Hanoi’s smart city project needs careful planning: Experts

The Hanoitimes – Hanoi will focus on researching, applying, and developing sustainable smart urban planning.

The construction of smart cities must be conducted in a structured manner in accordance with the planning, Kinh te & Do thi quoted Deputy Minister of Construction Nguyen Tuong Van as saying.

“The successful experience of many countries shows that building tools to manage urban development on the basis of planning and integrating these contents into the urbanization strategy should be seen as a focal issue,” Mr. Van said.

Smart urban development management needs to follow a roadmap to gradually optimize urban development management, improve life quality of urban residents, and create opportunities for human development, the deputy minister emphasized.

According to Deputy Director of the Hanoi Department of Planning and Architecture Nguyen Trong Ky Anh, over the past time, huge works on urban planning appraisal have been fulfilled, but still failed to meet the progress.

Mr. Ky Anh said that the above-mentioned limitation is due to insufficient application of information technology which has only helped the city monitor the quantity, status and administrative procedures of the planning projects.

Given these shortcomings, more than ever, accelerating the development of smart cities and the application of new technologies in Industrial Revolution 4.0 to urban planning and management is imperative for Hanoi today.

Five core solutions

For setting the strategic orientations and planning vision to connect new urban areas with metropolitan areas in the context of Industry 4.0, Vice Chairman of the Hanoi People’s Committee Nguyen Doan Toan said that the city has identified five groups of issues to be dealt with. Among them, the top priority is to promote the application of smart technology in urban development planning and management.

Accordingly, the city will develop smart applications to support decision making in the appraisal and release of urban planning.

Besides, the city will develop a system to provide planning information and receive suggestions and feedback from the community to monitor the implementation of urban planning.

The vice chairman stressed that Hanoi will focus on researching, applying, and developing sustainable smart urban planning; attracting investment resources to build, manage and develop smart urban infrastructure.

Moreover, the city will implement pilot programs and projects for sustainable smart urban development and promoting e-Government.

Hanoi also promotes the training and retraining to improve the capacity and professional level of people in the leadership positions to meet the demand of developing and operating smart cities in each phase.

Singapore willing to share experiences in smart city development with Hanoi

The Hanoitimes – Hanoi will tighten cooperation with Singapore in various fields to promote the two countries’ good relationship.

Singaporean Ambassador to Vietnam Catherine Wong Siow Ping made the statement at the meeting with Secretary of the Hanoi Party Committee Vuong Dinh Hue on January 19.

The ambassador said that since Vietnam and Singapore have put the Covid-19 pandemic under control, the two countries have cooperated and shared experiences in preventing the pandemic while pushing forward socio-economic development.

Ambassador Catherine Wong Siow Ping noted that despite the impacts of the Covid-19 pandemic in 2020, Singapore is still Vietnam’s largest investor, which proves the faith of Singaporean investors in Vietnam and that they will continue to invest in creative industries in the country.

Congratulating the ambassador for successfully completing her term in Vietnam, Mr. Hue expressed his delight at the good relationship between Vietnam and Singapore, especially in trade exchange, investment cooperation and tourism.

Hanoi has cooperated with Singapore in a number of fields, including cultural exchange, smart city building, and urban greenery development, among others, the municipal party chief said.

“The achievements in the relations of the two countries in the past are due in part to the important contributions of the Singapore Embassy and Ambassador Wong Siow Ping,” Mr. Hue said.

Briefing the ambassador on some outstanding results in the city’s socio-political performance in 2020, the municipal Party chief expressed his wish that Hanoi would keep cooperating with Singapore in various fields to contribute to promoting the two countries’ good relationship.

Welcoming the proposals of Ambassador Catherine Wong Siow Ping, Party Secretary Vuong Dinh Hue wished the Ambassador will continue to be a bridge to promote the strategic partnership between the two countries.

China’s General Secretary Xi welcomes Vietnamese Party chief’s special envoy in Beijing

A special envoy of Vietnamese Party chief Nguyen Phu Trong has arrived in Beijing to congratulate General Secretary of the Communist Party of China (CPC) Central Committee Xi Jinping on his appointment, the Vietnam News Agency reported.

General Secretary Xi received Hoang Binh Quan, head of the Communist Party of Vietnam (CPV) Central Committee’s Commission for External Relations and special envoy of General Secretary Trong, in the Chinese capital on Monday.

During the meeting, Quan conveyed the Vietnamese Party chief’s congratulations on the success of the CPC’s 19th Congress and Xi’s re-election as General Secretary of the CPC Central Committee for its 19th tenure.

The 19th National Congress of the Communist Party of China took place from October 18 to 24 in Beijing.

Seven members of the CPC Politburo Standing Committee were then announced, including Xi, Li Keqiang, Li Zhanshu, Wang Yang, Wang Huning, Zhao Leji, and Han Zheng.

The Vietnamese official hoped that both countries could strive to further develop their traditional friendship and comprehensive strategic cooperative partnership.

He expressed his belief that under the leadership of the CPC Central Committee with Xi as its nucleus, the Party, State and people of China could successfully achieve goals set by the 19th Congress and make greater achievements in the cause of building and developing socialism with Chinese characteristics.

Quan affirmed that the Party and State of Vietnam treasured the development of neighborliness and comprehensive cooperation with China, hoping that both sides would join hands to realize the common perceptions reached by the two Parties and countries’ leaders.

Vietnam appreciates and welcomes the upcoming state visit by General Secretary Xi and his attendance at the Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Week, which will take place in the central city of Da Nang from November 6 to 11, he added.

Replying to his guest, General Secretary Xi said the CPC and himself also treasured their ties with Vietnam.

He expressed his support for Vietnam’s successful hosting of the APEC summit week and extended his regards to General Secretary Trong and other Party and State leaders.

Discovering Pê Răng Ky cave on Tủa Chùa plateau

Located in Huổi Só Commune in the rocky plateau of Tủa Chùa District in Điện Biên Province, Pê Răng Ky cave has a wild and mysterious beauty with a variety of beautiful stalactites.

The cave is hidden at the foot of a cliff in the middle of a majestic mountainous region. It is 800m long at an altitude of more than 1,000m above sea level.

Over the years, Pê Răng Ky cave has become a tourist destination, attracting many visitors who come to admire its mysterious and pristine beauty.

The cave was recognised as a national level relic by the Ministry of Culture, Sports and Tourism in early 2019.

To reach Huổi Só Commune, one of the two communes of Tủa Chùa District with the Đà River flowing through, we had to cross nearly 20km to go to the centre of Xá Nhè Commune. Continuing along the northeastern slope, through Tả Hủ Tráng mountain range by Tủa Thàng-Huổi Só road, then passing Tà Si Láng pass for more than 10km, we came to Huổi Só – the most remote commune of Tủa Chùa District.

The cave is about 30km from the centre of Huổi Só Commune. To reach one of the most beautiful parts of the cave system in Điện Biên Province, we had to continue the journey on winding passes under the green forest and went through five of the commune’s nine villages.

The Pa Phông suspension bridge in Pa Phông Village was an impressive highlight of the natural scene here. The bridge’s two sides are steep and tall cliffs. Cool climate, unique geology and geomorphology have formed a unique biodiversity area here.

Passing Huổi Ca Village, we arrived in Huổi Lóng Village where many Dao ethnicity people live. Huổi Lóng village is located along the Đà River. Huổi Lóng river wharf is the only place where a market is held four times per month on the Đà River with countless goods and agricultural products on offer.

Leaving the Huổi Lóng river wharf, after about 5km we arrived at Pê Răng Ky cave. The cave has three compartments, each with its own mysterious beauty.

The first compartment of the cave features large stone pillars with a height of about 10m like giant mushrooms. The two sides of the cave wall are grey stalactites, sticking together to create many shapes such as ploughs, harrows and hoes for labour and production.

The second compartment is about 2m higher than the first. It is 320m long, 10 – 15m wide, and 10 – 17m high. The cave floor features extraordinary stalactites formed from drops of limestone water over thousands of years.

In this compartment, stalactites create diverse and rich shapes like corals, buddha statues and ivory. It is like a landscape picture inlaid with gold and silver, making the space shimmering and fanciful. The two sides of the cave wall are long rocks that look like chandeliers.

The third one is longer, taller, wider and more beautiful than the two previous compartments. The cave floor is large and rough rocks with square shapes and diagonal lines like a chessboard. On the sides of the cave wall are large strips of stalagmite. The air is extremely fresh here.

Notably, the last compartment has the enchanting visual beauty of the sparkling stalactite forest surrounding the clear lake.

According to the Department of Culture and Information of Tủa Chùa’s District, Pê Răng Ky cave was discovered by local people many years ago. To protect the beauty of the cave, the department has worked with the commune authorities to encourage nearly 30 households living and working around the relic not to build construction works or exploit the stone to avoid impacts on the natural landscape and ecological environment.

Coming to Pê Răng Ky cave, we had a chance to see a beautiful landscape in the majestic mountain area, saw terraced fields stretching and enjoyed the delicious dishes of locals here such as mountain goat, black-boned chicken, Mông Pê wine and San Tuyết tea, all while immersed in the sound of rhythmic pan-pipe and flute of the Mông people here.— VNS

Hai Van Pass, the best coast road in central Vietnam

Hai Van Pass is approximately 20km long and 500m above sea level.

It is on National Highway 1A, some 80km from the heart of Hue to the south and over 20km from the centre of Da Nang to the north, running across Bach Ma mountain which stretches from the Truong Son range to the sea, creating a natural boundary between Thua Thien-Hue Province and Da Nang City.

Thousands of youngsters join army

Yesterday, the Military Service Council of Thu Duc City and 21 other districts in Ho Chi Minh City held ceremonies to see off local young men to the army and public security force.

The new recruits from Thu Duc City are ready to fulfil their duty to the nation.

In 2021, 4,628 citizens from Ho Chi Minh City perform their service in military and public security forces, including two female citizens. Among them, 2.05% are official Party members, while 41.95% possess college and university qualifications.

On the same day, localities in Military Region 2, including Ha Giang, Lao Cai, Son La, Lai Chau and Dien Bien, also hosted ceremonies to see young people off for military service. The enlisted were sent to 10 units belonging to the Military Region 2, the High Command of the Border Guard and units under the Ministry of Public Security. Among them, over 82% are between the ages of 18 and 21, nearly 50% are from H’Mong ethnic groups, and more than 15% belong to the Dao and Tay ethnic groups. Over 1,000 sent written requests to volunteer to perform their military service.

In the northern province of Thai Binh, thousands of young men also started to perform services in military or public security forces. Previously, the Provincial People’s Committee, Thai Binh Provincial Military Council and other relevant units visited and presented gifts to newcomers in difficult circumstances. Each newly-recruit is given gifts worth at least from VND3-4.5 million.

Among young people in Dong Nai Province enlisting this year, 2,803 have joined military units and 305 citizens will perform their duty in the People’s Public Security units. The handover and reception ceremonies across 11 districts and cities in the southern province yesterday took place in about 20 minutes, ensuring the prevention and control of COVID-19. Previously, local authorities visited and presented gifts worth VND1.2-3.5 million to each of the new recruits.
