Hanoi raises Covid-19 prevention and control alert to highest level

The Hanoitimes – If no swift action is taken to handle the outbreaks in the community, it is very likely that the pandemic would spread out.

Vice Chairman of the municipal People’s Committee Chu Xuan Dung has requested relevant units to apply urgent measures to curb Covid-19 disease from spreading as Hanoi may continue to record new Covid-19 cases in the community in the time ahead.

“The Steering Committee for Covid-19 prevention and control from municipal to communal level must strictly comply with the Prime Minister’s instructions and the tasks specified in the Hanoi mayor’s telegram,” Mr. Dung said.

The vice chairman emphasized that if no swift action is taken to handle the outbreaks in the community, it is very likely that the pandemic would spread out.

Deputy Director of the Hanoi Center for Disease Control (CDC) Truong Quang Viet said that his center has found ways to increase capacity of Covid-19 testing and will ensure this work.

As there are numerous people coming back from the Hai Duong and Quang Ninh, the epicenters of the outbreak, more coronavirus carriers would be confirmed in the coming time, Mr. Viet said, adding that the Hanoi CDC recommends all suspected cases should immediately contact the health sector for testing.

The time from now until the Lunar New Year festival is the peak time to fight against the Covid-19 pandemic. Therefore, leaders of the Ministry of Health as well as the People’s Committee of Hanoi called on each citizen to be an anti-epidemic fighter.

Hanoi closes schools for online teaching to curb spread of coronavirus

On January 31, Deputy Director of the Hanoi Department of Education and Training Pham Xuan Tien signed an official letter guiding schools in Hanoi to apply online teaching and learning in order to minimize the infection of novel coronavirus-caused respiratory sickness.

The Hanoi Department of Education and Training has required that online teaching quality must be ensured to maintain teaching plan schedule.

The department has asked school principals to strictly manage the teaching time and plan of each teacher, urge teachers to prepare lectures and organize online teaching in accordance with the schools’ schedule and check content and quality of online teaching.

Hanoi has more than more than two million of students. The school year begins in September and ends in May and June of the next year.

Action Month for Drug Prevention and Control

PANO – A meeting in response to the 2016 Action Month for Drugs Prevention and Control was jointly held in the evening of June 16 th in Hanoi by the National Committee on AIDS, Drugs, Prostitution Prevention and Control, Ministries of Public Security; Education and Training; and Culture, Sports and Tourism.

Addressing the meeting, Deputy Prime Minister Truong Hoa Binh directed relevant organizations to step up action programs, public education and information dissemination on drugs prevention.

Accordingly, the Ministry of Education and Training was asked to check and update knowledge of drugs prevention, which had been popularized at schools from primary to tertiary levels. Besides, the ministry should improve the knowledge through extra activities and citizenship education course for students in the beginning of academic years.

The Ministry of Public Security was requested to direct its forces to strongly fight drug-related crimes while the Ministry of Information and Communications should tighten control over the internet, especially ill-intention websites while the culture, sports and tourism sector should keep an eye on businesses operating in sensitive sectors.

The Deputy Prime Minister also asked press organizations to open column and build contents on impacts of drugs, especially methamphetamine, as well as on life skills.

Cambodia adopts law on COVID-19 preventive measures

The draft law on measures to prevent the spread of COVID-19 and other deadly and serious infectious diseases, which consists of six chapters and 18 articles, was approved on February 28 during a Cabinet Meeting chaired by Prime Minister Hun Sen.

Earlier, the country’s Health Ministry created a task force, headed by Army Commander Lieutenant General Hun Manet, to manage security and public order at quarantine centres.

Meanwhile, Laos’ National Taskforce Committee for COVID-19 Prevention and Control is requiring all foreign citizens entering Laos to purchase COVID-19 insurance, in addition to other travel documents and requests for permission to enter the country.

Non-Lao citizens wishing to enter Laos must contact their embassy concerning COVID-19 insurance, which will cover the cost of any medication prescribed in the event that the policyholder contracts the virus, as well as wearing a health tracking device.

The special insurance is now required because ordinary health and travel insurance policies do not provide cover against pandemics, including any incidents relating to COVID-19.

Given the cost of hospital treatment and the possible need for repatriation, especially when considering quarantine requirements, the government is concerned that it could be responsible for unpaid hospital bills if foreigners contract the virus and are unable to pay for treatment.

Hanoi strictly controls medical declarations for passengers at bus stations on Covid-19

The Hanoitimes – Medical declaration helps bus managers control passengers’ health and journey, and makes it easier for the competent agencies to handle Covid-19 disease.

Bus stations in Hanoi are asking passengers to declare their health conditions with an aim to prevent and control the spread of Covid-19, Kinhtedothi.vn reported.

Under an instruction of the Ministry of Transport and the Hanoi Department of Transport, transportat enterprises (railway or coach) must ask passengers to make online medical declarations before each journey on domestic flights, trains, passenger ships and intercity buses from March 21.

Instructions for medical declaration are announced through loudspeakers at the terminals, Director of the My Dinh Bus Station in Nam Tu Liem district Ly Truong Son said, adding that his company has sent documents on medical declaration regulations to nearly 100 carriers operating at the station for them to strictly comply with.

Besides, the company’s staff who are technologically competent are available to support passengers to make medical declarations on their smartphones, Son added.

“We strictly control each bus, if they have not submitted medical declarations, we will not let them leave the terminal,” said Trinh Hoai Lam, deputy director of the Nuoc Ngam Bus Station in Hoang Mai district.

A bus manager operating the route Nuoc Ngam – Thanh Hoa said that his passengers abide by the regulation and make full medical declaration.

All bus managers agreed with the regulation because the Covid-19 pandemic evolution is increasingly complicated and the medical declaration helps them control passengers’ health and journey, and makes it easier for the competent agencies to handle the disease.

Hanoi confirms four more Covid-19 infections, turns on high alert

The Hanoitimes – The Hanoi Party Committee has urged the people and authorities of Hanoi to strengthen measures to prevent the Covid-19 pandemic in the capital city.

The Health Ministry confirmed four more Covid-19 cases in Hanoi on February 1, while the Covid-19 threat advisory was elevated.

The latest patients are two women residing in Nam Tu Liem and Cau Giay districts of Hanoi and a couple living in Me Linh district.

All of them got infected with the new coronavirus after having contact with people who were later confirmed Covid-19 infections in the northern province of Hai Duong, the biggest cluster of Covid-19 in Vietnam with 188 cases confirmed since Covid-19.

The new patients have raised Hanoi’s caseload of the Covid-19 resurgence to 19 and 242 nationwide.

The Hanoi Party Committee has urged the people and authorities of Hanoi to strengthen measures to prevent the Covid-19 pandemic in the capital city.

The whole city must review and tighten the anti-epidemic measures, especially in medical establishments, schools, industrial parks, factories, and areas of public gatherings.

Relevant agencies were urged to review procedures related to concentrated quarantine, as all citizens returning from abroad must be quarantined for two weeks and could only leave the facilities if they test negative for Covid-19 twice.

People are urged to further comply with Covid-19 prevention regulations and conduct precautionary measures of quick testing, contact tracing, masking up in public places, and washing hands.

The city’s agencies have to continue disseminating the “5K” message of the Ministry of Health since, they said, the good observance of the 5K is a “steel shield” to protect people from the Covid-19 pandemic. 5K means ” Khau trang ” (face mask) – ” Khu khuan ” (disinfection) – ” Khoang cach ” (distance) – ” Khong tu tap ” (no gatherings) – ” Khai bao y te ” (health declaration).

Besides, localities in Hanoi must tighten supervision of people arriving from abroad and the pandemic-hit areas, enforce Covid-19 prevention regulations at concentrated quarantine facilities.

Especially, the city’s Department of Health needs to keep close watch on the pandemic evolution by imposing five step protocol namely preventing, detecting, quarantining, zoning, and stamping out the outbreaks.

In addition, Hanoi authorities need to provide accurate, timely and transparent information for people; prevent and enforce regulations on fake news that causes confusion in public as well as actively detect and handle illegal entry.

Localities in Hanoi must proactively put in place the pandemic prevention and control measures, applying social distance or isolation based on the level of Covid-19 risk for each area in the locality.
