As far as I know, HCM City is the third city, besides Hà Nội and Đà Nẵng, to come up with a roadmap to limit private vehicles travelling to the city centre and to areas prone to traffic congestion. According to the proposal’s first phase from now until 2020, the city will increase parking fees, restrict parking for motorbikes and impose a toll on vehicles entering the city centre. Though I have no clear memories of watching the animals performing tricks, I remember the unpleasant smell of an elephant when it came near me. I was sitting somewhere in the front row, and I remember none of the animals looked comfortable while doing the show – they looked blank, like their minds were on auto-pilot, and they did not even know what they were doing. I guess that blank look tugged at my young heart, and that’s why I have never been a fan of the animal circus. Using animals in circus performances has been the centre of an ongoing debate – not only in Việt Nam but also around the world – for at least 20 years. Over the past two years, a lot of folk music featuring Xẩm (blind busker’s singing) has been performed in celebratory events and cultural festivals across the country, including pagodas and temples and even family parties. Locally known as a chiếu Xẩm, or a band of traditional musicians including one Xẩm singer, is often performed in public places, including parks and cafes. The project to build the new facility was approved by the Prime Minister in 2010. In 2011, investors designed to build a 5,000-square metre facility, which was later expanded to more than 7,000 square metres. HCM City People’s Committee has instructed the authorities of Bình Chánh District, where the new facility will be located, and investors to speed up the construction many times, but the project still has not yet been started.
