Ho Chi Minh City to resume many services from March 1

The facilities are requested to ensure that people maintain a minimum distance of one metre from each other, and catering establishments are ordered to serve no more than 30 people at the same time.

The decision was announced on February 25 after the city went 14 days without a single community transmission case of COVID-19.

The reopening of several services aims to achieve the dual goal of facilitating effective pandemic prevention while maintaining socio-economic development in the city.

However, under the decision, non-essential services including bars, dance clubs, pubs, beer clubs, karaoke parlours, gyms and pool table services will remain closed until further notice.

City authorities have also allowed the organisation of religious events which gather less than 50 people at a time and participants fully observe regulations on COVID-19 prevention and control.

The unparalleled antique ‘warehouse’ in Hue City

Mr. Hoang at a very young age was driven by a strong sense of destiny to seek old values manifested in antiques, particularly attire from Vietnam’s last feudal dynasty – the Nguyen Dynasty.

Nguyen Huu Hoang, 47, from Phu Vang district in the central province of Thua Thien Hue province is famous for his huge collection of antiques of the Nguyen Dynasty. His house at No. 10 Nguyen Sinh Cung Street in the ancient capital city of Hue abounds with thousands of antiques that are the fruits of his 30-year pursuit of relics.

His passion burgeoned around the age of 15 or 16.

“My understanding of antiques was initially limited in those days. I was simply fond of them a lot,” he said.

Mr. Hoang two to three years after high school worked as a mosaicist until he was proficient and had financial stability. With the money earned, he then spared no expense in getting ancient objects. His love for them grew so huge that at the age of 20 he decided to leave home for Dong Ha City in the central province of Quang Tri and go on the hunt cycling to every nook of the land.

“I get the purchases sorted out before putting some on sale for reinvestment and travel expense compensation. I keep of course the majority of them. Type of antiquity may vary by region. Items like rewards or outfits from old courts still remain in many villages, particularly where there were officials in the court,” Mr. Hoang said.

He isn’t able to purchase the desired pieces all the time, but traveling does broaden his horizons.

Wandering around the mountains of Khe Sanh, Lao Bao, Mr. Hoang found a great many items that he never imagined he would see: Nguyen court costumes, including robes of kings, mandarins, generals…

“This royal attire is associated with the fleeing of King Ham Nghi and his entourage. Still there is no sharp evidence that it belongs to specifically the King so I would not say for sure,” Hoang shared. That precious piece was bought from a 92-year-old village elder in Ka Tuc village, Lao Bao town in Quang Tri province.

“The village patriarch shared that these artifacts were purchased from the previous generation in the village of Cua in Cam Lo district, Quang Tri province. This information is consistent with the event that King Ham Nghi was first stationed in Tan So, and had to beat a hasty retreat when exposed. With that said, the king and the mandarins must have been wearing only plain clothes to not attract any attention,” Mr. Hoang continued. There was a remarkable amount of inducement before he could convince the village elder, who finally capitulated and sold the priceless costume to him.

Not keeping all of them to himself, Hoang also transferred 41 antiques to the Ho Chi Minh City Museum for better preservation and public contemplation.

His travel to Laos to buy a shirt of a martial arts general of the Nguyen Dynasty was among the most unforgettable trips for Hoang. It was around 2006, and he brought along VND40 million (nearly $2,000) and waded into the Sesan River to Laos. The owner unfortunately had no intention of selling it. Years passed and Hoang never gave up hope. He persisted in travelling back several times and talking the seller into it. The predestination he believes he has with ancient stuff didn’t let him down in the end. The euphoria after that successful purchase kept Hoang up all night.

Biding his time for almost a decade before actually owning some item is not a rarity for him. The man, with the passage of time, has become even more mindful of how destined he feels for all of this.

HCMC sends enlistment invitation to nearly 4,000 young people this year

Accordingly, around 41.95 percent of the enlistees hold intermediate level, college and university degrees and 2.5 percent of them are party members.

The figures were informed at the meeting of the Ho Chi Minh City Military Services Council under the witness of Major General Nguyen Van Nam, Member of the Standing Board of the Ho Chi Minh City Party Committee, Standing Deputy Chairman of the Ho Chi Minh City Military Services Council on February 25.

In order to ensure strict implementation of the Covid-19 pandemic prevention and control measures, most of enlistees will be taken samples for SARS-CoV-2 testing before the enlistee handover ceremonies on March 3.

Major General Nguyen Van Nam praised activities and practical programs of the party committees and authorities at all levels for recruitment such as granting saving books and gifts to recruited soldiers, supporting enlistees’ families with difficult circumstances with the total funds of nearly VND6 million (US$260) a person.

Amidst the current complicated Covid-19 pandemic situation, the enlistee reception and handover ceremonies in localities are recommended to take place quickly with athe maximum time of 20 minutes as well as minimize their relatives in seeing off ceremonies, emphasized Mr. Nam.

One of the most frequently congested areas is the Nguyen Van Linh overpass – National Route 1A, the intersection linking HCMC and cross-region highways which receive insane traffic each day.

As a result, some narrow sections of these streets have become degraded faster, making the traffic jams and air pollution more severe.
IDICO, a prominent urban development company, in the past proposed a BOT project to get funds for upgrading the National Highway running through An Suong – An Lac, involving expanding the road to accommodate four car lanes and two mix-traffic lanes. The project was worth VND1,880 billion at the time (about US$81.5 million, but never came to fruition due to administrative complications.
Besides the aforementioned locations, many other sections along major highways cannot meet the increasing traffic volume such as sections on national routes 1A and 50, Dinh Duc Thien Street and others, which are also hotspots of traffic collision.
According to leaders of Binh Chanh District, the locality will focus on external traffic and upgrade main roads, parallel roads, and bypasses to relieve congestion.
From now to 2025, the district proposes to invest in upgrading and expanding 30 road projects and building 31 new ones with a total length of some 86km.
On a municipal level, HCMC Department of Transportation is constructing a project for the period of 2020 – 2030 to develop all 4 gateway areas of the city, as well as upgrading the roads connecting Nguyen Van Linh Street to Ho Chi Minh City – Trung Luong highway.
The city also determines to solve traffic problems before approving more apartment complex projects in these areas.

A four days later, more than 1.7 million students citywide will return to schools after Tet holiday (the Lunar New Year) and a two-week break due to impact of Covid-19. Preschool Sen Hong in District 2 and Preschool Hanh Thong Tay in Go Vap District had asked parents to complete health declarations through websites.
Principal of Me Linh Primary School Nguyen Van Hung said that the school had disinfected classrooms as well as check students’ temperature while headmistress of Nguyen Binh Khiem Primary School in District 1 Do Ngoc Chi shared that students will be tested their body temperature and got disinfectant in the gate before entering the school.
