The Hanoitimes – The goal of periodic health check-ups at least once a year for all Hanoi’s residents has been included in the document of the municipal Party Congress.

Hanoians will get free health check-ups at least once a year, starting from 2021, the municipal Party Chief Vuong Dinh Hue said on February 25 while visiting Thanh Nhan Hospital on the occasion of Vietnamese Doctors’ Day (February 27).

Hue said that the goal of periodic health check-ups at least once a year for all Hanoi’s residents has been included in the document of the municipal Party Congress.

“This is not easy, but the Hanoi Party Committee is determined to set goals and achieve them,” Hue said.

Deputy Director of the Hanoi Department of Health Tran Thi Nhi Ha said that the city’s health sector has devised a free health check-up plan for all local residents, starting from early March.

The health sector will review each case, classify people by age and occupation to provide health examination.

“It is expected that Hanoi students will get medical check-ups at educational institutions while employees will receive health check at their industrial parks, factories or offices,” Ha said.

The medical centers in the districts will be responsible for providing health check-ups for local people. If people take medical examination and treatment at hospitals, their health will be monitored via software.

Since March 2017, Hanoi has provided a free colorectal cancer screening program for people from 40 years old who have health insurance to early detect the disease. So far, hundreds of thousands of people have been screened for free thanks to the above-mentioned program.

According to the Hanoi Statistical Office, by the end of 2020, the capital city’s population was over 8.2 million people, an increase of 2.3% compared to 2019. Among them, four million people (accounting for 49.5%) live in urban areas and 4.1 million people in rural areas (50.5%).

New York (VNA) – Ambassador Dang Dinh Quy , Permanent Representative of Vietnam to the UN, on February 24 underscored the importance of international assistance in the conflict-affected Central African Republic at an UN Security Council (UNSC) videoconference, which discussed ongoing violence in the country.

Jean-Pierre Lacroix , UN Under-Secretary-General for Peace Operations, told the conference that the Central African Republic has continued to suffer from violence despite the announcement of the official result of the presidential election in December 2020.

Citing important progress in recent weeks in combating the armed coalition group known as Coalition des Patriotes pour le Changement, he said the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) is providing security to thousands of internally displaced persons, while also supporting efforts to safeguard the democratic order.

The Central African Republic has now become the most dangerous place for humanitarian work, with over 46 percent of worldwide incidents registered by international non-governmental organisations reported in the country.

In his speech, Quy said Vietnam backs the recent efforts of the UN as well as of regional and subregional organisations, including the African Union, the Economic Community of Central African States, and the International Conference on the Great Lakes Region, to support the Central African Republic.

He took the occasion to urge all concerned parties to resolve differences in a peaceful manner. This effort towards political stability and reconciliation must go hand in hand with the promotion of trust and confidence, he noted.

Calling for the sides involved to respect the election results and handle differences through dialogues, representatives from other UNSC members stressed the importance of implementing the 2019 peace agreement between the local government and armed groups to facilitate long-term political measures.

They supported the efforts made by the African Union and the MINUSCA in the matter./.

New York (VNA) – Vietnam is concerned about cases of using or threatening to use force in international relations, which go against the UN Charter and harm international peace and security, Ambassador Dang Dinh Quy, Permanent Representative of Vietnam to the UN, has said.

Quy was addressing an UN Security Council (UNSC)’s videoconference Arria-formula meeting on February 24 themed “Upholding the collective security system of the UN Charter: the use of force in international law, non-state actors and legitimate self-defense” with the participants of nearly 30 member countries of the UN Security Council and the UN.

He stressed that all countries are obliged to build friendship relations and form a culture of upholding the UN Charter and international law as well as abiding by principles in sovereignty and territorial integrity, not interfering into internal affairs of other states, not using or threatening to use force, and dealing with disputes peacefully.

The diplomat said that the UNSC should work to enhance the observance of international law and promote the role of international law and UN Charter as a vital tool in maintaining international peace and security, while increasing its coordination with regional organisations and international legal agencies in coping with disputes, maintaining peace and preventing conflicts.

He underlined the need to avoid the abuse and re-explanation of the UN Charter, suggesting the UNSC continue to creating favourable conditions for countries to get access to affairs and documents of the council to promote open and transparent discussions in the field.

Noting that this topic has been mostly discussed among scholars, Naz Modirzadeh, Director of the Harvard Law School Programme on International Law and Armed Conflict, said that all countries are authorised and responsible in building international law, including the responsibility in protecting the principle of not using force.

She proposed that all countries should actively engage in open discussions on the theory of the rights to self-defence and improve the capacity to get access to announcements and discussions at the UNSC in the field.

Participants at the event underlined the principle of not using or threatening to use force, which is a foundation for the collective security system in line with the UN Charter and the UNSC’s function in maintaining international peace and security.

They affirmed that the only exception is the case that is allowed by the UNSC or to implement the right to self-defence. They called for the upholding of the UN Charter in maintaining international peace and stability, while exchanging ideas on the explanation and application of Article 51 of the UN Charter on the legal basis for the use of force as a means of self-defence, as well as on the situation in specific countries and regions./.

Viet Nam is predicted to record positive growth this year, especially in the context of US-China trade tensions that may persist in the coming years.

As a leading financial newspaper run by Japanese media giants Nikkei Inc, Nikkei Asia stated that: “Southeast Asia’s growth leader in 2021 may well be Viet Nam,” during a recent article detailing ASEAN’s GDP forecasts for the year ahead.

According to Nikkei, the country recorded economic growth of 2.9 per cent last year due to its success in containing the novel coronavirus (COVID-19), in addition to robust exports of electronics and other consumer products, with the nation reportedly targeting a growth rate of 6.5 per cent this year.

Gareth Leather, senior Asia economist at Capital Economics, said that Vietnamese exports should continue to be supported by tariffs imposed by the US on Chinese goods.

He noted that: “To avoid US tariffs, importers have shifted demand from China to alternative suppliers. With US-China relations likely to remain strained over the years ahead, this trend is likely to continue.”

The newspaper also stressed that before the pandemic, Southeast Asia achieved collective annual growth of approximately 5 per cent over the course of many years, therefore making it one of the world’s best-performing regions in economic terms.

According to media reports, the region has become an attractive investment destination, with a relatively young population that drives demand and provides plenty of manufacturing labour. Although these factors can be viewed as advantages that can boost economic growth, the region’s top priority in the short term is to stamp out COVID-19.

Previously, many Japanese and international newspapers made positive forecasts about Viet Nam’s economic prospects. In the article entitled Overcoming the COVID-19 pandemic, Viet Nam’s economy grows favorably, Dr. Bui Manh Hung attributed Viet Nam’s successful control of the COVID-19 pandemic to three main reasons: absolute trust in the Vietnamese Government’s direction, strict compliance with the Government instructions, and people’s unity and awareness of the dangers of the pandemic, and that has attracted great attention of Japanese readers.

The article said that the COVID-19 pandemic is causing terrible impacts on the socio-economic development of countries around the world and many countries have suffered negative economic growth. But, Viet Nam’s economy in 2020 achieved a surprising growth of 2.91 per cent and is forecast to continue to grow at a high level in 2021, becoming a bright spot of the world economy, according to an article published in Japan’s journal Security Anpo, January edition.

The author quoted Prime Minister Nguyen Xuan Phuc in emphasising Viet Nam’s economic growth of 2020 with a stable macro economy, low-level inflation, positive growth and improved economic balance. Although investment and trade shrank due to the pandemic, the economic growth was still at a high level compared to other countries in the region and around the world.

With its success in pandemic response, Viet Nam has worked out effective policies and measures to restore the economy, according to Security Anpo.

The article highlighted Viet Nam’s success in signing international economic agreements. On November 15, 2020, ASEAN, including Viet Nam and five partner countries Japan, China, India, Australia, and New Zealand signed the Regional Comprehensive Economic Partnership (RCEP). This agreement is expected to promote the formation of global supply chains to contribute to the economic development of member countries including Viet Nam. Previously, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Free Trade Agreement with the EU (EVFTA) was also signed, demonstrating Viet Nam’s determination in implementing its economic commitments.

The author said Viet Nam is attracting great attention from foreign investors. Signing many international agreements, Viet Nam commits itself to create favourable conditions for foreign investors. Many investors from the US, Japan, and South Korea want to move their businesses to the Vietnamese market or plan to start a business in Viet Nam, the article said.

The author said that there were many forecasts about Viet Nam’s economic growth in 2021. A reputable UK bank forecasted that by 2021, the Vietnamese economy would likely reach 7.8 per cent growth, while Asian Development Bank (ADB) forecasted 6.3 per cent. Many other experts and prestigious economic organisations were also optimistic about Viet Nam’s economic growth in the coming years.— VNS
