Promoting cooperation, building trust and dialogue for international peace and security

April 19, 2021 by en.nhandan.org.vn

The UN was established with the aim of maintaining international peace and security with efforts to prevent conflicts and assist conflict resolution through peaceful means, creating a sustainable environment for maintaining peace.

The topic of conflict prevention is one of the focuses in the operation of the UNSC while measures to build trust and dialogue are one of the groups of tools for conflict prevention and resolution.

In the context of complicated and unpredictable conflicts in many regions in the world, conflict prevention becomes the focus of policy and strategy in the operation of regional organisations.

Cooperation between the UN and regional organisations has increasingly attracted much attention and discussion from the UNSC. The UNSC has held a number of sessions on trust building, but so far there have been no sessions focusing on the role of regional organisations in conflict prevention through the building of trust and dialogue.

Held in both direct and online form, the high-level open debate will be attended by the UN Secretary-General, António Guterres, leaders and representatives of the UNSC member states and several regional organisations.

Presiding over the session, Vietnamese President Nguyen Xuan Phuc and world leaders exchanged opinions in order to affirm the importance of cooperation between the UN and UNSC and regional organisations in preventing and resolving conflicts through peaceful measures in accordance with UN Charter and international law while affirming that trust building and dialogue measures are essential to conflict prevention and resolution.

Thereby, the debate will also express Vietnam’s stance on peace and security in the region and the world as well as reflect the interests and expectations of the international community for a peaceful world, based on understanding, trust and dialogue.

In 2020, Vietnam successfully completed the first year of its term as a non-permanent member of the UNSC, making outstanding contributions to important activities of the UNSC as well as the United Nations.

Chairing the high-level open debate of the UNSC helps to promote the success of the Chairmanship of ASEAN Year 2020 and results of the UNSC meeting on the cooperation between ASEAN and the UN chaired by Vietnam during its first UNSC chairmanship in January 2020.

The event, thereby, demonstrates the activeness and responsibility of Vietnam as an ASEAN member and a non-permanent member of the UNSC. Through this event, Vietnam also shows its great interest in promoting the role of regional organisations and cooperation between ASEAN and regional organisations in maintaining peace, stabilisation, development and conflict prevention.

Together with two sessions on overcoming the consequences of bombs and mines and protecting the essential basis to the lives of the people chaired by Vietnam as the President of the UNSC, this high-level open debate demonstrates the motto throughout the term of “Partners for sustainable peace” while conveying the Vietnam’s message as a country for peace, dynamism, innovation, and positive integration, thus making a positive contribution to peace, security and development in the world.

The presiding over the high-level debate of the UNSC by President Nguyen Xuan Phuc is the first multilateral foreign affairs activity of the country after the successful organisation of the 13th National Party Congress. This is an opportunity for Vietnam to send the message of its Party and State about the country’s development orientation, vision and development aspirations set by the 13th Party Congress to the international community, which also affirms the foreign policy of peace, independence, autonomy, multilateralisation, diversification, and proactive and active integration into the world in a comprehensive, extensive and effective manner.

This special event contributes to enhancing the prestige and position of Vietnam and upholding its role and responsible contribution to peace and security issues, thereby implementing the policies of the Party and State on promoting and raising the level of multilateral diplomacy.

May the high-level open debate of the UNSC chaired by State President Nguyen Xuan Phuc be a success, affirming Vietnam proactive and active participation and contribution to the joint work of the UNSC and the international community while boosting cooperation and trust and dialogue building for peace and security in the region and in the world.

The People’s Peace Treaty was signed by representatives of four U.S. and Vietnamese student organisations in 1971, reflecting their common aspiration for peace and raising a strong voice to end the war waged by the U.S. in Vietnam.

April 20, 2021 by en.qdnd.vn

The 17 prizes comprise three first prizes, four second prizes, four third prizes and six consolidation prizes.

Vietnam News – the national English language daily, the Ethnic Minority and Mountainous Region Pictorial, and photojournalist Nhan Huu Sang of the Press Photography Department are among the first-prize winners.

Other first prizes were presented to individuals and groups from Thanh Nien (Young People) and Nhan Dan (People’s) newspapers, the Quang Ngai Radio and Television Station and the Vietnam Television.

The award, the fourth of its edition, also honored 15 second prizes, 18 third prizes and 27 consolidation prizes, in the categories of print newspaper and electronic newspaper in Vietnamese and foreign languages, radio broadcast, television broadcast, press photo and book.

The organizing board received 970 entries, up nearly 9 percent as compared with the previous edition, with 931 works qualified for the contest. They are made in 15 languages – Vietnamese, English, French, Russian, Chinese, Spanish, Bulgarian, Japanese, Korean, Indonesian, Lao, Khmer, Slovakian, German and Thai.

Of the entries, 22 come from foreigners. The others hail from press agencies and newspapers at both central and grassroots levels, and overseas Vietnamese.

The organizing board said the works have actively contributed to promoting the land, people and history of Vietnam to the world. They have touched upon political, economic, social and cultural lives of Vietnamese at home and abroad.

The works have reflected guidelines of the Party, policies and laws of the State, as well as Vietnam’s views and stance on regional and international issues in an accurate, timely and vivid way, while opposing false and distorted information about the country, the board said.

The ceremony saw the attendance of Deputy Prime Minister and Foreign Minister Pham Binh Minh, head of the Party Central Committee’s Commission for Information and Education Vo Van Thuong who is also head of the central steering committee for external information work, and head of the Party Central Committee’s Economic Commission Nguyen Van Binh, among others.

Addressing the ceremony, Deputy PM and FM Minh congratulated the winners of the award, which, he said, has helped enhance connectivity and coordination between foreign news service units, as well as between domestic and foreign news services.

The 2017 contest’s success has not only reflected the prestige of the award but also affirmed the important role of the external information work in national construction and development, the official said.

He attributed achievements recorded in the country’s foreign affairs in 2017, especially the APEC Year, to contributions of the external information work, including the award.

External information has helped raise trust, consensus and support of people from all walks of life, both at home and abroad, and create an aggregate strength to affirm Vietnam’s prestige and position in the international area, Minh noted.

He urged the external information work, including the award, to keep a close watch on domestic and international situations to serve the interests of the nation.

Via the award, the external information work, should renew form, content and ways to access audience, focusing on foreigners and foreign countries and territories, in an accurate, timely, flexible and suitable manner.

The official also underlined the need to increase information in foreign languages, especially news about the country’s socio-economic development, national sovereignty protection, guidelines and policies, while stepping up the application of information-technology in the work.

More attention should be paid to personnel training, he said, suggesting that the award should be rolled out on a larger scale to promote its prestige.

First launched in 2014, the contest has drawn great attention from both domestic and foreign press organizations, publishers and reporters. The number of entries to the competition has increased through years from 515 works in 10 languages in 2014 to 970 entries in 15 languages in 2016.
