Tran Quoc Phuong-Deputy Minister of Planning and Investment When planning for 2022, the Ministry of Planning and Investment (MPI) and other ministries, agencies, and localities estimated that several projects could complete investment procedures in the first quarter, and after completing these, capital would be delivered immediately. However, due to the pandemic, many projects have not yet been approved for investment decisions by the end of the first quarter and could not allocate capital, affecting disbursement activities. Moreover, 2022 is a year with many new construction projects. When a new project was started last year, following the Law on Construction enacted in 2021, the disbursements must proceed this year. The National Assembly (NA) has approved the medium-term public investment plan (MTIP), but it can take another 6-7 months to complete the procedures for investment decisions and contractor selections. U.K. attaches importance to agriculture cooperation with Vietnam

During talks with visiting Deputy Minister of Agriculture and Rural Development of Vietnam Phung Duc Tien at the headquarters of DEFRA, Prentis affirmed her country’s commitment to strongly support the transformation of Vietnam's agriculture towards green, low emission and sustainable development. For his part, Tien proposed specific cooperation, including in the field of policy, to develop green and low-emission agriculture, promote the opening of agro-forestry-aquaculture markets, and strengthen cooperation in sustainable development, climate change adaptation and biodiversity. The 78th session of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) opened on May 23 in Bangkok. — VNA/VNS Photo BANGKOK — The General Statistics Office (GSO) of Việt Nam and the Việt Nam Institute of Agricultural Engineering and Post-Harvest Technology (VIAEP) on May 25 were elected to the Governing Councils of the Statistical Institute for Asia and the Pacific (SIAP) and the Centre for Sustainable Agricultural Mechanisation (CSAM) under the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). Gov’t asks for extension to bad debt program

The program, issued under Government Decree 42 in 2017, was set to be extended until the end of 2023. The program, since its implementation five years ago, has contributed to the restructuring of numerous financial institutions and the collection of bad debt during the 2016-2020 period, according to Nguyen Thi Hong, Governor of the State Bank of Vietnam (SBV). By the end of 2021, the program had helped handle over 380 trillion VND in bad debt, or 47.9 percent of the country's entire bad debt since August 15, 2017. On average, some 5.67 trillion VND in bad debt was processed each month during the period, significantly higher than the 3.25 trillion VND per month prior to the implementation of the program. The program had helped recover 148 trillion VND or 38.94 percent of all bad debt among financial institutions, a marked improvement over the yearly average of 22.8 percent during the 2012-2017 period.
