US President Barack Obama dumped George W. Bush's "war on terror" doctrine Thursday when he unveiled a national security strategy that calls for using America's still "unmatched" power less overtly. Obama also put new constraints on the former president's concept of pre-emptive war and cited national security implications of economic meltdowns, global warming, cyberwarfare, nuclear proliferation, and ethnic conflict. The strategy turns the page on Bush-era dreams of remaking the global order with American might and recognizes the increasing global engagement of Russia and the emergence of rising powers like China and India. "To succeed, we must face the world as it is," the document states. In putting the first public face to the document, US Secretary of State Hillary Clinton confidently asserted American power but said it would be used more wisely and less directly than before. "We are no less powerful," the chief US diplomat told foreign policy experts at the Brookings Institution … [Read more...] about Oil floats ashore at the Grand Isle East State Park on Grand Isle, Louisiana.
Equitization of state-owned enterprises (SOEs) in Ho Chi Minh city over the past 16 years has brought about good results. Sales, capital and wages have all increased. However, there remain some problems related to the use of land, houses and factories. Many SOEs now have management mechanisms that are more dynamic, more independent and more responsible. The question here is: "Which account is money earned in this way put into?" According to the Law on Enterprises, joint stock companies have the right to use their … [Read more...] about Land, State Capital Issues at Equitized Enterprises in City

VietNamNet Bridge - A ridiculous behavior has been repeated by many people in Hanoi: they drive motorbikes to the places where they keep cars and then take cars to the offices. The lack of parking lots at apartment buildings is the problem which has existed over the last many years. However, the problem has not been fixed; even new real estate developers do not intend to reserve land for parking lots. Nearly all the apartment buildings which were built in recent years, like Linh Dam, Dinh Cong, Dai Kim, My Dinh or Trung Hoa Nhan Chinh do not have the ground floors for parking cars. Therefore, the most ideal parking places for local residents are the pavements or the areas for public utility like playgrounds or inner-region paths. Other apartment buildings such as Trung Yen or Me Tri Ha face the same problem. Though local residents do not have good parking places, they still have to pay more for the parking service. Residents of Trung Hoa Nhan Chinh residential quarter, for … [Read more...] about Apartment developers don’t want to reserve land for parking lots
