Hanoi – The Da Nang People’s Committee announced on March 30 that a Vingroup mega-project in Lien Chau district worth 35 trillion VND (1.51 billion USD) has been restarted after years of delay.

The Lang Van resort and entertainment project will span nearly 1,000 ha at the foot of Hai Van Pass in the northern reaches of the central coastal city and is expected to further boost local tourism.

An in principle agreement was signed in 2011 between the Da Nang city People’s Committee and developer Vinpearl JSC, a member of conglomerate VinGroup, on the construction of the project, which was then delayed for multiple reasons.

Chairman of the municipal People’s Committee Le Trung Chinh said the Lang Van complex is situated at a location significant in terms of natural resources, culture, and security and defence.

He urged the developer to pay great attention to these elements to ensure the harmonious and sustainable development of not only Lien Chieu district but also the city as a whole.

Vingroup’s mega-resort project worth US$1.51 billion kicks off in Danang

Works on Lang Van resort and entertainment complex with its total investment of VND35 trillion (US$1.51 billion) kicked off in Hoa Hiep Bac ward, Lien Chieu district, the beach city of Danang, after many years of delay due to prolonged site clearance and compensation issues.

The mega project, invested by Vinpearl JSC, a subsidiary of Vingroup – the Vietnamese conglomerate, covers an area of 1,000 ha.

The five-star complex is Vinpearl’s biggest project. It will feature a five-star hotel with over 1,000 luxury rooms, high-end villas, a performing arts theatre, an international convention hall, a golf course, helicopter pad and other recreational facilities.

The project is expected to contribute to the development of Danang city and the central region, Nguyen Viet Quang, Deputy Chairman and CEO of Vingroup, said.

In 2011, the Danang People’s Committee and Vinpearl signed a deal estimated at US$5 billion to build the Lang Van resort and entertainment complex, including land area and lake surface.

Vietnam and Thailand are strategic partners with long-term and good economic co-operation over the past 45 years since the establishment of diplomatic relations in 1976. In the recent decade, foreign direct investment in Vietnam surged 13 per cent per year on average. Thailand is the ninth-largest investor of the 132 countries and territories having investment in Vietnam, with 588 projects and a total registered capital of $12.5 billion.

Vietnam is the second-largest trade partner of Thailand, whereas Thailand is the largest trade partner of Vietnam in ASEAN. The total export-import turnover of Vietnam and Thailand in the 2015-2020 period increased some 7.3 per cent per year on average. In 2020, despite the impact of COVID-19, bilateral trade between the two countries amounted to nearly $16 billion, accounting for 30 per cent of the total trade value between Vietnam and ASEAN member nations.

Given its long-term commitment to Vietnam, MM continues to maintain its position as a pioneer in developing a safe agricultural product supply chain in order to improve the value for Vietnamese farm produce and supply the safest food for the people.

Economically, Vietnam and Thailand are committed to boosting the value of their agricultural products as well as participating in the value chains in the region. For years, some Thai retailers investing in the Vietnamese market have carried out many programmes to introduce Vietnamese farm produce to Thai consumers. One of them is the wholesaler/retailer MM Mega Market, one of the strategic investments of TCC Group in Vietnam.

Recently, speaking at the opening ceremony for the Songkran Festival, one of the activities to celebrate the 45th anniversary of Thai-Vietnamese diplomatic relations held by MM Mega Market Vietnam on April 8 in Ho Chi Minh City, Bruno Jousselin, managing director of MM Mega Market Vietnam (MM), said, “As one of the modern, leading distributors of the country, we always look forward to becoming a two-way trade bridge between Vietnam and Thailand, linking supply chains and cultural exchange between the two countries.”

Over the past years, the leading Thai wholesaler/retailer in Vietnam has hosted diverse activities to promote Vietnamese goods in the Thai market and to bring Thai enterprises to Vietnam to study Vietnamese farm produce.

In 2019, MM teamed up with the Ho Chi Minh City Department of Industry and Trade in organising the Vietnamese Goods Week in Thailand at Big C Supercentre in Bangkok, Thailand, creating a link for Vietnamese businesses to promote their products, expand market, and study consumer demand and purchasing power of distributors in Thailand.

Since 2018, MM has begun to export Vietnam’s farm produce to Thailand, which are distributed by Thailand’s Big C chain of some 1,000 big and small supermarkets with strongly increasing quantity every year.

Connecting supply chains and cultural exchange of two countries

In addition to the programmes to become Vietnam-Thailand two-way trade bridge, MM has also organised important events over the years to connect supply chains and cultural exchange of the two countries. Recently, the company has organised the Songkran Festival and the Shopping Week at MM Mega Market An Phu in District 2, Ho Chi Minh City.

With COVID-19 hindering tourism activities, the Songkran Festival is a chance for Vietnamese consumers loving Thai culture to experience Thai dishes right in Vietnam. Especially, during the two weeks of the Songkran Festival, Vietnamese consumers can buy some 1,000 items imported from Thailand.

This is the second year that MM has organised a cultural exchange and a Thai Goods Week in Vietnam, following the Colours of Thailand in Vietnam held in 2020, attracting the support of quite a few Vietnamese consumers.

With a network of 21 supermarkets nationwide, MM is distributing more than 60,000 items for some one million corporate customers and millions of individual customers. Given its sustainable development strategy and long-term commitment to Vietnam, MM continues to maintain its position as a pioneer in building and developing a safe agricultural product supply chain in order to improve the value for Vietnamese farm produce and supply the safest food for the people. In addition, the leading wholesaler/retailer will continue its strategy to diversify items, hoping to become a unique shopping venue for the Thai community in Vietnam and the Vietnamese who love Thai goods.

Also at the opening ceremony for the Songkran Festival, Apirat Sugondhabhirom, Thai consul general in Ho Chi Minh City, affirmed their support for MM Mega Market, the Thai private sector, and businesses in Vietnam to accelerate the economy, two-way trade, and investment between Thailand and Vietnam, helping the two countries to overcome challenges due to the pandemic and attain import-export revenue amounting to $20 billion per year as set by the leaders of the two countries.

The city’s leader has delegated the HCMC Urban Railway Management Board (MAUR) to cooperate with consulting units and investors to check the progress of the construction of Ben Thanh – Suoi Tien Urban Railway Line 1 and build a detailed implementation plan to put the railway into commercial operation.
Additionally, MAUR has coordinated with the municipal Department of Planning and Investment and the Department of Finance to make a report of difficulties and obstacles in the disbursement of ODA (official development assistance) loan; and propose Deputy Prime Minister Pham Binh Minh to chair a working session on defining the value of the rest of ODA loans which will be allocated from the Central Budget for the project.
The Department of Finance has been asked to coordinate with MAUR and HCMC Urban Railway Company No.1 (HURC1) to learn from the experience of Hanoi’s metro rail system project and allocate capital for HURC1.
The HCMC Department of Transport in coordination with the municipal Department of Construction, MAUR and relevant units must work out a plan on building and decorating the above-ground infrastructure in Ba Son underground station. The work will be implemented simultaneously with the construction of Ba Son terminal and rebuilding the surface of Le Loi Street this year.
Notably, the operation of the metro line No.1 must be associated with service facilities in stations to get the high economic efficiency.
While the Department of Planning and Architecture, consulting firms and relevant units must urgently complete the landscape design of Le Loi Street.
Departments of Planning and Investment, Finance, Industry and Trade, Culture and Sport together with MAUR, HURC1 and other agencies must set up a plan on exploiting service facilities at railway stations.
The municipal People’s Committee has assigned the HCMC Management Center of Public Transport (MCPT), the Department of Finance, the Department of Transport to implement the project of connecting bus routes with elevated stations of the metro line 1 that will be implemented simultaneously with the completion of the metro line.
The Department of Transport will also cooperate with MAUR to make an investment project of an intersection at Ben Thanh Station linking the metro lines 1 and 2.
Regarding to the work on HCMC’s Metro Line No.2, connecting Ben Thanh Market and Tham Luong, the Department of Natural Resources and Environment and the People’s Committee of District 3 have been asked to check legal procedures involved with the land price adjustment to determine the compensation expenses.
To projects of rebuilding of Ton Duc Thang Museum and construction of HCMC Center for Innovative Startup, Chairman of the municipal People’s Committee Nguyen Thanh Phong has delegated the HCMC Management Board of Industrial and Civil Engineering Construction to implement the rebuilding of Ton Duc Thang Museum which is expected to be completed in the fourth quarter of 2022.
The management board in coordination with the Department of Culture and Sport, Ton Duc Thanh Museum must complete the design of the building before April 30.
The Department of Culture and Sport and the Department of Natural Resources and Environment will be responsible for receiving the land of the national historical site at No.2, Ton Duc Thang Street which will be handed over from the Ba Son Corporation.
Departments of Finance, Planning and Investment will make a capital expenditure budget report and send it to the municipal People’s Committee to provide capital to the HCMC Management Board of Industrial and Civil Engineering Construction to implement the project.
The Party Committee and People’s Committee of HCMC kicked off the rebuilding of Ton Duc Thang Museum last October.
The four-floor building with one basement covers an area of more than 6,000 square meters and includes functionals areas consisting of exhibition space, storage area, image editing technique sector, work space and other facilities, according to director of Ton Duc Thang Museum, Pham Thanh Nam. The renovation project has an investment of VND275 billion (US$11.4 million).
The city’s authorities have delegated the HCMC Management Board of Industrial and Civil Engineering Construction and the HCMC Housing Management and Trading Company to implement the construction of HCMC Center for Innovative Startup.
Departments of Science and Technology, Industry and Trade, and HCMC Housing Management and Trading Company will take responsibility for exploiting and managing the building after it comes into operation.

Innovation contest helps bring student’s engineering products to light

The three winners of this year’s Engineering Projects in Community Service (EPICS) contest organised by USAID and Dow Vietnam have been announced.

The EPICS programme in Việt Nam was launched in 2018 jointly by the USAID Building University-Industry Learning and Development through Innovation and Technology (BUILD-IT) Alliance, Arizona State University, and Dow Vietnam STEM Program.

Students from Lạc Hồng University in Đồng Nai Province, who made an electric wheelchair, won the first prize.

The wheelchair incorporates extra batteries and a motor module into the frame, and has a solar panel.

The second and third prizes went to students from the University of Đà Nẵng – University of Science and Technology and the HCM City University of Technology.

The former made a protective coat for drivers for ride-hailing services, and said motorbike taxis are becoming increasingly popular, and their drivers face growing risks of being robbed.

The coat uses material that cannot be pierced, thus preventing life-threatening dangers even if they are robbed, and it is cooler in summer, they said.

Besides, it would automatically send their location and emergency signals to first responders and family members if the drivers press the SOS button on it, they added.

The students from the HCM City University of Technology made a smart greenhouse dryer designed especially for seafood and aimed at small businesses.

It helps prevent contamination, takes less time to dry and enables users to keep track of quality.

It uses solar energy, reducing energy use by 80 per cent.

The three inventions were chosen out of 34 entries from six universities.

EPICS is an internationally recognised service-learning model where students make engineering prototypes to address social issues. It was the fifth EPICS contest held in Việt Nam.

Students’ innovation and service-learning at Vietnamese universities are supported through Building University-Industry Learning and Development funded by the United States Agency for International Development (USAID) through the Innovation and Technology Alliance with Arizona State University in the US, and Dow Vietnam.

The partner universities in HCM City, Đà Nẵng and Cần Thơ are converting EPICS from an extracurricular activity into an elective course.

The adoption of international engineering programmes helps them train young engineers.

City reviews legal status of 57 delayed projects

HCM City is reviewing the legal status of 57 delayed projects, mostly in real estate, to speed up efforts to improve the business climate in the city.

Speaking at a meeting last week, Nguyen Thanh Phong, chairman of the city People’s Committee, said the city would address problems related to the legality of these projects and seek guidance from the central Government.

“The city will do whatever it takes to resolve any problems facing businesses in a timely manner, with the aim to build a friendly investment environment for investors.”

Thirty-five of 92 delayed projects in the city have already been reviewed, and they have met most of the legal requirements. That leaves 57 projects for further review.

Le Hoa Binh, vice chairman of the People’s Committee, said: “The city has developed a draft plan to implement a resolution on improving the business environment” and will also focus on realising the “twin goal” of containing the virus while recovering economic growth.

After 32 working sessions over the past three years, the working group has reviewed 110 projects in the city many bottlenecks have been removed.

The working group led by Phong was established in 2017 to help investors navigate regulations and modify policies were needed as part of an effort to improve the investment climate.

The group deals with investment projects within the jurisdiction of the city, studies investment proposals, ensures that projects can begin, and comes up with solutions to problems.

2021 tasks

The city has set a range of tasks this year to improve the business climate.

It will further administrative reform and issue policies to select potential investors in accordance with the Law on Investment, and issue regulations on bidding procedures with priority given to large urban development projects using smart urban technology.

It will publicise a land-use plan which will include a land-price framework close to the market price, and complete regulations on electronic transactions for land. The city will also continue its digital transformation plan and e-commerce expansion.

It also plans to speed up major projects such as waste treatment projects under the PPP (public-private-partnership) model, promote online bidding, and submit a public investment plan for the 2021 – 2025 period to the People’s Council for approval.

In addition, the city will shorten construction licensing time, and publicise its master urban plan and develop a master plan for the new Thu Duc City.

In the 2020-2035 period, it will strive to improve human resources, especially in the fields of IT, mechanics – automation, artificial intelligence, corporate governance, finance – banking, healthcare, and tourism and urban management.

The city will also propose solutions to improve access to credit and support people and enterprises affected by the impact of the COVID-19 pandemic. — VNS
