Indonesia has lobbied countries in the Association of Southeast Asian Nations (ASEAN) to carry out maritime patrols in the East Sea to strengthen security.

Indonesian Defence Minister Ryamizard Ryacudu made the statement at a joint press conference in Sydney on March 16 after talks with Australian Foreign Minister Julie Bishop and Defence Minister Marise Payne ahead the ASEAN- Australia Special Summit.

Minister Ryacudu said he has gone around to ASEAN defence ministers so that each country that faces the East Sea patrols around 230 kilometres.

Indonesia is focusing on the Sulu Sea and the Malacca Strait as well as cooperating with Thailand, Malaysia, Singapore, Vietnam, Cambodia and the Philippines in the field, he added.

ASEAN countries have secured almost half of the East Sea that they are patrolling, according to the minister.

The same day, Indonesia and Australia signed a navigation cooperation agreement, including economic and security development, prevention of illegal fishing, and sustainable management of natural resources.-VNA

HÀ NỘI — Việt Nam have never won a gold medal in the men’s walking event at the regional Southeast Asian (SEA) Games despite having previously qualified for the Olympics in the sport.

Phùng Kim Quang is on a mission to change that.

Walking was little more than a blip on the Vietnamese sporting radar until siblings Nguyễn Thị Thanh Phúc and Nguyễn Thành Ngưng pocketed gold and bronze in the women’s and men’s races at the 25th Games in 2011.

Since then, with better support, Việt Nam have dominated the women’s discipline with four titles. However, the men’s crown is still out of the reach despite three silver medals.

Teenager Quang is the big Vietnamese hope in the sport after recording some outstanding performances at recent domestic competitions.

He is the record holder of the junior tournament and in the top three of the national championship.

Fate

Quang was born in Ba Vì District, in the outskirts of Hà Nội, in 2003.

The naughty little boy loved and played well in all sports such as badminton, shuttlecock, football and track-and-field. After dominating school competitions he became a member of the district athletics team.

Two years later, Quang was among several boys introduced to the walking event, a new sport in the city in 2015. His coach Nguyễn Văn Toản did not pick him at first but when the team did not have enough athletes, Quang was recruited after a second trial.

But Toản, who coached Phạm Thị Thu Trang to the SEA Games women’s title in 2019, gradually found the thin boy was suitable for the sport in which posture is of prime importance while arm, shoulder and leg actions must be well controlled to ensure balance.

After four years in the sport, Quang grabbed his first gold at the National Youth Athletics Championship and a bronze in the National Athletics Championship in 2019.

A year later, the 17-year-old defended his title at the junior 5,000m event and set a new record of 23min 14.21sec, 11 seconds than the old record of 23:14.32 by Dương Hữu Tín of Nghệ An Province in 2013.

“It is a record but I was not very happy. I expected to walk under 22 minutes but the result was more than 23 minutes. I considered it a failure because I could not do it again as I am overage next year,” Quang told Việt Nam News .

A month later he finished third with a time of 1:37:03 at the National Athletics Championship’s 20km walk.

Despite his strong effort, Quang who suffered a leg injury, could not surpass senior athletes Nguyễn Thành Ngưng and Võ Xuân Vĩnh at the finish line.

“I was really nervous when competing against such experienced rivals although it was my second time. Ngưng and Vĩnh are my seniors and idols. They have won national and international medals,” said Quang.

“However, I have learnt many things from them. From what they knew, they told me how to get better. Ngưng used to tell me ‘effort does not make success immediately, but if you try hard you will make it’. I have pinned it in my mind and will work harder to get better. I will find success by the end of the road,” he said.

Despite the third-place finish, Quang has been tipped for a big future.

“We will invest in Quang with an expectation that he will bring home regional and continental victories and even further he could reach world level if possible,” said Lại Phúc Lộc, deputy director of the Hà Nội Sports and Training Centre.

“We have set plans to send athletes including Quang to compete in open events in Thailand and Singapore (when the COVID-19 pandemic is controlled). Our goal is that Quang will secure a berth in the national team and have a high result in the coming SEA Games,” he added.

It is a huge job for Quang to vie for the national team slot against tough opponents. Ngưng has won the national title for 11 years in a row along with a SEA Games bronze and became the first and only Southeast Asian walker to win an Olympic berth in 2016. The Đà Nẵng-based athlete has vowed not to retire until he wins a SEA Games gold.

Vĩnh is also a big challenge he has finished behind Ngưng many times. He has even outperformed Ngưng in the SEA Games with three silvers in 2013, 2015 and 2019.

The only thing that Quang has on his side is his youth. He will be 18 while Ngưng 29 and Vĩnh 30 at the coming Games.

“My current result does not push me to the national senior team. But it will be my target now. I will have to improve my strength and technique. I also have to decrease my time because I want not only to be part of the coming big tournament but also win a medal,” Quang said. VNS

Vietnam eyes global retailers as key export channel

The Hanoitimes – In the next 10 years, Vietnam will position itself as a major supply for global retailers in the Southeast Asian region.

The export of Vietnamese goods and products via distribution networks of global retailers remains an efficient and sustainable channel.

Deputy Minister of Industry and Trade Do Thang Hai shared his view at a conference on 5-year review [2016-20] of the implementation of program to promote Vietnamese enterprises’ participation in the global supply chain on December 17.

The conference was held in a virtual platform with the participation of major retailers in Vietnam, including Aeon, Walmart, Central Retail, Lotte, or Mega Market, among others.

“Thanks to their support, Vietnamese high quality goods and products, ranging from agricultural products to household appliances, furniture, and garment, have reached millions of customers worldwide,” Mr. Hai noted.

“The presences of some of the world’s largest retailers from the US, Japan, South Korea and Thailand is evidence of a strong trade and investment relation between Vietnam and its partners, as well as the growing attractiveness of Vietnam’s retail market and its role as a major supply for global supply chain,” he added.

The deputy minister informed over the years, the Ministry of Industry and Trade (MoIT) has been cooperating with retailers in Vietnam in enhancing capabilities for Vietnamese traders, focusing on production capability, product development, market penetration, and connecting buyers and customers.

“After five years of implementing the program, local enterprises have gained better understanding on the necessity of studying customers behavior and preferences in international markets, which would later be incorporated into the process of product development,” Mr. Hai asserted.

The MoIT releases a manual to help local traders join retailers’ supply chains.

Discussing the vision for the program during the next 10 years, Head of the European-American Market Department Ta Hoang Linh suggested Vietnam aims to position itself as a major supply for global retailers in the Southeast Asian region.

In this regard, the country will continue to expand its cooperation with other strategic partners, especially foreign retailers operating in Vietnam or are looking to shift their supply chains to the Vietnamese market, Mr. Linh said.

“The ministry is set to cooperate with business associations and provinces/cities to select high potential enterprises to join the program and propose supporting polices to promote greater participation of local firms into the program,” Mr. Linh noted.

At this conference, the MoIT in collaboration with retailers under the program released a manual to help local traders join the latter’s supply chains.

Ten notable scientific and technological events of Vietnam in 2020 announced

The events were selected from the following areas: policies and mechanisms, natural sciences, social sciences and humanities, applied research, international integration, and prominent scientists.

This is the 15th year of the vote for the top 10 S&T events, attracting the participation of more than 60 journalists who cover the S&T sector from 25 press agencies. The nomination was assessed by prestigious managers and scientists.

Below is a list of notable S&T events in 2020:

1. Prime Minister approves Programme on national digital transformation

The Prime Minister on June 3 issued Decision No.749/QD-TTg approving the National Digital Transformation Programme by 2025, with an orientation toward 2030.

The approved program has the dual goal of developing a digital government, economy and society while establishing Vietnamese digital technology enterprises that have the potential to go global.

The digital transformation in Vietnam has seen more strong developments than ever, especially amid the COVID-19 pandemic that has had such a strong impact on the socio-economic situation, trade, education, culture, administration and transport.

2. Successful research on SARS-CoV-2 virus

* Successfully cultivating and isolating SARS-CoV-2 virus

The National Institute of Hygiene and Epidemiology announced on February 2 that it had successfully cultivated and isolated the SARS-CoV-2 virus in the laboratory, enabling quicker tests for the virus.

With the achievement, Vietnam was then able to test thousands of samples a day when necessary. This also served as a basis for the development of a vaccine against the virus.

* Researching and manufacturing quick test kits for the SARS-CoV-2 virus

The Ministry of Science and Technology declared on March 5 the success of a research on a test kit for SARS-CoV-2 virus, making Vietnam among very few countries in the world to have succeeded in the research at that time.

The real-time RT-PCR research was conducted by the Vietnam Military Medical University and the Viet A Corporation as directed by the Ministry of Science and Technology.

The project’s success is important at a time when the COVID-19 epidemic remains a global threat. Results also confirmed Vietnamese scientists’ high levels of professional skill and the ministry’s determination to have effective epidemic prevention and control.

3. Successful development of technology for flight control and balloon retrieval in the stratosphere

This is project VT-CN.04/17-20 on ‘Research to Approach the Technology to Use Balloons in the Stratosphere, integrated with Information Transceivers, to Monitor, Give Direction, Rescue, and Calculate Physical Parameters in the Atmosphere’ was carried out under the National Science and Technology Program on Space Technology in the 2016-2020 period.

The project was directed by Associate Prof. Dr. Pham Hong Quang from the Center for Informatics and Computing.

The project uses an IoT network at an affordable cost level for deploying sea and forest rescue tasks, monitoring off-shore fishing boats, floods, landslides, and forest fire data.

4. Science ministry receives draft Vietnamese history

The Ministry of Science and Technology held a ceremony in Hanoi on November 12 to receive a draft of Vietnamese history after five years of its compilation.

The draft history comprises 25 volumes of general history and five volumes of event chronicles.

The project, funded by the National Foundation for Science and Technology Development, was carried out by nearly 300 scientists from research institutes and universities, mostly in Hanoi, Thua Thien-Hue and Ho Chi Minh City.

5. Viettel makes first 5G call with locally produced equipment

The Military Telecommunications Industry Group (Viettel) successfully conducted the first call using fifth generation (5G) technology in Vietnam on January 17 with Viettel’s gNodeB transceiver.

The gNodeB transceiver, made by Viettel, includes both software and hardware. The device was developed in six months, starting in June 2019.

In May 2019, the carrier used a foreign-made device to make a call via the 5G network. After 8 months, Viettel has helped Vietnam master 5G technology.

6. Locally-developed tracing app Bluezone launched

Bluezone, a locally-developed app that helps determine if a person has come in contact with a COVID-19 patient, was launched in Hanoi on April 18 by the Ministry of Information and Communications (MIC) and the Ministry of Health.

Developed by tech firm Bkav, the app uses Bluetooth Low Energy, a wireless personal area network technology, to link smartphones within a two-meter distance.

As of mid-November 2020, more than 23 million Vietnamese people had downloaded the app.

7. Completion of Hoan Kiem Lake’s embankment using advanced technology

On August 20, 2020, the Vietnam Science and Technology Joint Stock Company (Busadco) announced the completion of the 1,500-meter embankment around Hoan Kiem lake in Hanoi. It took 65 days to complete the project, and it was completed 2 months ahead of schedule.

Remarkably, this construction project applies non-metallic reinforcement technology, previously applied in the project on building technical infrastructure systems in rural areas to prevent natural disasters and climate change, which won the Ho Chi Minh Science-Technology Awards in 2016.

8. Vietnamese scientists become affiliates in important physics research published in Nature

For the first time, Vietnamese physicists have become affiliates of a breakthrough research project published in Nature – a prestigious global scientific journal.

The international experiment, named T2K and described in the article ‘Constraint on the Matter–antimatter Symmetry-violating Phase in Neutrino Oscillations’, was published in Nature on April 16, 2020.

It was carried out in Japan with a collaboration between around 600 physicists and engineers across more than 60 organisations from 12 countries worldwide.

Vietnam is the second country in Asia besides Japan to have neutrino research appear in the Nature Journal. This Neutrino group is working at the Institute for Interdisciplinary Research in Science and Education (IFIRSE) – a member of the International Center of Interdisciplinary Science Education (ICISE), located in Quy Nhon City, Binh Dinh Province.

9. Successful operation to separate conjoined twins

Nearly 100 doctors and nurses from leading hospitals in Ho Chi Minh on July 15 successfully carried out an operation to separate twins born conjoined at the pelvis.

This success of the operation demonstrated the qualification of Vietnamese doctors and advanced development of the Vietnamese healthcare sector.

This is the second complicated operation to separate twins in Vietnam, following the first 32 years ago.

10. Assoc. Prof., Dr. Do Van Manh receives Asian Innovation Award 2020

The Hitachi Global Foundation on October 30 granted the 2020 Asian Innovation Award to Assoc. Prof., Dr. Do Van Manh from the Institute of Environmental Technology (under the Vietnam Academy of Science and Technology).

Dr. Manh is highly lauded for his research on the implementations of advanced biogas to exploit sludge from beer and sugar manufacturing plants to produce energy and organic fertiliser. The research contributes to environment protection and sustainable development in the Central Highlands and South Central regions.

Vietnam-made satellite to be put into orbit this September

The Hanoitimes – Vietnam-made satellite weighs some four kilos and belongs to the CubeSat category, a type of miniaturized satellite for space research that is made up of multiple 10 cm × 10 cm × 10 cm modules.

Vietnam-made micro-satellite NanoDragon will go through a final test this month before it is put into orbit this September.

Developed and built by the Vietnam National Space Center (VNSC) engineers, NanoDragon is set to be sent to the Kyushu Institute of Technology in Japan between March 8-22, to undergo quality control before being launched into the orbit, VNSC director Pham Anh Tuan said on March 2.

The satellite weighs some four kilos and belongs to the CubeSat category, a type of miniaturized satellite for space research that is made up of multiple 10 cm × 10 cm × 10 cm modules.

In Japan, NanoDragon will undergo further tests in a simulating environment. Following the completion of these tests, the satellite is due to be returned to Vietnam before being launched by the Japanese Epsilon missile in September at free cost in line with the “Innovative satellite technology demonstration” program.

NanoDragon is the product of Vietnam’s nano-sized micro-satellite project for the 2016-2020 period, the VNSC director said, adding that its main task will be to integrate an Automatic Identification System (AIS) used for the purpose of tracking and monitoring vessels at sea.

Besides, it will make use of an optical imaging device in order to verify the quality of the satellite posture controller while operating in orbit, Anh Tuan added.

Currently, the VNSC engineers are putting the finishing touches to installing the ground station which will operate the satellite following its launch.

The VNSC is a pioneer agency in the country that researches and develops modern space technologies that aim to support economic development and environmental protection locally.

In addition to NanoDragon, the VNSC in 2013 researched and manufactured the PicoDragon satellite which weighs one kilogram, along with the MicroDragon satellite which weighs five kilos, both of which proved to be highly-successful projects. PicoDragon was Vietnam’s first indigenous satellite sent into space.

Vietnam is one of the countries in the world to be most affected by global warming and climate change. Space services and technologies will help the nation to gain a better understanding of climate change whilst supporting the process of monitoring and prevention of natural disasters, thereby contributing to mitigating their consequences.

Facebook, Google to be required to pay tax in Vietnam

The Hanoitimes – Foreign digital content providers in Vietnam have some payment options.

Facebook and Google are likely required to pay tax in Vietnam after years of operations in the country without fulfilling their tax obligation as claimed by the Vietnamese government.

The foreign digital content providers might make tax payment online via taxation department’s portal or through authorized agents following the Ministry of Finance’s Draft Circular, which is made available for public consultation.

Under Vietnamese rules, foreign firms, which have no fixed business facilities in Vietnam but provide e-commerce services and digital-based business with local partner, are regarded as having residential offices in Vietnam.

Accordingly, Facebook, Google, or Netflix are subject to the new regulation.

With the new regulation, tax agency will provide tax code and payment options, including direct payment or via authorized agents to foreign taxpayers.

So far, a number of foreign e-commerce providers and technology firms working in Vietnam like Facebook, Amazon, YouTube, Netflix (the US), iflix (Malaysia), WeTV, iQiYi, Alibaba (China) make good profit worth billion dollars.

Speaking at an interpellation at the National Assembly in November 2020, Vietnam’s Minister of Information and Communications (MIC) Nguyen Manh Hung said Google, Amazon, Facebook, and Apple earned billions of dollars in Vietnam but paid no tax.

The situation has prompted some actions by the MIC and the Ministry of Finance.

Vietnam’s Internet economy is expected to reach US$14 billion in 2020 and likely US$52 billion by 2025 with a 29% compound annual growth rate (CAGR), according to the “e-Conomy SEA 2020” report by Google, Temasek, Bain & Company.
