Representatives from 51 beneficiary cities and provinces were present at the mid-term review workshop held in Hoi An city, central Quang Nam province. Nguyen Van Huyen, General Director of Vietnam Road Administration, said LRAMP is an important transport project to support local road maintenance and bridge construction in rural areas. The project’s road component is implemented by 14 localities with an investment of over 3.29 trillion VND (141.47 million USD) to upgrade 676 km of roads and regularly maintain over 61,100 km of roads. Established in December 2012, the council was tasked with managing the Road Maintenance Fund, but since 2017, all revenue for the fund has been channeled directly to the State budget. Moreover, all costs for road maintenance and repair are also covered by the State budget. Therefore, the council’s management role is now defunct, according to the ministry. According to the National Road Maintenance Fund, its revenues reached VNĐ1.8 trillion (US$78 million), 21 per cent higher than last year. On average, we earned more than VNĐ28 billion ($1.2 million) per day. Regarding disbursement results, the fund’s council has meted out money to road maintenance agencies according to the quota plan given by the Ministry of Finance. 25 per cent of the planned fund for 2018 has been disbursed.
