PM orders injection of Covid-19 vaccines from this week

HCMC – At a regular Cabinet meeting on March 2, Prime Minister Nguyen Xuan Phuc asked the Ministry of Health to inject those announced earlier by the Government as priority residents with the Covid-19 vaccines from this week.

The budget must be ensured so that all Vietnamese people receive the vaccines, PM Phuc noted, adding that the healthcare sector and other relevant agencies must quickly and seriously fulfill this duty, the local media reported.

Commenting on the fight against the pandemic, especially in Hai Duong, Haiphong, Quang Ninh, Hanoi and HCMC, the Government leader said the pandemic has been controlled in the country, except for Hai Duong’s Kim Thanh District.

He reiterated the Government’s view that injecting vaccines, wearing face masks, spraying disinfectants, maintaining a physical distance, limiting gatherings and making health declarations are the most important solutions to combat Covid-19.

He asked ministries, agencies and localities to continue making strong efforts in the Covid-19 prevention and control drive.

The prime minister also ordered the control of the pandemic at the Kim Thanh hotspot. Moreover, production and business activities should be enhanced to achieve the targets set for the first half of the year and the whole year.

Regarding the country’s socioeconomic performance in the first two months of the year, PM Phuc said the country’s import-export turnover reached US$95.8 billion, up 24.5% year-on-year. The export revenue grew nearly 23.2% to US$48.6 billion, while US$47.1 billion was spent on imports, up 25.9%, resulting in a trade surplus of US$1.3 billion.

Additionally, the number of newly-established enterprises was 18,100, registering a total capital of VND334.8 trillion, edging up 4% and 52%, respectively.

According to a report by the Ministry of Planning and Investment, the country’s consumer price index grew 1.52% against the previous month, the highest for the month over the past eight years.

What are the principles to build forest environment and CO2 indexes?

The forest environment index would be a measure of the capacity to decrease CO2 emissions while simultaneously increasing absorption. A key part of this is forest carbon stock, the amount of carbon that has been sequestered from the atmosphere and is stored within the forest ecosystem.

Comparing the forest environment index with actual emissions will help set payments for reducing emissions and establish a market for international emissions trading for sellers, buyers, and intermediaries alike.

Regarding the CO2 index, I believe there are two theoretical avenues that can be taken. The index can either concern the carbon emissions of each facility separately, with the upper limit being the emissions quota allotted for them, or look at the net emissions of the entire market and carbon credit created by the decreases in emissions and increased absorption capacity achieved by managing the ecosystem.

At the same time, the two indicators need to be built with a mind to ensure economic growth while promoting forest protection, benefiting buyers, sellers, and farmers alike.

How will these indices promote carbon trading?

They will be the basic building bricks to developing the domestic carbon market, making it possible to exchange carbon credit within the bounds of domestic regulations and international commitments. Reduction targets are forecast to drive carbon credit supply below demand, making the market more animated.

The forest environment and CO2 indexes will motivate provinces to better manage their forests, while manufactures with net emissions will be encouraged to upgrade technology and switch to renewable energy to stay within their allotted quotas and avoid charges.

What can Vietnam learn from the experience of other countries in managing carbon emission?

Vietnam has been a proactive proponent of emissions reduction, joining the United Nations Environment Programme, including the United Nations Framework Convention on Climate Change, the Kyoto Protocol, the UN-REDD+ programme, and the Paris Agreement. Throughout these almost 20 years, we collected a great deal of international experience and adjust to suit the country’s realities.

VNFOREST has been working to internalise these international experiences and submitted regulations on the domestic and international transferring of carbon credit and the accompanying financial management mechanisms to the prime minister. The most urgent tasks at present are implementing policies to meet the demand.

What difficulties does Vietnam face in creating the indexes as well as developing the carbon market?

There is a tough road ahead of Vietnam. The first issue to tackle will be the creation of convincing regulations relating to the exchange of carbon credit and associated compensation issues. These regulations must be clear, realistic, and be rooted in a scientific basis.

Another problem is the allocation of emissions quotas would require realistic figures about the actual emissions of each facility, which at the moment are not shared or are only available in abridged forms that have been heavily interfered with.

At the same time, completeness, timeliness, openness, and transparency in implementation are of the essence. For this, a contingent of qualified, well-trained human resources, facilities, and equipment are required.

What proposals has VNFOREST submitted to advise the creation of these indexes?

After receiving the assignment of the prime minister, we began to compile a set of considerations we believed would be crucial. However, we have to pool our proposals with those of the ministries and other agencies to arrive at a workable document.

In my opinion, before officially rolling out regulations, the government should authorise the selling of carbon credits on a case-by-case basis as it will not only benefit forests but also help Vietnam accumulate experiences even before the legal framework is completed.

What potential do you see in carbon trading as a business, and what is VNFOREST doing to promote this potential?

One example for the potential is the Emission Reductions Payment Agreement signed between the Ministry of Agriculture and Rural Development and the World Bank’s Forest Carbon Partnership Facility (FCPF). Under the agreement, Vietnam will reduce 10.3 million tonnes of CO2 emissions from six north-central provinces.

If Vietnam implements this programme successfully, it could reduce emissions by a total of 24.6 million tonnes by 2025. After reducing the 10.3 million tonnes committed under the FCPF, the country can earn an additional $71.3 million by selling the carbon credit gained from the remaining 14.3 million tonnes for $5 per tonne (the average global selling price).

However, this is only part of the potential benefits because the project is implemented only in six north-central provinces – there would be far more to gain if it was extended to the entire country.

In addition, Vietnam has failed to reach the revenue target from forest environment services outlined in its national forestry development strategy for the period of 2006-2020. VNFOREST is still working to realise the full potential of this service segment.

VNFOREST is promptly completing the national forestry development master plan for 2021-2030 with a vision to 2045 to submit it to the government for approval, along with the public investment programme on sustainable forestry development for 2021-2025.

Besides that, the country will develop forest environment services, diversifying income sources, with the expectation to acquire VND3.5 trillion ($152.17 million) a year from the field by 2030.

Prime Minister orders start of Covid-19 vaccinations this week

Prime Minister Nguyen Xuan Phuc has instructed relevant agencies to start giving Covid-19 vaccinations this week.

He spoke at the cabinet’s monthly regular meeting on March 1.

The PM said the Government had been very responsible in providing a peaceful Tet holiday for the people. The Politburo and the Secretariat of the Communist Party of Vietnam praised the Government’s high level of responsibility in ensuring an abundant supply of goods, and keeping prices stable for the holiday.

The PM also said that after the New Year, the country launched an opening ceremony for tree planting festivals, calling for people to plant trees.

The recent third Covid-19 wave affected key economic regions in northern Vietnam such as the provinces of Hai Duong, Hai Phong, and Quang Ninh as well as Hanoi. Thanks to the government’s serious measures, the epidemic has been basically controlled. New cases of Covid-19 are only being recorded in Kim Thanh district in Hai Duong.

“We have basically controlled the third wave and have been highly praised by the world in our success in preventing and controlling the spread of Covid-19,” the PM said.

He emphasized that Vietnam has imported vaccines, but the fighting spirit still must be based on the principle of “vaccine plus 5K”, a government message about five preventive measures.

The Prime Minister asked the Ministry of Health to first vaccinate the poor, families of those who were devoted to the country, and eight other categories named in the Government’s resolution on vaccination.

The Ministry of Health was asked by the PM to implement vaccination this week and to continue stamping out the outbreak in Kim Thanh district in Hai Duong province.

At the same time, promoting business to achieve the dual goals of controlling the epidemic and developing the economy must be a priority, the government head said.

According to the PM, this is the last meeting of the government for the 14th term, so he asked ministries, agencies, and local authorities to focus on important, urgent and immediate tasks. Accordingly, they have to solve remaining tasks under their responsibilities within this term.

Vinh Long (VNA) – The Mekong Delta province of Vinh Long is striving to boost sustainable export growth during 2021-2025.

The province has set the target to reel in 870 million USD from exports by 2025, with key export markets including ASEAN, Japan, China, China’s Taiwan, Russia, East European countries, Africa, the EU and the US.

According to Director of the provincial Department of Industry and Trade Nguyen Trung Kien, seeing rice as a key export, Vinh Long plans to ship average 100,000-200,000 tonnes of high-quality rice per year abroad until 2025, and work to increase price of local rice while diversifying rice products to branch out markets.

Holding a huge advantage of tra and basa fish farming, the province eyes to sell some 20,000 tonnnes of frozen tra fish to foreign markets by 2025.

Kien said Vinh Long is making efforts to gain 35-40 million USD from exports of grape fruits, canned fruits, dried fruits, and vegetables by 2025, adding areas were zoned off for cultivation of vegetables and orchards such as grape fruit, orange, tangerine, longan, and mango, among others.

Additionally, the locality targets 530-600 million USD in export revenue of leather footwear and garment-textile, and 60 million USD in export revenue of handicraft products by 2025.

In a bid to realise the set goals, an array of measures were outlined, Kien said, stressing due attention will be paid to developing agricultural processing industry and finished goods to better the products’ value and their competitive edge in the market.

Kien said along with support policies for local production, the province will improve technical services to promote mechanisation of agriculture, particularly post-harvest processing and preservation.

Investment promotion will be given priority so as to attract investment in supporting industries for footwear, garment-textile, electronics and engineering sectors, helping local producers and exporters improve their products’ competitiveness.

On the other, the province encourages local businesses to develop materials zones to ensure stable input for production, apply advanced technology to better products’ quality, while building brands to gain foothold in the market.

According to the Department of Industry and Trade, the province is now housing 40 export firms, including 15 foreign-invested businesses.

During 2015-2020, the locality’s export revenue rose significantly, from 302 million USD in 2015 to 570.5 million USD five years later. The North America accounted for the lion’s share of the province’s export, accounting for 37 percent of the total shipments, followed by Europe (31 percent), and Asia (29 percent)./.

As vegetables pile up, Hanoi shoppers pay at will

The drizzle in late February could not stop farmers of Dong Cao Village in Hanoi’s outlying district of Me Linh from pushing themselves to the fields to harvest vegetables.

The more packs of tomatoes and lettuces are delivered, the bigger hope they see to get a break-even point.

Dozens of beds of sugar beets were left unharvested while mustard greens were severely destroyed by pests.

Tomatoes, easier to be consumed, were loaded into big bags, pilling up at a front yard of Dong Cao Village Cooperative while waiting to be shipped to the city center.

“Before Tet [Vietnamese Lunar New Year], I earned VND5-6 million [US$216-260] for every 24 square meters of sugar beets. Now, no one wants to buy them,” said Thuan, a farmer in Dong Cao Village.

“Each crop of sugar beets takes 60 days.

“As it passed day 90, we can do nothing but throw them away.”

Song, another farmer, said the cooperative helped to connect them with traders.

“A truck loads some six tonnes of veggies to sell in cities,” he added.

Customers, however, can pay at their will, VND5,000, VND10,000 or VND20,000 ($0.22, $0.43 or $0.87), simply to help cover transportation fees.

“Some of them take a couple of bags for VND50,000 [$2.17]. Tomato price now stops at VND1,500 per kilogram [0.65 cents], but there is hardly anyone bothering to trade it,” said Thuan.

Dam Van Dua, director of the cooperative, said local agricultural products need help to access other markets.

There are 100 tonnes of tomatoes and 200 tonnes of sugar beets waiting to be consumed.

Dua said the cooperative was working to connect farmers with traders and food distributing companies.

At present, some of these products have been delivered to Hanoi’s biggest wholesale markets of Long Bien and Xanh.

“On February 27 solely, we sold 25 tonnes of sugar beets and tomatoes. We expect to bring the rest to the markets in the next few weeks,” he said.

To avoid the abundance that leads to devastating price drops, Dua said they would pay more attention to food processing and balance the allocation of seeds in the next crops.

Me Linh District’s authorities have requested the Hanoi Department of Industry and Trade to introduce them to procurement agencies as well as setting up makeshift booths to help farmers sell vegetables.

Dong Cao Village has 140ha of vegetable farming with some 200 farmers and 400 frequent buyers.

However, under the impacts of COVID-19, traders from other provinces cannot enter the village, leading to slow consumption of agricultural products.
