period, Scott added.

Under the framework of the “Vietnam Digital 4.0” program, Google is collaborating with the Ministry of Industry and Trade in providing online training for small and medium enterprises (SMEs), while assisting large scale enterprises to find new export markets.

Meanwhile, Google is working with Vietnam National Administration of Tourism to promote domestic tourism, one of the key solutions to boost Vietnam’s economic growth, Scott informed.

At the meeting, Minister Dung said 96 days have passed without new Covid-19 cases in the community in Vietnam.

Dung said with the GDP growth of 1.81% in the first six months of 2020, Vietnam targets to reach a growth rate of 3 – 4% for this year.

Since its launch on December 9, 2019, the national public service portal has integrated 800 public services with nearly 200,000 accounts, 51 million visitors and 201,000 applications under processing.

Dung, however, said this is just a first step towards the building of e-government and is looking forward to cooperating with Google in promoting the portal.

Dung asked Google to set up a channel for the portal on YouTube for spreading the benefits of public online services for citizens and businesses.

The minister stressed the US is Vietnam’s key partner and the Vietnamese government is willing to support US firms in doing business in the country.

Local authorities are maintaining frequent communication with US companies to address their issues for more balanced trade relations, Dung informed.

Countries urged to reinforce cooperation in mine action

Vietnam, as the rotating President of the UNSC, held this event virtually and in person under the chair of Minister Son.

Attending the discussion were UN Secretary General Antonio Guterres, nine ministers and deputy ministers, ambassadors and heads of missions of the UNSC member states. The event’s speakers included Director of the Geneva International Center for Humanitarian Demining Stefano Toscano, UNDP Goodwill Ambassador actress Yeoh Choo-Kheng, Manager of Project RENEW All-Women Demining Team in Vietnam Nguyen Thi Dieu Linh, and UN Global Advocate for the Elimination of Mines and Explosive Hazards actor Daniel Craig.

The event also saw the presence of officials from Vietnamese ministries, departments, and localities badly affected by war-left bombs, mines and explosives; representatives from the embassies of the UNSC member states, UN organizations, and domestic and international non-governmental organizations (NGOs) working on mine action.

At the event, delegates highly valued Vietnam’s initiative on the organization of  such an important meeting. They voiced their support  for the humanitarian purpose of limiting the use of bombs and mines in the world. They emphasized the consequences of bombs and mines in conflict areas in the past and present. They also voiced their support for national and international efforts to settle consequences of bombs and mines and unexploded ordnance, assist victims, and stabilize the situation for reconstruction and socio-economic development.

Delegates highly praised international cooperation in mine action and stressed the need to boost cohesion and coordination within the UN system, including the UNSC, in order to make more contributions to the UN and relevant countries’ mine action efforts.

In his speech, Minister Son highlighted the importance of settling the consequences of wars and conflicts and said that this issue should be paid more attention to in the UNSC agenda.

The Vietnamese official shared Vietnam’s experience in this regard, such as due attention and close direction from the leaderships at all levels, investment in capacity building, close coordination among ministries, departments, localities, NGOs, and the engagement of people from all walks of life, especially women.

Minister Son stressed that countries need to further their cooperation in mine action to reap more sustainable outcomes, through providing finance, technical assistance, improving capacity, raising awareness, and sharing experience with affected countries.

According to Son, the UN, especially the UNSC, should step up measures to ensure safety for peacekeepers, protect civilians, and promote sustainable peace.

On the occasion, the UNSC adopted the first presidential statement, proposed by Vietnam, on mine action. This statement is of significance, emphasizing the connection between mine action and maintenance of sustainable peace, stability, and development and heightening the necessity for international cooperation in mine action.

The statement also mentions new important content, such as impacts of the COVID-19 pandemic, giving more support to affected countries, considering setting up specialized mine action units at UN peacekeeping missions, and taking into account the special needs of women and children in deploying related missions.

Poor logistics hinder Mekong Delta agri exports

“Logistic costs accounts for 30 percent of product price, which is an unreasonably high proportion. In Thailand the figure is 12.5 percent, and the average global figure, 14 percent. This hinders Mekong Delta agriculture products from competing with equivalents from Thailand and China,” said Pham Tien Hoai, chairman of Hau Giang Business Association.

Ngo Tuong Vy, deputy director of Chanh Thu Import-Export Limited Company, specializing in agriculture products, said: “Air transport fees for fresh Vietnamese dragon fruit to Japan is $6 per kilogram.”

She said fresh fruit need to be well-preserved after harvest so it could be exported by sea to reduce costs.

Mekong Delta contributes 90 percent of the country’s rice exports, 65 percent of seafood exports, and 70 percent of fruit exports.

It has a total seven ports, of which the largest is Long An International Port in southern Long An Province. The latter can accommodate cargo ships with a capacity of 70,000 tons. The second largest is Cai Cui Port in the Mekong Delta city of Can Tho, which can handle 20,000 ton cargo vessels. It also has 57 inland waterway ports.

Experts say the Mekong Delta waterway traffic system is of low quality, limiting the capacity of cargo ships operating in the area.

There are only two ways to reach Hau River ports via either Dinh An and Quan Chan Bo estuaries. However, the Dinh An estuary has not been dredged for years and can only handle cargo ships of 3,000 tons. The Quan Chanh Bo estuary can handle cargo ships from 7,000-10,000 tons, but does not have breakwaters, meaning vessels can only operate at low speed to prevent waves from affecting nearby aquaculture projects. Thus, ships normally take a day to pass through the 26-kilometer Quan Chanh Bo estuary.

Heads of export firms said Mekong Delta lacks deep-water ports for container ships serving export, besides logistic centers, warehouses and irradiation facilities.

Agriculture products from Mekong Delta have to be shipped to Ho Chi Minh City (HCMC) and the southeast region of Vietnam to be exported. However, ports in HCMC and the southeast are usually overloaded, upping warehouse costs and export duration.

“The Government needs to upgrade the Quan Chanh Bo estuary to ensure it could handle high capacity cargo ships (up to 20,000 tons),” said Vo Thanh Phong, CEO of logistic firm Hau Giang Maritime Service Limited Liability Company.

He added the Cho Gao channel in Tien Giang Province needs to be dredged and upgraded for barges with capacities of over 3,000 tons to operate, which would reduce transportation duration and costs.

The Ministry of Transport has proposed the government build a deep-water port in the Mekong Delta province of Soc Trang that can handle cargo ships with capacities of 100,000 tons to meet regional export and import demand.

Binh Thuan unlocks agricultural tourism potential

Binh Thuan province on the south-central coast of Vietnam, has long been a popular destination for its seaside resorts and its cultural and historical relic sites. The province is now seeking to unlock its agricultural tourism potential to add the value of local products.

Binh Thuan has the largest acreage of dragon fruit tree cultivation in Vietnam. It also grows many other fruit trees, including apple, grape, and durian.

Mr. Nguyen Thanh Truc’s family in Ham Minh commune, Ham Thuan Nam district, considered Binh Thuan’s dragon fruit capital, grows dragon fruit on 4 ha of land. In between the dragon fruit trees, he grows grapefruit, coconut, jackfruit, and mango. His orchard is frequented by his friends and relatives on weekends. As the word has spread, an increasing number of tourists also visit the orchard, giving Truc the idea of offering hospitality services. He renovated his lotus pond, opened a fishing service, and created photo zones.

Truc said, “Because of the COVID-19 epidemic, the number of visitors decreased over the past year. People from the city used to visit my coconut and grapefruit operation, usually on Saturday or Sunday.”

In Ham Thuan Nam district, orchard visitors can observe the tending, harvesting and processing of dragon fruit and enjoy juice and dishes made from dragon fruit. Nguyen Thi Kim Thoa is excited to pick grapefruits and coconuts at Nguyen Thanh Truc’s orchard.
“This is the first time I have visited an orchard. I like the fresh, cool air and the fruit is delicious. The orchard owner is very hospitable and friendly. I’ve toured the orchard, I think it will attract many tourists,” said Thoa.

Other districts in Binh Thuan province also grow a lot of fruit trees. Ho Cong Tien, head of Tuy Phong district’s Culture and Information Department, said, “In recent years, Tuy Phong has focused on growing yellow grapefruits, yellow apples, chili, lemon, and banana to sell to tourists.”

Vo Xuan Nghia, Director of the Binh Thuan Tourism Promotion Information Center, is optimistic about orchard tourism.

“Agricultural tourism is becoming popular. We have introduced it through media outlets and travel companies. Hopefully, when the COVID-19 epidemic subsides, the Binh Thuan tourism market will revive. Fruit orchards are a new attraction that helps to diversify tourism in our province,” said Nghia.

Binh Thuan now has about 44,300 ha of fruit trees of all kinds in orchards that both produce fruit and offer tourism services.

S. Korean firm taps Vietnam’s music streaming market

HCMC – South Korea’s KT Corporation on April 9 signed a memorandum of understanding (MoU) with Vietnam Television Cable Corporation (VTVcab), an arm of Vietnam Television, to develop a music streaming platform in the country.

Under the MoU, the two corporations will design a music streaming platform to distribute K-pop music and protect intellectual property rights, VietnamPlus news site reported.

KT said that the firm would provide key technology in developing the service such as music personalization using Artificial Intelligence, which is currently used by its media affiliate Genie Music. Genie Music is South Korea’s second largest music streaming service operator and a major music distributor.

The partnership is expected to meet the rising demand for K-pop music in the Vietnamese market and contribute to deploying the K-pop music distribution strategy in Vietnam.

KT also said that it would expand cooperation with the Vietnamese partner in the broader media industry, including internet protocol television and over-the-top media services.

The South Korean telecom giant currently operates video streaming service Seezn.
