Hanoi – The Da Nang People’s Committee announced on March 30 that a Vingroup mega-project in Lien Chau district worth 35 trillion VND (1.51 billion USD) has been restarted after years of delay.

The Lang Van resort and entertainment project will span nearly 1,000 ha at the foot of Hai Van Pass in the northern reaches of the central coastal city and is expected to further boost local tourism.

An in principle agreement was signed in 2011 between the Da Nang city People’s Committee and developer Vinpearl JSC, a member of conglomerate VinGroup, on the construction of the project, which was then delayed for multiple reasons.

Chairman of the municipal People’s Committee Le Trung Chinh said the Lang Van complex is situated at a location significant in terms of natural resources, culture, and security and defence.

He urged the developer to pay great attention to these elements to ensure the harmonious and sustainable development of not only Lien Chieu district but also the city as a whole.

Vingroup’s mega-resort project worth US$1.51 billion kicks off in Danang

The project is expected to contribute to the development of Danang city and the central region.

Works on Lang Van resort and entertainment complex with its total investment of VND35 trillion (US$1.51 billion) kicked off in Hoa Hiep Bac ward, Lien Chieu district, the beach city of Danang, after many years of delay due to prolonged site clearance and compensation issues.

The mega project, invested by Vinpearl JSC, a subsidiary of Vingroup – the Vietnamese conglomerate, covers an area of 1,000 ha.

The five-star complex is Vinpearl’s biggest project. It will feature a five-star hotel with over 1,000 luxury rooms, high-end villas, a performing arts theatre, an international convention hall, a golf course, helicopter pad and other recreational facilities.

The project is expected to contribute to the development of Danang city and the central region, Nguyen Viet Quang, Deputy Chairman and CEO of Vingroup, said.

In 2011, the Danang People’s Committee and Vinpearl signed a deal estimated at US$5 billion to build the Lang Van resort and entertainment complex, including land area and lake surface.

Vietnam and Thailand are strategic partners with long-term and good economic co-operation over the past 45 years since the establishment of diplomatic relations in 1976. In the recent decade, foreign direct investment in Vietnam surged 13 per cent per year on average. Thailand is the ninth-largest investor of the 132 countries and territories having investment in Vietnam, with 588 projects and a total registered capital of $12.5 billion.

Vietnam is the second-largest trade partner of Thailand, whereas Thailand is the largest trade partner of Vietnam in ASEAN. The total export-import turnover of Vietnam and Thailand in the 2015-2020 period increased some 7.3 per cent per year on average. In 2020, despite the impact of COVID-19, bilateral trade between the two countries amounted to nearly $16 billion, accounting for 30 per cent of the total trade value between Vietnam and ASEAN member nations.

Given its long-term commitment to Vietnam, MM continues to maintain its position as a pioneer in developing a safe agricultural product supply chain in order to improve the value for Vietnamese farm produce and supply the safest food for the people.

Economically, Vietnam and Thailand are committed to boosting the value of their agricultural products as well as participating in the value chains in the region. For years, some Thai retailers investing in the Vietnamese market have carried out many programmes to introduce Vietnamese farm produce to Thai consumers. One of them is the wholesaler/retailer MM Mega Market, one of the strategic investments of TCC Group in Vietnam.

Recently, speaking at the opening ceremony for the Songkran Festival, one of the activities to celebrate the 45th anniversary of Thai-Vietnamese diplomatic relations held by MM Mega Market Vietnam on April 8 in Ho Chi Minh City, Bruno Jousselin, managing director of MM Mega Market Vietnam (MM), said, “As one of the modern, leading distributors of the country, we always look forward to becoming a two-way trade bridge between Vietnam and Thailand, linking supply chains and cultural exchange between the two countries.”

Over the past years, the leading Thai wholesaler/retailer in Vietnam has hosted diverse activities to promote Vietnamese goods in the Thai market and to bring Thai enterprises to Vietnam to study Vietnamese farm produce.

In 2019, MM teamed up with the Ho Chi Minh City Department of Industry and Trade in organising the Vietnamese Goods Week in Thailand at Big C Supercentre in Bangkok, Thailand, creating a link for Vietnamese businesses to promote their products, expand market, and study consumer demand and purchasing power of distributors in Thailand.

Since 2018, MM has begun to export Vietnam’s farm produce to Thailand, which are distributed by Thailand’s Big C chain of some 1,000 big and small supermarkets with strongly increasing quantity every year.

Connecting supply chains and cultural exchange of two countries

In addition to the programmes to become Vietnam-Thailand two-way trade bridge, MM has also organised important events over the years to connect supply chains and cultural exchange of the two countries. Recently, the company has organised the Songkran Festival and the Shopping Week at MM Mega Market An Phu in District 2, Ho Chi Minh City.

With COVID-19 hindering tourism activities, the Songkran Festival is a chance for Vietnamese consumers loving Thai culture to experience Thai dishes right in Vietnam. Especially, during the two weeks of the Songkran Festival, Vietnamese consumers can buy some 1,000 items imported from Thailand.

This is the second year that MM has organised a cultural exchange and a Thai Goods Week in Vietnam, following the Colours of Thailand in Vietnam held in 2020, attracting the support of quite a few Vietnamese consumers.

With a network of 21 supermarkets nationwide, MM is distributing more than 60,000 items for some one million corporate customers and millions of individual customers. Given its sustainable development strategy and long-term commitment to Vietnam, MM continues to maintain its position as a pioneer in building and developing a safe agricultural product supply chain in order to improve the value for Vietnamese farm produce and supply the safest food for the people. In addition, the leading wholesaler/retailer will continue its strategy to diversify items, hoping to become a unique shopping venue for the Thai community in Vietnam and the Vietnamese who love Thai goods.

Also at the opening ceremony for the Songkran Festival, Apirat Sugondhabhirom, Thai consul general in Ho Chi Minh City, affirmed their support for MM Mega Market, the Thai private sector, and businesses in Vietnam to accelerate the economy, two-way trade, and investment between Thailand and Vietnam, helping the two countries to overcome challenges due to the pandemic and attain import-export revenue amounting to $20 billion per year as set by the leaders of the two countries.

Landscape of outbound Vietnamese investment ventures

A few days ago, Hanoi-based dairy firm VitaDairy officially announced its ownership of a dairy farm in the Australian state of Tasmania.

Nguyen Thi Ha, the company’s general director, said that their new dairy farm in Australia breeds about 1,000 dairy cattle and the company is starting to transport milk from there to Vietnam to feed production needs.

Ha added that although they have only made the official announcement about the acquisition now, this US$10 million purchase took place in 2020 and the company had finalised procedures with the Ministry of Planning and Investment (MPI).

Unlike before, when local firms breaking into global markets mainly engaged in telecommunications, mining, agro-forestry, and fisheries, now their engagement is more diverse, with the dairy industry proving fairly attractive to local investors. Leading players in this field are Vinamilk, Nutifood, and particularly TH Group.

After landing a mega-project valued at US$2.7 billion in Moscow (Russia) in early 2018, in 2019 TH Group bought two farms in Australia valued at more than US$88.5 million to not only breed dairy cows and produce milk items, but also plant cotton, sunflowers, and process fruit juice.

In the same year, two other local firms – IMG Investment JSC and ADPG Investment Development JSC – landed a US$38 million project in Australia to build housing blocks for sale and for lease.

Australia remained one of the favoured destinations of Vietnamese investors, attracting US$101.8 million of capital last year.

Aside from Australia, Cuba and Germany have also been appealing to Vietnamese investors. For instance, last year, local firms landed four projects worth nearly US$93 million in total registered capital in Germany.

Despite not having sizeable ventures, 2019-2020 were fairly upbeat in terms of Vietnam’s outbound investment.

Notably, in 2020 despite the drastic impacts of COVID-19, local corporate investors poured more than US$590 million abroad, signifying a 16.1% jump on-year.

In December 2020 alone, five new outbound investment projects received investment certificates and three existing projects requested permission to expand capital with a total committed value of US$99.65 million, more than double compared to 2019.

The latest figures from the MPI, however, show that in the first two months of 2021, five projects received investment certificates for outbound investment with the total capital value amounting to US$21.64 million, down 28.6% on-year.

In general, by the end of February 2021, Vietnam had 1,406 valid cumulative outbound investment projects with a total committed value surpassing US$21.4 billion.

Vietnam-Singapore Industrial Park (VSIP) was formed based on the cooperation between Vietnam and Singapore. Southern HCMC residents’ hopes for a better life go south

The “road” leading to the Thang Long residential project forces drivers to proceed slowly. Running alongside an open canal with blackish, garbage filled sewage, the road is not paved with asphalt or concrete and remains a rocky one to negotiate.

A resident living in the neighborhood for 30 years, Nguyen Thi Binh Thuy, 57, said the rocky road has actually been “upgraded,” with work done to elevate it with rocks and gravel. Before the “upgrade,” it was a soil path that got flooded and slushy every time it rained.

In 2001, on hearing that a residential project would come up in the area, Thuy and many neighbors had high hopes that they could escape from a slum and begin living in a neighborhood with better roads and modern conveniences like supermarkets, even shopping malls.

Twenty years since the project was approved, no significant change has happened, except a small one to the main road in the neighborhood. The locals have received no clear explanation for the limbo they have been thrust into, expect that the project has encountered “some issues.”

As has happened elsewhere, things have become worse for locals because they are not allowed to make changes to their houses, no matter how downgraded they become.

Thuy has occasionally seen “groups of people carrying notebooks and tools, measuring each house in the area and taking lots of notes.”

When she asks them about the project being implemented and how site clearance and compensation will take place, she gets a curt answer: “It’s going to take a long time. This is just the step of taking notes.”

Twenty years after the project was announced, Thuy’s family has been stuck in a one-floor house with an area of around 70 square meters.

Seven years ago, a storm blew away five pieces of the old and rusty metal roof of her house. She and her husband fixed the roof fearful of violating regulations. They have been told that the residential project does not allow houses to be repaired.

Flooding during the rainy season remains a nightmare for her family. Floodwaters would flow into the house that is located at a lower level than the street. Five years ago, seeing no hope in the so-called residential project and having suffered enough from the flooding, her family had decided to lift the house’s floor.

Soon after, local officials came by and forced them to stop. Thuy said she had to try “many different ways” to persuade the officials to lift the floor and get some respite from the flooding.

Thuy is frustrated. Because of the project, she is yet to get an ownership certificate for the house she has been living in for decades.

Around one kilometer away from Thuy’s neighborhood, another residential project called 9A2 was launched in Binh Hung Commune, Binh Chanh District. This one also has remained on hold for almost 20 years.

Le Thi Phi, 64, a local resident, earns her living renting out small apartments to poor people from other provinces who come to HCMC for work.

Phi said the apartments are in bad shape and in dire need of being fixed, but she is not allowed to do anything to renovate them.

She has a land plot of more than 4,000 square meters that she wants to divide among her four children, but she is not allowed to do this either.

She has been living with her children and grandchildren in a one-floor house surrounded by polluted canals and garbage.

The families of Thuy and Phi are among thousands living in areas that come under 13 projects approved in 1999-2003 to become new residential areas in the southern part of HCMC.

Not one of these projects has been implemented for various reasons including site clearance and investment capital.

All the 13 projects, around eight km from downtown HCMC, fall under the Saigon South New Urban Area mega project that was approved by the government in 1994.

As planned, the area, covering 2,600 hectares, would have 22 “functional zones” with different economic development purposes. It would house 500,000 people, replacing a low-lying, agricultural and poor area with a modern urban area. More than 97 development projects have been approved under the overall project. So far 54 have been completed.

The Government Inspectorate recently proposed to the prime minister that all the dormant projects are canceled.

They have blamed the HCMC administration and the management board of the city’s southern part for approving the projects “without evaluating the capacities of the investors.

“Most projects in the southern part of the city have breached regulations on investment procedures,” they have said.

Pham Van Tai, deputy head of the board, said following the conclusion by the government inspectors, the board has suggested that the city administration guides related agencies to review all the delayed projects, identify main reasons and assess the impacts on local residents.

After the review, the city can decide if the investors should receive help with continuing the projects or replace them with new investors.

Residents like Thuy are not impressed.

She said: “Now my only wish is that the project is ended so that people can live normal lives.”
