Hanoi (VNA) – Committees of the Vietnam Fatherland Front (VFF) at all levels are promptly making preparations for the second consultative conferences on the nomination of candidates for the upcoming general elections, following the first ones in February.

The elections of deputies to the 15th-tenure National Assembly and all-level People’s Councils for the 2021-2026 tenure are scheduled to take place on May 23, which falls on Sunday.

This is an important political event aimed at selecting outstanding and deserving deputies who represent the people’s will, aspirations, and right to mastery in the NA and all-level People’s Councils in the new tenure, which is expected to help build, consolidate, and perfect a law-governed socialist State of the people, by the people, and for the people under the leadership of the Communist Party of Vietnam.

First consultative conferences: Democratic, in line with law

The first consultative conferences were held in all 63 cities and provinces nationwide from February 3 to 17.

They showed true democracy, as seen through the contribution of opinions to the NA Standing Committee and People’s Council Standing Boards’ draft plans on candidacy structure, along with the criteria for deputies at the NA and People’s Councils.

The VFF Central Committee said the first conferences agreed that 1,076 candidates will be nominated for seats in the NA, equivalent to 2.15 times the number of deputies planned to be elected. The difference between the numbers of candidates and deputies elected was 2.04 times in the 14th NA election and 2.2 times in the election to the 13th legislature.

Meanwhile, the number of candidates for membership of all-level People’s Councils in the new tenure will be 7,656; 2.06 times higher than the 3,715 deputies to be chosen. This difference was 1.66 times and 2.02 times in the 2016 and 2011 elections, respectively.

Among the 7,656 candidates to be nominated for all-level People’s Councils, there are 1,690 women (22.1 percent of the total), 748 ethnic minority people (9.8 percent), and 555 who are not Party members (7.2 percent).

On the basis of the first consultative conferences’ outcomes, preparations for the second conferences are being promptly made by VFF committees at all levels, so as to ensure that upcoming events will take place in a democratic and quality manner and be in line with the law.

Hau A Lenh, member of the Party Central Committee, Vice President and Secretary-General of the VFF Central Committee, and deputy head of the VFF Central Committee’s steering board for election affairs, said that to gear up for the second conferences, the VFF has provided instructions to central agencies and localities on the nomination of their candidates, the organisation of voters’ meetings to look into candidates’ dossiers, and the selection of eligible and outstanding persons for candidacy.

To choose moral and talented persons, the NA Standing Committee issued a new regulation stating that a deputy of the NA or People’s Councils must receive support from more than 50 percent of voters in their residential area.

Vice President of the VFF Central Committee Ngo Sach Thuc said voter confidence is an important measurement of the eligibility of NA and People’s Council deputies.

Given this, the recent joint resolution of the NA Standing Committee, the VFF Central Committee’s Presidium, and the Government paid great attention to candidates’ creditability. Those with a low level of creditability in their residential areas or workplace will not be included on the lists of candidates, he said.

The reception and consideration of candidates’ dossiers are scheduled to conclude at 5pm on March 14, and the second consultative conferences will take place five days later, on March 19.

The VFF is now stepping up monitoring and examination to gain a good grasp of the implementation of election affairs in localities, thereby identifying any difficulties or violations of election regulations or electoral rules and taking timely measures to ensure that elections are truly democratic and accord with the law./.

Nothing to lose: Vietnamese crypto investors rest hopes on unlisted coin

Armed with little more than a smartphone and a dream, inexperienced cryptocurrency investors in Vietnam are hoping to hit it big with Pi – a cryptocurrency that can be mined from a phone.

As the crypto-craze in Vietnam continues being fueled by skyrocketing bitcoin prices and overnight millionaires, investors in the country are looking for low-barrier avenues to make their own fortunes on digital currency.

Enter Pi, a relatively new digital token that can be mined through the Pi Network app, advertised as “breakthrough tech [that] allows you to mine [Pi] on your phone without draining your battery.”

Unlike conventional cryptocurrency mining, which involves the use of significant computer power to verify the legitimacy of transactions in order to earn tokens as a reward, obtaining Pi only requires ‘miners’ to log into the application and tap a button every few hours.

With such a low barrier to entry, Pi mining has pulled in scores of Vietnamese crypto-newbies in recent weeks.

“We’ve missed the boat on bitcoin, so many of us have switched to mining Pi,” said Duc Danh, a Facebook user in Ho Chi Minh City.

“There’s nothing to lose.

“After a few years, if the project succeeds, each Pi could be worth dozens of U.S. dollars.”

Also in on the Pi hype is Vinh from Phu Nhuan District, a Pi miner who has recruited 70 other ‘miners’ and aggregated over 1,000 Pi coins for doing so as part of a Pi Network program akin to a multi-level marketing scheme.

“Pi mining costs nothing but bits of phone storage,” Vinh argued.

“What if the price shoots up to a few hundred U.S. dollars in the future?

“No one expected bitcoin to soar to $50,000.”

New members on the Pi Network receive one free Pi coin and start with a mining speed of 0.1 Pi per hour.

This velocity will increase with more accepted referrals, thus incentivizing users to gather as many new recruits under their umbrella as possible.

On Facebook, Pi Network groups have amassed hundreds of thousands of members curious about crypto mining, Pi’s identity verification system, and security.

K., a newbie in one of these groups, shared great optimism for the cryptocurrency.

“I learnt about Pi the other day on Facebook, and have had high hopes for it ever since,” he said.

Despite not being listed on big-name cryptocurrency exchanges, Pi’s trading value is already receiving real-world recognition, with one coffee shop in Ho Chi Minh City accepting the token as payment.

There are also reports of an e-commerce platform that accepts Pi as payment at a rate of VND100,000 ($4.5) for one Pi token, though the website was taken down on February 28.

No free lunch

Vietnamese users should take careful consideration before joining the Pi Network, said Dang Minh Tuan, a blockchain expert at the Posts and Telecommunications Institute of Technology in Hanoi, during a conversation with Tuoi Tre (Youth) newspaper.

The most obvious thing, according to Tuan, is the risk of giving away personal data to the app developers.

With a community estimated at over 15 million users worldwide, Pi is currently a gold mine of personal data that can be abused for targeted ads on Google, Facebook, and TikTok.

On top of that, Pi’s core team has not yet registered itself as a legal entity, which renders the contracts and ownership accords between users and Pi unprotected by law.

Pi has also not yet released its source code to the public, making the aggregate supply and demand of Pi tokens unidentifiable.

This indicates a huge risk for users involved because the developers have the power to inflate the currency as they please.

Sharing the skeptic’s view, financial expert Lam Minh Chanh sounded the alarm about scams in the likes of Onecoin, Skyway, or MyAladdinz.

According to Chanh, Pi is not completely free as users have to invest a great amount of time and phone resources.

They also face data security risks in return for the hopes of high investment returns that are fanned by vague speculation.

“Miners are unlikely to get rich. There is no free lunch,” he said.

According to Nguyen Hoang Minh, deputy director of the State Bank branch in Ho Chi Minh City, bitcoin and other similar types of cryptocurrency are not methods of payment compliant with law in Vietnam.

Issuing, supplying, and using bitcoin as well as other similar types of cryptocurrency as forms of payment are also prohibited.

Accordingly, users and suppliers of cryptocurrency in the country will be declared culpable and subject to penalties.

Taiwan prepares white rhino ‘Emma’ to find mate in Japan

It’s been a busy and exciting time at Taiwan’s Leofoo Safari Park where zookeepers have been preparing to send one of their southern white rhinos over to Japan.

Part of an attempt to widen the gene pool of Asia’s captive-bred white rhinos, it is the first time Taiwan will send a rhino overseas to breed.

The safari park scoured their 23 strong herd to find a suitable candidate and settled on “Emma” who ticked all the right boxes.

“Emma was chosen because of her mild personality… and her smaller size also makes it easier to ship overseas,” Sean Wu, the park’s chief veterinarian and animal manager, told AFP .

“She seldom get into fights with other rhinos or snatch other’s food.”

Visa and paperwork depending, Emma will soon travel to Japan’s Tobu Zoo in Saitama where a 10-year-old fellow rhino “Moran” has been lined up to be her first suitor.

To help her adapt to her future new home, zookeepers have started using Japanese instructions for commands such as “come” and “no”.

“We have added Japanese commands in our daily animal training so that slowly when she (Emma) arrives in Japan she can more quickly adjust to the new language,” Wu added.

The rhino has also been trained to get used to “outdoor ambient sounds” such as aeroplane engines and trucks to prepare her for any noise during the upcoming journey.

Her trip originally set for this month has been postponed to late April at the earliest due to Japan’s border restrictions imposed over the COVID-19 pandemic, the park said.

A vet and a zookeeper will fly from Taiwan two weeks ahead of her departure to undergo quarantine. They will stay in Japan for at least a week to ensure Emma adjusts to the new environment.

Vietnam warned to be on high alert of H5N8 avian flu strain

The Hanoitimes – The strain is a subtype of the influenza A virus that causes flu-like symptoms in wild birds and poultry.

The United Nations Food and Agriculture Organization (FAO) and the World Health Organization (WHO) have warned Vietnam to keep vigilant after confirmation of seven farm workers infected with the influenza A (H5N8), the Ministry of Health said on March 3.

Russian authorities have reported seven farm workers in a chicken farm in the country, aged 29 to 60 years, infected with the H5N8 strain of avian flu, WHO stated.

This is the first report of H5N8 poultry-to-human infection even though the virus has been circulating in poultry and wild birds since 2016, WHO said, adding that all the seven human cases were asymptomatic.

Thus, there was no evidence of human-to-human transmission of avian influenza H5N8, and the risk of an outbreak among humans remains very low, WHO concluded.

The strain is a subtype of the influenza A virus that causes flu-like symptoms in wild birds and poultry. Outbreaks of the H5N8 strain have been reported in Russia, Europe, China, the Middle East, and North Africa in recent months.

In Vietnam, the Department of Animal Health (DAH) under the Ministry of Agriculture and Rural Development (MARD) has never detected H5N8 virus in their surveillance systems. The DAH will increase testing for H5N8 virus in the national avian influenza surveillance program starting from 2021.

Dr. Pawin Padungtod, senior technical coordinator of the FAO in Vietnam, said that technically, the H5N8 virus strain shares antigenic characteristics with the H5N6 strain circulating in Vietnam.

The current avian influenza vaccine used in Vietnam would remain effective to prevent the disease in poultry. Therefore, the current avian flu vaccine used in Vietnam still works against the H5N8 strain, he added.

To prevent H5N8 influenza infection, FAO and WHO recommended breeders strengthen biosecurity measures in the breeding area, comply with poultry vaccination schedules, report unusual cases of poultry deaths and not allow visitors to enter farms.

The bird flu infections in humans have been associated with direct contact with infected live or dead poultry.

Dr. Satoko Otsu, a team leader of WHO Health Emergency Program in Vietnam stressed that although the risk of human infection of this specific strain of avian influenza A(H5N8) in Vietnam is very low, local residents should remain vigilant and continue to practice personal protective measures against avian flu.

Vietnam repatriate citizens from Myanmar

Vietnam has repatriated nearly 400 Vietnamese citizens from Myanmar following deadly escalations after the military coup in early February.

Passengers landed in the home country on Thursday afternoon from two flights operated by Vietnam Airlines, the national flag carrier.

The returnees, who are those working and living in many parts of Myanmar, arrived in Danang for quarantine.

Vietnam Airlines said it took days to make the flights possible with the focus on safety measures against the pandemic.

All crew members and passengers equipped with personal protection equipment.

All crew members and passengers were required to wear personal protection equipment (PPE) during the flight and to undertake compulsory quarantine upon arrival.

Vietnam suspended international flights since March 2020 but it has maintained repatriation flights and Vietnam Airlines is responsible for almost all flights.

In 2020, Vietnam Airlines operated more than 180 flights bringing home more than 52,500 Vietnamese nationals who were stranded in more than 30 countries and territories.

The repatriation of Vietnamese nationals gives priority to children under 18, the elderly, the sick, students having no dormitories, those facing hardships, and special cases.
