For over a month now, relevant personnel at the Ministry of Transport is busy with the final preparations to soon hand over Khanh Hoa-Buon Ma Thuot Expressway to the people’s committees of Khanh Hoa and Dak Lak provinces. In light of Decision No.17/QD-TTg dated July 28, two out of three components under Khanh Hoa-Buon Ma Thuot Expressway will be assigned to two localities having the road passage for management. The 32km-long first component with an estimated investment value of $244.8 million will be assigned to Khanh Hoa's People’s Committee while the 48km-long third component valued at around $282 million will be assigned to Dak Lak's People’s Committee. Constant re-planning of transport projects in Vietnam

In a pattern that seems to have prevailed for years, a transport project is usually put into operation soon after its inauguration, but then within a short time there is a need for its expansion or upgrade. What is more surprising is that even projects that are still under construction are being reconsidered for expansion or an upgrade. Such as in the case of the Hanoi Highway which has been expanded four times and still not complete. It may be that this Highway may even be further expanded. The Ho Chi Minh City to Long Thanh to Dau Giay Expressway was started in 2009 with an original design plan of four lanes, then soon after increased to six lanes and now being considered for eight lanes. For all we know it may also be extended to twelve lanes soon. The 17 km long metro line 1 has not yet been put into a trial operation but is being considered for an extension to include the route to Binh Duong and Dong Nai provinces. Some errors, incidents still arise in non-stop electronic toll collection

(Photo: QUANG PHUC) At the Ho Chi Minh – Long Thanh – Dau Giay expressway, the traffic situation was reportedly improved on the morning of August 7 over the end of July and the beginning of August. The number of automobiles tagging ETC cards reached 99.24 percent at the Long Thanh toll collection station in Dong Nai Province. However, the congestion also happened when hundreds of trucks and automobiles got in line to pass through toll collection at National Highway No.51. At the toll collection stations on Hanoi Highway and Phu My Bridge in Thu Duc City, the traffic situation are also stable without acute congestion; however, some vehicles were recharged fee even though they did not travel through the stations. BOT procedure roadblocks hindering venture progress
In late July, the Ministry of Transport (MoT) sent a dispatch to the Ministry of Justice seeking the latter’s consensus in allowing VINA2 Investment and Construction JSC to transfer its stake in a project to one corporate entity and an individual investor outside the project’s consortium. VINA2 is one of three investors in a BOT project on the renewal and upgrading of National Highway 38’s road section connecting the national highways No.1 and No.5. This is also the first time a stake transfer at a BOT-related enterprise has taken place between a legal entity and individual investor. This rare case began a year ago when the project developer first sought approval from the MoT to allow VINA2 to transfer its entire 31 per cent stake to Vo Phi Hai, who would hold 28 per cent of the stake, and to Investment Mining Port JSC (IMPORT) that will keep the remaining 3 per cent.
