Besides, 10 percent of the communes are expected to win the status of model new-style rural area. At least two districts in the province will meet criteria for a model new-style rural area and per capita income in rural areas is set at 55 million VND (2,365 USD). To that end, Hai Duong needs to mobilise more than 35 trillion VND (1.5 billion USD) for the programme, of which nearly 9 trillion VND (387 million USD) will come from the State budget and 20 trillion VND (860 million USD) from credit loans. As of September this year, 190 out of the 220 communes in Hai Duong had been recognized as new-style rural areas, reaching 96.3 percent. On average, communes across the province completed13.65 of all 19 criteria for the programme, four times higher than in 2010. As of 2018, per capita income in the province had reached 42 million VND (1,800 USD), doubling the figure in 2010, withthat of rural people hitting 29 million VND, higher than the average in the Mekong Delta region and the country. The 3-hour vote took place during the upper house’s third plenary session which was attended by 134 out of 136 senators. Former President of the All Indonesian Football Association (PSSI) La Nyalla Mattalitti was elected after drawing 47 votes. The national carrier is allowed to operate flights between Viet Nam’s Ho Chi Minh City and Ha Noi and the U.S. cities of Los Angeles, San Francisco (California); New York (New York), Seattle (Washington) and Dallas - Fort Worth (Texas). The transit flights will include stops in Taipei (Taiwan – China), Osaka and Nagoya (Japan). Viet Nam Airlines is also allowed to operate flights to the Canadian cities of Vancouver, Montreal and Toronto via points in the U.S. In addition, Viet Nam Airlines is also licensed to operate routes from destinations outside Viet Nam, via Viet Nam or other transit points to 25 destinations in the U.S. under codeshare arrangements. The average registered capital per new firm hit a new record high, mounting to 12.6 billion VND (nearly 542,900 USD), according to the Ministry of Planning and Investment’s Agency for Business Registration. The new firms registered to employ around 929,800 workers, up 13.4 percent year-on-year. Already-operational firms also registered to add about 1.73 quadrillion VND to their capital, bring total capital injected to the economy over the period to more than 3.02 quadrillion VND.
