Effective institutional reforms to help Vietnam GDP growth of 6.76%

Easing monetary and fiscal policies in combination with institutional reforms are the way for Vietnam to ensure sustainable and rapid economic growth amid global uncertainties.

Breakthroughs in institutional reform along with easing monetary and fiscal policies would help Vietnam’s GDP growth to average 6.76% in the 2021-2023 period, with the growth rate this year of around 6.47%.

In this case, the inflation rate in 2021 is estimated at 3.56%, lower than the government’s target of 4%.

Head of the General Research Department under the Central Institute for Economic Management (CIEM) Nguyen Anh Duong revealed the first out of three growth scenarios set up by the agency in a conference under the Australia supports Vietnam’s economic reform program (Aus4Reform), discussing efforts to boost Vietnam’s economic growth in the post-Covid-19 pandemic on April 22.

“This is the best way for the country to ensure sustainable and rapid economic growth amid global uncertainties,” Duong noted.

In a second scenario when the government only focuses on easing monetary and fiscal policies, the economic growth would be 6.32% in 2021, slightly lower than that of the first scenario, and eventually reach the rate of 6.69% for the 2021-2023 period.

“However, inflation as a result of these policies would mean higher inflation, which is 3.78%,” Duong added.

For the least optimistic scenario with an assumption of minimizing intervention of fiscal and monetary policies, the CIEM forecast Vietnam to achieve a GDP growth of 5.98% for this year and around 6.35% for the next three-year period.

CIEM’s Director Tran Thi Hong Minh said while Vietnam is among the countries that have successfully reopened the economy on the back of effective Covid-19 containment, “it needs a long-term development plan to nurture driving forces for continuing reform.”

“Slow economic recovery could create hurdles for ongoing economic reform efforts. Therefore, a harmonization between policies to aid economic development and institutional reforms is significant for long-term growth,” Minh said.

For this year, the CIEM’s expert suggested the necessity to maintain effective Covid-19 fight, address concern for businesses and people affected by the pandemic, and push for economic reforms.

In 2022, the government should combine economic recovery with institutional reform, and one year later, to gradually withdraw supporting policies for the economy and shift focus on reform.

Giving a more detailed proposal on economic reform, economist Le Dang Doanh told Hanoitimes that digital economy should be the priority for Vietnam in short-term.

“Institutional reform should go hand in hand with promoting digital economy, as e-government could minimize direct contacts and enhance transparency in the process of realizing administrative procedures,” Doanh noted.

“In a rapidly changing world, local enterprises without digital transformation would face difficulties in taking part in value chains of multinationals,” he suggested.

According to the report, Vietnam’s attraction of foreign direct investment (FDI) from CPTPP member countries was modest in the first year of the agreement’s implementation. Data from the Ministry of Planning and Investment showed that in 2019, the number of newly licensed foreign investment projects increased more than 13 percent compared to 2018.

While the 2019 investment of almost US$9.5 billion from CPTPP countries was nearly 36 percent lower than the previous year’s, this was due to the surge of 2018 foreign capital from Japan for Sumitomo Corporation’s US$4.1 billion Smart City project in the capital Hanoi. That investment alone accounted for almost 30 percent of all FDI Vietnam attracted from CPTPP countries in the same year.

As a result, new capital registered a comparative decline in 2019, with the average value of a new FDI project from CPTPP countries decreasing 56.9 percent, from nearly US$11 million in 2018 to US$4.7 million per project in 2019. CPTPP-related institutional and market opening commitments apply to the long term and do not have an immediate impact on FDI inflows.

Although FDI from CPTPP countries decreased 36 percent, total FDI capital attracted by Vietnam in 2019 increased over seven percent.

According to the report, FDI attraction from CPTPP countries increased in 2020, reaching US$11.8 billion, up 24.4 percent from 2019. In all, Vietnam attracted US$28.5 billion in FDI capital last year, down almost 25 percent compared to 2019 due to the Covid-19 pandemic.

Surge in Q1 foreign investment

According to data from the Ministry of Planning and Investment’s Foreign Investment Agency, in the first quarter of 2021, Vietnam attracted US$10.13 billion in FDI capital, up 18.5 percent from the same period last year. Two CPTPP countries, Singapore and Japan, topped the list of foreign investors in the first quarter, with Singapore investing US$4.6 billion (accounting for 45.6 percent of the total) and Japan US$2.1 billion (20.8 percent of the total).

Economists say Vietnam is offering opportunities for investors by creating a stable, friendly business environment.

David Gottlieb, Counselor for Economic and Development Cooperation at the Australian Embassy in Vietnam, underscored the importance of utilizing digital technology in the context of the Covid-19 pandemic. He recommended that Vietnam seek to take advantage of the opportunities brought about by the CPTPP to increase digitalization.

According to Gottlieb, the Covid-19 pandemic presented a range of unprecedented challenges to the principles of free trade and market openness. Fortunately, CPTPP members such as Australia and Vietnam responded well to the pandemic and were still able to fulfill their commitments to rules-based trade whilst maintaining open supply chains which provide positive and transparent information.

Environment ministry to step up inspections of industrial sites

HÀ NỘI — The Ministry of Natural Resources and Environment has announced plans to strengthen inspections of industrial production models with risks of environmental pollution and strictly handle violations in 2021.

A representative of the ministry said unexpected inspections would help promptly detect violations as businesses tend to try and avoid inspectors.

In the southern province of Long An, environmental pollution in rural areas is getting more and more serious, according to local media, while the awareness of environmental protection of local people is limited. Indiscriminate littering is a problem, while waste collection, treatment and classification are not synchronised.

Wastewater from factories and enterprises has not been treated and has been discharged to rivers causing water pollution and impacting public health.

The ministry has inspected more than 3,000 industrial parks and production units, detected more than 1,300 violation cases and levied fines of VNĐ275 billion (US$11.9 million) over the last five years nationwide.

The ministry is also carrying out annual inspections on environmental protection at industrial parks and production units.

The revised Law on Environmental Protection 2020 makes the chairmen of district People’s Committees and of communal People’s Committees responsible for working with environmental inspectors and accelerating the local inspection process.

The law also states that environmental protection must be based on the rational use of resources, minimising waste generation and increasing reuse and recycling of waste to maximise the resource value of waste.

The law for the first time stipulates the principle of classifying daily-life solid waste generated from households into types: reusable or recyclable solid waste, food waste and other domestic solid waste.

The law also assigns provincial People’s Committees to decide on specific classification for domestic solid waste in their locality and to encourage the separate classification of hazardous waste in daily-life solid waste generated from households.

The ministry has submitted to the Prime Minister a number of urgent solutions to strengthen solid waste management and solutions to prevent and reduce environmental pollution, focusing on the classification of waste at the source, applying advanced waste treatment technology and using waste as raw materials for production when possible.

The ministry will develop technical guidelines on the collection and classification of waste at the source suitable to each region.

The ministry will submit to the Prime Minister for approval a pilot programme on waste collection and classification in selected localities with different natural and socio-economic conditions with the goal of later spreading it nationwide. VNS

Vietnam builds worst scenario as its neighbors’ cities on lockdown

Vietnam shares border lines of more than 1,100 km with Cambodia and more than 2,300 km with Laos.

Vietnam is building the worst scenario for Covid-19 as its neighboring countries of Cambodia and Laos are struggling with surging infections, including putting their capital cities on lockdown.

According to the Vietnam Public Health Emergency Operations Center (PHEOC), Cambodia records some 300-500 new cases per day over last week despite the country’s containment efforts.

The caseload in Cambodia has so far hit nearly 8,000, showed statistics by Johns Hopkins University.

The preparations include tightening control along the borderline and building field hospitals in the boundary provinces.

Best health professionals from Ho Chi Minh City and army officers from different areas have been dispatched to the Southwestern provinces of Kien Giang and An Giang.

An Giang, where shares more than 100 km of border with Cambodia’s Kandal and Takeo provinces, has increased the number of checkpoints to control the cross-border movement, including goods transport at Tinh Bien Border Gate.

Meanwhile, Kien Giang’s Border Guard has set up additional dozens of checkpoints to total nearly 100 currently to ensure the tighten control on road and waterways in Ha Tien City and Phu Quoc Island.

Kien Giang has deployed dozens of mobile groups and patrol boats to support the mission.

Chairman of the An Giang People’s Committee Nguyen Thanh Binh has asked local authorities to build a field hospital in Chau Thanh District to serve quarantine and treatment of Covid-19 patients as well as avoiding cross infection among clinical stations.

Meanwhile, Chairman of the Kien Giang People’s Committee Lam Minh Thanh urged more efforts by border guard, navy and coast guard in controlling illegal immigration, mostly at border gates and local trails.

Since February 20, local authorities have uncovered 31 illegal immigration cases with 142 immigrants.

Even for Covid-19 vaccination certification holders, Kien Giang has required a close watch on them in terms of health safety.

The province is building a field hospital of around 500 beds in Ha Tien City while concentrated quarantine centers in Hon Dat and Kien Luong Districts get ready to be active.

Minister of Health Nguyen Thanh Long earlier this week said that Kien Giang needs to prepare for the worst-case scenario.

Apart from An Giang and Kien Giang, all 13 city and provinces in the Southwest of Vietnam are at the high alert against threat of imported Covid-19 cases.

Since the fresh Covid-19 outbreak in Cambodia broke out on February 20, a large number of Vietnamese people, Cambodian and Chinese nationals attempted to cross the border to enter Vietnam.
