US President Barack Obama dumped George W. Bush's "war on terror" doctrine Thursday when he unveiled a national security strategy that calls for using America's still "unmatched" power less overtly. Obama also put new constraints on the former president's concept of pre-emptive war and cited national security implications of economic meltdowns, global warming, cyberwarfare, nuclear proliferation, and ethnic conflict. The strategy turns the page on Bush-era dreams of remaking the global order with American might and recognizes the increasing global engagement of Russia and the emergence of rising powers like China and India. Equitization of state-owned enterprises (SOEs) in Ho Chi Minh city over the past 16 years has brought about good results. Sales, capital and wages have all increased. However, there remain some problems related to the use of land, houses and factories. Many SOEs now have management mechanisms that are more dynamic, more independent and more responsible. Thirty-four SOE wrongfully used 11 hectares of land, according to an examination by the city conducted at the end of 2007. Most of them used rents fixed by the government to calculate the value of land use rights and then include that value in the capital of the enterprise. The state-fixed rent is lower than the market rent. Some companies take advantage of this difference by renting land from the state at a fixed rate and then subleasing at a market rent. HA NOI (VNS) — The municipal People's Committee Deputy Chairman Nguyen Van Khoi has ratified a plan to build a parking lot in Thong Nhat Park, the city's largest green space, overcoming vociferous objections by environmentalists and the public. The lot will span nearly 2,400sq.m of the 52ha park, including an underground area. An estimated VND166 billion (US$8 million) has been earmarked for construction, which is slated to begin next year and last until 2015. The new lot is intended to ease the burden on area residents, who frequently have to park their cars on the pavement due to the lack of proper parking, leading to severe congestion.
