More than 79,180 people vaccinated against COVID-19 in 22 localities

As of 4p.m. April 18, the Ministry of Health, Ministry of National Defense, and Ministry of Public Security had carried out the first and second phase of COVID-19 vaccination for a total of 79,182 in 22 provinces throughout the country.

The vaccinated people are frontline medical workers, and members of anti-coronavirus community groups and the steering committees on COVID-19 prevention and control, alongside police and armed forces.

Hai Phong city has finalized the first vaccination phase, while the provinces of Quang Ninh and Hai Duong are redoubling efforts to complete the first drive.

Five provinces, including Bac Ninh, Ha Tinh, Cao Bang, Phu Yen and Bac Giang

According to the Ministry of Health, a 39-year-old Vietnamese citizen who entered Da Nang Airport from Japan was diagnosed with the SARS-CoV-2 virus on the morning of April 19.

The patient is being currently isolated for treatment at Da Nang Lung Hospital after his test result was confirmed positive for the virus on April 17.

The new patient has raised the national count to 2,785, including 1,179 imported cases.

So far, the nation has seen 2,475 recoveries from the coronavirus disease, while the death toll remains at 35.

Among patients still under treatment, a total of 45 have tested negative for the novel coronavirus once, with the majority giving negative results for many times.

HCMC – HCMC today, April 19, started the second phase of the Covid-19 vaccination in the city for medical workers and those working at the international passenger terminal of the Tan Son Nhat International Airport.

According to the municipal Center for Disease Control (HCDC), the second phase is expected to end by April 30. The city has been given an additional 58,250 doses of the vaccine.

Of the total, 45,190 doses will be reserved for the medical staff at both public and private medical centers and hospitals under the Ministry of Health. Meanwhile, 2,000 other doses will be for employees in contact with those entering Vietnam at the Tan Son Nhat International Airport and more than 9,000 remaining doses will be kept for medical workers who have received the first shot of the vaccine.

At a recent online meeting to discuss the second vaccination phase, HCDC Director Nguyen Tri Dung asked all agencies responsible for the vaccination to prepare sufficient first aid kits.

Medical centers should work out plans to cooperate with their nearest hospitals to ensure quick treatment for those showing abnormal symptoms after receiving the vaccine.

As of April 15, the city had injected more than 8,200 people with the vaccine.

The Ministry of Health has asked localities to complete the vaccination before May 5, otherwise it will take back the vaccine.

The Ministry of Health (MOH) conducted an inspection campaign to assess the quality of hospitals and a survey to assess patients’ satisfaction about service quality.

The survey was conducted online, with anonymity guaranteed.

At Bach Mai Hospital, 74 percent of inpatients said they were satisfied about the hospital’s services, while the figure is 82 percent for outpatients.

The satisfaction of medical workers about the hospital was low, just 3.5/5, while it was above 4 in previous years.

As many as 2, 014 out 4,300 people participated in the survey and 15 percent said they were fully satisfied about the hospital, while 51 percent were generally satisfied about the hospital’s leaders. Sixty three percent said they wanted to work there for a long time, while 70 percent proposed increasing wages.

More than 100 workers complained that they were overloaded because of the unreasonable working regime with no time off to compensate for days on duty, and that they were subject to high pressure, low income and too many exams for ranking. They also cited many other problems, such as the lack of workers and lack of equipment, including gloves. They want more fair punishment and more compliments, more encouragement, and workers’ opinions heard.

“We are facing serious difficulties. We work under pressure, while the income is low. Many good doctors and nurses have left because the pressure has become unbearable. We are very tired, and we stay just because of the word ‘Bach Mai’,” a worker wrote.

“We have a high number of working hours daily, while the income is too low. Under current laws, every worker has eight working hours a day, but we work at least 10 hours a day,” another worker wrote.

Reshuffling

An officer of the administration division of Bach Mai Hospital commented that the fact that 15 percent of workers feeling satisfied working in such an environment with high pressure is a ‘fairly high figure’.

“As explained by MOH, ‘fully satisfied’ means that workers don’t complain about anything and all their demands can be met. This is really difficult,” he said.

“In the context of revenue decrease of VND2 trillion, high pressure, 50 percent income decrease, hard work and Covid-19, this figure is quite understandable,” he said.

The officer went on to say that leaders of the hospital and all department heads fulfilled their tasks last year in very difficult conditions amid the pandemic and the requirements to improve service quality.

The hospital has a comprehensive healthcare regime, under which every patient has one bed and nurses have to wash patients’ hairs and clean the potty, works they did not have to do in the past.

Bach Mai became the first public hospital in Vietnam following the autonomy policy in 2020 which means that it can no longer receive funding from the State and has to cover its own expenses.

The leaders of the hospital have been making every effort to improve service quality to increase patient satisfaction. It needs to employ more workers, but it cannot because of limited financial capability. As a result, medical workers have had to undertake more work and one nurse has to take care of many patients.

Reshuffling to improve service quality and bring the highest possible satisfaction to patients is what the hospital must do to exist in an autonomy regime. However, reshuffling is never easy and needs serious measures.

Because patients queue up at 3-4 am to register for health examinations, the hospital’s leaders asked the workers of some departments to begin their working shift at 5 am.

Heads of departments also have to take higher responsibility. Only when their departments are recognized as excellently fulfilling tasks will they be recognized as excellent workers.

The hospital has also imposed strict punishments on medical workers who have bad attitudes towards patients and their relatives. If patients make complaints, the cases will be considered and judged by a disciplinary committee. The new regulations have put pressure on workers.

“What we need to do now is provide best services and win patients’ satisfaction. If so, we will have more patients, and thus higher income. We will continue to ask to remove the bottlenecks in the financial mechanism,” he said.

What does the hospital say?

Asked about the mass resignation of 221 workers, including 28 doctors, the Bach Mai Hospital director said it was a normal phenomenon in the labor market. Many private hospitals have been set up and workers now have many choices for jobs.

He affirmed that the hospital has recruited a high number of highly qualified workers, including professors, associate professors, practitioners with doctorates, and residents.

The hospital also signed labor contracts with nurses who experienced refresher training courses in 2019.

“Bach Mai has nearly 1,000 professors, associate professors and practitioners with doctorates, so the departure of 28 practitioners will not affect the operation of the hospital,” Tuan said.

According to the Department of Planning and Finance of the Ministry of Education and Training, the Decree No. 86/2015 on the collection and management of tuition fees for educational institutions and the policy of tuition fee exemption has clearly specified the framework and ceiling tuition fees for public higher education institutions.

Under the decree, self-financing public and government-funded high educational facilities have to cover recurrent expenditure and expenses on facility upgrade by themselves, and public educational institutions cannot cover recurrent and investment expenses by themselves. The Decree prescribes an average annual tuition increase of 10 percent. Public university institutions that autonomously implement reform of their operating mechanism under the Resolution No. 77/2014 shall comply with the operation mechanism pilot scheme approved by the Prime Minister.
The government will just stipulate the tuition fee framework for public preschools and high schools, according to the Law on Education 2019 and Decree No. 86 while the specific fee rates for each year shall be determined by provincial people’s councils in accordance with the actual living conditions of the regions and the annual increase in tuition fees must base on the consumer price index announced by the State.
All educational institutions must publicize their training costs, fees and other service charges for the courses in each academic year along with the enrollment notice on the website according to regulations, noted by the Ministry of Education and Training.
The Ministry of Education and Training said that many families care about tuition fees ; therefore, schools must publicize training costs, fees, enrolment charges and other service collection in the courses for an academic year to learners transparently. Schools must be responsible for deducting a portion of their tuition revenue to support students from low-income families.
Many students expressed their concern that they could not attend some schools as planned because the tuition fees exceeded their family’s financial ability.
The Ministry of Education and Training said that the Ministry of Education and Training has currently submitted a draft decree to replace Decree 86/2015 to the Government. From 2020 up to now, the Covid-19 epidemic and natural disasters, storms and floods in many localities have affected the development of the country and affected people’s income; hence, in its draft decree, the Ministry petitioned for unchanging tuition fee to share difficulties with parents and students.
Above all, the draft decree has included more beneficiaries of the policy of exemption and reduction of tuition fees and added many new policies with the aim to ensure all disadvantaged groups can access and benefit from exclusive education. Moreover, the new draft decree focused on supporting schoolers in distant and underprivileged regions to access education.
In addition to the new policies, the policies on tuition fee exemption and reduction, tuition fee support and other regulations in Decree 86/2015 will remain the same for the 2021-2022 school year.
The Ministry of Education and Training has directed educational institutions to keep the tuition fees stable for the forthcoming academic year as well as explain tuition fee collections. At the same time, that ministries, branches, People’s Committees of provinces and cities were asked to increase the appraisal and supervision of revenues and expenditures .
Regarding the ceiling tuition fees for self-financed schools and private schools, the Ministry of Education and Training said that the ministry has coordinated with ministries and agencies to collect opinions of localities and education and training institutions across the country. This new draft Decree on tuition fees with many new policies is of great significance as it links tuition fees not only with the degree of financial autonomy of public schools but more importantly, with the results of the quality assessment of education and training of public education and training institutions.
Specifically, the draft Decree stipulates that public schools which have been granted financial autonomy have not yet passed the quality accreditation, they must not collect fees exceeding a regulated tuition fee cap. Local or international financial-autonomous schools passing the quality accreditation are entitled to collect tuition fees of up to 2-2.5 times higher than their above-mentioned peers.
According to the current regulations in Decree 86, non-public schools including preschools and high schools are allowed to decide on their own fee collection rates but they must publicize the tuition rates for each school year while higher educational facilities and vocational training schools must announce expected tuition fee for the whole course for an academic year.
The draft also stipulates that the maximum increase in tuition fees per academic year does not exceed 10 percent for preschool and high schools and not more than 15 percent for universities. Particularly, the tuition fee for the 2021-2022 school year must not exceed the tuition fee for the 2020-2021 school year already collected by the training institution.
The draft decree also adds detailed policies for students who are eligible for tuition exemption or reduction while studying at private educational institutions. These students will receive grants equal to tuition fee in public schools.

Bac Lieu (VNS/VNA) – The Mekong Delta province of Bac Lieu plans to expand super – intensive shrimp farming as it is sustainable and offers high production value.

The province, which is one of the country’s leading areas where shrimp is bred with advanced techniques, had more than 25,800ha of super-intensive and intensive shrimp farming areas last year.

Super- intensive shrimp farming offers a high yield of 40 – 50 tonnes per hectare per crop and a profit of 1 billion VND (43,200 USD) per hectare for three shrimp crops a year. It has a success rate of 80 – 90 percent.

It uses shrimp breeding ponds with oxygenation facilities, anti-sunlight nets and plastic sheets on the bed.

The province has established a 418ha hi-tech agriculture zone for shrimp development in Bac Lieu city’s Hiep Thanh commune.

About 90 percent of the construction of the hi-tech agriculture zone has been completed, and more than 30 companies have registered to invest in the zone.

In the zone, four companies and 76 households breed white-legged shrimp under the super-intensive farming model on more than 160 ha.

The zone will also produce shrimp fry and shrimp food to serve demand. Shrimp fry producers now produce 32 – 35 billion fry of white- legged shrimp and black tiger shrimp a year.

Last year, aquaculture production faced challenges because of drought, saltwater intrusion and the COVID-19 pandemic, but its output and yield rose after the province took preventive measures and set up proper breeding schedules.

The province’s aquaculture output and seafood catch reached 400,000 tonnes last year, including 200,000 tonnes of shrimp.

Last year, the province’s fishery sector accounted for 58 percent of its agriculture production value.

Luu Hoang Ly, director of the local Department of Agriculture and Rural Development, said: “To achieve better results in aquaculture production this year, the province has invested more in infrastructure for shrimp cultivation, properly regulating water resources for shrimp cultivation and strictly managing input materials and shrimp fry for shrimp cultivation.”

Because saltwater intrusion in the ongoing dry season could occur in canals and ponds, shrimp breeders using super-intensive and intensive farming models should store fresh water in ponds and mix the fresh water with saline water in canals used for breeding shrimp, he said.

Shrimp breeders should not release shrimp for breeding this month because of prolonged hot weather. Off-season rains could also cause sudden changes in the breeding environment, he added.

To destroy disease pathogens and improve production efficiency, breeders should schedule a break between two shrimp crops, he said.

Besides super – intensive and intensive shrimp farming models, the province has developed other environmentally friendly models like rice – shrimp and shrimp – forest farming to produce clean shrimp for export and local consumption.

The province exported more than $800 million of seafood last year. It targets harvesting 414,400 tonnes of aquatic products from aquaculture and catches this year, up 3.6 percent against last year, according to the department.

With a coastline of more than 56km, Bac Lieu has high potential for shrimp cultivation, especially brackish water shrimp. The province has more than 136,000ha of shrimp cultivation area./.
