Vietnam’s leading hospital reports mass departure of staffers, doctors

Some 221 practitioners and staffers of Hanoi’s Bach Mai Hospital, one of the largest public health facilities in Vietnam, have turned in their resignation over the past year.

Discussing this issue with Tuoi Tre (Youth) newspaper, Nguyen Quang Tuan, director of Bach Mai Hospital, confirmed the mass departure.

Some are highly qualified medical workers who switched to better paying jobs, while a majority are less skilled staffers who became dissatisfied with the hospital’s decision to go fully self-funded instead of relying on state subsidies, or displeased at their job rotation at the facility, Tuan said.

Pressure from the COVID-19 workload is also a possible reason for the mass departure, added Do Van Thanh, head of human resources at Bach Mai Hospital.

While 221 had departed, the facility has also recruited 506 new practitioners and officers, many of whom hold senior medical titles.

“Our hospital is striving for a change in service quality,” Thanh stated.

“Pressures of changes might be the reason for many staffers to leave.”

The Ministry of Health, the immediate managing body of Bach Mai Hospital, demanded a full list of resigned staffers along with an explanation from the hospital management after being informed of the situation in February.

“The hospital is responsible for the administration and usage of human resources in their facility,” a Ministry of Health official stated.

In a responding report submitted on March 22, the hospital leaders cited the reduced benefit package, which stems from the poor revenue that the institution reported during the pandemic, as the reason for the mass resignation.

Bach Mai Hospital also requested the Ministry of Health to raise the price ceiling for medical services to improve its returns, which will help uplift the income of personnel.

The report also mentioned tempting job offers from private hospitals that target highly-skilled practitioners in public facilities, which may cause a ‘brain drain’ from the public sector.

Bach Mai is a central-level hospital in Hanoi under the management of the Ministry of Health.

It receives some 6,000-7,000 visiting patients per day, with an outstanding reputation for many of its departments, including emergency, poison control, rehabilitation, cardiovascular medicine, cancer treatment, and orthopedics.

The hospital faced multiple mishaps in 2020, as it was placed on lockdown for over one month due to a coronavirus outbreak in the facility, plus two of its former executives were detained over allegations of inflating prices of medical equipment .

In a previous working session with Binh Phuoc Province’s leaders in last December, the then PM Nguyen Xuan Phuc delegated the provincial People’s Committee to implement the project under the public–private partnership (PPP) mode.
He also asked the Ministry of Planning and Investment in coordination with the Ministries of Finance, and Transport to allocate financial resources collected from the State budget in the Mid-term public investment plan for the 2021-25 period.
On March 18, the governments of HCMC and its neighboring province of Binh Phuoc had a working session on the construction project of HCMC-Thu Dau Mot-Chon Thanh expressway. On this occasion, the two sides agreed to establish a steering committee for the project.
Accordingly, the HCMC-Thu Dau Mot-Chon Thanh expressway is about 70 km long with 6-8 lanes, connecting HCMC and the Southern provinces of Binh Duong and Binh Phuoc. The stretch in HCMC is 1.5km long, expected to link up to Ring Road No.2 at Go Dua Intersection in Thu Duc City. The section running through Binh Duong Province is 57km long while the section running through Binh Phuoc Province is 11.5km long.
The project costing VND36,000 billion (US$1.55 billion), including around VND17,000 billion (SU$736.5 million) coming from the State budget will be kicked off before 2030.
Binh Phuoc Province will take responsibility for carrying out the project; organizing working sessions on investment modes, capital resources, building the overall plan for the project with ministries, departments and localities.

Hanoi public hospital’s executives arrested for price gouging of medical equipment

The Ministry of Public Security on Friday arrested and started legal proceedings against Nguyen Quoc Anh, former director of Bach Mai Hospital in Hanoi, and two of his subordinates at the infirmary for “abuse of position and authority” in the alleged price gouging of medical equipment.

The two subordinates are Nguyen Ngoc Hien, former vice director of Bach Mai Hospital, and Trinh Thi Thuan, former chief accountant at the infirmary.

Officers also inspected Anh and Hien’s residence on Friday evening.

While the two men were in office, Bach Mai Hospital purchased a robotic system from BMS Medical Technology Joint Stock Company.

The arrested inflated the purchase price of the system to VND39 billion (US$1.7 million) from its market price of VND7.4 billion ($319,000).

Consequently, patients had to pay VND23 million ($990) per instance of the machine’s use while the rate should have been VND4 million ($172) only.

It is estimated that the arrested appropriated VND10 billion ($430,800) from patients via more than 500 cases of the system’s use from 2017 to 2019.

Previously, the Ministry of Public Security also arrested and began legal proceedings against Pham Duc Tuan, chairman and director of BMS, Ngo Thi Thu Huyen, BMS deputy director, and Tran Le Hoang, an appraiser of VFS JSC — which had been hired by Bach Mai Hospital to appraise the robotic system, for their involvement in the case with the charge of “fraud and appropriation of property.”

Hoang is now under home arrest.

JICA gives recommendations on development of Da Nang’s port

In their end-of-term report, JICA experts identified the urban planning for the area surrounding Lien Chieu Port, a transport connectivity plan, a plan to find suitable locations for terminals, the feasibility of a public-private partnership, a model for effective management and operation of this port, and an appropriate investment plan harmonising interests of both State and private sector.

Vice Chairman of the Da Nang People’s Committee Le Quang Nam said the Prime Minister, in his decision to give the in-principle approval, requested the municipal People’s Committee to promptly carry out procedures to select capable investors to build and run terminals of Lien Chieu Port in line with legal regulations.

He said JICA’s participation and assistance in preparing for the project are highly necessary that will create a prerequisite for the development of this port.

Shimizu Akira, Chief Representative of the JICA Vietnam Office, said Lien Chieu Port should be put into use as soon as possible, adding that the consultancy group will take into account the city’s opinions to perfect the port development plan.

He also expressed his hope for continued cooperation from local authorities in this issue.

The common infrastructure component of the Lien Chieu Port project was approved in principle by the Prime Minister on March 25, 2021, aiming to build infrastructure for common use in the port so as to create a foundation for developing a seaport in the Lien Chieu area.

It is expected to have total investment of more than 3.4 trillion VND (147.4 million USD) and be carried out from 2021 to 2025.

Dien Bien (VNA) – A man was arrest ed on April 13 in the northern mountainous province of Dien Bien for smuggling 30 bricks of heroin weighing 10.5kg, according to the provincial police.

The provincial drug crime investigation police office in cooperation with police in Tuan Giao and Nam Po districts apprehended Ha Quang Hiep, 43, in Dien Bien district when he was transporting the drugs.

Hiep admitted he had bought the drugs from a person in the Vietnam-Laos border area.

Police also seized a 80cm-long sword and other related exhibits./.
