Farmers urged to use high-tech practices to enter global value chains

HCM City (VNS/VNA) – Farming households in the Cuu Long (Mekong) Delta need to apply high-tech practices to develop value-added agricultural products that can enter global value chains, Le Minh Hoan, deputy minister of Agriculture and Rural Development, has said.

Hoan said it was vital to offer incentives and loans to farmers who use sustainable and climate-friendly production processes.

Millions of small-scale farming households , which are the most critically affected by climate change, need access to innovative technologies and practices as well as market information.

The COVID-19 pandemic has disrupted global supply chains, posing risks to farmers and exporters of farm produce. The most affected products have been fresh fruits, vegetables and aquatic products, according to the Vietnam Academy of Agricultural Sciences.

To cope with the outbreak, major firms including the Loc Troi Group, Vingroup, PAN Group and Hoang Anh Gia Lai, have invested in high-tech applications.

Firms are also working with cooperatives and farming households to create “clean and safe food sources”. They are training farmers in brand management and offering technical and seed support to improve quality control during processing and before harvesting.

In the future, the Mekong Delta will face a growing population and rising urbanisation. Pollution, landslides, coastal erosion and loss of natural forest land are all expected to increase.

Because arable land and harvests will shrink worldwide, productivity and a sufficient supply of quality food must increase, while natural resources remain protected.

Since more than 70 percent of Vietnam’s agricultural products are from 22 million smallholder farmers, local agri-businesses should not depend solely on major corporations to promote innovative solutions, experts have said.

Other challenges include farmers’ limited capital. Switching to high-tech agriculture requires a considerable up-front investment.

Another major issue is market and consumer confidence. Building brands and winning customer confidence are essential for Vietnamese brands so they can take advantage of major export markets like the EU under the new EU-Vietnam Free Trade Agreement (EVFTA).

According to the White Book on Vietnamese Businesses 2020, the Mekong Delta currently has more than 55,000 enterprises, accounting for only 7.26 percent of the country’s total number.

Most of the businesses in the Mekong Delta region are small and medium-sized, and most lack long-term business strategies in technology investment, human resources training, and branding.

Amid deep global integration, Vietnamese products face strong competition from foreign-made goods.

Solutions must be identified, especially for smallholder farmers, to apply technology so they can enter mass markets. But it will take time to change farmers’ methods that have existed for hundreds of years, experts said.

Nguyen Minh Hai, deputy chairman of the European Chamber of Commerce in Vietnam (EuroCham), said that exporters should continue to take advantage of the EVFTA to boost agricultural products such as rice, seafood and fruit.

As many as 39 Vietnamese Geographical Indications (GIs) exist in the EU, providing an adequate framework for further promotion of imports of quality products, he said.

The EU maintains some of the highest sanitary, phytosanitary, origin tracing and sustainable standards in the world. Hai said that exporters should raise local standards and develop new value-added products to compete internationally, particularly in the EU with its population of 450 million.

The elimination of tariffs under the EVFTA is expected to benefit farm produce from the Mekong Delta , but technical barriers to trade will be raised, imposing challenges for products and services.

The Mekong Delta region contributes 54 percent of rice output, 70 percent of aquaculture output and 60 percent of fruit output to the country’s total output./.

New Zealand and Việt Nam boost agricultural cooperation

February 25, 2021 by vietnamnews.vn

HÀ NỘI — New Zealand and Việt Nam on Wednesday added a new link to their flourishing agriculture relationship by signing an Agriculture Cooperation Arrangement at the first New Zealand – Việt Nam Agricultural Dialogue.

The dialogue was held virtually by Chief Executive of the New Zealand Ministry for Primary Industries, Ray Smith, and Deputy Minister of Agriculture and Rural Development (MARD) Lê Quốc Doanh.

At the dialogue, the two sides voiced their commitment to the two countries’ deepening agriculture and trade relationship.

Smith and Doanh affirmed that the Strategic Partnership, which was jointly announced by Prime Ministers in July last year, has created a solid foundation for increasing bilateral agricultural cooperation and connections between the two countries.

Speaking at the dialogue, Smith emphasised that this is a valuable opportunity to consider what both sides can do together as they build resilience and vitality back into their agriculture economies following COVID-19.

The Agriculture Cooperation Arrangement will enable both sides to advance their key agricultural interests in enhancing bilateral trade, reducing agricultural greenhouse gas emissions, promoting food safety, utilising agriculture research and technology, and in rural development.

Speaking at the ceremony, Doanh said that agriculture was critical to the economic wellbeing of our countries.

Both nations were strong agriculture producers and exporters, with complementary products, he said, adding that the establishment of the New Zealand – Việt Nam Agricultural Dialogue and the signing of the Agriculture Cooperation Arrangement would boost their connections, cooperation and two-way trade, in line with what the two Prime Ministers highlighted during last years’ Strategic Partnership dialogue.

The New Zealand Ministry for Primary Industries is already supporting agriculture cooperation with MARD with activities in plant health, veterinary epidemiology and electronic certification. These activities complement New Zealand’s ongoing development programme, which has a number of agriculture projects including the premium fruit development project in Tiền Giang, the rural dam safety project in Central Việt Nam, and the safe vegetables project in Bình Định.

Smith said that New Zealand has developed one of the most efficient agriculture sectors in the world, with a reputation for cutting-edge research and technology, robust and safe agricultural practices, and delicious and high-quality products.

He expressed his hope that the newly signed cooperation arrangement will help build value and expand investment opportunities between the two countries:

“We recognise that increased trade is not just about exporting more products, it’s about an exchange of knowledge, expertise, technology, services, and investment. This two-way exchange benefits both of us,” he said.

He said New Zealand also looked forward to doing more to assist MARD’s greenhouse gas inventory capability through the Global Research Alliance on Agricultural Greenhouse Gases.

The two leaders confirmed their shared commitment to finalising new fruit access for each other this year so consumers can enjoy New Zealand strawberries and squash in Việt Nam and Việt Nam’s limes and pomelos in New Zealand.

Việt Nam is New Zealands’s 14th largest trading partner, with two-way trade valued at NZD$2 billion, at year-end September 2020. While COVID-19 has posed some challenges, Việt Nam remains a promising market for New Zealand and vice versa due to robust demand for key agricultural products. — VNS

VinBrain reaches final round of global Covid-19 fight contest

February 25, 2021 by e.vnexpress.net

The team has developed a solution applying artificial intelligence to the accurate diagnosis of Covid-19 infections and provides intervention options.

Infection patterns vary by country and territory. As a result, interventions may work in one country or territory but be less effective in another.

A total 48 teams from 17 countries were selected for the final round out of a total 104 teams from 28 countries in the semi-finals. The results will be announced at the end of February 2021.

The jury selected the VinBrain team for the final round based on the accuracy of its AI models and ability to easily interpret predictions of the solution. This approach can be used for any future pandemic response model.

Members of VinBrain in the U.S. have come up with an extensive solution to this problem by developing region-specific AI models to predict the Covid-19 infection time series in those regions. The solution was based on the classical epidemic SEIR model, which was then expanded to integrate artificial intelligence.

In order to train its AI models, the team used available data like demographics, medical infrastructure, and economic indicators. A special feature used by the VinBrain team is Google Maps mobile metrics collected from worldwide Android phones in an anonymous and secure way, measuring the movements of people in public areas like parks, hospitals, workplaces, grocery stores, stations, airports.

Another unique feature used by the VinBrain team is Google’s Covid-19 infection trend data aggregated anonymously and that contains popular Covid-19 symptom-related Google searches.

The Pandemic Response Challenge co-organized by XPRIZE and Cognizant was launched in November 2020. With prize money of $500,000, the contest aims to harness the power of data and artificial intelligence to predict Covid-19 infection rates, and propose intervention plans for governments, communities and regional institutions to control the pandemic when reopening the economy.

Vietnam to receive 150 mln Covid-19 vaccine doses by 2022

February 25, 2021 by e.vnexpress.net

The vaccines would come from British-Swedish firm AstraZeneca, global vaccine access mechanism Covax and other domestic producers. The reception schedule and number of doses received was reported by the National Steering Committee on Covid-19 Prevention and Control to the government Wednesday.

The first batch, delivered Wednesday, was 117,000 Covid-19 vaccine doses from AstraZeneca. They would be prioritized for those on the frontline of the pandemic fight, including medical workers, doctors, nurses, contact tracers and officials of Covid-19 prevention and control committees.

The second batch, expected to arrive within the first half of this year, would comprise 1.5 million additional doses, of which 1.2 million are provided by Covax and the rest by AstraZeneca. These doses would also be prioritized for those on the pandemic frontline, with the addition of diplomatic personnel, customs officers, immigration officers and soldiers.

The third batch, expected within the second quarter, would include 8.2 million additional doses from AstraZeneca. Soldiers who have not been inoculated during the second wave, along with police officers, teachers and the elderly (aged 80 and above) would be vaccinated at this time.

The fourth batch, expected within the third quarter, would consist of 10.9 million doses, including 3.6 million from Covax and the remainder from AstraZeneca. The elderly who have not been vaccinated, along with those working in essential businesses and those with chronic conditions, would be inoculated this time round.

The fifth batch, expected between the fourth quarter and first quarter of 2022, would provide 14.4 million doses by AstraZeneca for those with chronic conditions and not yet vaccinated.

The sixth batch, expected within the same time frame as the fifth, would afford 25.2 million Covax doses to those with chronic conditions and not yet vaccinated, along with those aged 65-80.

The final batch, expected between the fourth quarter and second quarter of 2022, would comprise 90.5 million doses from both foreign and domestic producers. They would be administered to those aged 65-80 who have not been vaccinated and those aged 18 and above not included in the aforementioned priority list.

Vaccines should be prioritized for citizens in areas with outbreaks, said the steering committee. The committee also proposed the health ministry and other relevant entities manage the buying, importing and distribution of vaccines.

Four indigenous vaccines are under development by Nanogen Pharmaceutical Biotechnology JSC, the Institute of Vaccines and Medical Biologicals, Vaccine and Biological Production Company No. 1, and the Center for Research and Production of Vaccines and Biologicals. Vietnam earlier said it was stepping up negotiations with the U.S.’s Pfizer and Moderna, along with other vaccine manufacturers in Russia and some other countries to ensure it can get a total 150 million doses to cover 70 percent of its 98-million population this year.

As of Thursday, Vietnam has recorded 2,412 Covid-19 cases, with 569 still active.

Chance for Vietnam and West Virginia to exploit comprehensive economic potential

February 25, 2021 by vov.vn

Upon addressing the signing ceremony, Minister of Industry and Trade Tran Tuan Anh, head of the Party Central Committee’s Economic Commission, highlighted the special importance of mutual relations.

Minister Anh expressed his great appreciation for the role and efforts of Congresswoman Carol Miller and West Virginia State Governor Jim Justice in promoting bilateral economic and trading ties in both the US Congress and Government. In addition, he put forward the view that now is an appropriate time for both sides to ramp up in-depth co-operation in an effort to promote further economic recovery and cope with the novel coronavirus (COVID-19) pandemic.

With the signing of the MoU, the MoIT and the State of West Virginia set out the goal of establishing a comprehensive co-operation framework that can facilitate trade and investment exchanges in industry and energy, along with projects run by firms from the two sides. This can be done whilst enhancing the sharing of information regarding potential business opportunities.

The MoU also puts forth specific goals, clearly defines the responsibilities and powers of each party in the implementation process, whilst establishing a joint working group in order to promote co-operative activities.

“We find the US an important and long-term partner for energy co-operation, not only in energy supplies but also in technology and investment in bilateral cooperation,” the Minister states.

“Along with the MoU signed in October, 2019, with the content covering all energy fields between the MoIT, the US Department of State, and the US Department of Energy, we consider the MoU signed today to be important foundations in continuing to strengthen specific areas of co-operation in the long term and also expect this to be an important milestone in bilateral energy co-operation, thereby opening up a new page in profound, comprehensive and effective cooperation between the two sides,” Minister Anh said.

In response on the US side, Congresswoman Miller also wished to further boost co-operation in industry and trade, especially in the energy sector between West Virginia and the nation. She added that the economic recovery in the post-COVID-19 period will be crucial, with Virginia and the US ready to be support partners, especially in terms of useful energy.

Minister Anh affirmed that developing strategic trust represents one of the most important factors that can serve to increase the comprehensive co-operation partnership in a substantial and sustainable manner between both sides. In particular, the field of economics and trade can be boosted for the benefit of people and businesses, thereby contributing to peace, stability, co-operation, and development in the Asia-Pacific region.

According to the Minister, improving the local business investment environment and creating favourable conditions for US projects will be the priority for the Vietnamese Government. The nation has so far participated in a total of 16 free trade agreements (FTAs) with 54 partner countries, the majority of which are members of the G20. As a result, firms from the US and West Virginia will have the chance to access open markets when investing and conducting business with Vietnam.

Vietnamese Ambassador to the US Ha Kim Ngoc emphasised that, with the comprehensive partnership framework first established in 2013, joint ties have made great strides across multiple fields. This can be seen in terms of trade, despite the negative impact of the COVID-19 pandemic, bilateral trade turnover recorded strong growth last year, reaching a figure of US$90.8 billion, and is expected to hit US$100 billion this year.

Generally, over the past five years, Vietnamese export turnover to the US has increased by 230%, while exports from the US to the nation have also surged by more than 175%.

The country has worked alongside the US to develop an action plan with many specific solutions aimed at achieving a harmonious and sustainable trade balance between both sides, including strengthening co-operation with the US Government as well as other states.

Voters’ confidence – important criteria for NA, People’s Council candidates

February 25, 2021 by vov.vn

Thuc said a joint resolution of the NA Standing Committee, the Presidium of the VFF Central Committee and the Government stipulates that the credit of candidates is among major criteria to take into account in sorting out the candidates. Those who have low level of credit at their residential areas and workplace will be expelled, he said.

“We find that the negotiation process has been implemented in a tighter manner. Thanks to the high responsibility of agencies, organisations and individuals, candidates who fail to meet the requirements of eligibility have been detected. Meanwhile, the issues on nationality, income and asset are also focused in evaluating the eligibility, with clearer regulations, stated Thuc.

He underlined the major new feature of the upcoming general elections is the specification of relevant legal regulations, such as the regulation requiring that a candidate must win the confidence of over 50% of voters in his residential area.

A candidate to the NA must have at least 10 meetings with voters, while candidates to the People’s Council at all levels should have at least five, so that people will have chances to get better understanding about them, he said.

Thuc said that the VFF is currently working hard for the preparations to perform its supervision role in the upcoming elections, which are slated for May this year.

In order to prepare for the election of deputies to the 15th National Assembly and People’s Councils at all levels in the 2021-2026 tenure, the VFF has recently held an online training conference on the supervision and inspection of the elections, he said.

The VFF is responsible in engaging in this process to ensure that the elections take place in a democratic, fair and successful manner, he said, stressing that this is one of the important tasks of the VFF in the building of the administration.

The affairs that the VFF engages in include popularizing and guiding election contents, holding three rounds of negotiation to introduce nominees, and organising election campaigns of candidates as well as supervising the elections, he said.

Thuc said that the purpose of the supervision is to promote the role of the VFF and its member organisations as well as the people, helping to make sure that the elections are implemented in line with law, creating an excited atmosphere and promoting the active involvement of the people in building the administration.
