The 13th National Party Congress has provided strategic directions for socioeconomic development for the five years of 2021-2025. This will be an especially challenging period for Vietnam as the domestic economy is being restructured at a time when the country faces socioeconomic challenges related to the impacts of the COVID-19 pandemic, the provision of public services and infrastructure, adjusting to changes driven by the Fourth Industrial Revolution, growing global and national environmental challenges, and increasing protectionism in some key international markets.

As income levels rise, Vietnam is moving into a new phase of development where technology, innovation, and non-economic aspects of well-being are likely to receive greater emphasis. During the next plan, there will be increased social demand for marked improvements in the quality of public services, public infrastructure, and the living environment.

Globally, COVID-19 has resulted in slumps in equity markets, travel, and tourism, disrupted global supply chains, lead to factory closures, and increased unemployment. Households dependent on these economic activities are also being adversely impacted. It has also dampened investor and consumer confidence, depressing investment, demand and sales. The International Monetary Fund recently estimated that global GDP declined by 4 per cent in 2020.

In this very challenging global situation, Vietnam still managed to record a relatively impressive economic growth rate of 2.91 per cent in 2020, one of the highest rates of economic growth in the world.

Economic outlook

Despite the negative impact of the epidemic on the global and national economy, there are sound reasons to remain positive about Vietnam’s economic prospects for 2021 and beyond.

Firstly, the Vietnamese policy responses have been remarkably effective in containing the spread of COVID-19. Containment is helping to ensure that disruptions to economic activity are kept to a minimum, and that public health and other services are not overburdened to the same extent as in those countries that have not effectively contained the virus. The Vietnamese government has also provided direct support and economic stimulus to ameliorate the worst economic impacts of the epidemic.

Secondly, while the pandemic will continue having negative impacts on global economic prospects into 2021 and beyond, the widespread roll out of vaccination programmes should result in a slowing in the spread of COVID-19 and a gradual easing of lockdowns from the first quarter of 2021. Hopefully, this will ensure the beginning of a global economic recovery in 2021, and a more broad-based global recovery from 2022 onwards.

Thirdly, the growing international recognition of Vietnam as a role model in managing the COVID-19 challenge leaves the nation well placed to benefit from the inevitable eventual recovery of global investment, tourism and trade.

Fourthly, the Vietnamese government has renewed its commitment to further reduce obstacles faced by businesses and to ensure that all businesses compete on a level playing field. Growth in the contribution of the domestic private sector to total employment, investment, trade, and incomes has accelerated markedly over the last five years. There have also been increasingly positive signs of other medium-term structural changes, including increased urbanisation, the growing participation by domestic businesses in regional production networks, and a move away from simply assembling products to more sophisticated manufacturing activities with an increasing share of economic output and exports coming from higher value-added production.

Fifthly, many global businesses will accelerate attempts to minimise future risks by reducing their dependence on single large markets for sourcing inputs for global production chains. International businesses were already acting to diversify sources of production inputs and final products prior to the epidemic. Foreign investors have been moving production bases from China, to Vietnam (and elsewhere in Asia), and are building stronger production linkages with increased numbers of domestic businesses. Vietnamese enterprises are increasingly integrating into global production chains boosting investment, technology transfer, productivity growth, and incomes. Recent regional and international economic cooperation agreements (for example, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, the EU-Vietnam Free Trade Agreement, and the Regional Comprehensive Economic Partnership) will help to further deepen such links.

Domestic and foreign businesses can be expected to look more to investing in information and communications technology, robotics, fintech and other emerging industries to facilitate new models of business activity (including e-commerce and online education, health, and entertainment services) that have the potential to boost productivity and reduce health risks. Vietnamese businesses are demonstrating an increasingly strong competitive advantage in innovating in such areas.

Finally, with relatively strong and equitably distributed economic growth, Vietnam’s rapidly expanding domestic middle class is contributing to accelerated growth in domestic consumer demand. Increasing domestic demand will gradually reduce past dependence on international trade as the primary engine of growth.

Given these positive elements, the prospects for Vietnam to return to strong sustained improvements in living standards over the 2021-2025 period are promising. While Vietnamese businesses will continue to face pressures to restructure and adapt, Vietnam is likely to emerge from the current global downturn with an even more competitive and productive economy by 2025. Nevertheless, ongoing support will likely be needed by those most adversely impacted by ongoing economic restructuring.

Risks and possible responses

Some of the biggest risks to economic outcomes are global factors beyond Vietnam’s direct control. These risks include slower than expected global recovery from the pandemic, the impacts of climate change, the potential negative impacts of international anti-globalisation campaigns, and growing protectionism in some countries, and potential instability in major markets. The economic recession and rising unemployment in 2020 have also exacerbated global concerns about the impacts of climate change, technology, automation/job loss, digital economy, low returns on savings, economic inequality, and rising debt. While these concerns undermine consumer and investor confidence, growing public pressures should ensure more concrete international actions to address these challenges.

Immediate domestic challenges include sustaining success in containing the COVID-19 virus, the roll out of a vaccination programme as soon as possible, and seeking further opportunities to reduce the potential for contagion in the workplace and elsewhere. Success in these areas may provide opportunities to begin relaxing restrictions on the movement of people into Vietnam. Ongoing public engagement on these issues remains an important priority.

It will also be important to continue monitoring the impact of economic change on employment, income, and business investment in different sectors. Further reforms and/or public support may be needed to facilitate the movement of workers out of industries adversely affected by ongoing economic restructuring and changes driven by the Fourth Industrial Revolution; continue improving the business environment to encourage sustained and equitable employment and income growth; continue efforts to reduce the risks of contagion in economic activities, and; build on recent success in reducing bottlenecks to efficient public investment and expenditure to further help stimulate business investment, employment growth, and improved living environments.

At the same time, better environmental management is an increasingly critical issue for the wellbeing of society, and also for attracting and retaining the best national and international expertise in national growth centres. There is also need for a renewed focus on building market institutions and an effective regulatory environment that encourages fair, equitable, and sustainable development. Finally, maintaining macroeconomic stability will be even more challenging given the need for increased spending to ameliorate the negative impacts of the COVID-19 pandemic.

While the pandemic continues to negatively impact global and Vietnamese economic growth prospects, international progress with rolling out vaccination programmes should mean that the worst impacts will soon be over. With ongoing domestic economic restructuring, new policies being introduced to help stimulate business investment and employment, and recent strong private sector performance, Vietnam is expected to emerge from the pandemic in a relatively better economic situation than most countries and will help ensure strong improvements in living standards over the 2021-2025 period.

HCMC makes efforts to achieve dual goals for dwellers’ better living condition

In the context of difficult time, the southern metropolis has impressed people with its continuous creativeness and efforts in curbing the pandemic under the leadership and management of the Party Committee and the People’s Committee as well as the assent of sectors and people from every walk of life.
Fruitful results of the coronavirus pandemic prevention have reflected the city authorities’ determination and proactive management. After receiving the information of the disease, city authorities have kept a close watch on it as well as made prediction for the pandemic development because they knew that being a densely populated city with many foreigners residing in, Ho Chi Minh City is at risk of disease penetration; then, preventative measures have been proactively implemented for timely entrance of Covid-19 infected people into the southern metropolis.
It was truly like what the Government’s call for action: Fighting the epidemic is like fighting the enemy because HCMC authorities convened an urgent meeting with the attendance of leaders of organizations and sectors to popularize the preventative measures and containment of the coronavirus pandemic. Next, in every daily evening, the city Steering Board for Covid-19 Prevention has organized meetings with participation of all sectors, organizations and administrations in districts.
The city Party Chief and the Chairman of the city People’s Committee themselves attended the meetings to have timely and significant directions according to the motto “ Proactive prevention – Early discovery – Thorough isolation – Intensive treatment” and other five mottos including onsite fight force, onsite direction, onsite materials and equipment, onsite medicine and treatment and onsite duty.
City leaders emphasized that the most important thing in the fight against the pandemic is to make city dwellers understand the prevention approach and encourage all people to join hands in the country’s battle. After verifying the serious orientation towards the fight against coronavirus pandemic, city leaders have used text messaging and apps to provide information to each citizen and each household citywide so that all people consented and joined hands in the city’s fight and followed the health ministry’s guidelines on Covid-19 prevention. Finally, Vietnam generally and the city particularly have been praised internationally for initially winning the battle against an invisible enemy – the novel coronavirus.
In the context that the pandemic has made great impacts on the life of every resident, city leaders quickly realized that enterprises in the city will face the risk of collapse and laborers will easily bump into difficulties. Chairman of the city People’s Committee Nguyen Thanh Phong pointed out that of the city’s economic structure, the service sector accounts for 60 percent whereas the coronavirus pandemic has made great impact on service especially tourism following accommodation, restaurant and hotels.
On the other hand, more than 90 percent of enterprises in HCMC are small and medium ones. Therefore, leaders of the city have ordered agencies, departments and administrations in districts to give support to enterprises as much as possible as they considered it as the most important task while carrying out the dual goals. The city also pioneered in performing supporting policies for businesses and laborers who have been running into difficulties due to the coronavirus pandemic. Subsequently, half of millions of city dwellers received financial assistance with a total sum of VND607 billion (about US$26.32 million).
Thanks to timely supporting solutions for businesses, around 30,000 companies in the city stopped operation yet up to 40,000 other facilities have been newly set up with registered capital of VND1 quadrillion in 2020. Taking advantage of the time when the Covid-19 under control, the city’s tourism sector has increased collaboration with provinces and cities across the country to promote Vietnam’s tourism to push up domestic travel. The year 2020 saw the better service for Vietnamese tourists.
Encouraging growth in the electronic manufacturing industry and chemical, rubber and plastic sector were witnessed in 2020. Noticeably, the city’s total export turnover in 2020 reached US$44 billion, inching up by 73.1 percent against the same period in 2019. Last but not least, the city has well performed disbursement for public investment and collection for its state budget.
To maintain its leading position in the country, HCMC has pioneered in carrying out digital transformation programs. One month after Vietnamese Prime Minister Nguyen Xuan Phuc approved the national digital transformation program, Chairman of the city People’s Committee Nguyen Thanh Phong greenlighted the municipal digital transformation program in July, 2020 with the orientation towards smart city including all-side renovation in the activities of administration machinery and of digital businesses.
The city is thirsty for playing as a pioneer in digital transformation and completing digital government with the aim to convert HCMC into a smart city for the city’s prosperity and dwellers’ living quality. City authorities realized that digital transformation is playing a vital factor for the growth and for making breakthroughs for the future. Chairman Phong emphasized that the key word for sustainable development is creativeness which spreads out to all departments, sectors, enterprises and residents.
While managing and leading the city, leaders of the Ho Chi Minh City Party Committee and the People’s Committee have mentioned many times that the city takes up just 0.6 percent of the country’s land area and the most populous hub accounts for 9.3 percent of the country’s population but it has contributed 22 percent to the country’s economic growth and 27 percent to the national budget.
City leaders understood that Ho Chi Minh City’s problems and requirements which need to be solved immediately will arise from its dense population and high economic activities or else delays in solving these hiccups will hold back its economic growth, and therefore, enterprises and residents will suffer loss. Subsequently, city leaders have proposed several solutions to the Politburo, the National Assembly and the government to help the city achieve breakthroughs in fast and sustainable development.
The National Assembly issued Resolution 54/2017/QH14 on piloting special mechanisms and policies to bolster the development of HCMC. Last year, the National Assembly passed a resolution allowing the southern metropolis to adopt a new urban administration model that streamlines the organizational structure and thus cuts operation costs.
HCMC authorities also formed a highly-interactive innovation city in the East of Ho Chi Minh City along with the establishment of Thu Duc City to push up the southern metropolis’ economy and the Southern Key Economic Zone’s development.
The new mechanism along with four development programs including a breakthrough program on management innovation; breakthrough in infrastructure development; breakthrough in human and cultural development; and the key program on the development of startup businesses and the development of the city’s key products approved in 2020 will pave the way for the city’s sustainable development in 2021, for the 2020-2025 period and following years.

NIIGATA PREFECTURE, JAPAN - Media OutReach - 8 February 2021 - Niigata Prefecture and Yuzawa Town in Japan will host on February 20, 2021 EXPLORING NIIGATA ONLINE with Cheesie vol.3, a Facebook live event to promote Niigata Prefecture featuring the popular influencer Cheesie.

Niigata Prefecture welcomed an increasing number of travelers every year from 2017 through 2019, making the prefecture one of the most popular destinations in Japan. EXPLORING NIIGATA ONLINE with Cheesie lets people explore sceneries, culture, seasons, and food in Niigata Prefecture, featuring Cheesie, one of the most popular influencers in Singapore and Japan tourism specialist. Held for the third time, this event includes live streaming from a ski resort in Yuzawa Town, Niigata Prefecture, known as one of the snowiest places in Japan, showcasing snow activities, making of Japanese traditional ‘soba’ noodles, ‘sake’ rice wines, and other attractive aspects of the snow resort.

GoStream will use the new tremendous funding to expand operations

GoStream was founded in 2017 by three seasoned engineers with track records in digital enablement. GoStream is an easy-to-use platform for any type of user, even for those with little or no technical knowledge. It enables users to reach a larger audience from different platforms to increase visibility and get more views. Currently, the company is serving multiple corporate clients and facilitating over 100,000 livestreaming sessions daily.

GoStream is dedicated to providing an interactive experience that encourages viewer participation in live videos. This increases viewer engagement and contributes to the building of a larger and more loyal community that follows a user’s content.

Marketwise, social networks are recognised as the next most common channel for online shopping in Vietnam, just behind e-commerce sites. According to PwC Social Surveys, Vietnam ranked seventh in the world in the number of Facebook users (68 million) which accounted for 68.7 per cent of the country’s entire population. HÀ NỘI — A group of young people are helping each other to live a greener lifestyle, and hope their actions will spread into the wider community.

At Đà Nẵng University of Economics, green living activities have become familiar to students, with the project “Green University DUE”, creating an environment and motivation to gradually change living habits.

This effort not only brings the image of green living closer to the staff, lecturers and students in the school but also spreads the spirit of green living in the community.

Nguyễn Thị Cẩm Trinh, a student of the international business faculty, chose to participate in the “14-day Green Living Challenge” with a seemingly simple challenge: not using plastic straws.

“To me, it was a very small challenge, but it was really impressive and meaningful,” Trinh told the Thanh Niên (Young People) newspaper.

“These challenges will contribute to a big change in the green living habits of each individual.”

Nhật Linh, a student of e-commerce, has participated in the challenge since it was launched. Linh chooses simple challenges that can be applied every day.

“I say no to plastic, refuse to go plastic when I go to the shop and share my habit of carrying boxes and glasses,” she said.

For Linh, not using plastic is no longer a challenge, but it becomes a habit for her and her relatives.

Trinh and Linh are proud to be members of the community with more than 1,000 “Green Living Warriors” after spending more than 14 days living green. They share that habit with their friends via social media.

Joining the community “Live greener every day” with the activities “Opening day”, Đoàn Thị Bảo Vy, also a student of the university experienced the activities of planting trees, exchanging scrap paper and batteries for potted plants.

Vy enjoys being in the green living atmosphere, hoping to create a community of young people living green and meaningfully.

“I hope to have more access to green living activities, living for the environment, and moving towards a greener lifestyle every day,” Vy said.

Nguyễn Thành Đạt, secretary of the university’s Youth Union, said “Living greener every day” has really become a brand. Students have helped spread the message of green living, with a sense of environmental protection in the community by simple actions in daily life. — VNS

Photo series calls on ethnic minority people to take action against COVID-19

HÀ NỘI — The Ministry of Health and the United Nations Development Programme (UNDP) have called on people to take action to prevent COVID-19 pandemic for sustainable economic development through a photo series about the lives of ethnic minority traders in the northern mountain province of Hà Giang.

The photo series is part of a project on strengthening communication about COVID-19 prevention in the new normal for small businesses run by ethnic minorities in the province.

The project is a collaboration between the Ministry of Health, UNDP in Việt Nam and Embassy of Japan in Việt Nam with an aim to implement sustainable development goals towards fairness and equality in healthcare among ethnic groups in the country. It includes a series of communication activities that aim to enhance knowledge, understanding and changes in action and habits of people to stop the COVID-19 pandemic, especially among ethnic minorities.

The project’s activities have approached a large number of local officials, health workers, trade unions and small traders in four districts of Mèo Vạc, Đồng Văn, Quản Bạ and Yên Minh, and Hà Giang City.

The project helped local authorities have more essential resources to conduct disease prevention and control and provide local people, especially ethnic traders, with access to healthcare services and knowledge about disease prevention methods.

This will help to reduce the negative effects of COVID-19, so that people can continue to develop economically and sustainably, stabilise their lives and overcome difficulties such as farmland shortages, lack of domestic water and harsh natural conditions.

The series of photos was taken in late 2020 and early 2021 in four highlands districts: Đồng Văn, Mèo Vạc, Yên Minh and Quản Bạ, which are the poorest localities and the most inhabited by ethnic Mông people. The series displays the daily work of traders, especially when they have taken preventive measures for protecting the health and safety of each individual and the community.

As part of the project, ethnic minorities of Đồng Văn District were given knowledge and provided with practical guidance on pandemic prevention and control.

With the support of local health workers, people have started disease prevention activities, such as wearing masks, washing hands with antiseptic, sanitising their homes and ensuring personal hygiene in work and daily life.
