The demands placed on research and development (R&D) engineers have proliferated in recent years, as the landscape becomes more complex with increased time pressures to bring new products and services to market. There are growing incidences of workflow issues related to the use of testing equipment, whether because equipment has been misconfigured, test engineers lack the necessary training or knowledge, or environmental interoperability or equipment failures cannot be debugged and resolved quickly enough. This materially adds to the intensity of development cycles.

The survey, conducted by Dimensional Research, consisted of 305 R&D engineers from a range of global organisations, including those in the technology and telecoms sectors. The results were clear – more than 90 per cent of companies have experienced revenue loss because of preventable delays related to testing and measurement equipment. For more than half (53 per cent) of companies – that revenue loss amounts to more than $100,000 of waste per day, waiting to resolve technical support issues. Loss of time results in loss of money. So how did this situation arise, and what can be done about it?

Test cases increase by orders of magnitude

To remain competitive, companies must eliminate obstacles that cause delays. Design complexity, frequent design changes, and unfamiliar new technologies with rapidly developing standards can force engineers to troubleshoot technical issues on the fly. Product or service development schedules do not account for time required to troubleshoot and debug such issues. To maintain aggressive schedules, they must do so without the right resources, training, or expertise.

In the past, engineers would develop a deep familiarity with test equipment design and test standards. Today, they simply do not have the time to research how their test equipment works, how to optimise a configuration, or how to troubleshoot a complex setup to achieve the results specified in specs and industry standards. And with constant pressure to shorten new product development life cycles, market-leading companies cannot afford to wait days to access technical support experts to resolve issues.

As a practical example – in the past, R&D engineers would routinely download technical manuals to learn the inner workings of a product. They had an intimate understanding of the operation, test configuration, and use cases.

Today, test matrices have spiralled, vastly increasing test cases both in number and complexity. It is no longer feasible to master those cases while meeting customer expectations and time-to-market goals. R&D engineers rely on automation and sophisticated software to achieve speed. But if a test case fails, troubleshooting can be difficult and time-consuming.

Escalating business issues

Keysight’s third-party commissioned survey found 91 per cent of respondents said they experience business-impacting issues related to calibration, technical problem resolution, or equipment performance. In addition, 46 per cent reported their business suffers within the first day with test equipment not functioning to expectations. Furthermore, 72 per cent said calibration issues affect their business within three days, yet an average of 65 per cent said that the time it takes to calibrate and repair equipment is not fast enough, or predictable, lacking the needed Service Level Agreements (SLAs) to help mitigate schedule slips.

All in all, 97 per cent of respondents had experienced problems with test equipment which resulted in project delays. This included 63 per cent of respondents who said they had experienced test equipment failure, which then required repair. 56 per cent said they had experienced problems due to test equipment being improperly set up – problems with configuration, cabling, and so on. 50 per cent had experienced equipment being out of calibration, and 46 per cent had experienced problems with improper tool use – employees making mistakes, lack of training, programming issues, and so on. 29 per cent had experienced delays, waiting for new test equipment to be set up.

Direct impact on the business bottom line

All these problems can have critical business impacts. If the R&D engineering team cannot work for a single day because of problems with test and measurement equipment, the cost can be severe. 53 per cent of survey respondents said that the cost of this was $100,000 a day or more – and 5 per cent said it was more than $1 million.

In addition, 91 per cent of respondents explained that such issues had tangible and material business impacts, from reducing product yield (cited by 53 per cent), to products being rejected by buyers (47 per cent), to increased product returns (45 per cent) and even product recall (28 per cent). Such occurrences are costly and those costs can linger for multiple quarters as firms struggle to regain their customer’s confidence as a quality supplier.

A material difference

In this complex environment, it is not surprising that 60 per cent of reported problems relate to incorrect test equipment setup or improper use. These factors alone suggest that as product designs and test solutions increase in complexity, access to technical support expert resources and information grows more important. When problems arise, companies need fast, reliable guidance to troubleshoot and resolve issues. Having the right technical support can reduce time to resolution when troubleshooting and diagnosing advanced measurement techniques.

Note how often test professionals require assistance: 95 per cent said they need help every month, and 59 per cent said they experience six or more technical support issues each month. 94 per cent of electronic test professionals said they need committed, fast-response technical support.

What is even more apparent is that expectations and demands upon technical support have dramatically changed. Nearly half of the professionals surveyed said existing technical support models do not meet their expectations and business needs. They said technical support models need to be highly knowledgeable, immediately accessible with faster, committed response times, 68 per cent thought they could save multiple days each year using a priority support model.

Modern testing and development require a modern technical support approach, tailored to meet the needs of agile, connected design and test. Each generation of technology increases this complexity. Test and measurement companies must respond and resolve technical support issues faster to help their customers stay ahead of test standards, test methodology, and equipment maintenance.

Overall, priority access to test experts with committed response times and proactive notifications, calibration services, and repair facilities with committed turnaround times and a state-of-the-art digital experience can make a material difference, whether engineers are designing or manufacturing a product. The right support can enable a team to deliver a quality product on schedule and help avoid the design or production issues that result in costly delays.

The PM made the statement at a virtual meeting with the National Steering Board of Covid-19 Prevention and Control on February 8.
PM Phuc pointed out that outbreaks of new Covid-19 community transmission cases in the southern metropolis are serious; however, he asked all to remain calm and the entire machinery of state should take stronger measures to effectively prevent the spread of the pandemic within the community.
He noted that big cities must prepare hypothetical scenarios. According to him, HCMC and Hanoi must order residents to follow the 5K message of the Ministry of Health, including Khau trang (Facemask) – Khu khuan (Disinfection) – Khoang cach (Distance) – Khong tu tap (No gathering) – Khai bao y te (Medical declaration) to prevent and fight against the Covid-19 pandemic.
The Ministry of Health reported two new Covid-19 cases in the capital city, three in the Northern Province of Quang Ninh all relating to the outbreaks in Poyun Company in the Northern Province of Hai Duong and Van Don Airport and 28 cases in Ho Chi Minh City relating to the outbreak in baggage and cargo handling services at HCM City’s Tan Son Nhat International Airport on February 8.
The Ministry supposed that till now, the pandemic has basically been under control in Quang Ninh and Hai Duong provinces and some other Covid-19-hit localities as the new Covid-19 cases dropped within four recent days.
Nevertheless, the Ministry said that Hanoi and HCMC are at risk for spreading coronavirus because the two big cities have not identified F0 (a positive confirmed patient of Covid-19) especially the outbreak in baggage and cargo handling services at HCM City’s Tan Son Nhat International Airport
Health Minister Nguyen Thanh Long petitioned that the southern metropolis should enhance tracking and zoning measures as well as tests more contacts of Covid-19 patients especially their relatives.
Concluded the meeting, PM Phuc repeated people to don facemasks in public places and not gather in large crowd. He hailed HCMC and Hanoi not to organize fireworks displays on the Lunar New Year’s Eve due to the current complicated Covid-19 pandemic. He ordered all related forces including police officers, soldiers and market managers to adopt stricter measures to curb the worse situation.

Hanoi (VNA) – Prime Minister Nguyen Xuan Phuc received visiting Chinese State Councillor and Minister of Public Security Zhao Kezhi in Hanoi on February 19.

Welcoming his guest, who is in Vietnam to co-chair the 7th meeting on cooperation in crime prevention and control between the two ministries of public security, PM Phuc informed about the success of the recent 13th National Congress of the Communist Party of Vietnam (CPV).

He reiterated that the Vietnamese Party, State, and people always attach importance to maintaining and developing the friendly neighbourliness and comprehensive strategic cooperative partnership with their Chinese counterparts, which is a consistent policy, a strategic choice, and a leading priority in Vietnam’s foreign policy.

The PM applauded the outcomes of the working session between Zhao and Vietnamese Minister of Public Security To Lam, asking the two sides to continue implementing the freshly signed agreement well.

The Chinese minister delivered Premier Li Keqiang’s Lunar New Year greetings and congratulations on the success of the CPV’s 13th National Congress to PM Phuc.

Vietnam and China are important strategic partners of each other, Zhao emphasised, expressing his hope that they will further strengthen economic, trade, and investment ties and guarantee supply chains so as to generate practical benefits for both peoples.

PM Phuc thanked China for its active cooperation and support for Vietnam’s proposals and initiatives during the latter’s Chairmanship of ASEAN in 2020.

Amid fast and complex developments in the global and regional situation, the countries’ Government leaders held phone talks early, in April 2020, to discuss cooperation and mutual assistance in the COVID-19 fight, he noted.

Vietnam highly values China’s enormous efforts in the pandemic prevention along with economic recovery and development, he went on.

The PM underlined that in the face of the current complex international situation and for all-round interests of the two Parties and countries, Vietnam really hopes for peace and stability in the region.

The CPV has the responsibility of guaranteeing Vietnam’s legitimate interests, and it supports a China of development with active contributions to regional and global peace, cooperation, and development, Phuc affirmed.

Vietnam wishes and is ready to join China in enhancing political trust, coordinating well in international and regional issues of shared concern, effectively realising the high-level common perceptions on sea-related issues, respecting each other’s legitimate interests on the basis of compliance with international law, and actively contributing to the maintenance of peace and the promotion of cooperation and development in the region and the world, according to PM Phuc.

He voiced his belief that the two governments and the two ministries of public security will help with the sound relations between Vietnam and China.

The Vietnamese Government leader also asked the Chinese Ministry of Public Security to facilitate the development of bilateral links in economy and trade and help sustain peace, friendship, stability, and development along the shared borderline.

VinFast acquires licence to test self-driving electric vehicles in California

VinFast has just become the 57th automaker to receive a licence to test self-driving electric vehicles in California, the US.

The company said its three SUV models VF31, VF32 and VF33 met the highest global safety standards including five-star ratings from the US National Highway Traffic Safety Administration and the European New Car Assessment Programme.

As required in the US, electric vehicles with autonomous technology are required to carry out testing procedures and secure an Autonomous Test Vehicle Permit (ATVP) by the California Vehicle Administration.

Automakers, including big names such as Apple, Tesla, BMW, and Volkswagen according to California’s Department of Motor Vehicles website, have also secured their licences to test run their vehicles in the Golden State, the world’s largest technology and innovation hub.

All three of the company’s models are to be equipped with level 2-3 autonomous features, which include 30 smart features divided into seven groups: intelligent steering assist system, lane control system, active journey control system, multi-point collision warning system, comprehensive collision mitigation system, intelligent automated parking system and driver monitoring system.

Models VF32 and VF33 will be sold in the US, Canada and Europe markets from 2022. The launch of high-tech electric vehicles, including electric scooters, electric buses and personal electric cars, is part of VinFast’s pre-defined roadmap since entering the automotive market three years ago.

Customers can start ordering the cars in May this year in Viet Nam and in November in the US, Canada and the EU.

In Viet Nam, Vietnamese automakers also started to install electric vehicle charging stations at commercial centres at Vinhomes Ocean Park, Vincom Long Bien in Ha Noi to serve the first electric cars produced, expected to be available this year.

Zhao congratulated on the success of the recent 13th National Congress of the Communist Party of Vietnam (CPV), which he said will open up a new chapter in the country’s socialism building cause.

He also congratulated Nguyen Phu Trong on his re-election as the General Secretary of the CPV Central Committee.

The Chinese minister told the host that his visit aims to step up the implementation of joint high-level perceptions, especially in law enforcement.

He highly evaluated the results of bilateral cooperation in Covid-19 prevention and control, while expressing his belief that the Vietnamese people, under the leadership of the CPV, will gain greater achievements in national building and development and successfully carry out targets set by the 13th National Party Congress.

Ho Chi Minh City’s district tests customers, attendants for COVID-19 at drinking establishments

Health authorities in Binh Thanh District, Ho Chi Minh City conducted random sampling on customers and attendants at several drinking establishments to detect COVID-19 infection on Monday evening.

The Binh Thanh Medical Center, in collaboration with the People’s Committee and police of Ward 11, spent their night at three restaurants in the ward.

A total of 32 people were instructed by medical staff to make medical declarations and undergo sampling, according to Ward 11’s chairman Nguyen Bao Quoc.

Nguyen Viet Tuong, a diner at a restaurant on Phan Van Tri Street, was not surprised when he was selected to be tested.

“While the pandemic remains complicated, being tested like this makes me feel more secure,” Tuong said.

Like Tuong, Nguyen Diep Thuy, manager of the facility, showed her support for local authorities’ move.

“This [random test] helps all the staff know their health condition,” Thuy said.

“If our health is good, customers will feel more secure when they come to the restaurant.”

However, some customers quickly asked to pay their bills and intended to leave the drinking places when seeing the functional forces arriving.

But all of them made medical declarations and were sampled by the functional forces before leaving.

“This sampling can help local authorities detect COVID-19 infection in the community early to promptly take measures to prevent the spread of the disease,” chairman Quoc said.

According to local authorities’ plan, the random sampling will be conducted across 20 wards in Binh Thanh District until the end of March.

Ho Chi Minh City has documented 36 local COVID-19 cases since January 28, when the Ministry of Health confirmed the first community-based infection after Vietnam had spent almost two months detecting zero locally transmissions.

A total of 803 local cases have been detected in 13 provinces and cities since then, making it the most serious wave to have struck Vietnam after the first-ever COVID-19 patient was recorded in the country on January 23, 2020.

In this latest wave, 620 cases were logged in Hai Duong Province, 60 in Quang Ninh Province, 27 in Gia Lai Province, 35 in Hanoi, five in Bac Ninh Province, two in Bac Giang Province, two in Hoa Binh Province, one in Ha Giang Province, three in Dien Bien Province, six in Binh Duong Province, four in Hai Phong, and two in Hung Yen Province.

The national tally stood at 2,395 coronavirus cases, including 1,496 local infections, as of Tuesday morning, with 1,717 recoveries and 35 virus-related deaths, according to the Ministry of Health’s data.
