“In Progress” to bridge art and education

The Hanoitimes – The “In Progress” aims to contribute to enriching the cultural life of Vietnamese people by bringing diverse art and cultural events to the public.

“In Progress”, a pastime program, is slated to take place in Hanoi from March to May, will introduce a series of art and cultural events to local people.

“Virtual private realms” project, one of programs in the “In Progress”.

Cutting across multiple disciplines, the “In Progress” will introduce 12 interesting events ranging from exhibition, multisensory puppet show, film screenings to a workshop bridging art and education, new engagement with an old art form, and many more.

In the context that Covid-19 is still complicated, there is likely a change in time and organization for each event. During the time of the program, the organizers will take necessary measures as well as cooperate with the municipal government to put in place the anti-pandemic protocols.

With an aim of contributing to the enrichment of the cultural life of Vietnamese people by bringing diverse art and cultural events to the public, 12 event proposals have been selected to to be included the “In Progress”.

“In Progress is truly an unprecedented opportunity for creative hubs and cultural practitioners to connect with artists across the country and thereby stepping out of their areas to reach new groups of audiences,” said Vu Thi Thanh Binh, a manager of “A week of culture and creativity” project.

The 12 wonderful art and cultural projects are expected to help audiences discover the “In Progress” as an opportunity for the young generation of Vietnamese artists to demonstrate how the arts and culture can make a positive change to the society and the world today.

Shake-up for solar power investment

The contents of the decision circulated on January 21 is in draft form, while final contents are subject to further reviews by the Ministry of Industry and Trade (MoIT), and consultations with other relevant ministries before the prime minister’s final signature.

This draft decision would apply the selection mechanism on a long-term basis. Bidding rounds will be conducted based on a so-called Renewable Energy Development Plan formulated by the MoIT for each 5-year period. A more specific plan will be circulated on a biannual basis.

The main investor selection mechanism is a so-called “competitive selection of investors based on project location”, which means that: (i) project location will be chosen/determined by the governmental authorities; and (ii) investors must submit bids to compete for securing the project development right at that pre-selected project location.

Under this draft decision, the bidding mechanism would be conducted at the local level by provincial-level people’s committees, rather than by the MoIT at nationwide level.

As regards power sale/purchase price, the current draft provides that the ceiling price will be subject to a specific pricing framework, which will be prepared and issued by the MoIT on a biannual basis.

In addition, the draft decision proposes detailed regulations on eligibility requirements for investors participating in this mechanism, bidding procedures and requirements for selected investors. Notably, it also makes a reference to a model power purchase agreement (PPA) template, but as the full text of such template has yet to be completed, it remains uncertain as to whether there would be any or significant improvements to the risk allocation and bankability of this proposed template for new renewable energy projects under this reverse auction mechanism.

Recommended considerations

There are specific intentions under this draft which relate to overall legal mechanisms and for renewable projects in Vietnam, such as upcoming regulations related to the solar auction/competitive bidding programme; necessary legal considerations for existing and newly proposed solar farms to best prepare for participation in competitive selection mechanisms; specific selection procedures as proposed under the draft decision; and specific opportunities and challenges, as well as legal and practical solutions for development and investment in greenfield solar power projects in Vietnam.

The investor selection mechanism proposed under this decision applies to all solar power projects directly connected to the national power grid. Under the draft, a solar power project may be approved for development through either competitive selection of investors based on the project’s location, or investor approval.

Most parts provide guidelines for the former method. On the other hand, no specific guidance on the latter method was provided, but as a general rule of law, the method must be subject to the new Law on Investment as well as the investor appointment mechanism under the current bidding regulations.

It is also worth noting that all of these will be subject to more guidelines specific to the solar and renewable energy sector to be provided in the final draft.

Eligibility requirements

The draft decision does not impose any restriction on participation by foreign investors. However, participating investors must be independent from each other. This requirement may limit the number of proposed projects and chance of success in the bids of certain investors.

For example, an investor must not be named in technical proposals for two or more proposed projects whether as an independent investor or as a consortium of multiple investors; and an investor must not own more than 20 per cent capital of another investor participating in the bids.

In addition, the participating investors must submit, together with the bid proposals, certain documents demonstrating their experience and financial capability, such as financial statements in the last two years and evidence of the capability to mobilise investment capital (both equity financing and debt financing).

Power sale tariff

For selected projects, the electricity tariff is set at the rate proposed by the winning investors in the bidding process. Among the investors that have met all eligibility and technical requirements, as a general rule, the investors proposing the lowest power tariff will be selected to sign a PPA with Electricity of Vietnam (EVN).

The applicable tariff will apply for 20 years from commercial operation date (COD) of the project and will be subject to the USD-VND exchange rate fluctuation based on the central exchange rate announced by the State Bank of Vietnam on the invoicing date.

To ensure the feasibility and enforcement of the proposed tariffs, the draft decision requires that the electricity tariff formulated by participating investors must take into account, among other things, project development costs determined in compliance with the construction law and solar power regulations; and grid connection costs.

For selected projects, if the project fails to reach COD as proposed during the bids, under the draft, the electricity tariff under the project PPA will be reduced by a cumulative portion of 4 per cent after each 90-day period of delay/falling behind the originally proposed schedule.

Selection procedures

The draft decision sets out the following key procedures:

– The MoIT prepares/adopts the 5-year renewable energy plan based on (among other things) the power development master plan and the status of the local power grids. This plan specifies a total capacity for each type of renewable energy source for a 5-year period; and a list of transmission lines and substations (with voltages from 220kV) coming into operation during the 5-year period.

– In each 2-year period, based on the 5-year renewable energy plan, the MoIT prepares/adopts a 2-year periodical solar development plan, which specifies the total solar power capacity to be developed in each province/city; and a list of 110kV/220 kV/550 kV transmission lines and substations that are capable of absorbing power generated from renewable energy projects.

– On a biannual basis, provincial people’s committees (PPCs) prepare solar investor selection plans under their local management for the province based on (and no later than six months from issuance of) the MoIT’s 2-year periodical solar development plan. This selection plan must specify the project locations that will be opened to bidding.

– PPCs submit the draft solar investor selection plan to the MoIT and EVN for their appraisal/comments, prior to PPC adoption and publication of their selection plan.

– Participating investors submit proposals to relevant PPCs, with a separate technical proposal and a separate commercial/electricity tariff proposal.

– PPCs evaluate the submitted proposals, select projects, and sign PPAs for selected projects/winning investors.

There are other notable requirements for investors. The draft decision requires a bid guarantee of 0.5 per cent, the total investment capital of the participating project. Forms of bid guarantees to be submitted, as well as conditions for returning bid guarantees have yet to be specified at this stage under the draft.

For selected projects, it also requires investors to sign a “project development commitment letter” based on the contents of the bid proposals. Investors must also deposit an investment project implementing security in the bank accounts of the local authority or other forms in accordance with the new Law on Investment.

New rom-com highlights Vietnamese women

HCM CITY — The award-winning film producer and director Nhất Trung has announced a new project called 1990 that highlights the career and life of successful Vietnamese women.

1990 is a rom-com work revolving around a group of three close friends with different personalities. When all three women turn 30, they must face challenges in life, marriage, love and career. They learn to help each other to overcome problems.

Trung, who is also the film’s scriptwriter, told local media: “Most Vietnamese films’ leading characters are male, featuring topics about love. Not many films highlight female characters.”

The film stars famous actresses Ninh Dương Lan Ngọc, Nhã Phương and Diễm My 9x, who were born in 1990 and turned 30 during the filming last year.

Trung said all three actresses were best friends in real life. Their lives were the inspiration for making 1990.

“In recent years, my studio has changed to develop topics which have been rarely mentioned in Vietnamese cinema,” Trung said, adding that his future projects may be less attractive to audiences.

Director Trung become known for his rom-com Cua Lại Vợ Bầu (Win My Baby Back) which was released in late January 2019, during the Tết (Lunar New Year) holiday.

The film raked in more than VNĐ191.8 billion (US$8.33 million) in ticket sales, one of the highest-grossing Vietnamese movies of all time. Nearly 2.7 million tickets were sold within two months.

The work features love themes using comedy and exciting action, starring Ninh Dương Lan Ngọc, winner of the Golden Kite award for Best Actress in 2010 and 2015, and famous comic actor Trấn Thành.

The film won the Silver Lotus Award for best movie at the 21st Việt Nam National Film Festival in Bà Ria-Vũng Tàu in late November 2019.

It also brought Trung the prize for best scriptwriter, and Trấn Thành the prize for best leading actor.

Trung’s new movie 1990 is in post-production, and is expected to be released in cinemas on April 30. — VNS

Private drama troupe to close due to bankruptcy

HCM CITY — Phú Nhuận Drama Stage, a leading private theatre in HCM City, will close in April as its investors are going bankrupt due to the impact of the COVID-19 outbreak.

“The closing is not temporary but forever,” said the theatre’s owner and People’s Artist Hồng Vân in a recent interview with local media.

“I opened my first theatre, Phú Nhuận Drama Stage, in 2000. I spent my own money, several billions of đồng , running the theatre. I lost,” she said.

The theatre offered just 15 shows in January before the spread of the virus began in early February in Hải Dương Province.

Vân closed her theatre for the Tết (Lunar New Year) holiday from February 12. She could not pay salaries on time for her staff of 30.

“My leasing land agreement signed with the managing board of Phú Nhuận Cultural House will end in April. I don’t have enough money to extend the contract,” said Vân, adding that she and her partners, the theatre’s investors, are facing serious financial problems.

If Vân closes the Phú Nhuận Drama Stage, she owns only one theatre, Hồng Vân Chợ Lớn Drama Stage in Thuận Kiều Street in District 5. She used to have four theatres.

Vân opened Hồng Vân Chợ Lớn Drama Stage in December last year and also works as the theatre’s art director. She spent a huge amount of money on renting the location and hiring staff. She did not disclose the amount of money.

The theatre has attracted 15 young actors who are graduates of leading art schools in the city, such as the HCM City University of Theatre & Cinematography and HCM City University of Culture.

The theatre has offered three new plays, including Ngẫm Kiều (Song of Kiều), a musical drama on love and women.

The musical is based on the 18th-century Vietnamese epic poem Truyện Kiều (The Tale of Kiều), which is recognised as one of the country’s top literary works.

Ngẫm Kiều was first staged in late December and several times in January. Audiences were provided with free facial masks and temperature checks before entering. The tickets sold out for the next two months. However, the curtain had to close due to the latest outbreak of the virus in the city.

Vân began her career as a theatre actress at the HCM City 5B Small Theatre after graduating from the HCM City College of Theatre & Cinematography (now HCM City University of Theatre & Cinematography).

Her troupes, Phú Nhuận Drama Troupe, Superbowl Drama Troupe and Hồng Vân Drama Troupe, are all leading private theatres in the region. Her troupes have offered training courses in performance skills targeting young talents over the last eight years.

“Actors of Phú Nhuận Drama Stage served and expanded Vietnamese drama to audiences for the last 21 years. We now have to say goodbye,” said the 55-year-old, who has more than 30 years of experience in the industry.

“We hope audiences will support us by visiting Hồng Vân Chợ Lớn Drama Stage,” she said. — VNS

Fashion designer Hoàng takes part in theatrical world

HCM CITY — Well-known fashion designer Sĩ Hoàng is working with a group of actors in HCM City to produce a new play about Vietnamese history in an aim to lure audiences back to the theatre.

Hoàng is working as a stage costume designer for Khóc Giữa Trời Xanh ( Crying under the Blue Sky), a tragic work featuring the life of Lê Văn Thịnh, a famous official of the royal court of the Lý Dynasty in 1084.

He was also invited to play the lead role Thịnh after casting. He has worked with skilled actors of the Hoàng Yến Drama Club to perfect his performance.

Khóc Giữa Trời Xanh is directed by Nguyên Phùng. The play depicts the themes of patriotism and honesty.

“ Khóc Giữa Trời Xanh features historical events. The play should be staged in a realistic style,” said fashion designer Hoàng, in an interview with Thanh Niên (Young People) newspaper last week.

“Director Phùng asked actors to read documents and books about the history of Lý Dynasty, its culture and people. This helped to breathe life into the play.

“I hope our performance will leave a new impression on audiences,” he said.

Hoàng has been working as a stage costume designer for many years with a large number of his products used in large-scale plays, including two produced by the Việt Nam Chèo Theatre and the Hà Nội Drama Theatre, to celebrate the 1,000th anniversary of Thăng Long-Hà Nội.

He has tried his hand at acting, and achieved his first success winning a silver prize for his role in Yêu là thoát tội at the National Drama Festival 2018 in Hà Nội.

Hoàng has worked with experts such as Professor Dương Trung Quốc in Hà Nội and Professor Nguyễn Khắc Thuần in HCM City for his latest drama. “This helps me understand the national and local tradition from the period in which the drama is set,” said Hoàng.

Graduating from HCM City Fine Arts College, Hoàng has worked hard to make his dream come true. He designed his first áo dài in 1989 when the country’s first beauty contest Miss Áo Dài was held in HCM City.

He painted flowers on áo dài which were worn by the competition’s winners. His designs impressed judges and audiences. The trend of painting on áo dài was born.

In 2002, he opened Đi ểm Một Thời , a tea shop offering fashion shows and Vietnamese tea served in traditional style. The luxury shop quickly became an essential part of life in HCM City for many residents.

Điểm Một Thời served Queen Sylvia of Sweden and her husband King Carl Gustaf XVI during their tour to Việt Nam in 2004. They revealed their musical side when they played the parts of “cup clickers” during a performance of traditional Vietnamese music at the shop. They also watched beautiful girls in áo dài at a fashion show.

“In Khóc Giữa Trời Xanh , we will offer Vietnamese drama in the style of the South,” said Hoàng.

The play Khóc Giữa Trời Xanh will make its debut on May 12 at the city’s Opera House at 7 Lam Sơn Square in District 1.  VNS

HCM City’s CPI inches up 1.19 percent in February

HCM City (VNA) – The consumer price index (CPI) in the southern largest economic hub of Ho Chi Minh City increased 1.19 percent in February from the previous month, according to the city’s Statistics Office .

Among 11 groups of products and services in the CPI basket , the group of housing, electricity, water and construction materials had the highest price increase of 2.06 percent. This included a 13 percent hike in power price , 2.65 percent rise in water price, and 0.14 percent fall in housing rent due to the COVID-19 pandemic.

The prices of restaurant and catering services showed a big jump of 1.35 percent, with those of foodstuff growing 1.79 percent from January. The strongest surges in this group were seen in the prices of pork (5.28 percent), beef (2.36 percent), poultry (3.99 percent) and aquatic products (3.12 percent) due to high demand during the traditional Lunar New Year (Tet) holiday – the biggest traditional festival of Vietnamese people.

Moving in the same trend were groups of beverage and tobacco (0.41 percent), and garment, hats and footwear (0.35 percent).

Affected by the petrol price hikes on January 26 and February 25, transportation fees increased by 1.68 percent.

In contrast, the prices of medicine and medical services dropped by 0.05 percent, and those of the education group decreased by 0.01 percent.

The Statistics Office also said that the gold price went up by 1.1 percent while the price of US dollar expanded 0.02 percent as compared to January./.
