Moscow (VNA) – Outgoing Vietnamese Ambassador to Russia Ngo Duc Manh was honoured with Russia’s Order of Friendship on April 6 for his enormous contributions to the comprehensive strategic partnership between the two countries.

The order was bestowed under Decree No. 182, dated March 29, of Russia n President Vladimir Putin.

At the presentation ceremony in Moscow, Deputy Minister of Foreign Affairs Igor Morgulov highly valued the outcomes obtained during the Vietnamese diplomat’s term, including such special highlights as increased mutual visits at all levels, sustained multifaceted cooperation despite the COVID-19 pandemic, and positive figures in bilateral trade and economic ties in 2020.

Manh thanked Russian state agencies, organisations, partners, and friends for their support and assistance, which have helped him fulfill the duties assigned by the Vietnamese Party and State.

At the event, the officials also touched upon measures to further develop the Vietnam – Russia comprehensive strategic partnership.

The same day, Manh came to bid farewell to leaders the Communist Party of the Russian Federation (KPRF) faction in the State Duma.

The ambassador informed his hosts about Vietnam’s situation since the 13th National Congress of the Communist Party of Vietnam (CPV). He also thanked KPRF, especially its leaders, for trusting and staying ready to assist him to fulfill his tasks, thus contributing to the traditional friendship and effective ties between the two Parties and the two countries.

Chairman of the KPRF Central Committee Gennady Zyuganov congratulated Manh on excellently fulfilling his duties. He affirmed that the KPRF consistently attaches importance to, stands side by side with, and trusts and supports the CPV in any circumstances.

At the meeting, Zyuganov presented Manh with the Order of Lenin, a noble reward from KPRF for persons with significant dedications to the party’s activities and its solidarity and friendship with international friends.

The diplomat also presented KPRF leaders with his recently released book that looks back on the 70 years of Vietnam – Russia relations./.

Moscow (VNA) – Governor of Russia’s Saint Petersburg Alexander Beglov has stressed the common task of helping youngsters build the realiable partnership between Vietnam and Russia , saying that stronger trust among Vietnamese and Russian youngsters will ensure the development of friendship between the two countries.

Beglov made the statement at an online conference to mark the 90th founding anniversary of the Ho Chi Minh Communist Youth Union (HCMYU) held in Saint Petersburg on March 26.

He said that youth projects are important part of the working programmes of the city. In 2018, Saint Petersburg gave the initiative of organising the first Vietnam-Russia Youth Forum, which was lauded by leaders of both sides.

Recently, an online conference was held between the Ho Chi Minh City’s HCMYU and the Committee for External Relations of Saint Petersburg, he noted.

According to Beglov, he has asked Saint Petersburg’s Committee for Youth Policies to strengthen cooperation with Vietnamese youth, including the signing of cooperation agreement with Ho Chi Minh City’s HCMYU.

For his part, Vietnamese Ambassador to Russia Ngo Duc Manh affirmed that the partnership among localities of Vietnam and Russia is growing strongly, with Saint Petersburg being the pioneer in setting up twin relations with Ho Chi Minh City and Khanh Hoa province.

Saint Petersburg has coordinated with Vietnamese partners to organise various activities on special occasions such as the 95th anniversary of the first trip of President Ho Chi Minh to Russia, the ceremony to place a stone in the location defined to erect President Ho Chi Minh in the city, he noted.

The diplomat underlined the special meaning of the conference which was held on the founding anniversary of the HCMYU, stressing that many generations of both sides have stood side by side and provided mutual support, contributing to fostering the traditional friendship between people of the two countries over the past more than seven decades.

Within the conference’s framework, a book by Ambassador Ngo Duc Manh on the glorious 70-year path of the Vietnam-Russia ties was introduced. The book comprises of more than 700 photos and documents featuring the Vietnam-Russia cooperation over the past 70 years.

Earlier, Ambassador Manh had a working session with Saint Petersburg Governor Alexander Beglov, during which they sides highly valued the sound relationship between Vietnam and Russia in general and between Vietnam and Saint Petersburg in particular. They affirmed that local collaboration is a bright spot in the relations between the two countries over the years.

Both sides shared delight at effective joint projects, especially Saint Petersburg’s plan to erect President Ho Chi Minh’s statue in the city.

Governor Beglov thanked Ambassador Manh and staff of the embassy for making contributions to elevating the ties between Veitanm and Saint Petersburg to a new height. He said he and a business delegation of the city plan to visit Vietnam in the fourth quarter of this year.

Both sides showed their hope that in the future, the project to build Ho Chi Minh City’s culture-trade centre in Saint Petersburg will be conducted after COVID-19 pandemic is thoroughly controlled./.

ASEAN, Russia look to further deepen strategic partnership

Hanoi (VNA) – 2021 is considered an important time for the Association of Southeast Asian Nations (ASEAN) and Russia to review their achievements in cooperation and determine related goals in the time to come, towards further deepening the strategic partnership.

The two upgraded their relationship to the strategic partnership in November 2018.

At the 19th Meeting of the ASEAN-Russia Joint Cooperation Committee (ARJCC) held online, representatives from ASEAN member nations expressed their appreciation of the positive cooperation in bilateral relations.

Cooperation programmes and plans between ASEAN and Russia have contributed to supporting ASEAN in realising its goals in community building and narrowing the development gap.

The Russia n side stressed that ASEAN is one of the top priorities in its diplomatic policy. It supports the bloc in building the ASEAN Community and in strengthening its central role in the regional structure, and actively joins ASEAN-led mechanisms, thus contributing to peace, stability, and security in the region.

The two sides also highly valued the activities of the ASEAN Centre at the Moscow State Institute of International Relations (MGIMO), which contribute to promoting scientific cooperation between universities and research centres and promoting people-to-people exchanges between citizens of Russia and ASEAN.

In the context of COVID-19, the two sides also committed to promoting joint efforts to overcome the effects of the pandemic and stabilise their economies.

ASEAN and Russia agreed to further strengthen the strategic partnership, focusing on areas of mutual interest, such as politics, security, disaster management, technology and innovation, tourism, and the prevention of infectious diseases.

Russia has also increased coordination with ASEAN member countries at major international forums, including the UN, on urgent global and regional issues, such as arms control, non-proliferation of weapons of mass destruction, terrorism prevention, international information security, and combating drug trafficking and transnational crime.

Russian authorities are assisting ASEAN’s special security and law protection agencies in personnel training and organising professional training courses to fight terrorism and extremism.

On the occasion of the 30th founding anniversary of diplomatic ties and 25 years of dialogue relations in 2021, ASEAN and Russia wish to further deepen the strategic partnership, thus helping both overcome difficulties posed by COVID-19 and recover economic development./.

Vietnam places importance on promoting trade ties with Russia

This comes after Ambassador Manh and his delegation recently paid a working visit to the provinces of Kursk and Bryansk, located southwest of Moscow, with the primary aim of ramping up co-operation between the nation and Russian localities.

The Vietnamese diplomat, alongside the Governor of Kursk province Roman Starovoit, expressed their elation at seeing the mutual comprehensive strategic partnership incessantly strengthen and develop in recent times.

The leader of Kursk told the visiting Vietnamese delegation that trade turnover between the Russian province and Vietnam reached US$30 million last year, while also calling on Vietnamese businesses to increase their investment in potential fields, including agriculture and tourism.

During the course of the meeting, Governor of Bryansk province Alexander Bogomaz informed those in attendance about ongoing socio-economic development in the province, stating that positive growth was maintained despite the negative impact of the COVID-19 pandemic.

The Governor then thanked Ambassador Manh and relevant agencies for their efforts in promoting ties between businesses from both countries, especially within the agricultural sector, with a prime example being Miratorg Group exporting meat to the Vietnamese market.

At present Miratorg accounts for roughly 60% of total Russian meat volume exported to the nation.

In response, Ambassador Manh affirmed the country’s recognition of the huge importance placed on economic, trade, and investment co-operation with various Russian localities, especially as bilateral trade witnessed growth of 8% to close to US$5 billion despite the COVID-19 pandemic.

The opening two months of the year witnessed two-way trade turnover increase by more than 30% to close to US$800 million, with Vietnam representing the largest market and accounting for approximately 45% of total Russian meat exports.

Despite these positives, Ambassador Manh added that there are still many products that are strengths of each respective country, although they have not yet penetrated each other’s market. This can be put down to a range of difficulties and barriers, including trade remedy measures, or alternatively epidemiology and hygiene requirements.

The Vietnamese diplomat noted that he is delighted to witness Kursk province reach a co-operation agreement with its sister province of Ninh Thuan, adding his thanks to the two local administration of Russia for creating the best conditions for the Vietnamese community to enjoy stability as a way of boosting the general development of the area.

During the course of his visit, Ambassador Manh and the delegation visited a number of food processing establishments, livestock and poultry meat production facilities belonging to Miratorg Group in Kursk and Bryansk provinces. They also visited several historic sites and laid wreaths at the Memorials for fallen Soviet soldiers who sacrificed their lives during World War Two, known in Russia as the Great Patriotic War (1941- 1945).

An important milestone in promoting Vietnam-Russia comprehensive strategic partnership

A joint statement on the results of General Secretary Nguyen Phu Trong’s official visit to Russia affirmed the consistent policy of Vietnam in strengthening the comprehensive strategic partnership between Vietnam and Russia, in order to meet the long-term interests of their peoples, and affirmed the importance of maintaining joint efforts to promote cooperation in all areas.

Taking place ahead of big events of the two countries, including the 25th anniversary of a treaty on the basic principles for bilateral friendship in 2019 and the 70th anniversary of the diplomatic relationship between Vietnam and Russia in 2020, General Secretary Nguyen Phu Trong’s visit to Russia is a special event that holds important historical significance for both Vietnam and Russia. The leaders’ agreement on consolidating, expanding and deepening the comprehensive strategic partnership between Vietnam and Russia showed a deep strategic vision, meeting the long-term interests of their peoples in the new period.

During his trip, the Vietnamese Party leader held talks with President Vladimir Putin and met Prime Minister Dmitry Medvedev, Chairman of the State Duma of Russia Vyacheslav Volodin, and Deputy Speaker of the Federation Council of Russia Andrey Turchak. He laid wreaths at the Tomb of the Unknown Soldier, the Vladimir Ilyich Lenin Mausoleum, and the Statue of President Ho Chi Minh in Moscow. He also attended a ceremony to celebrate the 60th founding anniversary of the Russia-Vietnam Friendship Association as well as meetings with Russian veterans and experts who have worked in Vietnam, and visited Kaluga province. During the talks and meetings, leaders of the two countries discussed how to further develop the Vietnam-Russia friendship and all-round cooperation, as well as international and regional issues of their common concern. General Secretary Nguyen Phu Trong and the high-ranking delegation of Vietnamese officials received a warm reception, gracious hospitality and genuine friendship from Russian leaders and people. President Vladimir Putin affirmed that Russia has always held Vietnam in high regard as a leading partner in the Asia-Pacific region, expressing his confidence that General Secretary Nguyen Phu Trong’s visit would create an important milestone and be a new driving force for the bilateral comprehensive strategic partnership.

The two leaders expressed their pleasure at the comprehensive development in bilateral relations, with many fields, from political, diplomatic, economic, financial, security and defense cooperation to cultural cooperation, health care, science, education and training, industry, electricity, mining and mining, agriculture, information and telecommunications, urban transport infrastructure, tourism, cooperation between localities. The leaders of the two countries discussed measures to further develop the Vietnam-Russia friendship and all-round cooperation, as well as international and regional issues of their common concern. General Secretary Nguyen Phu Trong and Russian leaders expressed their resolve to strengthen the bilateral economic, trade and investment cooperation, to match their political ties, culture and the shared potential of the two countries.

They highly valued the important role played by the Vietnam-Russia Intergovernmental Committee for Economic, Commercial, Scientific and Technological Cooperation. The two sides highlighted the need to improve the effectiveness of activities of the Vietnam-Russia Senior Working Group on priority investment projects in order to develop and implement projects in the fields of industry and electrical energy; mining and mineral processing; agriculture; information and telecommunications; and urban and transport infrastructure in localities all over Vietnam.

Talking about cooperation in energy, oil and gas, a strategic sector for bilateral ties for years to come, the leaders agreed to create favourable conditions for Vietnamese and Russian firms to effectively carry out their existing projects. They said there will be more new projects with the participation of national oil and gas companies from both sides. They agreed to facilitate the operation of priority investment projects in both nations.

During the talks, the leaders of the two countries agreed that border and territorial disputes and other disputes in the Asia-Pacific region should be addressed through peaceful means, while not using or threatening to use violence on the basis of international law, to ensure peace, stability, and security in the region. They affirmed that the two countries support the full and effective implementation of the 2002 Declaration on the Conduct of Parties in the East Sea and welcome the relevant parties’ efforts to soon adopt a Code of Conduct in the East Sea.

The two leaders expressed their pleasure at the comprehensive development in bilateral relations between the Communist Party of Vietnam and the United Russia party that contribute to tightening the foundations of traditional friendly relations and to political trust between the two parties, the two governments and the people of the two countries while promoting cooperation and exchanges on the Party channel regarding important issues of mutual concern.

The important results achieved during the official visit to Russia by General Secretary Nguyen Phu Trong create a solid basis to consolidate and deepen the comprehensive strategic partnership between the two countries, affirming the two sides’ determination on strongly promoting the relations between Vietnam and Russia in all fields, commensurate with the aspirations of the two peoples, for the benefit of the two peoples and the prosperity of the region and the world.

Russia scholars, media confident in Vietnam’s new leadership

In an interview with Vietnam News Agency (VNA) correspondents in Russia, Professor Vladimir Kolotov, head of the Ho Chi Minh Institute at Saint Petersburg University, said Vietnam’s current apparatus of senior leaders is optimal and harmonious.

It allows the modernisation of the political system, creates a premise for continued reform and propelling the country forward, while maintaining stability and keeping in place leaders who have a wide reputation and rich experience in state administration, he added.

Earlier, also in an interview with the VNA, Valeria Vershinina, an expert from the Moscow State Institute of International Relations University under the Russian Ministry of Foreign Affairs, spoke highly of the new Vietnamese leaders’ dignity and working capacity.

The expert expressed her belief that with its experience and successes in reforming the economy and maintaining a balanced foreign policy, Vietnam will continue posting fast development and playing a growing role in global and regional processes.

In addition, a series of major newspapers and news agency from Russia like TASS, Infox, and Bigasia have published articles on the new leadership, praising Vietnam’s successful election of senior leaders.

Regarding the future prospect of the Vietnam-Russia comprehensive strategic partnership, Russian experts and media said they are confident that the two countries will enhance their bilateral relationship toward practical outcomes as they consider each other their respective priorities in their policy for external relations.
