Cabinet members discuss urban administration models in Ho Chi Minh City, Da Nang

Addressing the event, Prime Minister Nguyen Xuan Phuc said that in principle, the urban administration models in Ho Chi Minh City and Da Nang should meet the demands of each locality and ensure the unity and synchronicity of the State administrative apparatus from the central to local levels.

From the pilot application of the new models, the two cities should reform the method of leadership and direction of the Party committees and administrations, while ensuring the concentrated and united management of the municipal People’s Committee and its head to suit the renovations in the operation of wards and districts towards higher dynamism and efficiency, thus meeting the demands of enterprises and locals, he said.

He asked the two cities to speed up the building of e-government and the reform of administrative procedures as well as policies for public servants.

The PM asked the administrative agencies at ward and district levels to improve efficiency and focus more on the people, while officials, Party members and public servants should enhance the responsibilities to the Party and people.

Over the contents of draft decrees, the Government leader asked the Ministry of Home Affairs to gather opinions, especially on the role of the Chair of the People’s Committee of wards and districts when there is no People’s Council as well as the authority and duties of the Chair of the People’s Committee as the highest leader of State administration in wards and districts.

He underlined the need to implement the principle of concentration and democracy in the work as well as the design of mechanism of supervising and discussion on important issues of wards and districts. He highlighted the significant role of the city People’s Council, the National Assembly delegation, the Vietnam Fatherland Front committees and Party Committees at all levels in the field.

He reminded the ministry of adjusting regulations on the organisation of the People’s Committee at ward and district levels to suit regulations of relevant laws and resolutions of the NA with the collection of feedback from ministries and sectors on including representatives of police and military forces in the People’s Committee.

Hanoi (VNA) – Budget carrier Vietjet Air has announced that it will resume its flights to Van Don International Airport in the northern province of Quang Ninh from March 3 after the airport is allowed to reopen on March 2.

The Van Don airport was temporarily shut down from January 29 after an airport security staff was confirmed positive for the coronavirus SARS-CoV-2 that causes the COVID-19 pandemic.

Vietjet Air ’s Flight VJ230 from Ho Chi Minh City will be the first to land at this airport on March 3 morning since the shutdown.

The carrier plans to conduct four round-trip flights on the route each week in March.

From February 27 to March 31, 2021, passengers buying tickets and flying with Vietjet Air across Vietnam will receive the special gift of 20kg checked baggage in addition with 7kg hand luggage completely for free.

The special offer is for passengers booking tickets at least 3 hours before departure time on Vietjet Air’s official sales channels at www.vietjetair.com, official Facebook page at https://www.facebook.com/vietjetvietnam/, ticket offices and official agents, applying for all payment methods. $193,800 in damage caused by HCMC flight attendant breaching Covid-19 protocols

The police have recommended that Duong Tan Hau, 29, a Vietnam Airlines attendant, to be charged for “spreading dangerous infectious diseases in humans.”

Hau breached regulations when staying at the airline’s quarantine facility and after returning home for designated self-isolation. His irresponsibility triggered a community outbreak of the novel coronavirus, according to police.

He had returned to Vietnam from Japan on Nov. 14 and was quarantined for four days at a facility managed by Vietnam Airlines in HCMC’s Tan Binh District. While there, Hau broke the rules by visiting another quarantine area and ended up contracting the virus from another crew member who had returned from Romania.

As per Vietnam’s protocols on Covid-19 prevention, pilots and attendants need to use dedicated restrooms and their own vehicles once off the plane. No contact is allowed with passengers during flights.

After two tests showed he was negative for the novel coronavirus, Hau was released from the airline’s facility, but told to isolate himself at home for another 14 days.

At home, Hau came in contact with his mother and two friends, including a visiting English language teacher.

On Nov. 29, 15 days after he returned from Japan, he tested positive for the virus, with the teacher following suit the next day. The latter later infected a nephew and a student.

The outbreak broke Vietnam’s 89-day and HCMC’s 120-day streak without community transmissions at the time.

Hau was placed under criminal investigation for his actions on Jan. 11, and is held under house arrest.

Authorities concluded Hau’s actions had resulted in around VND4.475 billion in damage, including the cost for Covid-19 testing, contact tracing and isolation. The lives of over 2,000 people in HCMC were also affected by quarantine measures.

Hau is the first case in Vietnam where flouting Covid-19 prevention regulations is treated as a crime, but he was not the last. Two others, a man in Mekong Delta’s Vinh Long Province who illegally entered Vietnam and a woman in northern Hai Duong Province who did not declare her travel itinerary nor who she came in contact with, are also being probed on the same charge.

Vietnam has recorded 2,472 Covid-19 cases so far, with 541 still active.

HCMC’s budget collection at VND2.9 trillion per day

Speaking from the HCMC end in the Government’s February 2021 regular online session on the morning of March 2, Vice Chairman Vo Van Hoan of the municipal People’s Committee reported to the Government on key issues in socio-economic development and the prevention of the Covid-19 pandemic.

In socio-economic development in February this year, Mr. Vo Van Hoan said that the achieved indicators showed that the economy of the city posted more positive growth compared to the same period last year.

Specifically, in February, retail sales of goods climbed by 11 percent over the same period. Export turnover topped US$8 billion, up 25 percent, three times higher year-on-year. The index of industrial production in HCMC rose by 6 percent. More than 3,800 HCMC-based enterprises resumed operation, up 3 percent, and 700 enterprises completed dissolution procedures, down 14 percent.

Service alone remained the industry being affected most by the impacts of the Covid-19 pandemic. From the beginning of the year until now, there have been no international visitors to HCMC, causing tourism to plunge by 70 percent.

As for budget revenue, Mr. Hoan informed that the budget collection in the city showed optimistic and positive signs. On average, HCMC is assigned to collect VND1.5 trillion each working day. Meanwhile, the city currently has a budget revenue of VND2.9 trillion per day, nearly double the average assigned budget collection. From the beginning of the year to now, the total budget revenue of HCMC is estimated at VND74 trillion, up 10.5 percent year-on-year.

Regarding the Covid-19 pandemic in HCMC, Mr. Vo Van Hoan said that the city had controlled the pandemic well. It had prevented the spread of Covid-19 and had had 20 peaceful days without new Covid-19 community transmission cases. Some types of services have been gradually resuming operation, and students now have also returned to schools.

For the key tasks in March, he said that HCMC would continue to adopt synchronous measures to implement the theme of 2021 – The year of building an urban administration and improving the investment environment. At the same time, it would carry out measures to prevent the Covid-19 pandemic and would be always in control of complicated situations caused by the pandemic.

HCMC was neither subjective nor panic in the prevention of the Covid-19 pandemic. It would always be proactive to meet all requirements in all the worst possible situations, Mr. Hoan said.

In March, the city will continue to research and have solutions to support enterprises and people facing difficulties due to the Covid-19 pandemic; work with business associations and professional associations to grasp the situation and have solutions to timely solve difficulties; work and connect online with foreign investors to help the city’s economy to avoid interruption. Along with that, the city will focus on crime prevention to ensure the peace of the city in all situations.

Thai Binh starts construction of VND2.5 trillion road

The event was attended by Politburo member and Chairman of the Party Central Committee’s Inspection Commission Tran Cam Tu; former Politburo member and permanent member of the Secretariat Tran Quoc Vuong; and Deputy Prime Minister Trinh Dinh Dung.

The project has total investment of over VND2.5 trillion (over US$108.3 million) from a joint venture between Construction Corporation No.1, the Lam Son Thai Binh Joint Stock Companthe y, Damsan Joint Stock Company and the Phu Thanh Group Joint Stock Company.

The road, with a total length of 21.28 kilometres, begins in An Thanh commune, Quynh Phu district and ends at Vo Nguyen Giap road in Dong My commune, Thai Binh city.

The road is expected to be completed in 2023, its aim being to reduce traffic congestion and accidents on the section of National Highway 10 from the Nghin bridge to the S1 bypass as well as enhanceing traffic circulation in Nam Dinh, Thai Binh, Hai Phong and localities National Highway 10 passes.

Cultural, sports construction projects seek city’s approval

Accordingly, public investment projects include the building of Phu Tho Horse Racing Ground, land allocation of the HCMC Multi-Cultural Center in Can Gio District, rebuilding HCMC Cultural Center, handing over land to the expansion of the Ho Chi Minh Museum – HCM City branch, the property right over land to upgrade the HCM City Culture and Arts College in HCMC.
Regarding to socialized projects, the department has made suggestions on land allocation for Phan Dinh Phung Sports Center; delegating The Housing Management and Construction Inspection Center (HMCIC) of the HCMC Department of Construction and functional units to complete procedures to refund to Bong Sen Yamachi Co,. Ltd; asking the HMCIC to hand over the building at No.99 on Pasteur Street in District 1 to the Department.
The Department of Culture and Sport has also proposed for an approval on expenditure allocation for Sports nutrition.
