Seven investors have received land for their projects and work is expected to begin soon. Another two plants will start operations at the end of the first quarter. In the first stage, the park, 7km west of the provincial capital of Vinh City is being developed over 83ha. It will become an eco-site favourable for investors and include an integrated township, industrial park, shopping and food centre and shops and houses. Equitization of state-owned enterprises (SOEs) in Ho Chi Minh city over the past 16 years has brought about good results. Sales, capital and wages have all increased. However, there remain some problems related to the use of land, houses and factories. Many SOEs now have management mechanisms that are more dynamic, more independent and more responsible. Thirty-four SOE wrongfully used 11 hectares of land, according to an examination by the city conducted at the end of 2007. Most of them used rents fixed by the government to calculate the value of land use rights and then include that value in the capital of the enterprise. The state-fixed rent is lower than the market rent. Some companies take advantage of this difference by renting land from the state at a fixed rate and then subleasing at a market rent. According to the local Department of Natural Resources and Environment (DNRE), the properties in question are mostly leased for football fields, garages or street vending areas. At the end of 2006, Hanoi municipal authorities had granted permission to Industrial Construction JSC and Hanoi Urbani Architecture Consulting JSC to be main investors of Dong Nam Tran Duy Hung urban area project. HA NOI (VNS) — The municipal People's Committee Deputy Chairman Nguyen Van Khoi has ratified a plan to build a parking lot in Thong Nhat Park, the city's largest green space, overcoming vociferous objections by environmentalists and the public. The lot will span nearly 2,400sq.m of the 52ha park, including an underground area. An estimated VND166 billion (US$8 million) has been earmarked for construction, which is slated to begin next year and last until 2015. The new lot is intended to ease the burden on area residents, who frequently have to park their cars on the pavement due to the lack of proper parking, leading to severe congestion.
