On August 28th, Deputy Prime Minister and Minister of Education and Training Nguyen Thien Nhan gave a lecture at the training course. The training course will be held under the cooperation programme with Japan. Headmasters will spend one week in Vietnam and one week in Japan. The training course opened in Hanoi on August 27th with the participation of 32 headmasters from universities nationwide. According to the Ministry of Education and Training, lectures by the Deputy Prime Minister and Minister of Education and Training as well as leaders from other ministries will focus on policies, orientations and legal regulations on Vietnam’s tertiary education. The children in Binh Hung Hoa Ward in Binh Tan district of HCM City must attend a two month training course at state owned kindergartens before entering primary schools. Instead of persuading all six-year-old children to go to school, the local authorities of Binh Hung Hoa ward has told local schools only to accept the children who finish nursery school. The regulation that children have to experience the pre-school compulsory class at state owned nursery schools to be eligible for first grade has raised big worries among hundreds of parents in the locality. Since state owned schools do not have enough seats to accept all children, a lot of parents decided not to bring their children to nursery schools. And now they are facing the risk of being refused to enter the first grade. In people’s minds, in-service training always means low quality training. Tien phong’s reporter attended a teaching hour of in-service students to show that people have their reasons to think that, though the thing is not true to all in-service training courses. It took Tien phong’s reporter a lot of time to persuade H, an in-service student, to allow him to accompany to the evening class. H graduated from a junior college and he is now working for an agency in Hanoi. He goes to an evening class every day, hoping to obtain a university degree which allows him to get promotion in his job. “If you want to attend the lecturing hour, you should be present at the class very soon. The government has decided that Vietnam will have 20,000 more PhDs by 2020, including 10,000 PhDs to be trained domestically. However, most of postgraduates do not want to attend domestic training courses because of the low training quality. It’s so hard to find postgraduates A lot of universities in HCM City allowed to train PhDs admitted that they cannot find enough candidates for the training courses. Dr Huynh Thanh Hung, Deputy President of the HCM City University for Agriculture and Forestry, said that the school had the “quota” of training 10 postgraduates in the years from 2008 to 2010, but it could only find 50-60 percent of the numbers needed. In 2011, the school found enough learners for the training courses, because candidates were admitted after the school checked their learning records, while they did not have to sit entrance exams. Not only lecturers of local universities and junior colleges, but lecturers of prestigious schools also rush to attend illicit training courses to obtain doctorates – the things needed for them to keep their jobs at universities. Nguoi lao dong has quoted its sources as saying that 150 people have followed the training courses for doctorates (the training programs carried out in cooperation with the US International University), and over 200 people have followed the training courses for master degrees (in cooperation with Adam International University), organized by the Institute of Accounting and Business Management in district 10 of HCM City so far. The noteworthy thing is that these joint training programs are illicit ones, while the curriculums have not been recognized by the US competent agencies.
