Three in Hà Nội arrested for role in cross-border baby selling ring

HÀ NỘI — Hà Nội police announced Friday they have arrested three people in a “major ring” charged with trafficking Vietnamese infants to China and rescued four babies last night.

The three are Mai Minh Chung (born in 1985) and Đặng Trương Đào Nguyên Anh (born in 1996), both residing in Ngọc Hồi Commune, Thanh Trì District, Hà Nội, and Ninh Thị Hải Yên (born in 1988), residing in Quán Thánh Ward, Ba Đình District, Hà Nội.

According to police, in 2019, Chung worked in Fujian Province, China, and met a man named Tính, who claimed to be from the central province of Thanh Hoá and served as a middle man to bring Vietnamese to China to work in factories.

Chung learned Tính had been selling Vietnamese infants to buyers in China and asked to be involved in the ring.

Chung was tasked with finding pregnant mothers who cannot afford to provide for the babies or those who want to put their babies for adoption, police said.

Via social media, Chung reportedly colluded with people identified only as Lương Ngọc and Hải Nga (whose identities remain unknown) to have these two people receive the pregnant women in the border province of Cao Bằng and then guide them to China through unofficial routes and hand them over to Tính.

For every successful handover, Tính is thought to have paid VNĐ30 million (US$1,300) to Chung and VNĐ80 million ($3,400) to the mother.

From 2020 November to January 2021, Chung allegedly colluded with three Vietnamese people known only as Út, Loan and Sáu, and found seven pregnant women who wished to sell their babies – including one who had crossed over to China to give birth to the baby and sell it to Tính, two women who came to Cao Bằng Province but could not cross the border, and four others that they lost contact with.

On January 31, 2021, Chung rented an apartment in Hà Nội and worked with Ninh Thị Hải Yến to find four pregnant women. Two went to China to give birth and handed the babies to Tính while two had given birth but were waiting to bring their babies to China.

In addition, through his girlfriend Đặng Trương Đào Nguyên Anh, Chung learned about a woman in the southern province of Cần Thơ who was eight months pregnant and brought her to Hà Nội, waiting for the day to go to China.

Tính is thought to have paid Chung VNĐ66 million for this case.

This is a major infant trafficking ring that the criminal police has been following for a long time, Colonel Phan Mạnh Trường, deputy head of the Ministry of Public Security’s Criminal Police Department said.

The police raided locations related to the ring’s activities on Thursday night and rescued four babies that were about to be brought to China.

Four mothers have been arrested, including the eight-month pregnant woman.

The police also managed to identify two other expecting women who had been brought to China, Trường told the media.

HCMC – The Dong Nai Police Department seized two more 1,500-ton vessels, Nhat Minh 07 and Nhat Minh 09, as part of a ring that mixed and sold over 200 million liters of fake fuel in the province and other parts of southern Vietnam.

The suspects used the two vessels to transport the fake fuel, the local media reported.

On February 6, while being chased by the police, they controlled the two vessels to crash into the ships of the law enforcement agencies and escaped. They later repainted the vessels to dodge the police chase.

However, they were detected while anchoring the ships at a wharf on the Hau River in An Cong Hamlet, An Lac Tay Commune, Ke Sach District, Soc Trang Province.

The police have also prosecuted two sailors of Nhat Minh 07 vessel and a machinist of Nhat Minh 09 vessel over alleged charges of smuggling.

Thus, the Dong Nai Police Department filed charges against 37 people for their alleged involvement in the ring.

On February 6, more than 500 police officers divided into 14 groups launched snap inspections into storehouses, gas stations, workplaces and the houses of those allegedly involved in the ring in Dong Nai, Can Tho, Vinh Long, Long An, Ba Ria-Vung Tau and HCMC.

The police seized two 1,500-ton vessels, five barges, six tank trucks, 2.68 million liters of fuels, four barrels of chemicals, more than VND100 billion, 50 land use rights certificates and 12 cartons of documents.

According to the initial results of an investigation, the ring provided an average of over one million liters of fake fuel a day to the market. Since August 2020, more than 200 million liters of fake fuel had been sold.

Hanoi appoints new department directors and People’s Committee Office Chief

The Hanoitimes – The new leader are expected to make great contribution to the city’s socio-economic development.

Chairman of Hanoi People’s Committee Chu Ngoc Anh handed over the decisions to appoint new leaders of four departments of Health, Culture and Sports, Planning and Investment, and Foreign Affairs on February 26.

The new head of the Department of Culture and Sports for the 2021-25 tenure is Tran The Cuong, 48, who held the position of the Secretary of the Party Committee of Bac Tu Liem district at the time of being appointed.

Tran Thi Nhi Ha, 48, is appointed as Director of Department of Health. Ha was the Vice director of the department in the previous tenure of 2017- 21.

Do Anh Tuan, 50, is assigned to lead the municipal Department of Planning and Investment for the 2021-25 tenure. His immediately previous position was Secretary of the Party Committee and Chairman of the People’s Council of Tay Ho district in Hanoi.

Ngo Minh Hoang, 46, who used to be Deputy Director of the Tourism Department, is appointed as Director of Foreign Affairs. He replaces Nguyen Anh Dung, 46, who is assigned to be Chief of the City People’s Committee Office.

Speaking at the appointment ceremony on February 26, Chairman of the municipal People’s Committee Chu Ngoc Anh said he believed the new directors will bring into full play their competences and experiences to successfully lead these departments in attaining the set targets, making them deserve to be important units for the socio-economic development of the city in the coming time.

Destinations across country see sharp fall in number of tourists on Tet holidays

Da Nang City received more than 30,000 visitors, mainly domestic tourists, on the lunar New Year from February 10-16, just reaching 40 percent compared to last year.
Meanwhile the Dong Loc T-junction historical site in Ha Tinh Province’s Can Loc District welcomed about 6,000-7,000 people since the first day of the first lunar month, accounting for 60 percent of the number in the previous year.
According to Head of the Management Board of the Huong Tich Pagoda in the province, Nguyen Duy Vy said that the national historic site saw a sharp drop in tourist arrivals and greeted around 7,000 pilgrims. In addition, Huong Tich pagoda festival which is annually organized from the early first lunar month has been canceled to prevent the spread of the pandemic.
Huong Tich Pagoda was built during the Tran Dynasty in the 13th century at 1,000 meters above sea level. The pagoda was heavily damaged by fire in 1885 and was rebuilt in 1901. The pagoda was recognized as national historical and cultural relics in 1990.
Similarly, attractions in the flower city of Da Lat in the Central Highlands province of Lam Dong which were traditionally crowded with tourists saw very low number of visitors in these days. The room capacity is below 30 percent.
According to the Tourist Supporting Center of Vung Tau City in the southern coastal province of Ba Ria – Vung Tau, more than 100,000 visitors came to the city in seven days on Tet, presenting a decrease of 72 percent compared to the last period. While the Cam Mountain Tourist Area in the Mekong Delta province of An Giang received about 40,000-50,000 travelers, down 50 percent compared to the same period last year.
In another hand, Ca Mau Province saw a mass cancellation of tours, the numbers of visitors and tourism revenue decline over 56 and 71 percent respectively, said Director of the provincial Department of Culture, Sports and Tourism, Tran Hieu Hung.

Most of workers in Northern region resume to work

According to Chairman of Industrial Zones’ Trade Union in Bac Giang Province Mr. Ngo Duc Thang, about 90 percent to 95 percent of workers in the industrial zones resumed to work as ordinary in the first days after Tet holiday.

The Industrial Zones Trade Union of Vinh Phuc Province reported that the production activities of factories have been stable with more than 92 percent of returners.

Enterprises, factories along with their employees are strictly implementing the requirement of 5K (face mask, disinfection, distance, no gathering and health declaration) of the Ministry of Health on the Covid-19 pandemic prevention and control. Around 255 workers are absent from their working places because they came from the Covid-19 affected areas of Hai Duong, Hung Yen and Dien Bien and have been isolated according to the regulations.

As for Thai Nguyen Province, about 95 percent of workers came back to factories and industrial parks from February 19.  For domestic enterprises, there were approximately 100 percent of returners to work. The most of workers at large-scale firms such as Samsung Vietnam- Thai Nguyen, Glonics Vietnam resumed to work.

In the pandemic-hit province of Hai Duong under regulation implementation of social distancing, the Provincial Steering Committee for Covid-19 pandemic prevention and Control and the Management Board of industrial zones of Hai Duong Province directed enterprises to use maximum means of transport to hop on and hop off workers to their working places, minimize personal vehicles, adjust the working hours of the production lines to reduce the number of workers on shifts, after shifts.

Additionally, the Management Board of industrial zones of Hai Duong Province regularly updated and promptly provided a list of re-operated enterprises in industrial zones after Tet to the Hai Duong Police to monitor and respond to the risk of spreading Covid-19 pandemic.

Rice exports see reduction in volume but rise in prices

Vietnam is estimated to have exported over 262,000 tonnes of rice worth US$142.42 million in February 2021, down 50.98% in terms of volume and down 40.18% in term of export revenue compared to February 2020.

In the January-February period of 2021, 608,768 tonnes of rice were exported, equivalent to US$336.18 million, down 34.45% in terms of volume and 21.9% in terms of revenue compared to the same period in 2020.

However, the average export price of rice in January 2021 reached US$551.7 per tonne, up 3.4% compared to December 2020 and 15.4% compared to January 2020.

The Philippines remained the leading importer of Vietnamese rice in the first month of 2021, accounting for 48% of Vietnam’s total export volume and revenue.Despite a decline in rice exports to the Philippines in January, the export price rose slightly by 2%.

According to rice traders, the fall in export volume and revenue in the first two months of this year is normal andnot a worrisome problem. According to the United States Department of Agriculture (USDA), world rice reserves as of early 2021 are quite large at about 178.3 million tonnes, much higher than the figure of 150.6 million tonnes in early 2018.
