Vietnam crude oil and natural gas production face downside risks on Covid-19

The Hanoitimes – Overall crude oil and natural gas production in Vietnam may suffer year-on-year declines of 5% and 1%, respectively, in 2020.

Vietnam’s crude oil and natural gas production face downside risks, in light of a double-whammy of global oil price collapse and sluggish demand due to continued spread of the Covid-19 pandemic, according to Fitch Solutions.

As of March 31, benchmark Brent had lost almost 60% of its value since the start of 2020. This has occurred next to an apparent price war between Saudi Arabia and Russia, in the aftermath of failed OPEC+ talks in March, and global demand fears created by the Covid-19 pandemic.

This has triggered widespread reactions from across the globe as oil and gas firms announced significant capex cuts, reduced output targets and other cost cutting measures, in order to ride out the downturn. By comparison, responses from Asia’s national oil companies (NOCs) have been more measured, although many have indicated that they are closely monitoring the situation.

Vietnam’s state-owned oil producer PetroVietnam (PVN) has yet to commit to any spending cuts. However, the state-owned enterprise (SOE) did concede through an official statement, that its 2020 revenues are likely to be halved, due to the drop-off in crude and losses incurred from some ongoing projects as a result. The SOE is also believed to have ordered its subsidiaries to prepare business scenarios for different oil price levels, as it contemplates the likelihood of a protracted downturn in prices. Such a scenario would be highly negative for PVN’s upstream portfolio, which mostly comprises of joint-ventures (JVs) with foreign entities in offshore and mature producing areas.

According to industry sources, PVN’s breakeven cost per barrel is believed to be in the region of US$51/bbl, far above the US$36.3/bbl averaged in March and also above the US$43/bbl that Brent is expected to average in 2020, according to Fitch’s forecast. This risks most of the SOE’s existing output, while Fitch predicted overall crude oil and natural gas production in Vietnam may suffer year-on-year declines of 5% and 1%, respectively, in 2020.

Capital spending cuts and FID delays inevitable

Capital spending cuts and foreign indirect investment (FID) delays appear inevitable, as upstream operators come to grips with a lower oil price environment and sluggish demand.

Many of Vietnam’s largest oil and gas fields boast large foreign ownership. For many of these firms, upstream plays in higher-risk emerging markets such as Vietnam, are outside of their core portfolio, and as such, budgeted spend in Vietnam have potential to be among the first to go, in the event of any capex cuts.

Indeed, a breakdown of ownership across nine select upstream developments (including those in the pre-FID phase) shows that apart from the Dai Hung field – output contribution from which is small – and Block B project, the remaining seven projects boast at least 50% foreign ownership. A large number of foreign firms operating in Vietnam are NOCs, and while this could see activities within the sector prove more resilient in the face of elevated headwinds, anecdotal evidences point to a gradual, cautious turn in sentiment.

For instance, in March 2020, Zarubezhneft participated in discussions with other Russian oil companies and Energy Minister Alexander Novak, which reportedly ruled out output increase in the near-term due to weak demand in light of the Covid-19 pandemic. Thailand’s PTT has not revised its capex plans for 2020 and subsequent years, although has urged the government to release barrels in strategic storage, so as to stave off first quarter losses due to a drop in prices.

Delays of FIDs that were initially slated for 2020 also appear increasingly inevitable, and pose risks to our medium-term output growth projections for Vietnam, as drilling activities and major contract awards are postponed. In March 2020, Jadestone Energy put developments of the Nam Du and U Minh gas fields on hold, in order to maintain its balance sheet.

Other projects at risk of facing delays include Block B and Ca Voi Xanh. The two projects are expected to require combined capital input of about US$15 billion. Output from both could climb to a peak of about 15 billion cubic meters, equivalent to 1.5 times Vietnam’s total gas production in 2019.

Contraction in refined fuels consumption

Additionally, Fitch also revised down its demand growth projections for Vietnam, to reflect reduced demand in light of Covid-19. As a result, refined fuels consumption is expected to contract by 1% in 2020, down from previous forecast for 3% expansion. The severity of reported Covid-19 spread in Vietnam has been moderate relative to larger regional peers, although this has proven insufficient to prevent a precipitation in domestic demand. Indeed, PVN’s domestic refined fuel sales registered a year-on-year decline of some 30% over the first two months of the year, mainly due to the implementation of early containment measures– since December 2019 – and subsequent collapse in travelling demand.

Given the concentration of containment measures in limiting aviation traffic flows, the most pronounced impact will continue to be felt in jet fuel, particularly as Vietnam is expected to deepen travel restrictions in order to curb the growing number of imported cases. Extension of visa restrictions onto arrivals from Europe and North America, on top of measures already in place for Asia-Pacific countries, for instance, would weigh heavily on jet fuel demand in the second quarter.

Outside of jet fuel, diesel demand is also expected to endure heavy hits over the first half of 2020, mirroring the slowdowns in industries, notably manufacturing, due to the sector’s large exposure to raw materials from China and a drop-off in regional export demand. Indeed, according to official statistics, growth in manufacturing output is shown to have slowed to 7.4% year-on-year over the January-February period, compared with growth of 11.4% year-on-year in the same period in the previous year.

Quang Nam to expand habitat of grey-shanked douc langur

Quang Nam (VNA) – Efforts are being made toward a goal of expanding the habitat of the grey-shanked douc langur in central Quang Nam province’s Nui Thanh district to 150ha by 2030.

The goal is set in a local project to preserve the endangered grey-shanked douc langurs.

A study conducted in October last year by GreenViet , a non-profit organization, showed that natural forests on 30ha in Nui Thanh’s mountains are home to six families of grey-shanked douc langurs with a total 68 individuals. This is the sole visible population in the world.

According to Vice Chairman of the district People’s Committee Ngo Duc An, the current priorities are to implement strict protection over the natural forest and restore 30ha of native plants to ensure food supplies and living conditions for the endangered creature.

The project worth more than 64 billion VND (2.78 million USD) will work to tranform 60 ha of production forest into special-use forest and establish a natural reserve for the langur in Nui Thanh’s Tam My Tay commune.

According to the project, all fields are still owned by locals thus suitable regulations will be built to ensure the rights, interests and responsibilities of people involved, with special attention paid to growing large trees and native plants to create a habitat for the langur as well as a natural ecosystem for ecotourism. As such, the conflict between human’s livelihoods and endangered fauna and flora’s habitats will be eased.

Chairman of the Quang Nam People’s Committee Le Tri Thanh said the expansion of habitats and diversification of food sources for rare species are an urgent but long-term work.

Quang Nam is determined not to let economic development make strong impact on or cause the loss of these precious animals, he underscored.

By 2025, Quang Nam authorities are trying to change at least 150 ha of production forest to special-use forest and cultivate native plants to ensure sustainable food supplies and living conditions for the grey-shanked douc langurs in Nui Thanh, according to the official./.

Da Nang seeks investment for $2 bln metro routes

The two metro lines that will connect downtown areas are among 57 major infrastructure projects that city authorities are calling for investment for the 2020-2025 period.

The city envisages both routes being built under the public-private partnership (PPP) investment form.

The east-west route would run from Nam O 1 residential area in Lien Chieu District through downtown areas to My Khe Beach in Son Tra District, while the south-north route will connect the Son Tra Tinh Vien nature reserve on Son Tra Peninsula, areas around the Da Nang Airport and the Khue Trung area in Cam Le District.

The city also called for investors to build an electric metro train project connecting with the neighboring Hoi An Town, a famous tourist hotspot in Quang Nam Province. This project carries an estimated value of VND7.49 trillion to VND14.99 trillion.

Another project is a 3.7-kilometer tunnel at the Da Nang Airport with six lanes that requires a total investment of VND8.2 trillion. The project’s investment will be raised from the city’s budget, official development assistance (ODA) and the PPP model.

The city of 1.1 million also seeks investment for the Lien Chieu Port, which is expected to use VND3.4 trillion from the state budget and VND3.9 trillion from the private sector.

The 220-hectare port, expected to spearhead Da Nang’s logistics development, will be built below Hai Van Pass in central Vietnam.

City authorities are also seeking investors for other major projects like the 500-bed international standard oncology treatment center at VND11 trillion, the VND5-trillion Opera House, a VND3 trillion waste treatment plant worth up to VND3 trillion and VND4.5 trillion horse racing.

Da Nang, the urban hub of central Vietnam and a popular tourism hotspot, is considered the country’s third most important city after Hanoi and Ho Chi Minh City.

Ten notable scientific and technological events of Vietnam in 2020 announced

The events were selected from the following areas: policies and mechanisms, natural sciences, social sciences and humanities, applied research, international integration, and prominent scientists.

This is the 15th year of the vote for the top 10 S&T events, attracting the participation of more than 60 journalists who cover the S&T sector from 25 press agencies. The nomination was assessed by prestigious managers and scientists.

Below is a list of notable S&T events in 2020:

1. Prime Minister approves Programme on national digital transformation

The Prime Minister on June 3 issued Decision No.749/QD-TTg approving the National Digital Transformation Programme by 2025, with an orientation toward 2030.

The approved program has the dual goal of developing a digital government, economy and society while establishing Vietnamese digital technology enterprises that have the potential to go global.

The digital transformation in Vietnam has seen more strong developments than ever, especially amid the COVID-19 pandemic that has had such a strong impact on the socio-economic situation, trade, education, culture, administration and transport.

2. Successful research on SARS-CoV-2 virus

The National Institute of Hygiene and Epidemiology announced on February 2 that it had successfully cultivated and isolated the SARS-CoV-2 virus in the laboratory, enabling quicker tests for the virus.

With the achievement, Vietnam was then able to test thousands of samples a day when necessary. This also served as a basis for the development of a vaccine against the virus.

The Ministry of Science and Technology declared on March 5 the success of a research on a test kit for SARS-CoV-2 virus, making Vietnam among very few countries in the world to have succeeded in the research at that time.

The real-time RT-PCR research was conducted by the Vietnam Military Medical University and the Viet A Corporation as directed by the Ministry of Science and Technology.

The project’s success is important at a time when the COVID-19 epidemic remains a global threat. Results also confirmed Vietnamese scientists’ high levels of professional skill and the ministry’s determination to have effective epidemic prevention and control.

3. Successful development of technology for flight control and balloon retrieval in the stratosphere

This is project VT-CN.04/17-20 on ‘Research to Approach the Technology to Use Balloons in the Stratosphere, integrated with Information Transceivers, to Monitor, Give Direction, Rescue, and Calculate Physical Parameters in the Atmosphere’ was carried out under the National Science and Technology Program on Space Technology in the 2016-2020 period.

The project was directed by Associate Prof. Dr. Pham Hong Quang from the Center for Informatics and Computing.

The project uses an IoT network at an affordable cost level for deploying sea and forest rescue tasks, monitoring off-shore fishing boats, floods, landslides, and forest fire data.

4. Science ministry receives draft Vietnamese history

The Ministry of Science and Technology held a ceremony in Hanoi on November 12 to receive a draft of Vietnamese history after five years of its compilation.

The draft history comprises 25 volumes of general history and five volumes of event chronicles.

The project, funded by the National Foundation for Science and Technology Development, was carried out by nearly 300 scientists from research institutes and universities, mostly in Hanoi, Thua Thien-Hue and Ho Chi Minh City.

5. Viettel makes first 5G call with locally produced equipment

The Military Telecommunications Industry Group (Viettel) successfully conducted the first call using fifth generation (5G) technology in Vietnam on January 17 with Viettel’s gNodeB transceiver.

The gNodeB transceiver, made by Viettel, includes both software and hardware. The device was developed in six months, starting in June 2019.

In May 2019, the carrier used a foreign-made device to make a call via the 5G network. After 8 months, Viettel has helped Vietnam master 5G technology.

6. Locally-developed tracing app Bluezone launched

Bluezone, a locally-developed app that helps determine if a person has come in contact with a COVID-19 patient, was launched in Hanoi on April 18 by the Ministry of Information and Communications (MIC) and the Ministry of Health.

Developed by tech firm Bkav, the app uses Bluetooth Low Energy, a wireless personal area network technology, to link smartphones within a two-meter distance.

As of mid-November 2020, more than 23 million Vietnamese people had downloaded the app.

7. Completion of Hoan Kiem Lake’s embankment using advanced technology

On August 20, 2020, the Vietnam Science and Technology Joint Stock Company (Busadco) announced the completion of the 1,500-meter embankment around Hoan Kiem lake in Hanoi. It took 65 days to complete the project, and it was completed 2 months ahead of schedule.

Remarkably, this construction project applies non-metallic reinforcement technology, previously applied in the project on building technical infrastructure systems in rural areas to prevent natural disasters and climate change, which won the Ho Chi Minh Science-Technology Awards in 2016.

8. Vietnamese scientists become affiliates in important physics research published in Nature

For the first time, Vietnamese physicists have become affiliates of a breakthrough research project published in Nature – a prestigious global scientific journal.

The international experiment, named T2K and described in the article ‘Constraint on the Matter–antimatter Symmetry-violating Phase in Neutrino Oscillations’, was published in Nature on April 16, 2020.

It was carried out in Japan with a collaboration between around 600 physicists and engineers across more than 60 organisations from 12 countries worldwide.

Vietnam is the second country in Asia besides Japan to have neutrino research appear in the Nature Journal. This Neutrino group is working at the Institute for Interdisciplinary Research in Science and Education (IFIRSE) – a member of the International Center of Interdisciplinary Science Education (ICISE), located in Quy Nhon City, Binh Dinh Province.

9. Successful operation to separate conjoined twins

Nearly 100 doctors and nurses from leading hospitals in Ho Chi Minh on July 15 successfully carried out an operation to separate twins born conjoined at the pelvis.

This success of the operation demonstrated the qualification of Vietnamese doctors and advanced development of the Vietnamese healthcare sector.

This is the second complicated operation to separate twins in Vietnam, following the first 32 years ago.

10. Assoc. Prof., Dr. Do Van Manh receives Asian Innovation Award 2020

The Hitachi Global Foundation on October 30 granted the 2020 Asian Innovation Award to Assoc. Prof., Dr. Do Van Manh from the Institute of Environmental Technology (under the Vietnam Academy of Science and Technology).

Dr. Manh is highly lauded for his research on the implementations of advanced biogas to exploit sludge from beer and sugar manufacturing plants to produce energy and organic fertiliser. The research contributes to environment protection and sustainable development in the Central Highlands and South Central regions.

Foreign woman loves Ao Dai, brings Vietnamese silk to the world

Born and raised in Europe but Liisi has a special passion for Vietnamese Ao Dai (traditional gown) and Vietnamese silk products.

Business started from the love for Ao Dai

Liisi Mari (born 1990) was born and raised in Estonia. Liisi’s family had been painters for three generations, so she inherited some of that talent.

Living in the cradle of art, since childhood Liisi has always been immersed in paintbrushes and canvases. Her favorite technique is drawing on silk.

Later, Liisi graduated from the University of Arts in Estonia and went to Hong Kong (China) to study. Here, she met the man of her dreams and got married to a Vietnamese.

“When we first met, I often shared with my husband Ngoc my hobbies. He said Vietnam is a famous country for its silk. We talked about a lot of things but I was really fascinated when he had the same aspirations,” Liisi said.

When she was introduced to Ngoc’s family, his mother brought her to a tailor to make an Ao Dai as a gift.

The first time she held the Ao Dai in her hands, Liisi felt a strange sensation. In Liisi’s head, the image of paint brushes dancing on her shirt appeared. Just like that, she was infatuated with Ao Dai in all its magnificence.

Since then, Liisi has spent most of her time studying silk and Ao Dai.

The young Estonian woman decided to choose silk to start a business thanks to her love of the Vietnamese Ao Dai.

In 2018, she got married and moved to Vietnam to live with her husband. In addition to painting, Liisi occasionally does modeling work.

Liisi is so “addicted” to Ao Dai that she wears them whenever a special occasion comes up, whether it is Tet or a wedding or party.

“Ao Dai contains the essence of national identity. I feel confident wearing them,” Liisi said.

Liisi saw that Vietnamese silk had a lot of potential so she started a business in her husband’s hometown with her own silk brand.

Liisi’s husband was then working for a company with a monthly salary of thousands of dollars, but decided to quit his job to cooperate with his wife on the business.

“My husband studied business administration, but I was inclined to art. We have different personalities but have the same orientation and support each other in our work,” said Liisi.

According to Liisi, silk is a great material for painting. The natural softness of the silk fibers helps the colors to spread and blend together into attractive new colors.

“My products contain my love and passion for silk. The motifs on the Ao Dai are all hand drawn by me so each set is unique, nothing is mass produced,” Liisi said.

In the contest “Charming Ao Dai 2019”, Liisi won 4th place with the Ao Dai she designed.

In addition to the Ao Dai, Liisi also developed a hand-painted silk scarf and silk pillows. Just like the Ao Dai, there is only one version for each piece.

In addition to the products drawn by Liisi, the couple also organizes sessions for customers who want to hand-draw the motifs of their scarf or Ao Dai at the sewing factory.

“Painting on silk is an artistic activity that helps people find relaxation, tranquility, stress relief as well as training persistence and creativity,” Liisi said.

Bringing Vietnamese silk to the world

The Estonian woman added that, although the business is stable, the couple’s silk brand has not officially had a store, but only accepts orders via online form.

In order for customers to choose easily, couple are using a smart fashion app with a “Try-on” feature – allowing buyers to try on clothes and accessories on models virtually.

After being welcomed by the Vietnamese market, the couple brought “made in Vietnam” products to other countries. However, the distribution stops at retail activities.

According to Liisi, customers in Finland, Estonia, Germany, the US, and China find Vietnamese silk products through the couple’s sales page.

Mr. Tran Ngoc, Liisi’s husband, said that in 2020, the couple intends to export through a large distribution channel, but due to the epidemic, it has been postponed. Currently, this plan has just been restarted. He will focus on exporting to Estonia and Germany.

“Because of limited capital and the lack of conditions to invest in large factories, my wife and I have developed the model of linking, sewing scarves and silk robes with traditional craft villages.

For standard product line, we order outsourcing. High-end line, exclusive design, we bring them to a small self-production workshop. However, the source of silk fabric must always ensure the standards of Vietnam. Because the foreign market is quite careful,” Mr. Ngoc said.

Mr. Ngoc shared that the couple started a business entirely with their own capital and did not seek funds from others.

The brand name this may not be widely developed but the production is there. The quantity of goods is not high but he believes this is a sustainable way to go.

At the beginning, Ngoc and his wife also faced many difficulties in finding markets and approaching customers.

With business knowledge and brand development acquired for many years, Ngoc and his wife promote themselves through social networks. At the same time, the couple brings their products to travel fairs, world consumer fairs, and art shows.

“Silk is woven from insect silk. From this material, we can create many different fabrics, shiny like satin, rough like linen and burlap, hard like organza … “, the owner added.

People often consider silk as a glossy fabric, loose and not for the young, but this material can be used for all ages, different in color and design.

Liisi said the developing the silk brand is not simply a business. The main purpose is to promote Vietnamese traditional culture, and elevate products to art.

“My husband and I are determined to move around and live in both countries – Vietnam and Estonia. So, everyone has the opportunity to be close to their family. In the future, I plan to open a representative office in Estonia. My mother also likes Vietnamese silk products,” said Liisi.

Rallying the support of partners from state and local level institutions and agencies across Việt Nam and Bulgaria, with the help of the numerous active Việt Nam-Bulgaria friendship associations , the 70th anniversary was widely recognized through diplomatic visits and events in HCM City, Hải Phòng and Vĩnh Phúc, with B2B webinars, various cultural happenings, book publications, all culminating in the month of November with the inauguration by the Vietnam News Agency of the exhibition Việt Nam-Bulgaria: 70 Years of Friendship and Development and a friendship concert at the Hà Nội Opera House.

It was the turbulent historical events of the mid-20th century that brought Bulgaria and Việt Nam together, but it was through dedicated will and thoughtful commitment that our partnership managed to transcend tests of time to nowadays encompass pragmatic and hands-on solutions for applied diplomacy. Boasting an earnest bilateral political dialogue, consistently growing economic co-operation (yet to meet its full potential), and dynamic multi-sectoral collaboration, the current agenda of Bulgaria-Việt Nam relations has widened to include exchange on international developments and security concerns, economic engagement and socio-cultural matters, taking shape and projecting results on a larger world canvas.

While competing visions and agendas on the global order are at play now, the COVID-19 pandemic has swept the globe and demonstrated how interconnected and interdependent the world has become. It has overturned lives and livelihoods revealing some opportunities hidden in the conspicuous challenges, such as hastening the transformation of industries, digital connectivity, setting up regulatory standards and norms and pointing to the necessity of streamlining government policies for an enhanced rule-based multilateral framework.

Drawing on Việt Nam’s membership in ASEAN and Bulgaria’s membership into the European Union we ensure and witness consistency and complementarity between our multilateral and bilateral diplomacy and co-operation. In December 2020 under Việt Nam’s Chairmanship of ASEAN both organisations elevated their relationship to the level of strategic partnership, stipulating even deeper joint work on matters of politics, economy, security, connectivity, sustainable development, climate change and green growth. The institutionalisation of the EU-Việt Nam relations continued through the groundbreaking EU-Việt Nam FTA, the launch of the Partnership and Cooperation Agreement and the signature of the Framework Partnership Agreement, to name just a few.

Furthermore, the timely and effective measures for COVID-19 control taken by the Government of Việt Nam made the country a world role model, while in parallel as ASEAN Chair Việt Nam led the regional efforts in containing the pandemic and guiding the post-pandemic recovery. In Europe, Bulgaria participated in developing a common EU approach to ensure safe and free vaccination for all, and in co-ordinating on a 1.8 trillion euro recovery plan; the EU has committed more than 850 million euro to COVAX, working also to advance solidarity with international partners, including ASEAN and its member states, via ‘Team Europe’. The objective, defined as a joint EU global vision, with the substantial financial resources allocated, is “to seek a post-pandemic recovery that is sustainable, human rights-based, inclusive, green, digital, and which strengthens gender equality and boosts human development, especially for those furthest behind.”

Now, the emerging new norms of co-operation are integral to seeking pragmatic co-operative solutions and a drive towards inclusive multilateralism, deepening our ties on key priorities and demanding truly strategic relationships. Tackling social and gender inequalities is also essential. In that regard promoting the role and participation of women, including along the Women, Peace and Security Agenda has a vital place in both Bulgaria’s and Việt Nam’s foreign policies, with the alignment of objectives and initiatives between the programme document ‘Hanoi Commitment to Action’ , adopted in December 2020, and Bulgaria’s ‘Women, Peace and Security National Action Plan 2020-2025’ .

Pushing further the multi-stakeholder partnerships between government, society, private sector, academia, scientific community the guidelines of the 13th National Congress of the CPV aim at increasing prosperity towards a high-income Việt Nam by 2045. Transcribed into Vietnam’s Socio-Economic Development Strategy 2021-2030 they outline areas of bilateral collaboration of common significance such as economic modernisation, innovation and promoting environmentally-friendly standards, private sector development, effective institution-building, resilience to climate change and social justice.

Bulgaria and Việt Nam’s relationship persevered because it has been continuously adapting and developing, nowadays doing so to match and navigate the ever complex body of entwined international challenges and changing geopolitical realities. Upheld by mutual understanding and true peoples’ friendship the story of the Bulgaria-Việt Nam partnership teaches a lot about solidarity, compassion, generosity of spirit and giving back. It is the story of how diplomacy and dialogue have been instrumental in influencing and strengthening peaceful state-to-state relations.

Decades of mutual support and respect give Bulgaria and Việt Nam the confidence and the ambition to continue to work together to promote growth and ensure sustainable and inclusive national development. While we prepare for another leap forward post-pandemic both countries should continue to act as effective partners in today’s multipolar world, to propel the strategic communication through well-connected networks for dialogue – academic, cultural, social and business, and encourage their significance in state-to-state affairs. VNS
